This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Big Buck mine is one of the larger underground uranium-vanadium ore mines on the plateau. The mine is about 39 miles southeast of Moab in the Big Indian mining district, San Juan County, Utah. The Big Buck claims were located late in 1947, when uranium mineralization was discovered in the Cutler formation at its outcrop along the escarpment that forms the west side of Big Indian Wash. Charles A. Steen made the first major discovery of uranium ore in the Chinle formation in the Big Indian mining district on July 6, 1952, when 14 feet of high-grade uranium ore was encountered in a diamond-drill hole drilled on his Mi Vida claim. The Big Buck ore body now being mined by Standard Uranium Corp. is a southeast extension of Steen's original discovery.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specificetiona that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, end that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3/ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered 1s a check on the practical results obtained in burning the coal.

The construction of refineries and gas conservation plants in the general Edmonton area in the early 1950's made available large quantities of by-product liquified petroleum gases (LPG). These gases, together with discovery of increasing reserves of natural gas in the Edmonton area, provided Canadian Chemical Company with two of the necessities for petrochemical production, namely, available and reasonably priced raw materials and fuel. This paper outlines the development of the $83 million Edmonton plant from its origin, together with a brief description of the processes and some of the interesting features involved. Several economic aspects of the petrochemical industry are high-lighted including its importance to the local community and the province. The paper reviews the relationship between the oil and gas industry and petrochemical manufacturing and indicates some of the factors that may affect the future growth of the petro-chemical industry in Wes tern Canada.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

Schytill and Geldart diagrams were developed for the TiO2-C-Cl2 system at 1 073 and 1 273 K, so as to define the hypothetical relations between particle sizes and chlorine velocity for simultaneous fluidisation of mixtures of anatase concentrate and charcoal for carbochlorination. It was concluded that the operating limits on chlorine gas velocity will be controlled by the behaviour of the reducing agent, mainly because of its lower density. An increase in temperature from 1 073 to 1 273 K will have only a small influence on the fluid-dynamic behaviour of the mixture. For bubble fluidisation, the maximum sizes 0.413-0.478 mm for anatase and 0.529-0.611 mm for charcoal will be adequate. When the particle size distribution is large, fluidisation will be feasible only if conducted in two stages, otherwise the residence time of the small particles in the reactor will be very short. New diagrams will be needed for the gaseous chlorides in the second stage

INTRODUCTIONThis chapter comments on some of the more common types of agreements related to property examination and acquisition, other than the farm-in/joint venture agreement or common undertaking, which is dealt with in the next two chapters. Many of the comments made in Part IV of Chapter 4 apply equally to any such agreement. In addition, many of the comments in Chapter 8 and the examples in Volume II are most certainly relevant to many other types of agreement.6.2. RIGHTS OF FIRST REFUSAL1A right of first refusal is a right that obligates an owner to offer his property, or an interest therein, to the holder of the first right if the owner intends to sell or otherwise dispose of it. It may be triggered either by the owner wishing to offer his property for sale or by receipt of a bona fide offer to purchase his interest from an “outside” third party. The mechanics and procedures to implement a first right should be set out clearly in the agreement, and their basics are the same, whether the first right is a stand-alone document or is part of an acquisition agreement.2Rights of first refusal are common in agreements to permit some control over the disposition of an interest and there they can be a valuable provision. However, some explorationists feel that they are also a good stand-alone agreement to have while a property is being evaluated to decide whether or not it is worth optioning. The reasoning is that such an arrangement will tie up the property to allow a quick look and, if the property looks interesting, the balance of the term of the first right will give an ample exclusive period of time to negotiate with the owner and settle an acquisition agreement. In addition, the explorationist is protected by the first right if the owner decides to negotiate a deal with another party."

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore-bearing intrusions in the Central Asian Orogenic Belt (CAOB) were examined from nine mines: Boshekul, Nurkazgan, Kounrad, Borly, Aktogai, Koksai, Baogutu, Tuwu and Erdenet. The intrusions are diorite, granodiorite and tonalite with SiO2 contents ranging from 58 to 75 wt per cent, and show mildly fractionated rare earth elements (REE) ([LREE]N/[HREE]N = 2.7–4.7) – light REE and heavy REE – and varying Eu anomalies ([Eu]/[Eu]* = 0.58–1.4). The ratios of Sr/Y vary from 7.9 to 115 and the contents of Y from 4.6 to 23.9 ppm. The parental magmas of the intrusions are intrinsically oxidised. Zircon grains in the ore-bearing rocks from large- and intermediate-sized porphyry Cu deposits show high Ce4+/Ce3+ ratios characterised by 65–422 at Boshekul (>4.1 Mt Cu), 76–480 at Kounrad (>4.8 Mt Cu), 90–280 at Aktogai (>12 Mt Cu), 80–250 at Erdenet (>11 Mt Cu) 74–370 at Nurkazgan (>3.9 Mt Cu), 100–210 at Koksai (>1.6 Mt Cu), and 71–340 at Tuwu (~2.0 Mt Cu). In two small deposits, the ore-bearing rocks display low values of Ce4+/Ce3+; Borly (0.6 Mt Cu) ranging from 28 to 158, and Baogutu (0.6 Mt Cu) from 29 to 113. The Ce4+/Ce3+ ratio of 120 distinguishes large intermediate-size deposits from small-size deposits. "INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

This specification, along with the drawings, encompasses all designs, materials, products, accessories, tools, equipment, services, transportation, labor and supervision, installation techniques, and testing procedures required for the installation of soil nail excavation support or earth retention systems. This is a Guide Specification designed to assist in the development of project specifications for soil nail excavation support and earth retention systems. This Model Specification is based on generally accepted industry standards but may require modification by the specification writer to accommodate unusual and/or unforeseen site and subsurface conditions and the particular circumstances of the project. Care must be taken to avoid internal inconsistencies. It contains language allowing for a Contractor-Designed Soil Nail Wall, which would be removed if the design is provided by the Owner (e.g. See Sections 1.2 and 4.1).

