INTRODUCTION ONE of the most important problems facing the steel industry at the present time is that of maintaining at a minimum the sulphur content of many grades of steel where sulphur is known to have harmful effects on both quality and yield. The present outlook in this struggle to reduce the amount of sulphur in steel is rather gloomy since the sulphur content of the raw materials available in the United States is gradually rising, with little relief in sight. A flow sheet of sulphur in the steel process is shown in Fig I. The values used here were obtained by averaging coke oven and blast furnace data at No. 5 furnace in Cleveland and are considered typical for high top pressure practice. The sulphur evolved in the blast furnace top gas was obtained by difference and since the amount is relatively small, little significance should be attached to this particular value. From Fig I it is apparent, however, that coals used in the production of metallurgical coke represent by far the largest single source of sulphur in steelmaking. As an indication of the decrease in quality of these coals as regards sulphur content the weighed average annual sulphur analysis of the coals supplied to two different steel plants, since 1925, is plotted in Fig 2.1 The sharp rise since 1940 is strikingly apparent. Another indication of this trend is found in estimates of coking coal reserves. Thus in the case of Pittsburgh seam coals available in Allegheny, Fayette, Greene, Washington, and Westmoreland Counties in Pa. as of Jan. 1937 only 25 pct of the coal reserves would contain less than 1.50 pct sulphur after washing.2,3 Many of these lower sulphur reserves have been seriously depleted in recent years because of accelerated war demands. Still another demonstration of the increasing sulphur content of coals on a country-wide basis is found in a report by the Bureau of Mines4 which shows a steady increase in the sulphur content of coke made in the United States, It should be noted that this increase continues in spite of the wider use of coal washing in recent years. Sulphur occurs in coal in three forms, pyritic (FeS2), organic sulphur, and a small amount of sulphate sulphur (CaSO4), The sulphur is subsequently found in the coke in combination with carbonaceous material of unknown composition and as calcium and iron sulphides: In considering the general problem of sulphur elimination, the Republic Steel Corp. was interested in determining which, if either, of the two major forms of sulphur in coal contributes the greater portion of sulphur to the coke, Since the ratio of pyritic to organic sulphur varies widely in different coals, it was thought that if it could be shown definitely that the major part of the sulphur occurring in coke originates from one of the two major forms of sulphur in the coal, it would then be possible to select with confidence coal which, although high in total sulphur, would yield coke of fairly low sulphur content, Using the new

In making an emulsion, the success of which depends upon the introduction of the various ingredients at certain fixed temperatures and the complete intermixing of a soluble solution with an oil which has absolutely no affinity for it, considerable difficulty is found in keeping the various factors in strict accordance with the formula. To serve its purpose properly or, in other words, to be right for easy mixing with the coal, it should be of a certain predetermined density. Among the controlling factors of this ate the proportion of moisture contained and the temperature of the oil when introduced. If the latter is higher than intended, a greater proportion of moisture will be evaporated than is proper, and if the oil is not sufficiently hot the process of emulsification is retarded. These various factors can be controlled with more or less certainty where working in a laboratory or in a small experimental way, but when it is attempted on a large commercial scale, certain obstacles not otherwise apparent are likely to be encountered.

