ABSTRACT The versatility and specificity of rare earth elements (REEs) have led to their use in an everincreasing variety of applications in new technologies; consequently, demand for REEs has increased significantly. However, separating REEs safely and effectively is a complex and expensive process. This paper presents a review of REE mineral processing technologies, providing an update on current capabilities in REE mineral processing and REE extraction from the major commercially valuable REEbearing minerals such as bastnaesite, monazite, and xenotime, as well as the ion-absorption type of REE deposits.

An investigation into the reliability of the data being collected at the Mount Isa Mines site operated by Glencore in Queensland allowed on-site ventilation personnel to scrutinise pressure and volume measurements collected from the primary surface fans. The investigation effectively identified discrepancies being reported to the on-site remote monitoring system. The difference between the real-time and static measurements on the P63 RAR shaft identified that the in situ differential pressure transducer and piezo annubar system was not operating correctly. This indicated a deficiency of approximately 30 per cent reporting back to the remote monitoring software versus the live readings measured with the Pitot tube bomb and ALNOR AXD610 pressure micro-manometer.Constant monitoring of an operations ventilation network is imperative to ensuring that the underground atmosphere provides a safe and healthy workplace. Further benefits to real-time monitoring allows for the early indication of network failures and promotes increased availability. An innovative approach to out engineer and improve the existing measuring equipment from the 1970s was sought.The use of ultrasonics in the mining industry is not new with ventilation management systems (VMS) equipment available within the marketplace. The introduction and implementation of a reliable product for real-time monitoring was a challenge to overcome due to limited access and suitable measuring points within the mine. The available equipment on the market through mainstream suppliers was not suitable for the unique application required due to the in situ installation of the surface fans. A solution was identified in the oil and gas industry through collaboration and innovative thinking. Throughout Australia and the world, there have been in recent years a number of incidents involving the reaction of ammonium nitrate based explosives with ground containing certain types of sulphides. This paper presents a comprehensive strategy designed to identify, assess and mitigate the risks involved with blasting in areas of reactive ground. Undertaking blasting in reactive or potentially reactive ground involves a degree of risk, the level of which is dependent upon the controls in place for specific sites; this in turn depends upon the degree of sound reasoning and judgement behind the implementation of these controls. Implementation of controls to minimise the risk of incidents also involves a measurable increase in production and blasting costs. To achieve a balanced solution to this matter, decision-makers need to understand how the risks eventuate, how they should be evaluated, and how control measures reduce the risk. Also required is an understanding of how the problem affects the economics of the operation, and the magnitude of this effect. It is the aim of this paper to provide a structured approach to gaining this knowledge, so that mine management, the workforce and explosive suppliers may jointly develop more effective economic and safe blasting systems for potentially reactive ground. Using a combination of fault/event tree risk assessment and semi-quantitative analysis, a structured approach to dealing with the issue will be illustrated.

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

Particle morphology is a term that is used to describe the overall external shape and appearance of particulate solids. From the physical point of view, a precipitated solid is characterized primarily by the size and morphology of the particles (Sohnel andGarside, 1992). If the morphology of the crystal structures is to be related to the processing conditions, then the morphologies need to be quantified in some way. This can be achieved by using surface area measurements as well as fractal dimensions. The key idea is that rugged and indeterminate systems can be described by using a fractional number that describes the ruggedness of the system (Kaye, 1989). In other words, when the complexity of a structure, such as an agglomerate, increases with increasing magnification, it is useful to employ fractal dimensions to describe the structure. Fractal geometry proposes that, instead of attempting to measure the length of an irregular boundary, the rate at which the length of the boundary approaches infinity with increasing resolution should be calculated. Cross-sectional profiles of rugged particles can thus be quantified using the fractal dimension, and a measurement of the ruggedness of the morphology obtained. One of the additional uses of measuring the fractal dimension is that the measured value can be related to the physical properties and formation characteristics of the particle (Kaye and Trottier,1995). The morphology of nickel crystals was quantified with fractal dimension calculations of particle cross-sections. Particle cross-sections were obtained by mounting the particles in resin and polishing back. These were then photographed using Scanning Electron Microscopy and the resulting profiles analysed using the structured walk technique.

