The constructionhunnelling industry in Hong Kong has taken an upturn during the last few years due to the commencement of works to relocate the International Airport to Chek Lap Kok Island. The Airport Core Program consists of ten individual projects including roads, landfill, bridges and tunnels to build the airport and link it to the mainland of Hong Kong. Part of one of these projects is Cheung Ching Tunnel located on Tsing Yi Island. The proposed tunnel consists of a 1.6 km twin tube road tunnel through the island's central ridge, taking three lanes of traffic each way. Each tunnel is 16 m wide - (the widest road tunnel in Hong Kong) and are 10 m high. ICI Explosives (China) saw an opportunity to supply bulk explosives to the Cheung Ching tunnel and contacted ICI Australia to determine availability of a bulk system for tunnel blasting, and assist in its introduction. This paper discusses the methodology behind developing that bulk system to suit a large tunnel drill and blast operation. It also looks at the problems encountered along the way, from the development of the product to the application of the system in the tunnel and the eventual success of introducing a bulk system into a large tunnelling project.

China has made great progress in thick coal seam mining, commonly characterized by longwall top-coal caving mining and single-pass longwall mining with a large cutting height. At present, the maximum mining thickness of longwall top-coal caving reaches 20 m while that of single-pass longwall mining approaches 8.8 m. The top-coal caving–related technologies have significantly improved the mining efficiency of thick coal seams and have also made a great contribution to the centralized underground mining of coal. Thus, the number of underground coal mines is greatly reduced in China. However, due to the increase of the mining height and the changes in mining operations, the overburden movement caused by the mining of thick coal seams is more intense, and the influence scope is larger, which brings a series of new problems on ground control of longwall faces. The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.

Among the thirty-five declared critical raw materials (CRM) in the United States, there is no sustainable domestic production for the fourteen of them, while for some others domestic supply does not meet the national demand. Numerous potential critical raw material projects are in advanced exploration stages. However, the price uncertainties for many of these commodities put feasible future production into question and come into contrast with overly optimistic price forecasts published in all feasibility studies related to such exploration projects. Thus, in this work, a newly developed smart computational tool is used to evaluate the real perspectives of several CRM exploration projects implementing actual commodity prices, and to conduct reverse calculations in order to find the prices at which each project can be viable.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. In a congested city or urban area, so called “lifeline of the city”, i.e. Gas, Electricity, telecommunication, as well as other utilities or facilities are supplied or transported underground through buried pipes or utility tunnel. Sometimes these buried pipes or utility tunnels are deep underground and interfere with the foundation of new structure. It is highly probable that a pile foundation is placed near an existing underground buried pipe or utilities tunnel and may influence its load bearing capacity. Hence, estimation of reduce load bearing capacity of the pile foundation placed near the existing buried conduit or utility tunnel is a complex soil-buried structure interaction problem. It is further complicated owing to uncertainty in estimation of geotechnical parameters of foundation soil due to measurement and testing errors, inherent soil variability and model transation. Under such circumstances, load bearing capacity is best assessed in probabilistic framework or through reliability analysis. The present study demonstrates how concept of response surface method (RSM) in conjunction with Numerical Analysis and First Order Second Moment (FOSM) methods can be combined to per the reliability analysis. The study answers the following question “reliability in reduction in the load bearing capacity of single pile placed near the existing underground pipe or utilities tunnel”. It is demonstrated that the approach provides first hand ination on the reduction in the load bearing capacity and then estimate the reliability of that estimation in terms of an index called Reliability Index (). Such preliminary investigation can be useful for advocating the detailed analysis as well as in the decision making for relocation of pile foundation.

