In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. In describing the Canadian mineral industry in a world setting, this paper examines the industry from four points of view. First, mineral industry growth is related to trends in economic activity thereby providing a measure of the industry's importance in the Canadian economy. To give perspective to the Canadian scene, reference is made to economic trends in several of the world's leading mineral producing and mineral consuming countries. The Canadian mineral industry is next examined in terms of its major developments of the past 20 years and the resultant size, structure, and production diversity of 1964. The position of the Canadian mineral industry in the world industry is then analyzed by tracing changes in mineral supply and demand patterns. Growth of the Canadian industry depends greatly on expansion of export markets because three fifths of the value of production is accounted for by exports. Finally, attention is directed to the outlook for the Canadian mineral industry. Problems facing the industry are surveyed, and an appraisal is made of economic policies that have encouraged industry growth. A forecast of mineral production value in 1970 is included.

The State of New South Wales is highly favoured in having vast deposits of coal adjacent to and within easy reach of the coastal Ports. Not only is the quality of the fuel generally superior to any found in the other States, but it is greater in extent than in any other part of the Continent. For interesting and reliable details of the history of the discovery of coal, the geology of the coal bearing strata, analysis of the various coals and other valuable data, the readers are referred to the book recently issued by the New South Wales Government, entitled The Mineral Resources of New South Wales, by Edward F. Pittman, A.R.S.M., etc., by the direction of the Hon. T. L. Fegan, Minister for Mines. The mining community is indebted to the Minister for having had published the most valuable condensed record of the mineral resources of the State extant.For the purposes of this paper we will only give such a general description of the coal fields as will make it intelligible in connection with the subject of the coal mining in the State of New South Wales.

This case history describes the engineering design and construction for the Contractor of a 35-ft-deep excavation for an 800-square-foot addition to an existing sewage pump station. The site posed unexpected geotechnical complications that included deep gravelly soil, a history of local construction difficulties, groundwater consisting of heavy salt brine, and the need to underpin the existing pump station. The project took an interesting twist when the Owner issued a change order limiting the dewatering discharge to a fraction of that required to lower the water table. This documents the interesting circumstances of this job and documents the unusual subsurface conditions in the Syracuse, NY Lakefront area.

Three of the five primary aluminum producers in the Pacific Northwest have facilities in the region to make aluminum mill products. Only one of the three, however, produces a variety of shapes and forms. The principal reason for the lag in development of an aluminum mill products industry was found to be transportation cost. The long range outlook is for expansion, based mainly on growth of the western market for aluminum used in construction, containers and packaging, electrical applications, diesel trucks, mobile homes, and irregation pipe. Consumption of western aluminum mill products in 1985 is projected at 1.1 million tons, compared with estimated consumption of 250,000 tons in 1961.

"This paper describes an innovative method, used for the first time in India, for the construction of a 1.0metre-thick positive plastic concrete cut-off wall (CoW) at the upstream toe of the dam at the Kishanganga Hydro-Electric Project in Jammu & Kashmir- India. The extremely difficult bouldery geology with an overburden laden with very hard Panjal Volcanics (quartz, feldspar, muscovite and chlorite minerals) boulders of up to 0.8m to 1.8 metres in size with UCS of up to 265 MPa and the requirement of socketing the CoW into the underlying hard bedrock (UCS 265 MPa) for 1.50m made the choice for the excavation methodology critically difficult. After having evaluated several other existing methods – including hydromill trenchers – the Civil Contractor Hindustan Construction Company, in agreement with its Foundations Engineering Consultant (Ricerca e Sviluppo – Cantieri e Gestioni) opted for a two-stage construction method: firstly, preliminary full-depth drilling and “surgical” blasting with full-length inclinometer checking of borehole verticality to ensure the exact location of rock fracturing and fragmentation coincided with the required position and that it was vertical, notwithstanding efficient trenching into the bedrock of a nominal 1m by 1.5m section; and, secondly, excavation by using heavy duty mechanical rope grabs made locally and developed by the Consultant in collaboration with the Contractor. The details of the methodology and the salient construction data is presented and commented for the 33-metre deep CoW installed at a working platform elevation of 2364.50 m above sea level in a very remote area.BACKGROUNDThe Kishanganga Hydro Electric Project (KGHEP) is a ROR (run-of-the-river) project is located on the Kishanganga River some 140kms North-West of Srinagar, capital of Jammu & Kashmir State of India, for generating 330MW of power in a 90% dependable annual year. The key components of the project are: Concrete Face Rockfill Dam (CFRD), Chute Spillway, Plastic Concrete Cut-off Wall (CoW), Head Race Tunnel (HRT), Surge Shaft (SS), Inclined Pressure Shaft (PS), underground Power House and Transformer Hall, Tail Race Tunnel (TRT).The Power House Site is accessible throughout the year from Srinagar while the remote Dam Site, with its tortuous road climbing the Rajdan Pass at 3556m (11,667 ft) above sea level and several 20-tonne capacity Bailey bridges removed prior to snowfall, remains inaccessible for around 4 months between mid-November to mid-May due to winter and heavy snowfall - the only access is by helicopter, weather permitting. Temperature at the Dam Site drops down to minus 27degrees Celsius during winter, therefore, careful planning from the beginning was most essential for the successful delivery of the Project.This paper deals with the Cut-Off Wall construction which was performed, for the first time in India, adopting a “Drilling and Surgical Blasting” method. The colony of French Guiana ( or Cayenne ) is administered by a governor , assisted by a privy council of five members . A council - general of 16 members is elected by French citizens resident in Guiana, and the colony is represented 3 in the French parliament by one deputy . The area is about 34,740 square miles . French Guiana is the largest gold producer of the French colonies , producing nearly $ 1,000,000 worth annually . Considerable prospecting has been done on the bauxite deposits , which are extensive . Copper , iron , lead , and 4 mercury deposits are also reported . In 1931 , 10,000 prospectors for gold were reported as working . The French Government is taking an active interest and has sent a committee of mining experts to explore the region ; no permits are to be issued to individual prospectors while the committee is in the colony . Plans for development of mining industry include consideration of 4,500 convicts and 2,500 natives already in the colony and available for labor .

