VOLUME III The objective of Volume III of this report is to provide a concise review of six major types of legal constraints, controls, and regulations on surface coal mining in the United States, as of January, 1976. At the same time, an attempt is made to format the details of federal and state exploration, mining, and reclamation regulations such that point-by-point comparisons can be made and updated as revisions occur. Thus, Volume III should provide both an executive overview and a user's manual of legal controls of surface coal mining.

The current commodity boom is depleting the ore bodies at a rate not seen in the past. As the existing ore bodies get depleted, only the more inferior bodies are left for exploitation. This places an emphasis on beneficiation to upgrade the lower grade ore to high-grade feedstock for downstream processes. This paper discusses the role of dense medium separation in this quest for high-grade feedstock for the future. It covers the production and utilization of ferrosilicon and gives a future perspective of the technology. It concludes about the way ahead and the challenges facing the processing fraternity and mining industry.

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations (New Mexico Mining and Minerals Division, 2015a). New Mexico leads U.S. domestic production in potash, perlite, zeolite and travertine. Other industrial minerals production from New Mexico includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. O projeto foi subdividido em etapas de implantação, que se iniciou com um processo de contratação, envolvendo os fornecedores de cabotagem e serviços de ovação para as operações das unidades de Longos (Cariacica, Sabará, Itaúna, Juiz de Fora e Piracicaba) e de Planos (Tubarão) de forma conjunta buscando uma melhor condição comercial e contratos sólidos de atendimento, com foco na utilização das mesmas estruturas de terminais, portos, fornecedores e até containers. Foi estimada uma redução significante dos impactos socioambientais e dos custos de fretes para organização.

The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely un-envisaged. It is reported that Australia is poised on the verge of a 16 billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The latter problem is the one discussed here. The mining-mineral processing industries in Australia currently use about 36 per cent of Australia's primary energy budget. This large energy input is dominated by two major industries, iron and steel and the rapidly developing a1uminium industry. These two combined use over 20 per cent of the total Australian energy budget. In an industry which is export oriented about 96 per cent as expressed in ex-mine value terms û much of the energy input is exported along with the product. The authors therefore urge that serious consideration by the mineral industry be given to the relatively high energy intensiveness of process operations, especially in respect of the aluminium industry.

Mining up to depths of 5 000 m would be a world first and, accordingly, no previous experience in the determination of acceptable heat stress limits, criteria or indices is wholly applicable. However, some South African gold mines are already operating at depths beyond 3000 m and much of the knowledge gained in reaching and working at such depths will be helpful in making adequate provision for acceptable environmental control at the greater depths being contemplated. Accordingly, it is necessary to take cognisance of the industry?s experience in deep-level mining and of standards and regulations already established in South Africa and elsewhere in order to ensure acceptable working conditions and control standards, that compare favourably and defensibly with those in other mining industries. The local and international use of heat stress limits, criteria and indices were investigated as it was necessary to determine to what extent any other indices, limits or criteria would be applicable to South African deep mine conditions. In addition, it was necessary to establish whether there was a single heat stress index that could be used for South African ultra deep mining conditions. It was found that an appropriate combination of heat stress indices would be required in planning for and ultimately controlling thermal conditions in ultra-deep mining. The depths being contemplated and the concomitant potential heat hazard present too great a risk for reliance on a single environmental component of heat stress, such as wet-bulb temperature at present in common use locally. The study recommends that a heat stress index, preferably Air Cooling Power (ACP), be used to design an ultra deep mine?s ventilation system and that wet-bulb temperature be used to monitor and control the system once it is implemented.

