After the close of the Revolution, settlers began to pour over the mountains, to settle in the western parts of Pennsylvania, of Virginia, to move down the Ohio into Kentucky, and in the late seventeen-eighties to settle on "the Indian side" of the river, now Ohio. With the growth of population the interest in coal increased and it was not long before the production of coal west of the mountains was larger than that east of them. Foreign nations, too, became interested in the young republic and in 1783, at the instance of the Swedish government S. A. Hermelin, an engineer, visited this country to investigate its iron industry. He made a very interesting report, not published until 1931, in which he gave many details of the iron plants in the eastern United States; apparently he was not west of the mountains, but was well informed about conditions there. He says, "that some coal near the first branches of the Schuylkill River has been mined and utilized by the blacksmiths," referring, of course, to anthracite; again that "coal mines have also been worked for several years near Pittsburg," and that "great supplies of iron ore are available at the Ohio Falls and further to the west, at Coney Creek, a part of the Green River, where there is also coal."' In 1788, Dr. Johann David Schoepf, who came to this country with the Hessian troops, visited Pittsburgh. He was an intelligent man and acquainted to some extent with minerals and methods of working them. AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, get in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has ken mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been almost entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is anlazing that the iron companies will persist in sending abroad under heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests mere canducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. Consider an investor who, knowing future costs and revenues, can choose how rapidly to produce from a given mineral source. If the investor elects to make that choice to maximize present value of future profits, how do policies affect the choice? Various alternative policies are examined. Some, such as higher royalty rates, lead to slower production rates than would otherwise obtain. Clearly, the chosen rates of production are policy-dependent. One is wisely counseled to consider how mineral policies affect the rate of production from given sources when analyzing current and alternative policies.

Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. SPEED-UP of production of crude oil and its products, accompanied by rising prices and the organization of the industry on a war basis, featured the economic aspects of petroleum in 1941. Early in the year American tankers were urgently requested by the British to replace losses and offset slower transit under convoy. Some forty American owned tankers were first assigned to Britain and an additional forty-odd ships were transferred during the summer. This threatened to reduce our transportation facilities from Gulf ports to the Eastern seaboard below requirements, especially should sinkings have increased and the British needed more ships. Co-ordinator Ickes began preparations for restricting gasoline consumption in the Eastern district and plans were formulated for the construction of an emergency trunk pipe line from Texas to New York and Philadelphia refining centers, and for a gigantic tanker-building program. Sales of new oil-heating units in the East practically ceased. The companies were urged to transport as much oil as possible by tank car and by October 140,000 barrels of oil per day were reaching the East Coast district by rail, sufficient to meet 8 per cent of total requirements. But British sinkings from July through October decreased 63 per cent compared with the four months ended June 30, Britain began the return of tankers, the construction plans were dropped, and the threatened shortage was thus averted.

