OD March 20, 1989, a meeting was held at the U.S. Bureau of Mines Pittsburgh Research Center at the request of Senator Pete V. Domenici of New Mexico. The purpose of the meeting was to engender a technical relationship between the National Laboratories and the minerals industry. During the meeting, the Director of the Bureau of Mines, T S Ary, suggested that since the Bureau is the focal point for mining research in the United States, it would be appropriate for the agency to act as the liaison between the National Laboratories and the minerals industry. As the first step in this process, the author was selected to perform a 6-month investigation to better define the proper role of the Bureau in this area. As part of the investigation, the mining and mineral-related technology available at 21 major U.S. Department of Energy (DOE) Research Laboratories was reviewed. It was assumed that the broad range of scientific and technical areas covered DOE research would provide fertile ground for mining-related technologies. It was hoped that the applicability of DOE research to this liaison effort would be indicative of Federal laboratories in general.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

"Inter-aquifer leakage due to fractures caused by coal seam gas extractions or longwall mining is an important issue for both the gas and coal industries. Currently, predicting stress induced macro-porosity associated with hydraulic fracturing, depressurisation via dewatering or collapse of overlying seams to infill a void left by longwall mining, is problematic. If fractures can be located the fracture can be sealed. Locating fractures is difficult. The non-geophysical approaches to locate fractures has been to consider the mixing of different waters, particularly that of more recent shallower groundwater with older deeper groundwater, via differences in radio-isotopes integrated with geochemical models to predict likely mixing of waters. This approach is applicable under appropriately complex settings; however, it is an expensive technique and is based on the assumption that the daughter isotopes are equally non-reactive which may not always be the case.Potentially a cheaper and faster technique is to consider integrating geochemistry (mineral weathering) and hydrogeology. The chemistry of groundwater, controlled by the weathering of primary rock?minerals and?formation of secondary minerals, can not only be differentiated between geological strata but also within strata as different stages in weathering results in differing impacts on water quality (ie different reactants).Field analysis of pH, electrolytic conductivity (EC), oxidation reduction potential (ORP) and dissolved carbon dioxide together with laboratory analysis of dissolved constituents characterise the chemistry of the water. Collection of rock samples at the time of drilling for bore installation can provide the (only) opportunity to assess the media in which the groundwater resides and migrates through. An assessment of aquifer matrix chemical makeup, via bulk sample chemical analysis, X-ray diffraction (XRD) and petrographic analysis can achieve this.The chemistry of groundwater is dependent on the water velocity. Water at deposition and post-diagenesis dissolution of minerals by hydrolysis and oxidation will result in equilibria of the dissolved phase with the solid phase. Post-depositional fractures caused by either tectonic activity or weathering alter the rate of weathering and thereby the geochemistry. Slow water flow in microfractures results in water in equilibrium with the rock minerals. Faster flow in larger fractures results in water being in disequilibria with rock minerals.Fractures can alter groundwater chemistry by two pathways: changing groundwater velocity, which changes the rate of hydrolysis or oxidation mixing water from different geological strata.Both pathways cause subtle changes in the water chemistry.It is however, the dissolved phase chemical data, which can be observed over time at individual locations and/or at a point in time along a flow path, which allows the hydrogeologist to ælook up-gradientÆ and locate the zone of leakage. Hence, influences on rock/groundwater chemistry, from anthropogenic sources to natural mixing of waters, can be assessed via appropriate interpretation of geochemistry, hydrogeochemistry and flow data.This paper will use the example of the geochemical and hydrogeological characterisation of aquifers within the Hawkesbury and Bulgo Sandstone of the Southern Coalfields to the south of Sydney in New South Wales to demonstrate this approach.CITATION:Stuckey, M and Mulvey, P, 2013. Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

Australian mining and engineering companies have increasingly been investing in the mining industry in Brazil. It is a country of enormous mineral and agricultural wealth, with a well-established mining sector. Some Brazilian mining companies and personnel have been journeying in the opposite direction. There are significant differences in the approaches to engineering between the Australian and Brazilian industries that can cause confusion for companies operating in the other country. These range from differing expectations during the various stages of feasibility studies to style of plant and contracting strategies during the construction phase of projects. Some of the differences are driven by tax regimes, labour costs, or different settlement patterns. Others are the result of different histories and pressures on the industries in the two nations.This paper describes some of the differences in approach found in the two countries and some of the reasons for them.

PT Kaltim Prima Coal?s 13.1 km overland conveyor (OLC) was commissioned in 1991. It is of conventional 3 roller 350 trough belt type. Cost and performance optimization during initial design ended up with 5.4 mps belt speed, 1000 mm belt width to convey 1350tph, and 7 mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30 mtpa (million ton per annum). Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4 200 tph satisfactorily.