The purpose of this symposium is to challenge industry to better air classification, and as a first step toward fulfillment, to spotlight three fairly recent, aerodynamically designed, highly efficient air classifiers. This discussion does not intend to imply that present practice is bad. Actually, when present air separators are used for the jobs for which they were originally designed, they give high production and uniform operation, with a minimum of maintenance. The customers of nonmetallic mineral pigment producers, however, are making increasing demands for finer products, such as 99.9 pct -20µ, which appears to be beyond the economic capabilities of standard air separators industrially used over the last 10 to 30 years. Here is an actual example. A 10-ft diam pebble mill is in closed circuit with a conventional 12-ft diam centrifugal air separator, grinding 20-mesh wollastonite to a series of fine grades up to 99.97 pct - U.S. No. 325 mesh (44µ). Fig. 1 shows variations in fineness of mill discharge (or air separator feed), recycle for regrinding (or air separator tails), and product as measured by a wet rotating sieve test. For example, when the mill is turning out a product 80 pct -325, the mill discharge or separator feed is 30 pct -325, and the coarse tailings or recycle is only 5 pct -325. Hence 25 pct of the 30 pct available is accepted as product. This is efficient separation, and the ratio of recycle to feed is only about 2: 1. How- ever, to make a product testing 99.97 pct -325 the separator feed is 62 pct -325 and the coarse tailing 60 pct -325. In this case the recycle ratio is about 13: 1 and the economic limit to produce fineness has been substantially reached with this given equipment and process arrangement.

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. The mine stakeholders can now obtain an accurate ore model that will always be in sync with available data.CITATION:McKinley, S, 2017. Laboratory strength and deformation testing of freshly blasted sandstone and claystone overburden from Jeebropilly colliery in Queensland and in-situ plate-bearing tests on four backfills of different ages showed that the bearing capacity of backfill is a function mainly of compaction, not of age. The modulus or stiffness of the backfill is significantly increased by previous loading, in some cases up to threefold. Backfill material experiences some compaction through the passage of mining vehicles, likely to provide a bearing capacity that will support normal construction activities; the limited testing performed suggested that completed backfills are capable of supporting loads of up to 200 kN/m2 while sustaining displacements acceptable for a wide range of residential and industrial uses, but may be susceptible to collapse settlements due to saturation in the long term

With increased stripping ratios and with dwindling ore content, the mining fraternity is increasingly turning to larger and larger equipment for profitable open pit operations. The availability of higher horsepower prime movers and increased-capacity electric transmissions using either wheel-mounted or axle-mounted traction motors makes a reality of single-axle, rear dump trucks having 150 to 250 ton capacity. The size of electric loading shovels is inherently geared to the size of haulage equipment. To work effectively with this new generation of trucks, the Harnischfeger Corporation has introduced its P&H Model 2800 with a capacity of 20 to 25 cu yd and a working weight of nearly 1,500,000 lb. The Model 2800, depicted in Figure 1 loading a 200 ton truck, has many new electric and mechanical features designed to give excellent production and low cost operation. Chief among the new features is the ELECTROTORQUE control system. Electrotorque is a completely static, solid state electronic system supplying controlled power both to the armatures and to the fields of the d-c shovel drive motors. It eliminates many major electrical rotating machines and their attendant maintenance. The system was developed jointly by ASEA of Sweden and Harnischfeger Corp.

As part of its mining health and safety research program, the National Institute for Occupational Safety and Health (NIOSH) conducted a longwall methane emission and mining time study at a mine operating in the Pittsburgh Coalbed to access the methane emission consequences of mining a longer face. The methane emission contributors from the mining of a longwall face are: 1) gas released from the coal broken by the shearer, 2) gas emitted from the coal on the face conveyor, 3) gas emitted from the coal transported on the belt, and 4) background gas emitted from the coal face and from the adjoining ribs. Based on the results of the study, a set of site-specific mathematical formulas and constants were developed to characterize each of the four longwall emission contributors. The mathematical formulas were then applied to longer longwall face mining scenarios to predict the methane emissions from these faces.

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

The ore itself is gold associated with the sulphide mineral arsenopyrite and contains some pyrite, pyrotite, plus chalcopyrite. Proven and probable reserves at December 31, 1997 were at 4.04 million tonnes at 4.6 g/t and underground exploration continues to confirm the extension of the ore zones to depth."

