Probably the newest thing in mining safety, or safety for mines, is the apparent dissatisfaction on the part of the mineral industries, as represented by both management and labor, and the general public of the Nation, with the safety record of the mining industry. This is reflected by published comments and papers in the technical press;l-9 in labor periodicals,10,11 in popular journals and periodicals,l2, 13 and in the daily press; also by discussions of the Safety Committees sponsored by the National Safety Council,9, 14-15 the American Mining Congress,l.l6 the American Institute of Mining and Metallurgical Engineers,2,4 the Mine Inspectors' Institute of Amerthe Coal Mining Institute of America,5 19 the American Standards Association, and others.20.21 Mining safety is a joint problem of management and the individual workman. Safety is not attained and will not be attained solely by laws, decrees, and commands because, if it could be done in this manner, acceptable mining safety would have been achieved long ago by the individual states in our Nation and by the nations abroad. The best safety performance is found at plants where management provides a safe environment for the workers; where supervision is efficient and super- visors, others concerned with promoting safety, and the individual worker know through training, experience, and personal contact the safe and unsafe practices of their field; and where the trained individual worker has become safety-minded by experience, quiet influence, unconscious suggestion, and personal guidance. Despite what may be said to the contrary, progress has been and is being made in mining safety. This is shown in Fig 1 to 4. It is beyond the scope of this paper to give possible reasons for the valleys and peaks in the fatal-injury rates. Some recent factors that appear to be contributing to the improvement in these rates are briefly discussed. Aside from mining equipment, "what's new in mining safety" for some mines has been in effect or was tried by others long ago. A safety pro- gram is a living thing; as such, it must be vitalized and continuously fed with enthusiasm, constructive action, and improvements. Because safety is concerned with human conduct, it is necessary to practice safety at all times; if not, it is soon forgotten, and accidents occur. Mining-safety Records The large employment and production concerned with anthracite contribute much to the mining-safety records of the mineral industry. Approximately 81,000 persons are. employed in this industry having mines concentrated in an area of 480 square miles in northeastern Pennsylvania. Because of the achievement of the anthracite industry in safety during 1948, the other branches of the mineral industry can profit by a study of what has been done to achieve that record. Where one mineral is produced by other large groups having methods of mining that are similar in many respects to the anthracite-mining methods, an achievement in such a large industry is important. Salient factors concerned with safetye in the anthracite industry are: no radical change has occurred in the mining-safety regulations pertaining to anthracite mines. This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.

Introduction The intent of this paper is to present the general strategy and method of implementation to achieve a "fast-track" mine development. The major objectives of a "fast-track" or rapid development schedule are to minimize front-end development expenditures and to realize an early cash flow from operations. The Borealis project of Houston International Minerals Corp. (HIMCO) is used as the working example to illustrate the development schedule. Borealis is a 2.3 kt/d (2,500 stpd) gold-silver heap leach operation near Hawthorne, NV, Pre-Feasibility Planning Proper early planning and identification of priority items were necessary to expedite project progress. On April 1, 1978, HIMCO leased the rights to the Borealis prospect and initiated exploration activities almost immediately. Since Borealis was showing excellent potential for mine development, an effort to clear the way environmentally was initiated during the summer of 1979. With the Borealis properties located within the Toiyabe National Forest, the US Forest Service (USFS) was recognized as the "lead" or respon¬sible agency for addressing the environmental issues. Early scoping of the environmental issues by both HIMCO and the USFS allowed HIMCO to take the initiative and address two potentially critical issues-archaeological and biological. Third party consultants, agreed upon by HIMCO and the USFS, were contracted to conduct archaeological and biological surveys. Desert Research Institute of Reno, NV, provided archaeological services, and JFL & Associates of Boulder, CO, provided biological services. These efforts began in the fall of 1979 and continued through the summer of 1980. Conservative Design Criteria By adoption of conservation design criteria, flowsheets and processing data required for detail engineering were firmly established with a minimum of impact on schedule. On Oct. 21, 1980, HIMCO formally initiated a feasibility study to evaluate the Borealis project. Four organizations were contracted for particular scopes of work: • John T. Boyd Co.: Ore reserve estimation, preliminary mine plan, and mine capital and operating cost estimation. • Bechtel Civil and Minerals: Conceptual engineering, processing capital and operating cost estimation. • Hazen Research Inc.: Metallurgical testing. • Sierra Pacific Power: Cost estimation for power supply. Metallurgical testing and conceptual engineering of both heap and agitation leach flowsheets were investigated concurrently. Numerous economic evaluations were conducted for both heap and agitation leaching at varying production capacities. The results indicated a heap leaching flowsheet treating 454 kt/y (500,000 stpy) yielded the best economics and was compatible with the "fast-track" development goal. Conservative design criteria was established to provide operating flexibility and ensure plant productivities. A summary of major design criteria is presented in Table 1. HIMCO assembled the results of the studies of the various consultants along with internally generated studies to produce the feasibility document. The decision to supply 100% equity by HIMCO rather than arrange project financing help to expedite the project. Cooperation Between HIMCO and Regulatory Agencies With cooperation and mutual trust established between HIMCO and regulatory agencies, the time required for environmental permitting was streamlined as much as practical. To expedite the required construction permits, HIMCO proposed to the USFS that HIMCO fund the total cost of an Environmental Assessment Report (EAR) and that issues be addressed at the technical level of an Environmental Impact Statement (EIS). The previous studies on the critical issues of archaeology and biology provided HIMCO with the information to satisfy the proposed approach. Houston International Minerals and the USFS agreed to have Environmental Research and Technology (ERT) of Fort Collins, CO, prepare a draft EAR for the USFS.