The proper transfer of roof loads from props and bolts to ribs and pillars can result in appreciable savings. The author shows how to plan such load reduction in underground mines. For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.&apos; This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.1 An underground opening overlain by a relatively thin immediate roof, and a thick main roof, is usually laid out as shown in Fig. 1. The total open span (T) between pillars or ribs is calculated on the basis of the main roof, and the secondary spans (L) on the basis of the immediate roof, so that a complete accounting of the existing loads is made. For this purpose the immediate roof is treated as a uniformly loaded continous beam, which is an indeterminate structure as shown in Fig. 2(A). The term systematic supports places the following two restrictions on the continuous beam: 1) Spans between all supports are equal: uniformity of spans. 2) Loads on all supports (excepting ribs) are equal: uniformity of supports. The usual mode of analysis of such a structure by beam theory is to divide it up into a series of simply supported beams with end moments as shown in Fig. 2(B)2 The problem now is to transfer a maximum roof load to the rib from the span immediately adjacent to it by permitting its support to deflect, and yet not fail the roof. Once this has been done, the load can be equalized on all other supports by permitting further degrees of relative deflection. It is necessary, therefore, to determine an expression for the constant load on each support, and the required deflections, in terms of properties of the roof. "The mining industry has to face increasing restrictions concerning the use of fresh water in Québec and throughout the world. Increasing recirculated water usage could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have a negative impact on mineral processing operations, thereby limiting the incentive for sustainable development initiatives. As a first step into selecting and testing remediation strategies, one of which being blending local waters, a mapping of process water quality (inorganic and organic fractions) allowed to locate zones in an industrial case study where fresh water is introduced into the circuit and to detect dissolution and precipitation zones. A complementary hydro-geochemical modeling study on water blends was also performed showing encouraging results towards the objectives of the project.INTRODUCTION The industry has to face increasing restrictions on the use of fresh water in Québec (Quebec Government, 2009) and throughout the world (Brown, 2003; UNESCO, 2006). The cost for the use of fresh water and for water management is highly variable and case-dependent (from 0.2 to up to 7 million dollars/year according to available private estimations, excluding the capital expenditure). It may be, or may become, significant for any plant; thus, risk assessment is of concern here. Using recirculated water could lead to a better control of the quality and the quantity of water supplied to the mineral processing units. Furthermore, it could reduce the volume of waste water to be managed and treated before its release to the environment. However, process water may have some positive and negative impacts on mineral processing operations (Janssen, 2003; Johnson, 2003; Rao and Finch, 1989). Negative impacts could limit the incentive for sustainable development initiatives. Water management strategies at mineral processing sites are supported both by a strategic plan and a water management plan. The strategic plan includes legal aspects, investment costs, potential benefits and various risk levels (Corder and Moran, 2006; Côte et al, 2006; Evans et al., 2006; MacIntosh and Merritt, 2003; McLellan et al., 2008; Merritt and MacIntosh, 2006; Robinson and Keddie, 2006; van Beers et al., 2007a; van Beers et al., 2007b; van Berkel, 2007). In practice, the strategic plan evaluates technical possibilities and costs of various scenarios, such as for example: bringing fresh water to the plant or recirculating waters, or using blends of both. Two important factors to consider in order to enhance the future production efficiency and to minimise risks are: the durability and the stability of the resource, both from quality and quantity points of view."