Ocean mining has a number of problems which are critical to its development: ? Political hurdles on national and international stages ? The worldwide economic situation, with the possibliity of a recession ? Financial difficulties in funding further work ? Technical problems for the development of ocean mining and transport subsystems ? Demands for technology transfer This paper touches the last two points and provides some thoughts for discussion and creative objectification. The many technical problems of ocean mining will be identified and some proposed solutions will be investigated relative to the state-of-the-art technology of ocean mining and nodule transport. An outlook into the future attempts identification of the steps necessary to eventually develop components for workable systems that are not only technically but also economically feasible.

"The sleek new air traffic control tower at the San Francisco International Airport stands at 221 feet tall and is set to replace the existing air traffic control tower by 2016. This aluminum-clad, torch-like structure and three-story Integrated Facilities Building at the base are situated between Terminal 1 and Terminal 2 adjacent to the tarmac. Berkel & Company Contractors, Inc. and Simpson Gumpertz & Heger Inc. worked in conjunction with structural engineers from Walter P. Moore Engineers and Consultants, geotechnical engineers from URS Corporation, architects from Fentress Architects, and general contractors from Hensel Phelps Construction Company on the performance-based design of a foundation to support this critical facility, which is located in a high seismic zone and situated on the very soft soil of the San Francisco Bay margin. With the loading demands and performance criteria established and Young Bay Mud thicknesses ranging from 44 to 47 feet thick across the site, the design team employed a total of 214 24-inch diameter Auger Pressure Grouted piles, which were drilled into the underlying Franciscan Formation as deep as 148 feet below existing grade. Pile reinforcement included full-length confined cages.The piles were designed to resist Maximum Considered Earthquake axial demands as high as 1,400 kips in compression and 700 kips in tension. The performance-based pile design included verification of shear capacity under double-plastic-hinge flexural mechanisms, verification of pile ductility via non-linear moment-curvature analyses, and consideration of curvatures due to kinematic as well as inertial loading.The team implemented an extensive pile load test program including a full-scale static compressive load test on a sacrificial test pile and five non-destructive high-strain dynamic load tests, four of which were performed on indicator piles that were later used as part of the foundation system. These piles were monitored with extensive embedded instrumentation throughout their length, including strain gauges and accelerometers."

Casting, cooling and crushing/sieving of ferroalloys has followed a well-established pattern in the whole ferroalloys industry for many years. Usually liquid metal or alloys are cast into flat open moulds of various shapes and forms, and after solidification the product is removed from such mould to further cool down to a temperature where subsequent handling steps are feasible. Common to all mechanical product fractioning is the generation of dust and fine size material with lower product value. For almost 10 years, Bécancour Silicon has investigated alternative roads to improve technology and/or reduce or solve problems related to those disadvantages. Since 1995 Bécancour Silicon operates a special silicon granulation plant targeted to product for the chemical treatment/conversion of silicon for silicones production. Prior to the development of the granulation process, various systems had been evaluated, among others the vibrating casting bed, now in operation elsewhere but judged inappropriate because of the tapping volumes to be handled at Bécancour Silicon and other disadvantages. After evaluation of all aspects of heat transfer, radiation, and conductivity in relation to transfer media and within the product, a novel system was designed and built.

The mineralogy of nickel slags from the flash smelter of Western Mining Corporation Ltd. at Kalgoorlie was studied. Residual magnesium silicates in the sulphide concentrates raise the melting point of the slag and result in the formation of magnesium-rich olivines. Addition of lime lowered the melting point, and, in slowly cooled slags, resulted in the formation of a pyroxene.Magnetite and sulphides were also present in all slags.The converter slags contained an olivine near fayalite in composition, together with wiistite, magnetite, and a little sulphide.Accretions from the hearth of the flash furnace were largely composed of magnetite with subsidiary olivine similar in composition to those of the flash furnace slags.Wall deposits, however, were largely composed of nickel ferrite and nickel-iron olivines.

On June 20, 1972, Ocean Energy was awarded Contract No. H0220055, entitled Portable Task Luminaire System Development. Initially, this was a 12 month program consisting of three phases: Phase I -- Design of the Luminaire System and Battery Chargers, Phase II -- Fabrication of Prototype Units, Phase III -- Fabrication of Production Prototype Units and Battery Chargers. In addition to developing the Portable Task Luminaire System, however, this contract was amended a number of times in the course of the program to include the development of a Low Coal Portable Task Luminaire, a Rib Mounted Luminaire System, and a Machine Mounted Luminaire System, all based upon the same high frequency fluorescent lighting and safety technologies involved in the Portable Task Luminaire. This report covers the activities of this program as amended, and includes the development and fabrication of all of the systems. This report constitutes the final fulfillment of the contract.

The objective of this program was to determine by laboratory experiments the kinetics and mechanics of the reactions that produce acid in coal mine drainage. The program was divided into three phases: In Phase I, five coil mines, representative of Appalachian coal mines, were chosen for sampling and an experimental design was identified suited to accomplish the program objectives. In Phase II, the five mines were sampled and test protocols applied. The results showed most pyrite weathering to be based on oxidation in the presence of water. Iron bacteria, especially Thiobacillus ferrooxidans, catalyzed the rate of pyrite weathering by a factor of three. An increase in initial iron concentration in a system that modeled the nine environment acted to inhibit bacterial catalysis of weathering. In Phase III, five tailings piles were sampled and the material obtained was used to evaluate this method of bacterial catalysis inhibition. The evaluation verified method effectiveness; inhibition of over 80% of the release of weathering products was observed.