Land disturbed by surface mining in Colorado and other western states has increased substantially over the past several years and is likely to increase even more in the future. This study was initiated to provide basic information on hydrologic and erosional characteristics of regraded coal spoils in Colorado as an aid for planning future reclamation activities. Eleven of twenty-one surface mines licensed in Colorado were sampled during the summer of 1980 and 1981. Mines not sampled included mines which had not progressed to the point that reclamation had begun, and mines where operators denied permission to sample. All coal regions were sampled with the exception of the San Juan Coal Field. Physical and hydrologic characteristics of regraded coal spoils in Colorado were determined using standard field and laboratory procedures. Field sampling included characterization of sites (slope, vegetation density, proportion of surface rock, bare soil, etc.) and infiltration measurements using a l-meter square drop former raining on a 1/2 square meter rectangular plot frame. Core samples collected in the field were analyzed for saturated hydraulic conductivity, bulk density, organic matter, moisture retention and texture. The erosion potential of each site was determined using the Universal Soil Loss Equation (USLE). Results of the sampling indicate that infiltration rates vary widely both within and between sites. However, definite trends with respect to coal fields are apparent. For example, the Green River (Yampa) coal region had a wide range of sampled infiltration rates (1.2 to 5.1 cm/hr). However, most of the sites clustered towards the low end of the range. The North Park (Marr Strip) also was rated at the low end of the infiltration range (2.0 to 3.0 cm/hr). Average infiltration rates for the Canon City and Uinta Coal Regions were at the high end of the range (4.9 to 5.5 cm/hr). Multiple correlation analysis of infiltration rates vs. site characteristics showed that infiltration rates were most closely correlated with the depth of wetting, the amount of mulch cover, and site slope. The depth of wetting was highly correlated with the depth of the topsoil and the bulk density of the spoil. In general, the topsoil at all sites appeared to be highly permeable to water intake but once saturated, subsequent infiltration depended upon characteristics of the underlying spoil. Vegetation cover affected infiltration on individual mine sites but was not as pronounced as topsoil characteristics or mulch. Erodibility of topsoil and spoils, as determined by Wischmeier's "K" factor, ranged from 1.34 to 0.56 tonnes/ha. (topsoil) and 1.25 to 0.66 tonnes/ha. (spoils). Definite trends in erodibility are evident. The Green River (Yampa) Coal Region displayed consistently higher erodibilities (1.34 to 0.75 tonnes/ha.) than other coal fields (0.72 to 0.56 tonnes/ha). Lowest erodibilities were observed in the Uinta, North Park, and Raton Mesa Coal Regions (0.56 to 0.62 tonnes/ha). Erodibilities of underlying spoils showed similar trends as the topsoils. Erosion potential (the product of soil erodibility and rainfall erosivity) was detennined using calculated ?K? factors and rainfall erosivities (R) taken from Clyde (1976). Results show that the Delagua coal field, Raton Mesa Coal Region had the greatest erosion potential due to the high rainfall energies in the region, while the North Park and Uinta Coal Regions had the lowest potential erosion.

This report, sponsored by the Bureau of Mines, presents the results of an examination of the safety of the Blind Shaft Borer (BSB) shaft sinking system and an alternative modified BSB design concept in comparison to conventional shaft sinking technology. Detailed study of the two systems was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the BSB systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates both the frequency and the potential consequence of accidents. A safety evaluation of the component operations of the two BSB systems was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that both BSB systems are safer than conventional shaft sinking. The potential risk of conventional shaft Sinking operations could be reduced by over 30%, on the average with the use of the original BSB system, and by an average of about 10% with the modified BSB. Design change recommendations to further improve the safety of these systems include a better fire suppression system, improved man haulage systems and more compact hydraulics. An operational safety manual was also developed for the modified BSB system.

In the premining stage of engineering design, the only available data are obtained from core drilling. It is often not sufficient for a realistic design of strata control. During the development, an access to the geological formation is created, enabling in situ testing. Obtained data can be utilized accordingly to improve preliminary design. The available methods for testing are described with emphasis on their application for a longwall system. The optimum design ensuring continuous operation of the high output longwalls is critical because their downtime is very expensive. Optimization of ground control measures also has the potential for substantial savings by elimination of unnecessary support.

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

[The purpose of the study is to investigate cases of subsidence over abandoned mined-out areas of the Pittsburgh Coal identified from published and unpublished sources and to determine through a consideration of the geology, topography, climate, mining activity, and evidence at ground surface, what mechanisms control subsidence .and under what circumstances it takes place. The study wan performed it two phases, the first to identify all documented incidents of subsidence in mined-out areas of the Pittsburgh coal Region; and the second, to study a particular portion of the region in detail, collecting pertinent data relative to the sites within, characterizing roil the nature of the subsidence and its economic consequences, and determining the applicability of the findings to other areas whore similar problems with the collapse of abandoned miner have been encountered.]

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.