This paper has been written to describe briefly the mining and milling of gold and silver ores in the Black Canyon and neighboring mining districts in Yavapai County, Ariz. The description of present operations is the result of a 10-day visit to the region by the writer in March 1936. Montana Tech has embarked on a coordinated series of studies to delineate the characteristics of the Berkeley Pitlake containing over 36 billion gallons of acidic, metal-contaminated water formed after the cessation of open-pit copper mining in Butte, Montana, USA. The objectives of the overall series of studies are to summarize presently available information and to generate new and needed information to formulate a conceptual environmental model for the pitlake and to provide characterization data for the development of advanced treatment technologies. In this presentation, the chemistry of the Berkeley Pitlake water is partially reviewed. It is known that the pitlake consists of two distinct layers of water referred to as surface and deep water. Samples of deep water were collected and placed in a 12-ft high and 6-inch diameter column and exposed to different wavelengths of UV radiation as well as atmospheric conditions. Measurements of pH, redox potential (EH), dissolved O2, turbidity, conductivity, temperature, and elemental composition show that the water reacts differently and indicates that the diurnal effects of sunlight likely play a major non-biological role in its chemistry. Resulting technology could be useful for developing an alternative to treating acid-rock drainage.

Near misses recorded and reported by workers can provide awarenessto the potential causes of injury and prompt safety management initiatives. Although most companies require near-miss reporting, it is unclear what the value of these reports are, if any, and how they influence subsequent actions or controls to reduce on-the-job risks. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a case study with an aggregates company in which near-miss reports were analyzed at each of their locations over an entire quarter during the summer of 2018. Within that quarter, workers recorded 249 near misses. Of those, 167 were valid near misses that occurred at work. Researchers coded the reports using a qualitative 5 × 5 risk matrix. Of the 167 near misses, 19% were deemed low risk, 25% moderate risk, 30% high risk, and 26% critical risk. Several patterns in the near-miss incidents were documented, including classification of incidents and common corrective actions referenced (i.e., elimination/substitution, engineering control or redesign, work process/procedures, and personal protective equipment). The analysis provides insight into ways that risk communication and management programs can be improved to reengage workers and their situational awareness on the job.

Magnetic separation is routinely used in the processing of titaniumminerals, and the efficiency of these operations can be determined bymeasuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved.This paper describes the development of an inductance-basedinstrument for measuring very low levels of magnetic susceptibilityon-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance.A prototype instrument has been installed in the zircon scavengercircuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction.Using the instrument, the zircon content of this stream can now beaccurately determined from the measured magnetic susceptibility,provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

Raw water import requirements for oils sands mines depends mainly on factors such as ore processing rate, ore material characteristics, tailings processing technology, tailings storage systems, process water storage operations, the phase of tailings production, and non-recoverable seepage losses from tailings ponds. These factors can be readily quantified to calculate raw water import needs. Nevertheless, mine water balance continues to be misunderstood by some regulators, stakeholders and possibly even mine operators. Confusion over consumptive uses has led to a focus on recycling which is not necessarily applicable to a closed circuit water management system. Some water conservationists focus attention on raw water intake rules instead of the technical decisions that control consumptive uses. Typical oil sands mine water balances for various types of tailings operations, are analyzed to illustrate the effect of controllable and uncontrollable parameters as well as major options that need to be explored for reducing water demand. Uncontrollable parameters including tailings fines content, oil content of ore, connate water, mine depressurization water inflows and surface water hydrology. Controllable parameters include storage operations, advance water supply ahead of mining operations, type of tailings operation, net tailings pond seepage losses, and tailings impoundment operations. Potential reductions of raw water supply rates may be obtained by providing greater on-site storage to attenuate fluctuation in water demand, advance water accumulation prior to mine start up, early commencement of CT operations, thickened tailings disposal and paste technology. Water conservation measures should be focused on reducing on-site process water storage and water content of tailings material.

