Nautilus Minerals (Nautilus) is following the lead of the petroleum industry as it strives to tap vast offshore resources. Planning is well underway for the Solwara 1 Project in the Bismarck Sea, Papua New Guinea (PNG) to recover high-grade seafloor massive sulphide deposits in 1600 m water depth. The deposit contains an average copper grade >10 times higher than a typical land-based porphyry copper mine. The high grades combined with a relatively small amount of overburden ensure the Solwara 1 Project will have a significantly smaller physical footprint than its land-based counterparts. Offshore minerals production also has the advantage of minimal social disturbance. Nautilus is dedicated to setting a high environmental and social responsibility standard. Nautilus recognises the importance of transparent and inclusive stakeholder engagement and has taken a proactive approach to involve as many key stakeholders as possible. One of the first steps in the permitting process in PNG is the preparation of the Environmental Inception Report, which describes the project, its envisaged impacts and the proposed studies for the Environmental Impact Assessment (EIA). Local (PNG-based) and international environmental scientists, anthropologists, NGOs and other experts were involved in the definition of studies conducted for the Solwara 1 EIA and a team of world-leading experts was involved with carrying out the studies, culminating in the preparation of the Environmental Impact Statement (EIS). To ensure transparency, collaborating researchers are free to publish their findings. Following its submission, the EIS was made available for public review and public hearings were held at several locations. The EIS has also undergone a rigorous independent review by PNG government-engaged consultants. Outside the permitting process, Nautilus works alongside government officials to carry out ongoing community consultations. Information dissemination and feedback acquisition has also occurred through the Nautilus website and attendance at a number of international conferences, workshops, and meetings. This paper will outline the leading edge approach Nautilus has taken in completing the environmental impact statement for the world?s first deep seafloor copper-gold mine. In addition, this paper will review the permitting process and the government and stakeholder engagement undertaken as part of Nautilus? desire to ?do it right? in this exciting new industry.

"INTRODUCTION 'The investigation reported herein is part of a comprehensive research program being conducted by the Metal Mining Research Section, Mining Division, Bureau of Mines, on pressure problems in underground mines. This program was initiated in 1937 and for the first 3 years was concerned primarily with measurement of the pressure on mine pillars and supports and their strength. 4/ 5/ During this period, investigations were conducted in both the laboratory and the field in the comparatively shallow load and zinc mines of Missouri and Oklahoma. As a result a seismic method of determining the pressure on mine pillars was developed.Before this research program was initiated, Chas. F. Jackson, chief of the Mining Division, suggested that rock under pressure might give rise to noises inaudible to the unaided ear - that is, subaudible noises. As a result of this suggestion, listening tests were made concurrently with the routine pressure measurements to see if any rock noises were present; with one exception, it was found there were no rock noises in any of these shallow mines. At the same time, pressure measurements disclosed that, with one exception, pillars were not under pressure amounting to more than 10 percent of the crushing strength of the rock. The one exception was a pillar in the Big John mine of the Eagle Picher Mining & Smelting Co. in the Tri-State district, which showed some physical evidence of failure, such as small cracks and spalling; it was reported that the pillar had been heard to crack or snap at intervals. Listening tests in this pillar disclosed that subaudible noises of comparatively small intensity were present and occurred at 1- to 2-minute intervals, on the average. Unfortunately, owing to the shortness of this pillar it was impossible to make any pressure measurements."

Every mine contains inflammable materials, either in form of the minerals mined or in the form of brought-in supplies. Although great efforts are made to make mines as far as possible fireproof and to prevent ignition sources, the possibility of mine fires, like that of other accidents, will always continue to exist. Detailed statistics are available for coal mines. They show (65,112) that the number of major mine fires in the USA over the last 20 years has remained more or less constant with approximately 50 per year. The same number is reported (26) for the British coal mines. Other countries (147) report about 1 major fire for every 10 million tons of coal production. Conflicting data are published on the number of fatalities caused by fires, presumably because frequently deviating opinions on the cause of death exist. On the average (82,99) 4 miners are killed per year in the US and in the British coal mines. Although this number is much smaller than that for several other causes of fatalities, one must keep in mind that almost every small fire can develop into a large disaster.

