One of the first activities after returning to the Moon will be finding sources of water and materials for the construction of human settlements and other infrastructure. There is evidence of the existence of deposits in the bottom of craters at the South Polar region and in flat areas around. Based on geological data from the Moon, a block model representing a deposit or icy regolith has been defined in the vicinities of Shackleton Crater, with unique characteristics of shape, thickness, and water contents. A mine plan utilizing surface mine modeling software for ore extraction from an open pit- type of excavation to a delivery point near a water processing facility is proposed, with monthly, quarterly, and yearly schedules. Production results, dashboard charts and progress of the topographic changes are also presented.

A Flyrock Prevention Taskforce was established in Kentucky with the support of Kentucky's Department of Natural Resources, Kentucky's Explosives Industry, and the University of Kentucky. This paper presents the initial work of the Flyrock Prevention Taskforce towards its missions of identifying the root causes of flyrock incidents based on the analysis of previous events, and tracking the progress of flyrock elimination in the future. Work identifying root causes of flyrock events is presented through the development of a database which manages information about the blasts which caused flyrock. This data includes: blasting and seismograph records, drill logs, videos of the event when available, company notes/incident reports, and any additional information regarding probable cause. Work tracking the progression of flyrock elimination efforts is presented in this paper through the introduction of a flyrock index. Several metrics are proposed for this index, and are discussed for their appropriateness and shortcomings. In order for these indexes to be valid forms of tracking flyrock incident rates additional records must be kept and reported, such as the annual consumption of explosives by surface coal blasting. Suggestions for record keeping, flyrock investigation practices, and means of tracking flyrock incident rates are proposed in this paper.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

The uptake of gold by activated carbon from acid chloride solutions involves the reduction of gold(IIl) to metallic gold. Deposition occurs only on the surface of the carbon at localized active sites at first, and subsequently at less active areas. The rate of uptake depends on the surface area of activated carbon, which confirms results from a recently published study (de Siegel and Soto, 1984). Increased rates of uptake were observed at higher temperatures and lower chloride concentrations due to the decreased stability of AuCI4-, the major gold(IIl) species present. Recoveries of gold approached 100 per cent for a contact time of 60 minutes at 20°C in a well stirred solution initially 5 ppm in gold(III) and containing 0.5 per cent w/v coconut-shell carbon. The presence of 0.25 Mnitric acid or 100 ppm iron(IIl) had no detectable effect on either rate or efficiency of gold uptake.

For the first time in its history, the George A. Fox Conference let its focus venture away from the friendly confines of the East Coast of the United States to spend part of the one-day conference looking at projects from around the globe. With a record-setting attendance of 377 people, the conference, titled ?Tunneling: An international perspective,? opened with a keynote speech from special guest In-Mo Lee, professor, Korea University in Seoul, South Korea. He is also the president of the ITA-AITES. In a sweeping presentation, Lee walked the packed audience through some of the most fascinating and challenging projects in his home country. Among the projects he spoke about were Korea?s longest railway tunnel, the Solahn Tunnel and the Inje Tunnel, a freeway tunnel that is 11.94 km (7.4 miles) long.

"The milling of sulphide ores inherently generates “thiosalts”, a series of partially oxidized sulphur oxyanions (S2O3 2-, S3O6 2-, S4O6 2- etc.), which make control of effluent treatment systems difficult because their natural oxidation produces acid with the potential to lower the pH within the treatment system and/or receiving environment.At the Xstrata Copper Kidd Metallurgical Site, thiosalt oxidation in the Tailings Management Area continues after buffer storage Ponds A and C where lime is added to precipitate metals and elevate the pH to within the required range for discharge. If the additional acidity generated during the continued process of thiosalt oxidation is not neutralized there is a risk that the final effluent will be non-compliant with regulated standards.To mitigate this risk, in 2007 a full scale pilot trial was conducted with hydrogen peroxide in order to force the complete oxidation of thiosalts prior to the lime treatment stations. This method of chemical oxidation had been shown to be effective at Xstrata Zinc’s Brunswick Mine. The pilot results indicated that a maximum of 50% of the stoichiometric quantity of hydrogen peroxide is required to reduce the thiosalt concentration in the No. 2 thickener overflow stream (feed to buffer storage Ponds A and C) to less than detection (10 mg/L); however, treatment was only effective in the presence of a 20 mg/L iron (Fe) catalyst. Since the hydrogen peroxide addition point at the No. 2 tailings thickener overflow typically contains <1 mg/L total Fe, a second reagent, ferric sulphate, was used to increase the total Fe concentration to the required level. The Bureau of Mines has developed an interactive computer program that enables mine operators and others to identify the effect of cut-ting system changes on relative dustiness at the face. The program, which simultaneously evaluates machine parameters, coal seam parame-ters, and operator-controllable parameters, was developed for use on any microcomputer using BASIC programming language. The program allows the user to change one or more of the cutting system parameters at a time to see how these changes affect relative dustiness. A complete program listing and flowchart are included along with operating in-structions and sample outputs. An example showing how to use the program is also included.