The principal goal of the research described in the paper was to determine, by measurement of pillar scaling on pillars that have not failed, whether the pillar life prediction method developed by van der Merwe (2003) was valid as it stood or whether adjustments were necessary to the rates indirectly derived from observation of failed pillars. To this end, measurements were taken on over 350 pillars at 13sites on 6 mines. The project was done as a collaborative effort between the University of Pretoria, the Nancy School of Mines and CSIR Miningtek. During the course of the investigation, it was found that the majority of pillars display maximum scaling at mid height, that there was no clear preferential direction of pillar scaling, and that pillar corners do not scale significantly more than the mid pillar areas. The most important conclusion was that the scaling rates found by measurement agreed with the inferred rates found in the previous work. The previously developed procedure for the prediction of pillar life spans consequently requires no adjustment, although the error span is in the region of 20%. It is recommended to do further research into the effect of sealing of panels and, possible chemical changes taking place in the pillars as they age on the scaling rate.

On average, there are approximately 10 fatal haul truck accidents per year. The most common causes for haul truck accidents include mechanical problems, inadequate training and insufficient road/berm maintenance. Due to the frequency and magnitude of haul truck accidents, new training methods are being investigated. With the widespread availability of computers and new technology becoming more reasonably priced, the ability to incorporate computer-based training for miners is becoming more possible. It has been shown that computer-based training is just as effective in knowledge acquisition as traditional lectures, and computer-based training can lead to a significant increase in the retention of material (Williams and Zahed, 1996). Studies have also shown that more engaging training methods lead to more effective knowledge acquisition (Burke et al., 2006). A supplemental system for current and new miner training to address the common causes of fatal accidents was developed. The training system is a virtual preshift inspection of a haul truck, and it can train new haul truck operators to identify parts that look defective. The training will increase an operator?s ability to recognize problematic parts and correctly identify the corrective action needed. Increasing the quality of training by providing an engaging, simulated hands-on environment will lead to safer behaviors by trainees, which will ultimately lead to fewer accidents and fatalities.

Few important improvements other than the development of cracking processes were made in technical petroleum refining from 1914 to 1919. Refiners were concerned mainly with enlarging their plants and erecting new plants to meet the growing demand for petroleum products. Shell stills operated as a unit or arranged in series for progressive or continuous distillation were the prevailing distillation equipment. Some improvement was made in condensers, but in most refineries of the period coils of pipe immersed in tanks of water were used to condense vapors and cool liquid products of the stills. Heat exchangers to conserve heat and reduce costs were more highly developed at California topping plants than at other plants. In this connection Wadsworth3/states: It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished.

"Comminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and liner /charge wear. As such, developing the ability of predicting mill wear will allow a more accurate estimation of wear costs and therefore their control. In this paper and based on the possibility of estimating energy dissipated in impact and abrasion by using a discrete element charge motion model for mill charge motion simulation, media wear will be investigated principally as a function of three wear mechanisms : impact, abrasion and corrosion. Experimental results will be used to identify a total media wear model. Model results will be compared with real mill data from three operating Australian mines. These preliminary results show for the cases tested that the overall average error, as compared with the observed cases, is 0 % with a standard deviation of 66.1 %. Results from the Bond abrasion index tests, for the same cases investigated, give an overall error of 73 % and a standard deviation of 192.5 %. Further work is in progress to improve test procedure, validity and confidence.INTRODUCTIONComminition process costs, which typically represent an important contribution to mining operating costs, can themselves be divided roughly between energy and line / charge wear. In Greenfield situations where the estimation of operating costs is critical in determining project feasibility, the level of confidence in such estimates becomes quite important. With regards to media wear, the Bond abrasion test currently serves as the standard media wear prediction device. However, as shown [l, 21 test results once compared with actual wear rates can vary greatly. Figure 1 shows test results as compared with 15 cases. Average error over this data is 73 % with a standard deviation of 192.5 %. As such, developing the ability of more accurately predicting mill wear will allow greater confidence in wear cost estimation and therefore their control."