Introduction Industrial safety professionals recognize that adequate illumination is essential to a safe and productive work environment. The need for effective, lighting in underground coal mines is even greater.1 Designing appropriate lighting systems for these mines is no easy [ ] task because of the unique environment and work procedures encountered in underground coal-mining operations. Miners must depend totally on artificial lighting systems to see. Moreover, the working face is a low-reflectivity and low-contrast environment and is continually advancing or retreating.2 Laboratory mock-ups have been a major part of the process lighting equipment manufacturers must under- go to design an underground machine-mounted lighting system. The mock-ups often have taken considerable time. Furthermore, modifications to a lighting system (using different luminaires with an existing configuration or changing a luminaire's location, orientation, etc.) could require more time with additional mock-ups and laboratory measurements. Understanding the need to improve this situation, the US Bureau of Mines has developed an alternate method for facilitating lighting system mock-ups. A PC-Program (CAP),* with the latest software technology enables users to design, alter, and evaluate under- ground machine-mounted illumination systems. Lux levels and distance are measured as the luminaire is moved incrementally through angular traverses about horizontal and vertical axes. The measurements and angles subsequently are entered into the model. From this input data, three-dimensional isolux or isofootcandle profiles are constructed for luminaires that can be placed at various locations and orientations on a mining machine. As an example, Figure 1 shows a computer display of 21.5 Ix or 2.00 fc profiles for luminaires mounted on a simulated mine-shuttle car. Using this information, the model allows the user to determine the lux level at different locations in space about the shuttle car. How the model calculates illumination During initial development of the CAP model, the isolux profile of the luminaire was determined using the inverse square law (ISL) .3 The method of gathering data comprised recording a single measurement of distance at 21.5 ± 1.21x (2.00 ±11 fc) for angular traverses following 0.09 rad (5 degree) increments. This data was then used to find the illumination in space for any other distance at a given azimuth and elevation using the ISL. Limitations, however, exist with this method.4 The main one is that the ISL assumes a luminaire is a single point source of light, so long as the distance is greater than five times the 1al;gest dimension of the luminous area of the luminaire.5 Also, by using a single measurement to calculate the illumination for a given luminaire in the CAP model a large error could result from an inaccurate measurement.

This U.S. Bureau of Mines report presents an evaluation of the coal mining industry's impact on the economy of Pike County, KY. A software package called IMPLAN was used to perform the analysis. The results of this study show that coal mining was the primary income producing industry in Pike County in 1990, accounting for about 46% of the county's Total Industry Output, and 21% of the total employment.. Coal production in that year amounted to 29.6 M mt (32.6 M st). Two alternate economic scenarios were developed to study the potential effects of changing coal market conditions on the county. Scenario A assumes market changes result in a coal production increase of 4.5 M mt/yr (5.0 M st/yr), and scenario B assumes a decrease of 4.5 M mt/yr (5.0 M st/yr). Scenario A would result in a 15.3% rise in the value of Pike County's Total Industry Output, adding a total of 1,663 jobs (+6.1%) in all sectors in the county. Scenario B would have the opposite effect, decreasing the Total Industry Output and employment by identical amounts. Such knowledge would allow local and regional officials to anticipate the economic and social impacts of shifts in coal production, and plan accordingly to mitigate impending changes.

Drilling slurry has become an effective aid to the construction of drilled shafts in caving and/or waterbearing soils. Historically, drilling slurry made of bentonitic clay and water was first used in the US in water well drilling as early as 1889. In coastal Texas drilled shaft contractors began using slurry, often made of on-site clay mixed with potable water, in the years following World War II, on a relatively routine basis. This type of slurry was used to "process" boreholes, in which the borehole was drilled "in the dry" until water or unstable soil was encountered, after which water and on-site clay were introduced into the borehole and mixed in place with the auger or other drilling tool. Drilling then continued under a slurry consisting of the uncontrolled mixture of clay and water until the excavation had reached a relatively impermeable and cohesive material. At this point, a steel casing was dropped into the hole and sealed into the lower stratum of impermeable geomaterial (soil or rock). The slurry inside the casing was bailed or pumped out, drilling continued to plan depth in the dry, a reinforcing cage was set in the partially cased borehole, concrete was placed and the casing was withdrawn. Some soil-slurry was undoubtedly trapped between the casing and the borehole wall, but the quality of that slurry was usually of no concern, because engineers of the period usually viewed drilled shafts as nothing more than deeply buried footings. Any unejected slurry would only serve to lower side shearing resistance, not yet considered in design, but would have no effect on end bearing. Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Foundation and excavation problems associated with lock construction projects vary widely. Each lock requires a different foundation to respond to a unique geologic setting. The range of heights and founding materials are illustrated thru description of selected structures encountered in the United States. Examples range from 113-ft high John Day Lock on the Columbia River founded on basalt rock to the 17-ft high Lock No. 5 on the Arkansas River floated on a clay foundation. A description of the basic elements of design and construction is presented. Several case histories involving lock design and construction are assessed to aid in recognition of potential problem areas on forthcoming construction. In the past decade there have been many improvements in construction materials and techniques. The application of these new approaches to lock construction is discussed.