EXPERIENCE has shown that certain known natural conditions and other indefinite characteristics combine to make a mining area vulnerable to mountain bumps. Some of the known conditions are heavy overburden, an overlying stratum of strong non-elastic rock, a structurally strong coal seam that does not crush easily and yet is the weakest stratum in the series, and a floor stratum of more than ordinary firmness. The indefinite characteristics could include resistance of top or bottom of a coal seam to lateral flow, effect of immediate top and bottom strata, nature of the coal seam, and other factors about which very little is known. It is in this area that exhaustive study is needed to achieve positive control of the dreaded mountain bump hazard. In the Gary district, West Virginia, two of the five operating mines have areas known to be vulnerable to mountain bumps.These are the No. 2 and 6 mines, which are working the Pocahontas No. 4 coal seam. In this area the seam is overlain at a zero to 10-ft interval by the massive Eckman sandstone, which is about 100 ft thick in the vulnerable areas. Total overburden, consisting of shale, coal seams, and sandstones, ranges from 700 to 1400 ft where bumps have occurred (Fig. 1). The coal seam is 4 to 8 ft thick and has a weak columnar structure of very soft and spongy or woody coal. The immediate top is either the Eckman sandstone or hard shale, both of which provide generally good roof conditions for mining operations. The bottom ranges from medium to hard gray shale. The incidence of bumps in the Gary district dates from about 1930 and can be correlated to some degree with the increased rate of extraction attained with mechanical mining. During early years of operation at the No. 2 and 6 mines, most of the work was development and under comparatively light cover. As overburden became heavier, together with an increasing percentage of coal coming from pillar extraction, mountain bumps began to occur. Before 1945 they were much less severe than in later years, and because there were no injuries or fatalities, no records were kept. But by 1951 the incidence of bumps had increased to such extent that it became evident a mining system would have to be designed to eliminate or at least minimize these occurrences. Drawing on experience with modified versions of old systems and certain characteristics peculiar to the Pocahontas No. 4 coal seam, the district mining engineer, Martin Hayduk, outlined the essential factors for bump control in the Gary district. These control factors indicated: 1) The highly stressed area, which lies within the limits of convergence effects, moves at approximately the same rate as the retreating pillar line. 2) There is a decided softening of the periphery of blocks which is greatest and deepest on the gob side. 3) Blocks less than 45 ft wide never have been known to bump in the Pocahontas seams. Fig. 2 shows the mining plan based on these observations—a thin-pillar system with a minimum of secondary development. It was recognized from the start that the Hayduk system had certain limitations. When pillar work backed up to an inevitable surrounded block it was no longer applicable; also, burnt bottom and/or unknown factors reduced the system's effectiveness in certain headings. Since there was no way to eliminate the loaded block, it was decided to experiment with auger drilling to attain controlled release of this stored-up energy. SILICA is the main impurity in iron ore. It is intimately associated with the iron oxide, sometimes free but more often in the combined state, as a mineral silicate. Its separation and purification sometimes present difficult problems to the analyst. In the absence of any definite knowledge to the contrary, orthosilicic acid. H4SiO4, is supposed to be the only silicic acid made, all other forms, such as metasilicic acid, H2SiO3, representing different degrees of its dehydration. These acids are exceedingly weak but form the most stable compounds found in nature. They are known as the silicate minerals and are formed by the combination of the different metallic oxides

In these times of sharp rivalry, both as to price and quality, among the makers and venders of engineering explosives, it is often desirable to be able to determine the relative energy or value of the various explosives offered for sale, in order to purchase intelligently ; or, having contracted for a large amount of an explosive of a certain standard quality, to be able to ascertain if the manufacturer keeps his product up to the specified standard. The simple and inexpensive apparatus described below was devised by the writer while engaged on the improvement of the Tennessee River, at MuscleShoals, under the direction of' Major W. R. King, U. S. Engineers, in the summer of 1879. It answered the purpose so well that it is thought that a brief account of it may be of interest to other engineers. It consisted, essentially, of an old blacksmith's anvil and a common striking hammer, such as is used for driving rock-drills. The anvil was placed face downward on solid, level ground. In what was then the top of it, a vertical hole, one and one-fourth inch in diameter and about one arid three-fourths inch deep, was made with a ratchetdrill. The surface of the anvil immediately around the drill-hole was made as true and smooth as possible with a file. Next, a new striking-hammer, weighing nine pounds, with a turned and true face, was selected ; and a handle, eleven feet long and about one and a half inches in diameter, was fitted into it so that it

The mineral gypsum, CaSO4 + 2 H2O, has been used for many years as a sulphurizing and basic flux in several smelting-operations. Thus, in smelting oxide nickel-ore in the blastfurnace, it is commonly added to the charge to furnish the sulphur necessary for collecting the metal in a matte, and a base for slagging the siliceous gangue. In the concentration of lead-copper matte in the reverberatory furnace it has been used for years at Preiberg, Saxony,1 for a similar purpose, and for producing at the same time a copper-matte with less than 0.15 per cent. of Fe. The latest use gypsum has been put to is in the blast-roasting process of Carmichael-Bradford.2 The term " blast-roasting," given by A. S. Dwight3 to the Dwight-Lloyd method of roasting and agglomerating: is a happy generic term which covers the ground better than the " lime-roasting " of Ingalls5 or the " pot-roasting " of Austin: in that it leaves the operation independent of the character of the flux and the form of apparatus, and retains the characteristic feature of this class of processes—namely, that of using forced draft. In the Carmichael-Bradford process the dehydrated material, mixed with galena-concentrate, acts as a diluent and a flux. The process differs in this from the Huntington-Heberlein7 and the Savelsberg8 processes, in both of which limestone is used.