THE studies of the mechanism of precipitation and of the resulting property changes in aluminum-silver alloys1-3 have presented some new concepts of the aging reaction-concepts that may be fundamental in establishing a complete quantitative theory of age-hardening. With both aluminum-copper and aluminum-silver alloys, thin platelike aggregates form parallel to the Widmanstätten planes of precipitation.1,4 These platelets grow in lateral dimensions and in thickness with aging time until they are thick enough to produce an X-ray diffraction line pattern. Their structure is that of a transition lattice which is coherent with the matrix, since the atomic spacings in the matrix and the precipitate are the same on each side of their common interface.2,4 The equilibrium precipitate forms later from and at the expense of the transition lattice. Since age-hardening occurs during the formation and growth of the transition lattice, the major contributor to the hardening no doubt is the stress condition in the matrix resulting from the matrix holding the precipitate in the coherent condition. The development of these stresses also appears to be responsible for an increase in the electrical resistance superimposed on the normal decrease resulting from a change in the concentration of the matrix during aging.3 The two consecutive reactions constituting the aging process are accompanied by characteristic microstructural alterations. The initial precipitation process results in the formation of a Widmanstätten figure, while the later transformation of the transition lattice to the equilibrium lattice is accompanied by a coalescence, in the case of aluminum-copper alloys,5 and by the appearance of light areas at the grain boundaries with aluminum-silver alloys showing a structural rearrangement of matrix and precipitate.3 This latter reaction is similar microscopically to the so-called "discontinuous precipitation." Possibly discontinuous precipitation is a process that often if not always follows true precipitation of a coherent lattice and during which the transformation of the coherent transition lattice to the equilibrium lattice takes place accompanied by matrix recrystallization.3 EXPERIMENTAL PROCEDURE The alloys were made using 99.97 per cent Al or distilled magnesium, with

THE Ajo copper district is in the heart of the Arizona desert, near the western boundary of Pima county. Gila Bend, the nearest railroad point, is 43 miles north of the camp, and the little Mexican border town of Sonoita is 30 miles south. Between Gila Bend and Sonoita, Ajo is the only settlement save for one or two small cattle ranches and the uncertain villages of nomadic Papago families. The Little Ajo mountains rise a few hundred feet above wide desert valleys, beyond which are lava mesas. The camp itself lies at an elevation of about 1,900 ft. above sea level, in a little basin on the east side of the range, separated from the open desert by low hills. In the center of the basin the brilliantly iron and copper stained rocks of Copper mountain rise 150 ft. above -the village. Many varieties of cactus and low desert bushes cover the hills, while in the large valleys there are clusters of mesquite paloverde, and ironwood trees which furnish limited amounts of fairly good fuel. A scanty supply of water is obtained from wells in the desert and from prospect pits in the camp. The nearest abundant source of water is the Gila river, 50 miles north of Ajo. (See Fig. 1.) HISTORY OF THE AJO DISTRICT The Ajo, next to Santa Rita, New Mexico, is claimed to have been the first copper district in the Southwest worked by Americans. In the '60's or even earlier high-grade native copper and cuprite Ore was mined from shallow surface workings and hauled by bull team 400 miles across the desert to San Diego. From there it was carried in sailing ships to Swansea, Wales. Later, the ore was hauled to Yuma, floated down the Colorado river to the Gulf Of California, and shipped to Swansea. Bat-infested old workings and the massive axles of the bull carts are shown to prove the truth of the stories.

The practical study of corrosion requires consideration of its economic aspects. It must be based on sound scientific principles, but it should be borne in mind that probably the most important object of a corrosion test is to determine what metal in corrosion-resisting construction will produce the greatest operating profit. Thus the corrosion test must be directly connected with money values or it is not a practical corrosion test. This, perhaps unusual, connection between corrosion and economics is partially due to the fact that corrosion deals only with the time factor or duration of equipment, and it is almost the only test which deals with this feature. In these statements a departure is made from the academic definition of the word corrosion and it is done deliberately. The use of the term corrosion is unusual. It is as though we spoke of a tensile test as a "breaking" test. We are not interested primarily in the break but in the strength of the metal. There is no English word which expresses our main interest in corrosion-testing, but let us have clearly in mind that we make corrosion tests to prevent corrosion. Our real interest is in this corrosion-prevention, not in the corrosion. Previous to 1922, it was common comment that "it is impossible to determine the course of corrosion by laboratory testing.'' This statement was true at that time in that the technique of laboratory testing for corrosion resistance was so vague that tests in the laboratory gave untrue results almost as often as true ones. This was so, even in the simple case of determining which one of two metals better resists a given solution. While this is no longer true the number of misleading "corrosion tests" still being ground out by laboratories is too large in the light of our present knowledge. There are two important features of corrosion testing whose neglect is a large contributing factor to misleading results: (1) The economic relations of the corrosion tests to other tests; (2) testing technique. Regarding economic relations J. F. Thompson l has said: "The use of any particular metal is rarely based upon the sole property of resistance to corrosion. ALLOY steels have become essential to industry in meeting the rigid requirements on materials imposed by our, advanced technology. In comparison with the total ingot capacity of the steel industry, the volume of alloy steels is relatively small although for many years annual alloy-ingot tonnage has, been in seven figures. However, the monetary value of the alloy-steel production is exceedingly high and the benefits derived from the products are relatively great. The trend in total ingot production since 1932 has been generally upward with only two major interruptions. That of the year 1938 was due to a decrease in general business activity whereas that of 1946 resulted largely from work stoppages. FATE, rather than planning, put Bob Morris into coal mining. He was a farmer's son, born at Plattsburg, Ohio, just 68 years ago (Feb. 28, 1878) though he could easily pass for ten years younger. Before he was ready for high school the family moved to Columbus, seat of Ohio State University, whose course in mining engineering attracted him because lie thought it the broadest of the engineering courses. He really wanted to be a steel metallurgist but it was a coal-mining company that offered him a job when he graduated, and this circumstance directed his entire future professional life. To. be sure it wasn't such a glorious opportunity so far as pay went -$40 a month-but his employer, the Modoc Coal & Mining Co., Modoc, Ohio, was developing a new shaft mine, thus offering some good experience. In 1902, after a year's experience, he was made superintendent of the property. Then in 1903 the Continental Coal Co. at Glouster, Ohio, offered him a better job as their chief engineer, which he retained until 1905, at the same time joining the A.I.M.E.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. In previous discussions on stresses in hoisting ropes, little has been said concerning the effect of the elasticity of the rope itself on the stresses due to acceleration. Laschinger1 has calculated acceleration stresses for several cases but he has ignored the elasticity of the rope as a factor, except as it compresses the drum and stretches itself as it winds thereon. He also deals with steam plants and he shows the effect of the "jerky" start of the engine. This effect would actually be reduced by the elasticity of the cable. With the advent of the motor-driven hoist, new conditions have arisen. The jerk mentioned by Laschinger has been eliminated and smoother starting made possible. But the elastic properties of the rope seem to introduce considerable periodic acceleration stresses in the rope. The following discussion of acceleration stresses is based on the assumption of a constant acceleration at the drum. To be exact, the mathematical work is based upon the assumption that the top is moving upward with a constant acceleration, and ignores the fact that the cable is shortening as it winds. However, the effect of the shortening would be inconsiderable during the first part of the acceleration period. Most hoisting engineers make the assumption of constant acceleration at the drum. Under the older method of calculating acceleration stresses, this would be true with a constant torque motor. But if stresses vary, as this paper attempts to show that they do, constant torque would not give constant acceleration, although the velocity-time curves obtained in the full size test herein described showed that they approach rather closely to this condition, at least as nearly as could be measured. BECAUSE of their layerlike structure, zinc crystals exhibit strong anisotropies for almost all physical and chemical properties. This should, and indeed does, greatly influence the plasticity of zinc for various crystal orientations. At low temperatures, the investigator of this plastic anisotropy is plagued by the great variety of deformation modes that operate. However, at high temperatures (250° to 419°C) only two deformation modes predominate: basal (0001) and prismatic (1010) glide. Furthermore, since strain hardening is virtually absent at high temperatures, the plasticity for these two modes of deformation can be very simply described by means of two equations of state. It is the purpose of this paper to describe the experimental behavior of basal and prismatic glide in zinc crystals, and to interpret this behavior in terms of other physical properties (in particular, the thermal expansion coefficients and the elastic constants) using the theory of dislocations. Fig. 1 defines the two planes of the zinc structure that will be discussed. Glide occurs very readily on the basal planes at all temperatures, and there is a very large literature on this subject. Much of the literature has been reviewed by Schmid and Boas;' it will not be reviewed here. Kolesnikovl was the first to show that if basal glide is circumvented by stressing a zinc crystal parallel to the basal planes (giving zero shear-stress on the basal planes) then, at temperatures above about 320°C, glide on the first-order prism planes occurs. His results have recently been confirmed by Cahn, Bear, and Bell." These previous workers have established the existence and crystallographic elements of prismatic glide; the present paper is concerned with the stress, strain rate, and temperature relations of prismatic glide as contrasted with basal glide. Experimental Methods The crystals were square ones, 6x6 mm, that had been grown in precision Pyrex tubes by a method that is described in detail elsewhere.' Most of the crystals were 99.999+ pct Zn (New Jersey Zinc Co. CP grade). Some were alloyed with 0.1 -+-0.005 atomic pct Cd, and chemical analysis showed that almost all of the added cadmium persisted through the crystal-growing process. For measurements of nonbasal glide, crystals were oriented with their basal planes parallel to both the rod axis and one of the flat faces of the square cross section. However, the orientation of the close-packed directions [1210] with respect to the rod-axis was variable. For basal glide measurements, the angle between the basal plane and the specimen axis was 35". The orientations were measured by the Gren-inger back-reflection X-ray method. The problem of finding a suitable method of gripping the crystals was the most serious experimental obstacle that arose. Because of the large plastic anisotropy of zinc, the usual gripping methods were unsatisfactory. Some methods that were tried were: high melting-point solder, making heads on the ends by locally melting a crystal, and electroplating nickel on the ends to form enlarged portions. For all these methods, the regions of the grips were weaker than the crystals themselves. Finally, two methods were decided upon: bend tests and direct machining of tensile specimens. In the bend tests, specimens were loaded as simple beams so that gripping was not a problem. The beams were 1 in. long and the axis of bending was parallel to the hexagonal axis of the crystals. For the crystals that were machined into tensile specimens, brass bars with slots in them were used to support the crystals, and thereby minimize the distortions due to machining. The crystals were glued into the brass bars with plastic cement which was later dissolved away with acetone. See Fig. 2, left. No clamps were used near the crystals and the machining was done using a milling machine with a fly-cutter. The tool bit was very sharply pointed to minimize burnishing. The feed was less than 1 mil per cut. The depth of cut was 2 mil for roughing cuts, and % mil for the finishing cuts. This machining method produced surface layers of tiny recrys-tallized grains only 2 to 3 mil deep, and the bodies of the crystals were not measurably disturbed. After the crystals had been machined and removed from the brass holders, they were chemically polished until about 5 mil had been removed from all their surfaces. The polishing reagent consisted of equal parts of concentrated HNO,, 30 pct H3O and ethyl alcohol; it is described in detail elsewhere." A typical crystal is shown in Fig. 2, right. The I-shaped faces are normal to the hexagonal axis of the crystal; otherwise the projections at the ends would simply shear off when the crystal was loaded. A RESPONSIBLE steel executive recently declared that scrap shortages, despite fantastic prices reaching up to $50 per ton, are responsible for the loss of 140,000 tons of steel a month and that in March 1947 alone 25 more steel furnaces could have been operating were it not for scrap scarcities. His answer to this serious situation was to ask for a speedier flow of scrap and also abolition of Government control over pig iron distribution. It would be more logical, perhaps, if an answer to this growing problem of scrap deficiency were sought within the steel industry itself. As long ago as 1933, L. B. Lindemuth, a consulting steel metallurgist, warned the steel industry that a shortage of scrap was inevitable and that beyond 1938, adequate supplies for open-hearth furnaces could not be expected. The outbreak of war, with consequent phenomenal demands on the industry, accelerated production of steel and further worsened the scrap situation. Today we are suffering from a condition which could have been prevented had the industry been more far-seeing and provided for an inevitable contingency. However, better late than never, and measures can now be taken to alleviate permanently scrap shortages in the future. This can be done by greater utilization of heavy sinter which experience proved is an excellent substitute for scrao and lump ore.

THE experiments reported in this paper have been fruitful in disclosing the mechanism of the deformation of iron in compression. They have established the nature of "deformation bands," "etch bands," or "X-bands," that have been a recognized but little understood feature in the structure of cold-worked metals since the early days of metallography, and have shown the role of the bands in the development of preferred orientations by cold-working. The work has also shown the relation of the orientation of individual grains to the preferred orientation of the aggregate. Some of the methods previously used in the determination of the indices of slip planes and slip directions are shown to be untrustworthy in the presence of deformation bands. The conclusion is reached that many slip planes and slip directions must operate during each stage in the compression of a single crystal, and that theories failing to take account of this require revision. In conducting the experiments a method of compression has been used by which extreme reductions can easily be reached, even to the limit set by the metal's capacity to deform without fracture. The work is a portion of a research program on the plastic properties of iron and steel. It is being used as a foundation for studies of orientations resulting from recrystallization and is being extended to other metals and other types of deformation. PREVIOUS WORK The previous experiments are few and have given confusing results. Ono1 compressed a polycrystalline alpha-iron specimen between two flat plates of a testing machine and found that severe deformation oriented the crystals into a duplex preferred orientation, one set of crystallites having a cube diagonal of the body-centered cubic lattice parallel to the compression axis, and another set having a cube axis parallel to the compression axis. MR. CHAIRMAN, LADIES AND GENTLEMEN: I need not say how much I appreciate the honor of being asked to lecture to you, and how much I would thank you for your kind invitation. It is encouraging to feel that the abnormal restrictions of the war have been relaxed sufficiently to allow a free exchange of scientists between our two countries, and I hope that some of you will be persuaded to go to England, and to visit us at Oxford, so that I may repay a little of the kindness I have received from you. As this is one of the first lectures since the end of the war, I have thought it well to describe some of the advances in the theory of alloys which were made in the years between the two World Wars. From the point of view of theoretical science, these years have been of outstanding interest in the history of metallurgy. They have been years in which the development of new and more accurate experimental methods has led to the revelation of many new facts. At the same time, the theoretical developments have enabled some of these facts to be viewed as parts of a general scheme, and we may say that some of the foundations of metallurgical science have been laid. This work was naturally stopped by the Second World War, and it can therefore be reviewed as one definite stage in the development of our Science. To illustrate the new advances, I shall deal mainly with the alloys of copper and silver, since these have revealed many of the general principles. SOLID SOLUTION At the beginning of our period, the first steps in X-ray crystal analysis had been taken, and copper had been found to crystallize in the face-centered cubic structure (Fig I). The determination of this structure naturally was of immense importance in the understanding of our subject, because it meant that we were at last in a position to appreciate the underlying structure out of which the crystal of copper was built. The earlier science of metallography had shown that in many alloys of copper the addition of a second metal in not too large proportions resulted in the formation of a homogeneous alloy which was regarded as a solid solution of the one metal in copper. Fig 2, for example, shows the so-called equilibrium diagram of the copper-zinc alloys, and here you will see that there is a solid solution of zinc in copper extending to something of the order 35 to 40 at. pct zinc.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. Synopsis.-A description of the working of the mills of this company and the metallurgical practice in vogue, by which a remarkably. complex silver ore, averaging 54 oz. of silver per ton (run-of-mine ore), is treated to give a 95.66 per cent. extraction. The main features of the, processes are: The cyanide amalgamation of the high-grade ore. The cyanide treatment of the low-grade ore, after extremely fine grinding and close classification, in a caustic soda solution. The use of a wet desulphurizing process to break up refractory silver minerals. The substitution of aluminum dust for zinc dust as a precipitant. The recovery and shipment of over 13,000,000 oz. of silver in bullion at. 997 to 999 fine since this metallurgy was inaugurated, about 2.5 years ago. On the completion and successful operation of the mill to treat their . high-grade ore,1 the Nipissing Mining Co., under the general management of R. B. Watson, started a series of investigations of the possible treatment of the low-grade ore by the cyanide process, so that they would be in a position to market only silver bullion. These tests were run in July, 1911, on a large scale, by G. H. Clevenger, on an average mixture of Nipissing ore. The results obtained by a partial amalgamation followed by cyanide treatment gave an extraction varying from 90 to 93 per cent. and were sufficiently encouraging to warrant Charles Butters, the company's Consulting Metallurgist, in recommending that the new low-grade ore mill under contemplation should be a cyanide mill, instead of a concentrator. The cost of such a mill, capable of treating 200 tons per day, to obtain a 90 per cent. extraction at a working cost of $3 per ton of ore treated, was estimated at $250,000.

BEFORE entering into the statistical part of this article, some general comments may be ln order. Each important war seems to introduce a new atmosphere and a new epoch. The Civil War led to the period of great interior development in North America, of the transcontinental railroads, and of large-scale manufactures. The first World War introduced the general use of the automobile, the building of a huge network of highways, the radio, and household engineering. Now I expect World War II also to introduce some new ways of living. Transocean aviation will become a commonplace; we shall probably have much more of an eye to our military and naval establishments and be more conscious of Eastern Hemisphere affairs instead of thinking so exclusively of the Western. Each war has also multiplied government expenditures and taxes; and to this rule the present one will certainly be no exception.

AN OIL and gas mining lease contract, as entered A into by and between 'the lessor and the lessee, contains certain express covenants stipulating, in part at least, the exact performance thereof; it also contains certain implied covenants, among which may be included that of protection of the leased premises against drainage by the drilling of necessary offset wells. In the drilling for, and production of, oil and gas, however, it not infrequently happens that the lessee, acting in good faith, does not deem it prudent to, drill a test thereon even though the location for such test is offset by a producing well on an adjoining lease. Such conclusion, on the part of the lessee, is generally construed by the lessor as constituting a breach of the implied covenant mentioned above, and he may take proper action to secure satisfaction therefor. The action against the lessee is generally for cancellation or relinquishment of the lease, together with, or apart from, claims for damages allegedly sustained through failure to properly protect against drainage of the leased premises.