In Southern Ontario, Canada, piles are frequently driven through competent clayey soils to obtain end bearing on extremely dense till or bedrock. One reason for this is the difficulty at assessing the adhesion of the clayey soils. This is illustrated by texts, such as the Canadian Foundation Engineering Manual, which is the standard of practice in Canada, that indicate that theoretical analysis of the adhesion values of such soils are unreliable. In this paper, the results of high strain dynamic testing have been used to estimate the shaft resistance of 11 closed end pipe piles driven in overconsolidated very stiff to hard clayey tills at four sites by means of the CAPWAP wave equation analysis. More than twenty-five years of experience with bearing capacity predictions by such means have developed considerable confidence in its accuracy. The results were found to correlate reasonably with the average Standard Penetration Resistances of the clays at the sites. There was a linear relationship between an adhesion of 64 kPa at 20 blows per 300 mm and 192 kPa at 60 blows per 300 mm. At one site, 6 piles were tested and found to have a wide range of Standard Penetration Resistance and estimated adhesion in the same stratum. While there was significant scatter of the results, piles would have been safe at design loads obtained from the relationships established by the analysis carried out for this paper after applying appropriate factors of safety.

"The automotive industry is under a constant pressure to reduce the weight of vehicles in order to reduce emissions and improve fuel efficiency. As such, there is an ever-growing demand for high strength and high ductility steel grades to meet the need for lightweight automotive components. Over the past decade, the production and application of 2nd and 3rd generation Advanced High Strength Steels (AHSS) as a lightweight material in automobiles has gained significant popularity due to their exceptional mechanical properties. However, the production cost of these high manganese steel remains high, partially due to the need of large amounts of ferromanganese as alloying material in standard steelmaking processes.The current study introduces a new and cost-effective technology for the production of medium- and high-manganese steels, where self-fluxed micro-pellets of manganese ore will be used as the source of manganese that can be injected into the steel bath. Prior to injection, these pellets are subjected to a pre-reduction process using a mixture of H2 and CO gases, where partial metallization of iron and manganese will occur. Direct injection of the pre-reduced micro-pellets provides less volatilization/emission and higher recovery of manganese, and is capable of producing AHSS with 6–18 wt% Mn.INTRODUCTIONAutomakers are constantly searching for lighter, stronger and cheaper materials in an effort to create safer and more fuel efficient vehicles. The introduction of aluminum alloys and polymer composite materials for automotive applications has been carving into what is traditionally one of the most profitable markets of the iron and steel business. Control of the particle size distribution of a muckpile after blasting is always an important subject for mining industry. Blasting has a significant impact on downstream processes such as loading, crushing and grinding. Improvement of blasting results provides increase in loader and excavator productivity due to increased diggability capacity, and increased bucket and truck fill factors. Suitable and uniform particle size distribution results increase in crusher and mill throughput and decrease in energy consumption in size reduction process. Digital image analysis technique has been used for many years in mining industry in order to determine blast fragmentation. The images of muckpile surface can be used to determine the mean fragment size (x50). The source of digital images can also be haul truck, leach pile, waste dump, stockpile, and conveyor belt. The screening that is conventional method to measure blast fragmentation is time consuming and expensive. Digital image analysis is a cost effective and faster method (1).

Goldex Mine is an underground mine located near the town of Val-d’Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long holes stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23.0 M tonne (25.3 M ton) of ore, large blasts up to 1.8 M tonne (2.0 M ton) are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km (0.62 mile) radius of the mine site.