"Since their first production application in Sweden in 1995, water-powered, down-thehole hammers (WDTH) have been used throughout the world in many different drilling applications, total lines, over 25 million lineal meters of drill hole. This paper reviews the history and principles of down-the-hole drilling (DTH) in general with both air and water, before focusing on the details of WDTH hammers. A summary of the numerous and considerable advantages of WDTH drilling is provided, with particular emphasis on their superior productivity, smaller deviation, applicability in sensitive/urban conditions, environmental protection and much reduced energy requirements.HISTORICAL PERSPECTIVE ON PRODUCTION DRILLING METHODSAir-flushed drilling with top hammers began in the mining industry in Sweden in 1873, while down-the-hole (DTH) drills, again with air flush (and activation) became operational in 1950. During that same time interval, Simon Ingersoll had patented the first steam-powered, top hammer rock drill to provide higher productivity in blast hole drilling. It is well known that water, as an activating, flushing and cooling medium, has many significant advantages over the use of air. However, it was not until 1973 that top hammer systems (either air or hydraulically activated) for larger rigs were adapted to the use of water flush, typically via “under the head” swivels.The concept of a water-powered, down-the-hammer (WDTH) had been explored prior to G. Drill acquiring the original patent from Atlas Copco in 1988. LKAB, a huge underground mining company owned by the Swedish Government and providing about 90% of the European Union’s iron ore, purchased G. Drill in 1991 and encouraged the commercial development of the WDTH. The first full-scale WDTH production works were carried out for LKAB in 1995, since when over 25 million lineal meters of drilling have been recorded in both underground and surface applications.In 2001, G-Drill was renamed Wassara, which today still holds the worldwide patents for WDTH technology. Regarding North American usage, the first significant application was by Advanced Construction Techniques (ACT) Ltd. during the test grouting program conducted for the U.S. Army Corps of Engineers at McCook Reservoir, Chicago, in 2002. Since then, WDTH has become the tool of choice for specialty drilling and grouting contractors on dams and other major structures throughout the U.S."

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. "INTRODUCTION Extraction of alumina from various materials, such as low-grade bauxite and clay, by means of a lime-soda sinter has been the subject of a number ofinvestigations (1, 2, 3, 4, 5, 7, 9, 10, 11, 12, 13, 16, 17). 5/ in recent years, Although many of the details of these investigations are lacking, it is believed that there is one difficultly that frequently develops under certain conditions, namely, that of thickening or gelation of the slurry formed during extraction of the sinter. If gelation occurs even to a slight extent* Serious mechanical difficulties result, very low liquor recoveries are obtained, and the extraction step becomes virlually inoperable. Under 'favorable conditions, a solid gel is formed which can only be removed from the equipment with great difficulty. At the Eastern Experiment. Station of the Bureau of Mines in College Park, Md., a study of lime-soda processes was begun in November 1941. This work has included studies on low-grade bauxites, kaolin clay, and nodular diasporic clay. Gelation was most serous with kaolin clay and least with diasporic clay. As a part of the Bureau's investigation, a study was made of the effect of the pertinent variables on gelation. The results permit the selection of various sets of conditions at which gelation will not occur. These data are essential to the final selection of optimum conditions for the over-all process."

"PURPOSE OF REPORTMany bituminous coal-mine officials realize that coal dust presents an ever-present coal-mine explosion hazard, and that persons forced to breathe large quantities of it may be more subject to respiratory infection than persons working in less dusty atmospheres. As an outgrowth of the realization that coal dust should be allayed at its source, many mining companies have expressed the desire to install dust-allaying equipment, and in a number of mines, water or wetting solution is being applied on the cutter bars of mining machines, on mobile loaders, belts or conveyors underground, and tops of mine cars. Spraying equipment also has been installed on dumps to allay dust during dumping operations. Dust-allaying equipment has not been standardized, however, because manufacturers have found that many prospective purchasers of such equipment have different ideas. These manufacturers wish to standardize, so far as feasible, the types and placement of such equipment. Many mine officials, although interested, do not know the best or most effective methods for allaying dust.For a number of years the Bureau of Mines has advocated allaying dust by applying water or, more recently, water modified by a wetting agent on the cutter bar of mining machines and by applying water to loaded and empty mine cars in order to keep as much dust as possible from spilling onto the haulage roads. In recent years this Bureau has also advocated applying water with or without a wetting agent during mechanical loading of coal and during unloading of coal from trackless cars or buggies and from elevating conveyors. It has now become apparent that specific arrangement of pipes, hose, and nozzles should be standardized to at least some extent. It is the purpose of this report, therefore, to give in detail suggested arrangement of dust-allaying equipment in the hope that both manufacturers and mine officials will have available dust-allaying equipment with maximum efficiency to do the desired work."