The U.S. Bureau of Mines conducted a study to evaluate support interaction between conventional bolts and the rib at two Western coal mines. The principal goal was to develop guidelines for designing rib support under various conditions. At mine A, seven rib bolts were installed with load cells and monitored over a 4-month period. Fifty-seven pull tests were conducted with two types of anchors at various depths. At mine B, 163 pull tests were conducted. Results showed that during the 4 months of monitoring bolt load, tension in the bolts decreased over time in some situations and that anchorage capacity was reduced in a yielded zone. Load-versus-deformation plots from pull tests in the rib showed fundamental differences in anchorage behavior at the two mines, particularly when comparing results of tests in old pillars at mine A and tests in new ribs at mine B. Numerical modeling experiments indicate that coal bonding strength was the most significant factor in determining postyield anchorage capacity. Correlation of anchor yield point with anchor depth were more pronounced at mine A than at mine B; measuring torque may be a reasonable method of monitoring deteriorating anchorage capacity in a rib undergoing fracturing and yield.

This paper introduces the concept of design theory and methodology as applied to rock mechanics for more innovative and efficient design. This is a "frontier" research area in rock mechanics because although design is a fundamental foundation to all engineering branches, very little attention has been paid to this aspect in mining. In discussing the theoretical premise of design, this paper identifies the principles which form the basis of design activity. Also, from a practical viewpoint, the findings from a series of interviews with mine design engineers are presented. These findings lead to the identification of needs arising from overlooked design methodology in practice.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau&apos;s work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

An improved experimental procedure to measure contact angle has been consolidated with coal surface preparation involving polishing with abrasive paper, alumina powder, and a cloth, followed by ultrasonic and mechanical cleaning. Specifically, the captive-bubble measuring technique has been compared with the sessile-drop technique and the former has been recommended for the examination of the hydrophobic properties of coal surfaces. Results of the research program, which is currently under way, on the examination of the effect of the nature, amount, size, and distribution of mineral inclusions in coal, on its wettability are briefly reviewed.

A corporation engaged in milling- and the reduction of ores deposited the tailings therefrom upon a portion of its own land lying in a gulch through which water flows at times in great volumes and with great force' and notwithstanding all reasonable efforts by dams and otherwise to retain its tailings, the tailings eventually were forced upon the lands of an adjoining owner; these tailings were valuable and their retreatment, intended by the mill owner, profitable; and the fact that the tailings were so washed down upon the lands of the adjoining owner and permitted to accumulate and remain for some considerable time is not sufficient to show an abandonment on the part of the owner of the tailings, where it is clear that the owner had no intention of so doing, but on the contrary, always intended to conserve and retreat the tailings.