The new OSM regulations for ground water monitoring of underground coal mines have been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level, but are being administered at the state level, considerable confusion still exists within the industry as to what is really required. Based on submission and/or approval of more than 30 monitoring plans for existing mines in Pennsylvania, West Virginia, and Ohio, three basic sections are necessary. They are: 1. background data on the hydrogeologic setting of the mine, 2. the monitoring plan itself, and 3. mining procedures to minimize adverse effects on ground water. Like all of the OSM requirements, ground water monitoring will be a new burden the coal industry must bear, but with proper planning and communication with the regulatory authorities it need not be as bad as originally feared.

During the past 4 or 5 years, much has been added to the detailed geologic knowledge of the Mesabi Range. This has not been in the direction of discovery of any new fundamental facts, but of detailed study, subdivision and correlation of different parts of the whole formation and of individual orebodies. Prior to this time, mining engineers in the district were so engaged with the commercial interests of exploring and developing orebodies that close geologic study and subdivision were done in a few instances only. The demand for refinement of work in .this direction has led 'the engineers of the Oliver Iron Mining Co. to do extensive structural subdivision and correlation in all exploration work during the past 4 years. Such work has become a commercial necessity rather than a scientific refinement, and at the present time is being extended to all parts of the Range. In the summer of 1914, the author of this paper wrote a series of articles on the orebodies and special features of the Mesabi Rangc, which was published in the Engineering and Mining Journal, issues of July 17 to Aug. 7,1915. Since that time studies of subdivision of the iron-formation have been extended considerably. The principal feature of this paper is the presentation of the subdivisions of the iron-formation. To this is added a discussion of the relations of the orebodies to the gentle folding and fracturing of the formation, and special features of the Range. The outline will be as follows : I. General geology. 11. Subdivision of Biwabik iron-formation. 111. Relation of orebodies to folding and fracturing of the iron-formation. IV. Special features. Acknowledgnlent is due to W. J. EACH year we gather in this auditorium to honor the memory of a. distinguished American metallurgist and educator. I cannot bring to you reminiscences of Prof. Henry Marion Howe as other lecturers have done. It was not my good fortune to enjoy the-privilege of studying and working under his direction. As I have reflected on the published works of Professor Howe, it has seemed to me that his mind was trained on the nature of metals and on the mechanism which produced known but unexplained effects. He was interested in controlling and regulating the causes so as to produce specific effects, useful in serving mankind. I recall an afternoon in May, 1925, when, at the invitation of Mrs. Howe, I visited his former home, Green Peace at Bedford Hills, N. Y. The purpose of my visit was to receive at the hands of the widow an engraving of Professor Howe, a reproduction of a painting from life. Mrs. Howe showed me his study. The walls of this large attractive room, brilliantly illuminated by the spring sunshine, were literally covered with the scrolls of honors and of decorations which had been conferred on Professor Howe by governments, academies, universities, societies and institutions the world over. As we walked about the room, she pointed out the significance of each honor and recited a few details of each occasion. I sensed the pride with which Mrs. Howe, then in the late autumn of her life, told me of her husbands' achievements, of his struggles, of his disappointments and of his successes. There was a surprisingly familiar note in the recital to which I was listening. I 'have found the same theme running as a disconnected thread through the written accounts of the lives of most men of science. We then went to the drawing room to chat for a few minutes before I said my farewells. As we seated ourselves, Mrs. Howe turned to me and asked: "Mr. Lucas, what of this great microscope of yours? Cannot it be applied to the study of disease? What a great blessing it would be if it could be directed to relieve the suffering of mankind."