The design of pillars in room and pillar operations is always a compromise between factor of safety and ore recovery. In actively mined and accessed areas the stability of pillars must be sufficient to support the roof, providing safe working conditions for men and equipment, while optimizing ore recovery. As a reserve is mined out, and if conditions are favourable, pillars are often removed to increase recovery. Considerations for pillar removal include value of the ore, the effect on immediate and overall mine stability and the safety of the mining operations as well as the consequence of disruption of overlying strata and surface infrastructure as the support of the pillars are removed. Many parameters influence pillar strength and the contribution of the pillar to ground support. These include seam height, seam depth, seam inclination, room span, quality of rock, time, etc.. Empirical, analytical and numerical modeling methods are commonly used to optimize pillar sizing and placement and predict influence of pillar extraction or reduction on ground stability. Practical examples for pillar design and optimization in low seam gypsum mining operations and optimizing sequencing of pillar extraction in thick seam metal mining operations are outlined.

The MineSight Schedule Optimizer (MSSO) is a new production scheduling tool developed by Mintec, Inc. using mixed integer linear programming (MILP) techniques. This tool was developed to solve the short- and medium-term schedule problems for surface and underground mining operations that involve multiple mining areas, multiple processes, multiple destinations and blending requirements. MSSO finds the optimum schedule in each period that achieves the objective while satisfying comprehensive product quality and quantity requirements as well as physical and technical constraints. Using the MineSight Planning Database (MSPD) as a central data hub, MSSO seamlessly works with MineSight 3-D (MS3D) block models and third-party data, MineSight Interactive Planner (MSIP), MineSight Haulage (MSHaulage) and MineSight Activity Planner (MSAP) to prepare data, formulate MILP models, calculate, report, fine-tune, save and visualize schedules. This paper presents the features and capabilities of MSSO. A case study is also given to demonstrate the applications of this new tool.

The objectives of this study were firstly to characterize and quantify the inorganic material in the Secunda gasification feedstock. Secondly, the effect of washing on coal properties and sulphur content was investigated. Coal from a single source and a coal blend from 6 different mines were tested. Composite samples were visually sorted by a geologist in the groups containing roof, floor, C-shale, pyrite, carbonates and siltstone material. Inorganic mineral types from the single source and coal blends were characterized separately. Characterization results indicate that the average mineral matter distribution (mass %) of the coal tested was as follows: carbonates (6%), carbon-shale (19%), pyrite (12%), roof (18%), floor (46%) and siltstone (22%). The roof, floor, pyrite, carbon-shale, carbonates and siltstone in the single source and coal blend have similar chemical properties and characteristics, except for the ash melting temperatures of pyrite and kaolinite in the siltstone. By implementing selective mining and increasing mining management practices, the percentage discard in the run of mine coal can be significantly reduced, by up to 45%, if the mining of roof and floor material can be avoided. No significant impact of mining practices on sulphur content is expected in this case due to the low concentrations of sulphur in the roof and floor material. In summary, selective mining practices will probably result in almost45% decrease in the discard content in the run of mine to gasification, an increase in the carbon content from 55.0% to 58% (air dry basis) and a decrease in sulphur content from 1.1% to 0.9% (air dry basis). It is clear from this study that the main source of sulphur is not in the high ash-content mineral types (e.g. floor and roof), but in situ in the coal structure. Paper presented at a meeting on: Artificial intelligence in the minerals sector, held in Nottingham, UK, 20 April 1993 (original title: Rock engineering system performance monitoring using neural networks.) Synthetic and analytical approaches to objective-based design of rock engineering projects are discussed. Rock masses are considered as complex dynamic systems with components that concurrently interact with each other and their environment. The existence of a rock engineering system canon (i.e. a set of systems governing rules) is proposed. Its possible components are highlighted and an application is demonstrated using a "rock mass automaton" designed to simulate dynamic heat distribution in rock. In the example given, the canon implements the basic result from probability theory applied to the thermodynamics of solids. Rock engineering system performance is reduced to the mapping of the output of a rockmass to varying input (design) options, within the state space of the systems model. The Kohonen Self-Organising Map provides an extremely useful analytical tool to reduce the hyper-dimensionality of rock engineering system behaviour. Further, the hyper-dimensional state vector is mapped "quasiconformally" such that the neural map tends to spatially organise similar input state vectors, facilitating interpretation of rock engineering system behaviour (performance monitoring). Work is reported on the development and validation of the automation as a basis for an internal representation of the rock mass bahaviour. The results are reported of simulations compensating for the uncertainty of the exact mechanisms operating within the rock mass, using additive noise with the input state vector in the training stages of the self-organising map implementation. Initial work on adopting Grossberg's Adaptive Resonance Theory neural network architecture for classification of rock engineering systems behaviour is also presented