The use of column flotation cells for recovery of phosphate is becoming more common practice in certain parts of the world (Brazil, Russia) where igneous phosphate ores are processed. Igneous phosphates are generally finer grained (&lt; 200µm) than some of the traditional sedimentary phosphates (&lt;400µm). Australian phosphate from the Georgina basin is sedimentary, but has a much finer grain size (typically &lt; 106µm) than similar deposits in North Africa and the USA.In 2013, Arianne Phosphate completed a bankable feasibility study for the development of their igneous phosphate deposit at the Lac a Paul site in Quebec. Initially, lab test work and bench scale piloting indicated that using traditional mechanical flotation would be able to produce adequate concentrate grade and an economic level of recovery, but would necessitate the installation of a complex and operationally challenging flotation circuit. Later pilot plant testing using column cells resulted in a significant reduction in process complexity and facilitated the processing of the -20µm ore fraction which resulted in a 10% increase in P2O5 recovery and a 5% increase in concentrate grade %P2O5.Flotation column testing achieved a concentrate grade of 38.6% P2O5 at a P2O5 recovery of 90%. Using a mechanical flotation cell circuit, the concentrate grade was 36.4% P2O5 with a P2O5 recovery of only 78.8%. A noticeable feature of the testing was the simplicity of the column flotation circuit configuration (Rougher + 2 stages of cleaning + Cleaner Scavenger) compared to the mechanical flotation cell circuit (Rougher + Scavenger + 3 stages of cleaning).The financial benefit for this case study was estimated using a sales price of US$ 195/t FOB for a 38.6% P2O5 product, and an assumed cost of production of US$ 95/t, the netback price is calculated at US$100/t. For a daily milling rate of 55,000t/d, the improved flotation performance provides additional concentrate production of 1,203t/d. Using the netback price calculated above, this calculates to additional gross profit of US$ 120,260/d.Annualised, this equals US$ 40.7 million in additional revenue for a similar or reduced CAPEX.The use of column flotation on fine grained phosphate ore types often requires fine grinding and desliming to liberate the phosphate value, such as the Australian sedimentary phosphate ores. Rare and rare earth metals use quite often is an indicator of national economy development. The world structure of the rare-earth metals manufacturing countries in 2015 was presented as follows: China – 94.2%, India – 2.0%, Russia – 1.8%, the USA – 1.2%, Brazil – 0.5%, Malaysia – 0.3%. In Russia, large reserves of rare-earth metals, which reach nearly 28 million tons, are revealed. Kazakhstan, possessing a raw materials source of rare-earth metals, has all prerequisites for development of branch. Rare metals are manufactured in Kazakhstan incidentally by non-ferrous metals production. The production of indium, thallium, cadmium, selenium, tellurium, bismuth is made at the Ust-Kamenogorsk lead plant; tantalum, beryllium, niobium and molybdenum – at the enterprises of “National Atomic Company Kazatomprom” JSC. Production of a titanium, magnesium and vanadium is adjusted on “Ust-Kamenogorsk Titanium-magnesium Plant” JSC. Capacities for beryllic production yield are available on “Ulba Metallurgical Plant” JSC. The main producer of perrhenic production and osmium-187 is "Zhezkazganredmet" RSE. The single producer of gallium in Kazakhstan is “Aluminium of Kazakhstan” JSC; the capacity of enterprise is 25 t a year. In Kazakhstan innovative technologies for rare and rare earths mineral raw materials processing are created. The technology has been developed and a vacuum distillation apparatus has been created to purify crude selenium, which makes it possible to obtain a metal with a main component content of 99.9-99.99%. Technologies for processing of technogenic wastes and byproducts of the copper industry are developed. Implementation of technologies allow to obtain ammonium perrhenate, perrhenic acid, osmium isotope -187, tribasic lead sulphate, silver-concentrate. The technology of complex processing of black shales of Balasauskandyk deposit with the production of gold, vanadium, rare earth elements, uranium and ferrosilicon has been proposed. The processing was carried out using methods of autoclave leaching, sorption, extraction, precipitation. A highly profitable sorption technology for recovery of rhenium from solutions of underground leaching of uranium ores containing 0.2-0.4 mg/L of Re has been created. The organization of ammonium perrhenate production from solutions of uranium ore will significantly increase the volume of its production in Kazakhstan.

"Health hazards in the mining industry may be attributed to (1) abnormal conditions of the air, (2) improper sewage disposal, (3) bad drinking water, (4) bad illumination, and (5) local mechanical irritation.Abnormal conditions of the air may be due either to physical or chemical changes. The physical changes are (1) abnormal temperature, (2) abnormal humidity, (3) air movement, and (4) presence of dusts. Dusts may be either poisonous, as salts of lead, arsenic, zinc, or mercury; or nonpoisonous, as dust from coal, silica or quartz, limestone, gypsum, or silicates. Chemical changes may be due to changes in the normal constituents, as lowered oxygen or increased carbon dioxide; or to the addition of abnormal constituents, as carbon monoxide (white damp), hydrogen sulphide (stink damp), sulphur dioxide, methane (marsh gas, fire damp), hydrogen, and nitrogen.Effects of High Temperatures and Humidities The effects of various temperatures and relative humidities have been studied in mines in many countries. Harrington and myself studied them in the metal mines of this country and, in a report written recently, they have been summarized as follows:A. Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China&apos;s problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela&apos;s entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