Introduction When considering power in Alberta, there automatically come to mind ideas of either hydro or thermal generation, leaving in one's thought an uncertainty as to which one would propose. There is frequently an obvious source of power in some locations on our fastflowing rivers, the major possibilities being described in the report on Surface Water Supply and Water Power of Alberta issued by the Alberta Government in 1948, but it must be realised when reading that report that the sites so described will require extensive geological and other surveys before they can be exploited, and account must be taken also of the transmission distances involved in each instance. From a conservation point of view, where water power can be economically developed and power transmitted to the load centres, this should be done, and our thermal resources should be husbanded for our coming generations, especially if our water resources are falling owing to glacial shrinkage.

For Greek kaolin producers, a considerable proportion of whose output is from deposits containing more than 4 wt% Fe2O3, the colouring resulting from iron oxide impurity represents a serious problem that necessitates upgrading of the ore to meet commercial specifications. Autoclave leaching with oxalic acid for 1 h at 120 degrees C and 5-6 bar was shown to reduce Fe2O3 by up to 90% without affecting the structure of the kaolin, which maintained its physicochemical properties. The iron oxalate product can either be removed from solution or precipitated as iron hydroxide with recycling of the oxalic acid

This report describes the engineering work leading to the design of an underground coal mine piping system to transport approximately 2,000,000 cubic feet per day of methane gas to the surface from degasification holes drilled horizontally into the coalbed in existing coal mines. Safety instrumentation for detection of gas leaks and provisions for automatic emergency shutdown are included in the design. It also includes specifications for a safe system of handling gas, water, and drill cuttings during drilling of the horizontal holes and recommendations for compressor and metering facilities at the surface. The main pipeline is recommended to be constructed of polyethylene plastic pipe joined by a butt fusion method while lateral lines and separator and meter piping at the horizontal holes are recommended to be screwed steel piping. The materials used are to be resistant to the forces of impact exerted by falling rock. The pipelines are to be suspended from the ceiling with pipe hangers. All steel components are protected from chemical corrosion by applying protective coatings and the vertical casing to the surface is protected from electrolytic corrosion by a rectifier station. Methane gas detectors monitor the mine atmosphere to detect the presence of gas leaks and a pneumatic plastic tubing line provides for control of the safety shutdown system. Both the recommended design and the required construction procedures are in compliance with the applicable Federal codes for coal mine safety.

This report describes the potential for utilization of satellite observations for remote sensing of mine waste disposal areas. Four study sites consisting of metal and nonmetal mining areas in different climatic and physiographic regions of contigous United States were used in this investigation. The mine waste disposal sites consisted of mining of phosphates in Florida, copper in Arizona, silver in Idaho, and coal in West Virginia. Landsat satellite multispectral scanner observations were used together with aerial photographs, ground surveys, U.S. Geological Survey maps, and other ancillary information. Landsat digital data were categorized using automated supervised classification algorithms and an image analysis system. Detailed description of automated classification techniques employed and the accuracy attained is provided together with the results of manual interpretations. The inventory of areas distrubed for phosphate mining and a change detection investigation for-Polk County Florida were also undertaken during this study.

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

This paper discusses sustainability considerations in primary copper smelting using selected examples of practices at ASARCO LLC, an integrated U.S. primary copper producer. Using the classic Brundtland Commission definition of sustainable development, i.e., “development that meets the needs of the present without compromising the ability of future generations to meet their own needs,” the paper discusses how copper mining and smelting practices can be made sustainable. The examples used to illustrate sustainability considerations include: (1) adoption of flash smelting; (2) emission reduction and process improvement associated with anode refining of blister copper and the converter retrofit project, and (3) preliminary research findings on alkali treatment of copper smelting slags and copper mine tailings.

The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

Iron ore fines is an area of concern in India. A possible avenue is to use these fines for sponge ironmaking. Work has been carried out to pelletize these fines with coal and a suitable binder, and cure them in ambient atmosphere to retain in-situ reductant. Pellets were characterized for physical strength and metallisation. Critical factors were granulometry was percentage of coal & binder. In laboratory tests, pellets got metallized faster compared to lump ore. Large-scale trials were conducted in a 12-meter long rotary kiln plant. For 90% metallization, required residence time was only 60 minutes against 240 minutes for lump ore. Coal requirement also decreased. Investigations established the fast reduction nature of pellets. This is due to reduction-reactions occurring simultaneously at many sited within the composite pellets, in addition to the diffusion of reducing gases from the surface of the pellets to its core. The developed process is a value addition in the conventional pelletmaking and is environment-friendly also.