Recent developments in circulating fluidized bed (CFB) once-through supercritical technology (OTSC) have enabled this technology to be offered as a utility-scale alternative competing head-to-head with pulverized fuel (PF) OTSC offerings. One clear example is the CFB supercritical unit at the Lagisza Power Plant in Poland, owned by PoludniowyKoncernEnergetyczny SA (PKE). This unit has now been in commercial operation for three full years, exhibiting very good performance, and has validated Foster Wheeler's performance model at this utility scale as well as for units in the 600 MWe and 800 MWe size ranges offering net efficiency of -43 per cent (LHV basis). This operating unit has also proven the use of the world's first FW/BENSONTM vertical-tube OTSC low mass flux technology. Since the Lagisza original international tender specified OTSC PF technology, it is important to note that the alternative selection of CFB OTSC technology over conventional PF technology is of historic significance, not only for the validation of the CFB supercritical platform as a viable alternative to conventional PF technology, but it also positions the CFB OTSC with fuel flexibility for offering of sizes up to and including 800 MWe units. This paper explores the differences between CFB OTSC technology and standard PF OTSC in utility power generation. Selection criteria, fuel burning range in both technologies, and other selection drivers are discussed. Economic analysis of both technologies, based on existing cases, is also provided. Also discussed are the technical advantages and uses of each technology. Foster Wheeler has recently been awarded a contract for four units of CFB OTSC technology, which utilizes a 2 on 1 configuration of two 550 MWe CFB OTSC boilers on two single 1000 MWe turbines. Essentially this provides a fuel-flexible low-emissions alternative to a 2 x 1000 MWe solid fuel power block.

Knowing the origin of the relevant and irrelevant components of the nugget effect is essential to optimize the process under study. This paper describes the causes of the nugget effect and, its dependency on the sample support, sampling density, and on the QA/QC procedures. Several examples of natural and ?human? nugget effect are given. A method to estimate the magnitude of the relevant and irrelevant components is suggested. Finally, the economic consequences of misunderstanding the nugget effect are analysed.

IN the recent monograph on Broken Hill, N.S.W., by E. C. Andrews,* two independent petrological reports appear as Appendices 1 and n, by W. R. Browne and F. L. Stillwell respectively. In these considerable differences of opinion occur. Andrews contributes to some of the questions at issue, but no analytical review of the differences appears in the body of the report. Their development may invite question, and the following notes have been prepared partly in explanation and partly as a summary of some of the divergences. The soope of Browne's report extends over the whole district of Broken Hill, while Stillwell's deals with the rocks within 25 chains of the main lode. The more difficult and important rock-types occur in both areas, raising similar questions. In both cases observations extended beyond the limits of the prescribed areas. Broadly, Browne faces his problem as a study of a series of primary igneous rooks, acid and basio, whioh are intrusive into a series of sillimanite gneisses. The development of the sillimanite gneisses is regarded as belonging to an earlier period than the intrusion of the igneous rooks, while the gneissio structures of the latter are features which are incidental to their orystallization, and are not acquired subsequent to their consolidation. He finally produoes a picture in which his views of igneous injection and differentiation takes a prominent place. One direct result is the claim that three separate periods of metamorphism have oocurred in the Broken Hill area. Stillwell primarily examines the rooks as schists and gneisses since their present dominating features have been acquired during metamorphism. The effort is made to understand suoh differences as might arise from differing conditions of metamorphism upon rocks of similar and different oonstitution. The aim is to divest the rocks of those oharaoters which are due to metamorphism before approaching the questions of intrusive relatio'nships between igneous rocks andsediments.

Safety is the No. 1 concern of any drill contractor or mine operator. Everyone in the industry knows a safe site helps stabilize operational costs and enables higher productivity. When it comes to exploration drilling, research has proven a majority of injuries are caused by the mishandling of coring rods. A driller helper will typically handle up to 50 rods per shift or up to 15,000 rods per year. With an annual 340 t (750,000 lb) in rods managed by hand, the risk of serious injury is extremely high. Because of this, the top request from the exploration industry is diamond rod handling. It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.