Ventilation monitoring and control in mines are becoming an integral part of day-to-day activity for maintaining health and safety of miners. The authors evaluate potential real-time monitoring solutions for detecting and reducing diesel particulatematter, mine fires, and dust in situ, and examined the state-of-the-art use of ventilation monitoring and control in underground mines for detecting and reducing air contaminants to acceptable regulatory limit. Authors review relevant documents, including research papers, trade publications, and manufacturers’ website-based information, to identify research gaps. The authors also evaluate contemporary sensors (airflow, gas, dust, silica), control system and software technologies, data transport systems, Industrial Internet of Things, ventilation network simulators, and control devices to identify potential health and safety research gaps. In this study, examples of some mines from Canada, Australia, and the USA are included where ventilation monitoring and controls have been applied. Overall, this review identifies multiple challenges and research gaps in applying mine monitoring and control systems that could be the focus of future research, offering potential improvements to miner safety and health and financial benefits.

An underground wet shotcrete trial was completed last year to determine the effectiveness of wet shotcrete as an alternative support mechanism to dry shotcrete in the kimberlite environment. The wet shotcrete was manufactured at the underground batch plants, transported to site using an agiecar and transferred to the shotcrete pump. The wet shotcrete is pumped to the nozzle where compressed air at 7 bar and an accelerator, Meyco SA 160, is added and enables the shotcrete to be placed successfully onto the tunnel wall. No tunnel guard was previously placed on the sidewall and hangingwall. Geotechnical testing indicates that the Grace fibre performed extremely well with the energy absorption tests at 7 kg/m3and 8kg/m3where both achieved over the mine requirement of 750joules. The Grace fibre and wet shotcrete mix also achieved a compressive strength in excess of 55 MPa, well above the 45 MPa requirement for Premier Mine. In South Africa there are two suitable wet shotcrete machines available for the mining industry, the Spreymec, manufactured by Tamrock and the Fermel/Meyco wet shotcrete machine. The Spreymec is a fully imported machine. The Fermel component is manufactured in South Africa and the Meyco shotcrete components are imported and supported by MBT (Master Builder Technologists) in South Africa. The Fermel/Meyco machine is assembled in South Africa. Premier Mine has allocated some R2, 100,000 towards the implementation of the wet shotcrete system. If implementation is successful there should be an internal rate of return gain of 76% with regard to this project.

Randgold Resources’ Loulo-Gounkoto Complex is one of the largest gold mining operations in Mali, West Africa. The mine, which is situated on the western border with Senegal, treats more than 4 Mt/a of ore through a conventional three-stage crushing and ball milling circuit followed by a carbon-in-leach plant. Ore supply is achieved by a combination of open pit and underground mining, with the majority of the ore supply sourced from the Gara and Yalea underground mines situated approximately 2 km and 6 km respectively from the gold plant.In 2011, Randgold Resources commissioned Golder Associates to perform an evaluation study for providing structural backfill to both the Gara and Yalea underground mines using the current gold plant tailings. The test work performed as part of the evaluation study concluded the need for a tailings cycloning and dewatering facility capable of producing slurry at a solids concentration of 65 per cent with a particle size distribution that had minimum 25 per cent passing 20 µm and less than 5 per cent of -5 µm material. Tailings desliming was required to ensure a consistent feed quality to the paste preparation plants and to ensure that the system would be capable of handling variation in the feed composition from the gold plant.WorleyParsons, previously TWP Projects, was contracted by Randgold Resources to complete the engineering design for the slurry preparation plant, whilst Golder Associates was retained to complete the engineering design of the two paste preparation plants.This paper discusses the test work, design considerations and engineering design of the slurry preparation plant, termed the ‘intermediate plant’, as well as all ancillary facilities required for the delivery of the deslimed slurry to the paste preparation plants located at the two underground mines.CITATION:Swanepoel, M, du Toit, G and Gillot, P L, 2014.