Several empirical equations to estimate coal pillar strength have been presented in academic studies. The development processes of these equations are similar and are usually obtained by fitting the mathematical function (curve) to field data. One of the best criteria to evaluate the quality of fitting for such equations is the correlation coefficient R2, which has limited applicability. It is necessary to calculate the correlation coefficient access to the initial data for which the equation is presented; this is impossible for many coal pillar strength formulas. This paper presents a new approach based on the analysis of uncertainty amplitude to compare the coal pillar strength. This approach utilizes a combination of parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), function type and degrees of freedom. The confidence level of constants is subsequently formed and the correlation coefficient becomes more comprehensive. Therefore, for an effective comparison, the efficiency and accuracy of coal pillar strength formula can be used. To obtain microbial cultures with the ability to efficiently leach copper ion from chalcopyrite, microbial samples from acid mine drainage sites were mixed and then subjected to mutation using sodium nitrite (NaNO2), diethyl sulfate (DES), ultraviolet light (UV) and their combinations. Mixed cultures with a much stronger ability to leach copper ion (identified as mixed cultures A, B, C, D and E) were obtained by screening on leaching media. Leaching tests showed that mixed culture E had the best leaching performance and increased the Cu2+ content by 120.5% in 20 days, compared to a control without mutation treatment. Mixed culture E grows well on Leathen leaching medium supplemented with Cu2+ (at a final concentration of 32 g/L), reaching 3.2 × 107 cells/L after 15 days, while the unmutated control culture cannot survive beyond 15 days, indicating that mixed culture E is more tolerant of high concentrations of Cu2+. In addition, continuous leaching by mixed culture E is very effective at a pulp density of 1%. These results suggest that it has the potential for industrial applications.

A comparison of microstructures associated with W single-crystal ([001], [011], [111]) rods prior to deformation (as grown), and after quasi-static compression (at a strain rate of ~1/s) by transmission electron microscopy (TEM) shows several orders of magnitude difference in dislocation density. Dislocation substructures were not significantly different amongst the deformed sample orientations. In contrast, [001] W rods penetrated into steel targets, at impact velocities of ~1.3 km/s, exhibited heavy dislocation densities and dynamic recrystallization as very distinct microstructural regimes accommodating the penetration process. Twinning on {112} also occurred as a precursor to, or remnant of, these microstructures near the projectile head. These results suggest that deformation accommodating the extreme strains and strain rates associated with the penetration of a single-crystal rod into a metal target is not adequately represented by conventional deformation

Mineral formations, accumulated during technogenic activities greatly influence an economic and ecological situation in the Kola North. On the one hand, the dumps from extraction of mineral resources, tailing ponds of beneficating plants, ash dumps, wastes of metallurgical and mechanical engineering productions destroy the regionÆs environment and require taking certain measures and costs to bury or protect from weathering, oxidation, etc. On the other hand, technogenic mineral formations contain a lot of valuable scarce components. The amount of solid wastes increases annually, causing damage to ecology and economy. Researches conducted in recent years showed a possibility and economic expediency of comprehensive processing of wastes from different enterprises in Murmansk region and their use for production of new competitive commodity output, possessing high consumer properties. Thus, involving mineral wastes from Khibiny apatite deposits into hydrometallurgical industrial processing provides the basis for setting up a large beneficating-metallurgical complex. In this case ores and wastes from other deposits on the Kola Peninsula, containing titanium, rare, rare-earth and other valuable elements, may be involved into processing. Establishing such a complex will allow to organise a deep processing of natural resources, utilise some production wastes, improve ecological security and supply production with competitive output. Expanding the complex implies not only involving new mineral raw material into processing, but mainly deepening raw material processing, maximum utilisation of local natural resources and obtaining a wider variety of prime products.