Geological discontinues in the coalbed, such as faults, sandstone channels, permeability facies, lithotype changes, and large scale partings in the coal seam, can cause intermittent production problems or produce unexpected amounts of water or gas from degasification boreholes. These discontinuities not only can impact methane emissions into the mine workings, especially if they hinder proper and effective degasification of the coalbed but may act as conduits for methane flow from gassy strata into advancing mine workings. The effects of these discontinuities are still under debate by mining and gas production experts. This study presents a numerical investigation using reservoir simulations of the effects of partings and permeability facies and lithotype changes on the production performances of vertical and horizontal degasification boreholes, as well as the emissions during longwall operations. In this work, the grid block was designed in a multi-layer 3-D structure which enabled spatial descriptions of the geometries and properties of the discontinuities within the coal seam. The studied coal seam discontinuities and their properties were distributed arbitrarily within the model. Production was simulated by vertical and horizontal boreholes. Degasification boreholes operated two years prior to start of the mining. The results of this numerical study show that in coal seams with major heterogeneities and discontinuties, the geometry and location of the boreholes are important for improved gas production. These considerations are also important for controlling methane and water inflow into the working environment during longwall mining.

In the past the blast-furnace industry was under the stigma of being one of the most prolific sources of killed or seriously inj ured and permanently disabled workmen of any of the industries of the country. In the popular mind, labor at blast furnaces was little less hazardous than mining, powder making, or railroad work. This impression wasbased not so much on definite knowledge of the number actnally injured and the causes of injury as on the spectacular nature of the accidents that from time to time were described in the press. As with a mine disaster or a railroad wreck so with many furnace accidents, the number fatally injured in such accidents constitutes only a minor proportion of the workmen who suffer more or less serious injuries. However, the reader of the daily paper receives a distinct impression-of frightful and sudden disaster which is apt to be associated henceforth in his mind with work at blast furnaces. It is true that in the past this impression has not been without warrant, for from the time of the advent of Mesabi ores, taller furnaces, and faster smelting, which begain in the early nineties, the newspapers have chronicled a large number of blastfurnace disasters. Blast-furnace men have never assumed to tolerate failures in construction or defective control of furnaces. But the admitted hazards of the work are many, and the slow development of improvements in the construction and control of the furnace and its auxiliaries have occasionally given rise to a tendency to accept as a part of the day's work not only the unforeseen and difficultly controlled accidents but accidents whose recurrence might be stopped by the adoption of suitable preventive measures. In the smelting of iron, even more than in many other industries, safety is inseparably related to efficiency in production, and. the accidents strictly incident to work about the furnace are proportional in some degree to the success with which obstacles to smooth working are overcome. This relation does not hold, however, in regard .to such accidents as are incident to hand labor, falls, falling and flying objects, machinery, and the use of hand tools.

The application of high pressure grinding rolls (HPGR) has been growing in the mining industry for the last 10 to 15 years. The major benefits supporting this trend are better energy efficiency, improved grinding capacity, and higher metal recovery in downstream processes such as heap leaching and flotation. In general there is limited quantitative knowledge on the true benefits of HPGRs relative to SAG mills in comminution, and about which situations one deals with better than the other. This paper will present a structure for comparison of the energy requirements for HPGR versus SAG mill considering complete circuits for comminution of precious and base metals hard ores. The work presented is from the design of four complete circuits based on ore data from two sites.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. The consenting of major mine site activities has historically required wide consultation and involves notification of the application.   The risk and cost associated with consultation can be significantly reduced via a non-notified process. A non-notified consenting process necessitates environmental effects to be shown to be æless than minorÆ, which requires the combination of robust science and a pragmatic approach to design, assessment of environmental effects, and consenting issues.   Key issues examined included consideration of how to practically operate a significant disposal project within the confines of an operating mine, minimising the costs, civil and geotechnical design and practical issues associated with traditional disposal. Environmental issues specifically related to the coal ash, led to a site specific performance driven approach to management rather than relying on conventional prescriptive approaches. Environmental issues of concern include the leaching of boron and aluminium from ash into groundwater and mine water management systems where both boron and aluminium can occur at elevated levels.   Coal ash exhibits unusual geochemical characteristics reflecting the primary coal composition and the combustion process. The dominant coal type combusted at the Huntly Power Station is derived from Rotowaro and the resulting ash is cementitious and has a high alkalinity. As a result the disposal design is based on the characteristics of the ash itself rather than the material into, or onto which the ash is disposed. Non-notified status was able to be achieved through consideration of these key characteristics of the ash, ensuring that the dimensions of the disposal site and each location was designed to minimise the flow of groundwater through the ash and demonstrating that the physical ash disposal effects are less than minor compared to the consented mining operation.