A brief summary of the propagation characteristics of rock provides the necessary understanding to design effective radar surveys. Measurements of the electrical properties of the major Bushveld platinum-bearing horizons and their host rocks show that radar is an excellent tool for both short -and longer-range mapping. Experimental work confirms the performance predictions. High frequency, 500 MHz ground-penetrating radar (GPR) is a first-rate tool for mapping features in the hangingwall of the orebody, locally known as a ?reef?, for the purposes of determining hangingwall stability. The triplet chromitites above the UG2 have been clearly mapped, as has the Leader Seam above the UG2. Borehole radar at lower frequencies has been used over longer ranges to map reef elevation. Potholes in the UG2 are clearly distinguished in range and elevation to within metre accuracy. The nature of the slump in the various footwall horizons is also apparent. In future, as GPR is routinely applied, it is likely to become used for other purposes. Borehole radar is being developed to operate at higher frequencies, which will allow it to be deployed from boreholes that are within 5 m of the target horizon. "This paper reports on an investigation into gas and dust concentrations in Ruttan Mine&apos;s exhaust air. The values obtained indicate that there is excellent potential to recirculate approximately 25% of the hot exhaust air into the intake air to reduce winter heating costs. Contaminant concentrations vary significantly during the course of the working shift and decrease in the mine exhaust system as the air returns to surface. A proposed on-line control system is outlined which would permit recirculation to be implemented with a pay-back period of less than two years. IntroductionIncreased energy costs and depressed mineral prices have resulted in mines, which use winter ventilation air heating, reviewing their systems to try to reduce costs. Heating costs can be significant, for example, Potash Corporation of Saskatchewan spends an average of $580,000 per mine per year and Ruttan mine spends approximately $IM per year on propane for its direct-fired heating system.Several method s of reducing heating costs have been considered and the following have potential application.Heat Exchange Between Exhaust andIntakeThis is usually accomplished by run-round glycol systems. The system is limited by ice formation on the coils in wet exhaust air and by the low exhaust air temperature, usually l0ºC. It also requires close proximity of the intake and exhaust airways to ma~e the cost of the connecting pipeline and pump systems economic . A feasibility study by Inco&apos;s Thompson operation reported that a proposed system of this type had a 19-year payback period and was, therefore, uneconomic. Potash Corporation of Saskatchewan is currently investigating plastic heat exchangers for a trial system because of corrosion on metal exchangers. It has the advantage of a 17°C exhaust temperature and relatively dry exhaust air.Waste Heat ReclamationThe waste heat from compressors and hoists can be used for heating in some mines. The feasibility of such a system depends on the individual layout and the proximity of the heat source to the inlet airway. Other mines have considered using the exhaust air in greenhouses to provide a cash crop."

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines were visited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.

The correlation of power consumed by a tumbling mill with the dimensions, speed, and load has been attempted by three principal methods. One of these, the torque formula, has been reviewed critically elsewhere.&apos; This approach, while analytical, disregards the individual motion and speed of the tumbling bodies and assumes that the gross geometry of the entire load is sufficient to establish the power requirement. A more general approach, using dimensional analysis, has been applied in this laboratory by the present authors1&apos;1, and more recently by Rose.3 This disregards the internal conditions within the mill entirely and in effect is an empirical procedure for correlating data. Finally, the complete analysis of tumbling mill dynamics as first made by Davis&apos; attempts to develop the power requirement from individual ball and rod paths and velocities. Although Davis&apos; result is applicable only at a single speed for a given size and load it could be useful, since his optimum speed is at the upper limits of conventional tumbling mill practice. Where power values predicted by the Davis equation were compared with actual mill requirements, they were found too low for small mills and much too high for the largest mills. This suggested that the agreement with actual intermediate range requirements might be fortuitous, and the development of the equation was examined critically. The probable source of error was found to lie in an erroneous assumption made by Davis in converting the energy of ball or rod motion to power. With the same approach, but with different assumptions, a modified equation has been obtained which predicts results that are usually consistently high. This is to be expected, since it is assumed that there is no slip between load and shell and no interference among tumbling bodies. Both these effects should account for the difference. Development of Equation: When a cylindrical shell charged with a substantial weight of rods or balls is slowly rotated about a horizontal axis, the load surface first assumes an inclination that gradually increases to a maximum. Continued rotation results in failure within the load, characterized by a sliding of the top layers down the slope and a reduction in the angle of inclination. Further rotation again increases the angle, and the cycle repeats. If the speed is increased, there is continuous load failure and build-up and a continuous stream of rods or balls descends over the upcoming mass, which moves in circular arcs. Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC-arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC-arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilization and furnace stability, complemented by continuous improvement drives, will be thevehicle to drive performance in the short-term, with longer-term performance enhancements due to strategic process development. ABSTRACT: Determining tunnel stability is a key issue during preliminary site investigation. In contrast, problems of excavatability have been largely ignored. While the choice of an economic tunnelling method is admittedly a clear priority in the planning stage, special investigations focus-sing on rock fragmentation (e.g. drilling or cutting performance, rock mass blastability or tool wear) are rarely carried out. This paper explores possibilities to quantify key parameters for rock mass excavatability in drilling, blasting and cutting by TBMs and roadheaders. RÉSUMÉE: La détermination de la stabilité du tunnel est une question clé lors des études prélimi-naires. En revanche, les problèmes d&apos;excavabilité sont souvent en grande partie ignorés. Automated temporary roof support (ATRS) systems have been incorporated into roof bolters since the 1970?s. During roof bolting, many injuries have occurred from large pieces of draw rock falling inby the ATRS beam and tipping back into the operator?s area. Other injuries have occurred due to smaller, sharp rocks falling onto the operator?s hand and arm during initiation of roof bolt drilling. These injuries are attributed to weak immediate roof, sometimes called roof skin failure. Even though ATRS systems support the roof and provide a measure of protection against roof skin failure, additional hazards sometimes do exist immediately inby and outby the supported roof. Design innovations such as the ATRS mounted rocker pad deflector systems have been designed to improve the roof bolter operator safety. This paper will inform the reader of the hazards, machine evolution through different design solutions, and the current state of the art in preventing roof skin failure injuries when roof bolting.