THE Roan Antelope Smelter commenced operations in October, 1931. As originally designed, its equipment consisted of one reverberatory furnace, 120 X 25 ft, two Peirce-Smith converters 12 X 20 ft, and one straight line casting machine. Since that time the following additions have been made: One reverberatory furnace 120 ft X 28 ft (1934) One reverberatory furnace 95 ft X 28 ft (1943) Two 12 X 20 ft Peirce-Smith converters (1934 and 1938) One 13 X 30 ft holding furnace 6 (1938) One straight line casting machine and 2 ladle tilting quadrants (1934) The metallurgy of the smelting process is comparatively simple. However, there are several features of operation which are uncommon to most copper smelters: (1) The high grade of concentrate treated; this has always been about 50 pct copper. (2) The high flux burden on the charge. This is necessary because of the deficiency of bases'in the concentrate and the high alumina content of the concentrate. (3) The frequent necessity of adding coal to the furnace charge to control the matte grade. (4) The high grade of matte produced. This has led' to unusual converter problems. From the commencement of operations, the ore mined has come from the Roan Basin orebody. The concentrate produced from this ore consists mainly of chalcocite and shale with small proportions of other copper minerals. As mining operations extend to the Roan Extension orebody, the proportions of bornite and chalcopyrite in the concentrate will increase with a corresponding decrease in the copper content of the concentrate. Because of the concentrate grade the capacity of the reverberatory . furnaces in terms of tons of copper produced per ton of coal burned is high.. This ratio is usually over 2.2, and on especially favourable runs has reached 2.6. Reference to Table , shows that the iron content of the concentrate is unusually low. Only part of this iron is available for slag formation, the balance going to the matte. To make up this deficiency in bases, limerock is added to the furnace charge. This flux ensures a slag that is of the correct silicate degree, is sufficiently fluid, of low specific gravity, and it counteracts the thickening effect of the alumina present. An ample supply of flux is obtainable from Ndola, 2 2 miles distant by rail. Although the reverberatory slag has a high copper content, the slag fall is low and the copper loss in the slag now rarely exceeds 1.0 pct of the total copper charged. The blister copper shipped is of such purity that only one fire refining operation has been necessary to produce a wirebar with properties comparable to electrolytic copper. Bismuth has always been the most troublesome impurity and consequently the problem of its control in the finished product has been of prime importance. J. J. Predali and J. M. Cases (Attachè de Recherche and Charge de Recherche, respectively, Centre de Recherches sur la Valorisation des Minerais, Institut Polytechnique de Nancy, Nancy, France)-The role of CO, in carbonate flotation is one of the parameters of a complex phenomenon: the adsorption of salts of fatty acids onto minerals. The authors therefore must be congratulated for their work. Their experimental results suggest some questions: 1) Recovery with C02, benzoic acid, or HCl, look very similar [(Fig. 1)] to that with the use of air; however, the recovery decreases very slightly (<10%). But in these two kinds of experiments, two parameters are different: the pH which is near 5.8 (with C02) becomes 9.1(without C02) and the concentration of Ca* I x 10-3 mole per 1 (without C02) becomes 1.9 X 10&apos; mole per 1 (without COO. 2) Adsorption experiments (Fig. 2) permit computing the surface coverage 9 which is 7.4% (without C02) and 8% (without CO_.) for an initial concentration of 12 X 10-6 mole per 1 in sodium oleate. It seems doubtful to us that this small variation can produce large increases of the recovery in flotation. 3) It is difficult to correlate adsoption and flotation experiments because they do not seem to have been done with the same size of particles. IN the early decades of the past century the method of starting iron blast-furnaces by "scaffolding-down" seems to have been in universal use for coke-furnaces and, at least in this country, for charcoal-furnaces also. It was likewise used at some of the early anthracite-furnaces, as is stated in the important "Reminiscences" printed by the late Samuel Thomas. I It had been generally superseded in Great Britain as early as 1850, by some variations of the plan now used, and was rarely used when Percy wrote.&apos; On the Continent it was still followed in the 60&apos;s,3 and was elaborately described by Valerius in 1852. I have never read any statement as to when and by whom &apos;4 scaffolding" was first dispensed with, but the following extracts from journals of my father seem to fix an authentic date for an instance in this country:
