THESE ores occur in the Laurentian rocks in the town of Clifton, St. Lawrence County, New York. The Clifton Mining Company have opened these magnetites upon their estate of 23,000 acres, on the waters of the Grasse River, an affluent of the St. Lawrence, which flows for about nine miles across the estate, exposing a section of the formation, and affording ample water-power at numerous points. In approaching this district from De Kalb Junction, upon the Watertown and Ogdensburg Railway, the observer passes from the zone of the specular ores, which abound to a great extent in Jefferson County, across a belt of non-metal-liferous limestones, continuing for some miles intermingled with metamorphic rocks, and gradually giving place to heavy beds of granitic and porphyritic gneiss, the weathered surfaces of which present a gray and rough appearance, from the washing out of the feldspar; leaving the quartz very prominent, and completely disguising the real character of the rock, which, when freshly broken, has a lively reddish appearance from the predominance of flesh-colored and red feldspar. Beds of fine-grained quartzite appear also intercalated in the granitic gneiss. These are the dominating rocks of the magnetite region, but the magnetite is always found, so far as the speaker's observation extended, associated with beds of calcite, carrying hornblende, black and green, biotite, and brown garnet interspersed with yellow and magnetic pyrites. The strike of these rocks is about northeast, and their dip about 40° to 45° southeast.

WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be considered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essential wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered. Hardness has been the property of greatest practical interest in tool materials. The word "hardness" is a generalized term lacking definite¬ness unless the specific test used is described. However, efforts to explain physical properties as a consequence of chemical bond, and distance between atoms in chemical compounds have been illuminating. This seems the most generalized attack on the problem, and is based upon the idea that atoms in a lattice are held together as the square of the valence and inversely as the square of the distance between the atoms. IN the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114° 50' E., lat. 30° 20' N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper-of Thomas T: Read on The Mineral Production and Resources of China.1 Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles S-E. of Hankow. The ores are shipped to the works of the Han-Yeh-P'ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller quantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read's description, in his chapter on the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh . . . . lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." He refers to a figure which exhibits in plan, but not in section, the relative positions of the syenite, ore-bodies, and limestone. The contact is seen to trend approximately E-W., with the syenite on the north and the limestone on the south. " The syenite lies to the north of the marble, and a few miles farther north the marble again' appears, iron-ore again being present along the contact." DAVID WHITE,* Washington, D. C.-This paper is very timely since the Philippine Islands are presumably open to the enterprise of the American driller, whereas much of the territory in that part of the world is closed to us. The United States has ambitious plans for the operation of a great merchant marine, which is to be oil burning in the main, and it takes but a glance at the world map to see the strategic advantage of oil supplies in the Philippines for such marine operations. It is a little difficult to understand why more attention has not been given to the Philippines, in spite of the difficulties attending development in these islands. A number of American oil companies are, I believe, at the present moment taking an interest in the possibilities of the Philippines. Important factors in the formulation of opinion regarding the importance of the oil deposits of the Philippines, as brought out by Mr. Pratt,1 are the point of view and the breadth of experience of the examining geologist. The average oil geologist, whose experience has been mainly in the Appalachian region, the Mid-continent, or Louisiana, or possibly even in California, on seeing the narrowness of the basins, the closeness of the folding, and the presence of igneous rocks here and there, would be likely to draw unfavorable conclusions as to the possibilities of the Philippine Islands. Geologists visiting that region should be familiar with the geological conditions of oil occurrence in Japan, Formosa, the East Indies, or in the Baku district, and their conclusions should be formulated with the knowledge and understanding of the occurrence of oil in those regions rather than in the United States.

The hydration of portland cement is treated as a chemical reaction and the changes in matter, in energy and the rate of change of the process are discussed, Portland cement is a mixture of four major and at least as many important minor constituents. In the hydration process, the four major compounds (trical-cium silicate, dicalcium silicate, tricalcium alumi-nate and tetracalcium aluminoferrite), plus gypsum and water form five or six new compounds. In spite o the great complexity of the reaction, considerable progress has been made in its understanding, primarily with the help of such research tools as X-ray diffraction and electron microscopy. The rate of the reaction can be followed by direct and indirect methods of measurements. The effects o composition, particle size (or specific surface), temperature and water-cement ratio on the rates of hydration are discussed. The hydration of portland cement is a chemical reaction accompanied by such highly important physical phenomena as heat evolution, setting and hardening. It is a vast and complex subject, on which hundreds of papers have been published. At the time of the writing of this paper, in October 1962, a two-volume book, which alone contains dozens of papers pertaining to cement hydration appeared in print.' The present paper deals with a few aspects of this vast subject, and the selection was not easy. The work reported here deals with some of the most recent investigations in the field. In any chemical reaction, the physical chemist is primarily interested in three things: changes in matter, changes in energy and the rate of change of the process or the speed of the reaction. This is true also of the chemical reaction between portland cement and water, and all three aspects of the reaction will be discussed. These three aspects are of vital interest to the engineer as well. Portland cement is not a cementing material — the hydration products, the new materials which form in the reaction, have the cementing action. The energy changes manifest themselves in a considerable evolution of heat, which may be useful or harmful. It is useful, for example, in winter concreting, but in very large concrete structures like dams, a large evolution of heat, which cannot be easily dissipated, may produce distress in the structure. Primarily for such a purpose was the Type IV or low heat portland cement developed. The speed of the chemical reaction is important because it determines the time of setting and hardening. The initial reaction must be slow enough to permit placing of the concrete before setting occurs. On the other hand, after the placing of concrete it is often highly desirable to obtain as rapid chemical reaction as possible. For this purpose the Type 111 or high early strength portland cement was developed. CHANGES IN MATTER Portland Cement: In a basic investigation, before one begins to study a reaction, one either knows the quantities and compositions of the starting materials, the reactants, or one determines them. This is obvious; the chemist expresses the changes in matter that occur in a reaction by a chemical equation, which has the quantities and compositions of the reactants on the left side of the equation and the quantities and compositions of the reaction products on the right side. The first question is then what to put on the left side of the equation in the reaction between portland cement and water? It is not very easy to answer this question. Portland cement is not a single chemical compound but a mixture of many compounds. Four of these are considered the major compounds, and at least four of the minor compounds also play important roles in the hydration reaction. In order to avoid complicating matters, the present discussion will be restricted primarily to the four major compounds, which constitute usually more than 90% of a portland cement. The relative amounts of these compounds vary from cement to cement. Actually not only the amounts but the compositions of these constituents also vary to some extent, but the variation in composition of the individual components will be neglected for simplicity.

GEORGIA, since 1829, has produced nearly $18,000,000 from her gold mines, but in late years the output has dwindled to insignificance. In view of present universal efforts to increase gold production, it seems pertinent to record some recent observations in that field, briefly review its past and weigh probabilities of reviving gold mining there. Little in this paper can be claimed as new or original, and it does not present results of a detailed or profound investigation of the whole region. The Allatoona gold mine was reopened in January, 1932, and explored at greater depth during the period from January to June of that year. A number of other abandoned mines were visited, but since the workings, in common with most such mines in Georgia, were flooded or caved, underground conditions could not be examined. For a wider knowl-edge of the subject, a search was made through available pertinent literature and statistics, a bibliography of which is appended hereto. To all the sources obligations are gratefully acknowledged.

INTRODUCTION The selection of mass mining methods is the situation facing not only planners of new operations, but also those involved with cur- rent operations, including the eventual change from open-pit to underground. Increasing ground control problems on many mines, plus a better understanding of dilution and ore loss problems have meant a review of current mining methods and support techniques. Experiments are only successful if conducted in the right mining environment and on the right scale. Mining personnel have been known for their conservatism and will tend to persevere with an established method rather than change; often, hidden costs will obscure the correct economic assessment. An established mining sequence is not necessarily correct in the long term. However, recommendations to change are usually met with opposition because of inconvenience, temporary production problems and the desire for a trouble-free guarantee. In any planning exercise, care must be taken that time and money are not wasted in trying to achieve the unattainable. During the decision-making period, production personnel must be involved, and, if possible, they should visit similar omrations to that proposed. Co-operative production personnel will help ensure success. Descriptions of mining methods are available in technical papers and books, and it is not intended to discuss this aspect, but, rather, the various factors which must be recognised before arriving at a final selection. In another paper presented at this Conference (Heslop and Laubscher, 1981) factors affecting ore recovery and dilution are discussed in greater detail for various cave mining methods. PRELIMINARY CONSIDERATIONS Comprehensive Geological Data. Geological information is available during the exploration stage, but, often, core from exploration drilling is not analysed with the selection of a mining method in mind. Drilling costs are high, therefore the maximum benefits must be derived from this operation. Holes which have not intersected ore may provide data on possible shaft sites, and 35 mm colour slides of core, sound logging and geomechanics classification, will provide a record which can be used with confidence at a later date. Intersections of the various rock types should be kept for future study; for example, is weathering likely to be a problem, bearing in mind that this can be accelerated in the warm, humid atmosphere of an underground mine. The accumulation of data required to select a mining method starts with initial geological work in the target area, whether this be surface mapping or a diamond drill hole. Publications. As technical papers, reports and books are used in the selection of mining methods, an appeal is made to authors to describe the geological environment so that readers can relate to their own conditions. Not enough emphasis is given to the problems experienced and the techniques employed to overcome them. Follow-up papers are seldom written and we should be prepared to discuss our failures. Diagrams are often misleading, as the ideal and not actual situations are depicted. The caved ore/waste interface is not a straight line, and whereas this may not be significant in a diagram of a 200-117 draw height, it certainly is in sub-level caving with draw zones only 1 - 2 m width but up to 20 m high. (b) The geomechanics rock mass classification of the orebody and surrounding rock mass. (c) Ratio of the surface area of the ore/unpay interface to the contained ore which determines ore losses and dilution. (d) The cavability and fragmentation data of the ore and hangingwall. (e) The mineral distribution in the orebody and its dilution zone.

FOR the first time other than on occasion of war the people of the United States are experiencing full-scale participation in world affairs. Public concern has seldom been so involved with conditions and events beyond our own continental limits. Our interest is not wholly of recent origin. Over the years the activity of the United States as a world power and an important trading nation brought about the widening of our political interests and the progressive interrelation of our economy with that of the rest of the world. Some may see in our present phase of world-wide activity the natural consequence of our continued growth. Such observers must also be aware that within recent years our importance in world affairs has been considerably increased. For within the space of an extremely short period events have occurred that have literally jet-propelled the United States into the role of a leading participant in the conduct of world affairs. Little of the choice of this role was left to us. The decline of power in western Europe, the ascendancy between the Elbe and the Pacific shore of an obviously antagonistic force, our earnest endeavor to secure international control of atomic energy, the necessity of providing relief and rehabilitation to war-ravaged areas, and the police work that must be done in occupied territories are problems which have risen in great measure without our help-but they cannot be solved without it.

Research, primarily, is finding out the truth. Research applied to enigeering opens the door to new principies and processes, the application of which benefits mankind in a material way. The engineer believes that investigation instituted with the primary view of making the results directly applicable to the industries is the highest type of research. Coal is essentially the basis of modern industrial civilization; therefore, any considerable research pertaining to coal must link itself to the industry by practical application of the results of the research. In other words, all investigational work connected in any way with coal leads to conclusions that permit a better understanding of the origin, nature of occurrence, composition, better and safer mining, more careful preparation, or greater efficiency in utilization of coal. Modern engineering research has been fostered essentially by universities and in the laboratories of institutions of learning. Coal problems that lend themselves to solution in the laboratories have been first attacked and are perhaps the farthest toward solution. For example, a great amount of research work has been carried out with the various phases of chemistry connected with coal. On the other hand, the equally important problems connected with methods of mining have received but little attention, primarily because their solution involves the continued use of a great and expensive laboratory, which is none other than the mine itself. As many of the problems already solved have had chemistry as their background, so many of the problems unsolved have physics as their background; there are also unsolved problems that deal in coal economics. Even psychology must be called upon in future coal-mining research as a basis for solving those great problems that deal with human relationships. 'In general, considerable advance has been made in coal research dealing with chemistry, not so much progress has been made with problems having physics and engineering as a background, while there is a tremendous range of untouched problems that deal essentially with business and psychology. Exploration was active in East and East Central Texas during 1944. Ten oil fields were discovered during the year, of which four show promise of development. The discovery wells of the Sand Flat and Tyler, South fields were drilled to a depth greater than 10,000 ft., and the latter field now produces from the Pettit at a depth of 9890 ft. The Sand Flat well was plugged back to the Paluxy. The other two fields are Glen Rose producers near 8000 ft. The Pickton field produces from the Bacon Lime and Winnsboro from the Rodessa section. The Eylau field, Bowie County, was significant as the first Smackover production in Texas. Magnolia drilled a test in the Concord field, which topped salt. The most extensive and significant development in the district was the Carthage gas-condensate field. It expanded from the 8000 acres of last year to an estimated 190,000 acres, or about 300 sq. miles, and is not defined as yet. The first oil production in the Carthage area was made from the Travis Peak in 1944 in the Rogers Lacy's Cameron Lumber Company well No. I, on the northwestern side of the field. The New Hope field, Franklin County, scored the largest number of completions during 1944 with 24, bringing its total number of wells to 27. Two more pays were opened and produced as dual completions with the older horizons. The Manziel field, Wood County, had 19 new wells added during the year, for a total of 29, while the Pittsburgh field, Camp County, reached a total of 23 wells by completing 14 new ones. Material shortages and drilling restrictions dropped the total number of producing wells completed in the district from 171 during 1943 to 141 for 1944. Abandonments increased from 531 during 1943 to 609 for 1944. Of this number, 479 were in the East Texas field. Subsidy payments had very little effect in the district and it was mostly a few of the old fault-line fields that had any wells to fall within the requirements for subsidy payments. The prices of crude oil remained constant in the district except for increases as a result of subsidy payments. Production and Probation Wartime demands called for increased allowables for many fields, consequently the condensate and oil production for 1944 increased to 190,016,180, which is up 6.9 per cent over 1943. The East Texas field, of course, remained the principal producer of the district, accounting for 134,768'499 bbl. during the year, or 71 per cent of the district total production of condensate and oil. The field topped its own 1943 production by 4.8 per cent and became the first field in the world to produce 2 billion barrels of oil. The Hawkins field remained the second largest oil producer in the district, with 13,317,088 bbl. for the year, a drop of 6.8 per cent from 1943, while Van field was third with 11,635,708 bbl. The

Production and financial planning for a new underground mine requires the coordination of equipment and coal reserves in a manner which assures that resources are utilized efficiently in achieving the target mine production. It is necessary to establish the productions which are attainable at the section level during different mining operations (advance, retreat, development) and under different mining conditions (roof, seam height, resource quality). It is also necessary to identify the interactions between production plans and ventilation equipment So that operations can be carried out without disruptions caused by inadequate ventilation. A set of computer models has been applied in planning a number of new coal, oil shale, and phosphate mines. A critical path production model, CPMINE, was used to determine face production levels for different cut sequences and seam heights, taking into account machine performance characteristics and operational availabilities under these varying conditions. The results formed a production data base for use in the mine sequencing model, MPLAN. This model processes each of the segments of a user-defined mine sequence network (strategy tree) taking into account the equipment available for mining operations and the previously determined production scheme devised by the mining engineer. Mine ventilation was analyzed with an expanded version of the Penn State MVS Ventilation model to determine fan and ventilation shaft requirements for supporting alternative production strategies. The MCOM mine cost analysis model has been applied to evaluate the economic performance of mining alternatives. The results of these studies were used to make decisions relating to equipment selection and acquisition schedules for both room-and-pillar and longwall mining systems. The approach and procedures which were used during these studies are described.

WITH the supply of zinc, like that of most other nonferrous metals, inadequate to meet the demand, efforts to increase domestic ore supplies and production capacity have been of primary interest. No major sources of new ore have been disclosed during the year but improvements have been reported in facilities for mining and concentrating ores from existing mines. DURing the spring of 1910 1 visited a number of open-pit brown-coal mines and underground workings in the vicinity of Halle, Halberstadt, Leipsic, Cologne and Bonn. The notes which I took and the observations which I made at the time have been condensed and make up the principal part of this paper. Certain supplementary information has been taken from several sources which are given in the paper. The mining of brown coal is one of the important industries of Germany. The coal varies in color from dark brown to almost black and is soft like loam. Pieces of wood and strips of bark and even parts of tree trunks are frequently encountered in the excavation although the coal for the most part consists of a pulverulent, more or less matted mass of small particles of vegetal matter. It is a product between peat and lignitic coal. An analysis, taken from Coal Resources of the World shows the approximate composition of the material: Moisture, 53.73 per cent.; ash, 4.98; fixed carbon, 18.08; volatile carbon, 23.31 per cent. Thc principal characteristic is the amount of moisture. This seldom runs less than 48 per cent. The ash is usually low and ranges from 5 to 10 per cent. The sulphur content is usually less than 0.5 per cent. The heating effect of the fuel ranges from 2,000 to 2,500 calories. The commercial deposits are confined to the Tertiary period although

HIS many admirers regard the "official"' candidate for president of the Institute in 1934 as far above the average in ability and capacity; but perhaps his outstanding characteristic is dependability. Some men of great brilliance succeed indifferently because they cannot be relied upon. When Howard Nichols Eavenson undertakes to do something he either does it, or he proves to his own satisfaction that the particular object is not attainable. And the latter outcome is exceptional because his judgment is so good that he generally foresees the impossibility and selects in advance a practical alternative. Though a tireless worker he is pretty sure that his energy is not spent futilely.

During the past five years, the mining industry has been subjected to new operating constraints that are unprecedented in number, scope, and urgency. The industry must operate in a safer, cleaner manner, yet produce more without large price increases. Compliance with any new sweeping legislation is always difficult-and particularly so in today's adverse economic climate, which is being aggravated by the steady stream of environmental control and tax-reform programs. In effect, while government is unwittingly but surely undercutting the country's productive capabilities, it blames industry for the resulting failure to meet consumer demand. Any such real or alleged failure then brings heightened bitterness from Congress. During the recent energy shortage, for instance, threats of nationalization were ventilated in public along with proposals to abolish the mineral depletion allowance.