"Flotation circuit of the Sarcheshmeh copper mine processes 41,000 t/d of ore at 0.9% Cu. Chalcopyrite and chalcocite are the main copper bearing minerals which are concentrated in three stages of roughing, cleaning and recleaning. Due to major changes in the reagent addition regime, make-up balls combination, and throughput to the primary mills an increase of 2.6% (from 87.2% to 89.8%) in the sulfide copper recovery was obtained during a period of six years. In order to investigate a rather large variation of monthly recovery (i.e., from 89.0 to 91.2%) of the plant after implementation of the changes, a study was undertaken to trace mineralogically possible causes of such a behavior. During a five-month period, monthly composite samples of feed and tailings of the flotation circuit were taken. At the first stage, the polished sample preparation method and the mineral counting procedure were optimized through a detailed study. Liberation degrees and types of locking of valuable minerals in both streams were determined in three size intervals of +75, +38 and –38 microns. It was found that for both recovery levels (i.e., 89% and 91.2%), there was no significant difference in the liberation degrees of valuable minerals in the flotation feed; the average liberation degree was 57.1% with a standard deviation of 3.1%. On the other hand, in the case of high recovery level (i.e., 91.2%) there was a reduction of 15% in the amount of free valuable minerals in the tailings stream. The highest reduction was found for the -38 micron size range in particular for chalcocite. It was concluded that compared to the grinding circuit the change in the flotation circuit had the significant effect on the plant recovery increase.INTRODUCTIONThe Sarcheshmeh copper ore body contains 1 billion tonnes averaging 0.90 % copper and 0.03 % molybdenum. It is located southeast of Iran and currently processes 41,000 t/d of ore. The concentrator has been in operation since 1982. Last year, the concentrator produced 130,000 tonnes of copper and 4,000 tonnes of molybednite concentrate. An expansion to the plant which will increase the throughput by 50% is under construction and will be effective in 2003.After three stages of crushing, the ore with a F80 of 12.7 mm is fed to 8 parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of the first stage of flotation is reground and the tailings constitute the main component of the plant final tailings. A concentrate with an average grade of 30.5% Cu is obtained after cleaning and re-cleaning stages. At the present time, the average sulfide copper recovery of the plant is 89.8% which varies depending on the operating conditions and ore type."

When one looks back and does assessments of what has been the key ingredient in achieving success in our safety efforts, there are many issues that spring to mind and cover a wide array of elements. One does not know which has the ultimate maximum effect. In his presentation yesterday, Alan Peers, our SHEQ leader, covered a lot of detail with the way we are managing safety at Modikwa. I have attempted to identify some of the key essentials in making the mine safe. Passion Safety is addressed with a passion that is unbelievable at times. When I get phoned because an incident has occurred and in reporting the incident, there are already action plans being put in place to prevent re-occurrences, you understand the commitment to put employees? safety first. You hear the disappointment in your subordinates? voices when they have to share the fact that an incident or accident has occurred.