The bombing of the Murrah Federal Building in Oklahoma City, Oklahoma, on April 19, 1995, has once again renewed public debate surrounding the availability and use of explosives in the United States. In the past, Congressional review of explosives regulation has generally followed tragic events such as the bombing of Pan American World Airways Flight 103 over Lockerbie, Scotland on December 21, 1988; the February 26, 1993, bombing of the World Trade Center in New York City; and the delivery of six package bombs to members of one family in several western New York communities, killing five people, on December 23, 1993.

The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, South Dakota, under the sponsorship of the National Science Foundation (NSF) in cooperation with the Department of Energy (DOE). This national facility will host a variety of multi-disciplinary science and engineering experiments including physics experiments that require shielding from cosmogenic radiation. Current plans include construction of large rooms (up to 55 m in width) at depths of 1.48 km (4850 ft) and 2.25 km (7400 ft) below the surface. Preparation of the preliminary design required the development of a geotechnical characterization program including: preliminary drilling and coring, core logging, drill hole mapping with a televiewer, drift mapping of the geology and rock structure, in-situ stress measurements, and laboratory testing of the mechanical properties of the rocks and discontinuities. Overall rock quality is very good to excellent. Site investigations were followed by geotechnical assessments for the construction of caverns and laboratory modules. The results are favorable and reaffirm selection of the Homestake site for establishment of a Deep Underground Engineering and Science Laboratory.

Of the common causes of the larger mine accidents, such as falls of roof and coal, gas and dust explosions, mine fires, and the misuse of explosives, all of which are often closely related, each must be studied and fought in a manner peculiar to itself. The last mentioned, the misuse of black powder and other explosives, is sometimes considered the least important of these causes of mine accidents; but its impor- tance is much greater than the statistics indicate, for the reason that the misuse of explosives is the true cause of many of the fatal mine fires, gas or dust explosions, and falls of roof that are credited to other causes. Both the quantity of explosives used and the number of purposes to which they are applied are increasing. They are now made at about 150 plants, in different parts of the United States, and the product of a single year is estimated at nearly 500,000,000 pounds. Nothing in all this material is a safe or "safety" explosive when in the hands of a careless or ignorant person; and this is true whether considered in connection with the shipment or the use of these explosives. In addition to the large losses of life and property resulting from an improper use of explosives in mining, the recent statistics of the railway bureau for the safe transportation of explo- sives have shown more than 400 persons killed or injured and over $3,000,000 worth of property destroyed by explosives in transit by rail. The fact that three years of cooperative effort under the wise supervision of this bureau has reduced these losses to almost nothing encourages the hope that similar cooperative effort may likewise greatly lessen losses of life and property from the use of explosives in mining. The additions to the large death roll of our mines make a recurring appeal to the public for fair treatment of the coal-mining industry, and to the miner and the manager that they join in every possible effort for greater safety. It may never be possible under conditions such as exist to-day to prevent mine accidents entirely. Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

Rapid depletion of our known mineral resources has stimulated exploration for new mineral deposit. Abandoned mines or prospects may prove to be commercial in today's economy. Often it is necessary to revaluate such properties. Some of these may be inaccessible because of caving of flooding. Many, however, remain in good condition, except that over the years the air in the workings has become depleted of oxygen. Each year the Bureau of Mines receives numerous requests for aid in entering old mines, the air in which is incapable of supporting life. Requests of many individuals who wish to examine or explore-such places with the help, of the Bureau's self-contained oxygen breathing apparatus have been denied because of the hazards involved in the use of this equipment for such purposes. The distance to be traveled in irrespirable gases may be too great for safety; under favorable conditions, a round trip of 2,000 feet from fresh air is the maximum distance that may be traveled.3/ The use of such equipment is hazardous unless a team of at least 5 men thoroughly experienced in its use is provided; and when extensive traveling from. a fresh-air base is required, a reserve team should be provided.3/ Usually, the apparatus is requested for use in exploring workings having only one surface connection, as mines having more than one opening usually are more easily ventilated;,and in some natural ventilation is sufficient or can be made so by cleaning out obstructed openings.