I know they have worked very hard in selecting the various committees, who in turn - by the looks of our program have gone all out to prepare material that should be of great interest to us. I trust we will be attentive to the subjects presented and freely enter into the discussions, also relating our problems and experiences. I am sure this will prove both profitable and beneficial to all present. "The main purpose of these conventions is to become acquainted with each other, renew old acquaintances, talk over our problems, and have a little fun and relaxation from our every day routine. "Let us not forget the manufacturers, the distributors, the operators, or the press because it is through their splendid support that this organization is successful. "Since our last meeting we have gained many new members, whom we especially welcome. We are sorry to have lost a few. I am mindful, at this time, of two very good members from my home state who have passed away, Walter Wetzel, a former president of this institute, and Lee Alger, at the time of his death, Vice-President from Utah. The history of mineral processing in general and flotation in particular is long and has always been tied to mining methods of the day. Building on the ever-improving fundamental understanding of the underlying science, the most significant trend in flotation has been the putting into practice the learnings from trailblazers such as Professor Fuerstenau that has given the confidence that enabled an ever-increasing scale of operations. There is, however, doubt this ongoing trend is enough to maintain the economics against global trends such as that of falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. In addition, we see that globally, the social license to operate for mining (and hence mineral processing) is far from secure and, at the very least, is under much more rigorous scrutiny. In this paper, we comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10–20 years but in the meantime, the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation, as we know it, will change significantly.

Bis-basic ethers off fluorene and fluoren-9-substituted derivatives such as tilorone have been reported to inhibit silica-induced fibrosis in rats. The potential antifibrotic potency of 2,7-bis (diethylamino) ethixy fluorine fluorenone (F-9-H.H), fluorenoxime (F-9-one), and fluorenol (F-9-ol) was F-9-axime > F-9-one ~ F-9-H,H > F-9-ol. Since the release of reactive oxygen species and growth factors from alveolar macrophages (AM) in response to silica exposure has been linked to the development of pulmonary fibrosis, the present study was carried out to determine the inhibitory effects of these compounds on rat AM activity in vitro. The following parameters were monitored: (1) cellular viability; (2) zymosan-induced respiratory burst activity (superoxide and hydrogen peroxide release, chemiluminescence, and oxygen consumption) of AM; (3) drug binding to AM; and (4) lipopolysaccharide (LPS)-stimulated interleukin- I (IL-1) release from AM. The bis-basic ethers, at 40 did not affect cell viability when incubated with AM for 30 min, but significantly inhibited zymosan-induced macrophage respiratory burst activity. The inhibitory effect of these agents was F-9-oxime > F-9-one ~F-9-H,H > F-9-ol. Binding of these drugs to AM was time and dose dependent, and exhibited the following binding affinity: F-9-oxime > F-9-one > F-9-H,H > F-9-ol. F-9- oxime was shown to inhibit LPS-stimulated IL-I release by AM in a dose-dependent manner. This inhibition of IL-1 release by AM cannot be explained as a decrease in viability. In addition, these drugs were also shown to impair human fibroblast proliferation in response to serum stimuli without impairing cell viability. These results indicate a positive correlation between drug binding to AM or other cell types and their inhibitory effects on cellular activities including oxygen consumption, superoxide release, hydrogen peroxide secretion, chemiluminescence, IL-I release, and proliferation. The ability of-these bis-basic ethers to modify AM and fibroblast functions in vitro suggests that further investigation of their reported antifibrotic potency in vivo is warranted.

Medium carbon, low alloy, high-strength steels containing Ni, Cr, and Mo are used for the fabrication of various types of high-strength fasteners required for launch vehicle structures. Cold heading properties and response to hardening and tempering are the essential requirements of the material for fabrication and application, respectively. Combining these two requirements is essentially warranted in high-strength fastener-grade steels. Cold heading properties require ductility, which can be achieved through spheroidizing treatments. In the absence of a suitable spheroidizing cycle for medium carbon 3.8 Ni, 1.8 Cr, 0.3 Mo steel, experiments were carried out with a theoretical understanding of the alloy system. This paper presents the experiments and results obtained after a spheroidizing treatment, which was carried out to optimize the process. Hardness measurements were carried out and microstructural studies were conducted to assess the spheroidization process and to determine the optimal spheroidization parameters.

Until recent years the term "whiting" was applied exclusively to the water-ground chalks of certain north European countries. In many industries these are still considered superior to the whiting made from domestic limestone and marble. However, the latter material has replaced much of the European whiting in the American market, largely due to improvements in grinding and classification by American manufacturers.4 To encourage the domestic industry, the Bureau of Mines in 1931 undertook a study of the preparation of whiting from American raw materials and a comparison of the finished products with European whitings.

"The oil sands industry in northern Alberta disposes of the by-products of bitumen extraction into tailings ponds. The mix of tailings sand and mature fines, with gypsum added as a flocculent, constitute a waste stream called consolidated tailings or composite tails (CT). The two main challenges of the tailings disposal process are a chronic shortage of economical containment and the potential mobility of CT deposits in the event of breaching by, for example, long-term erosion, which makes abandonment of tailings ponds more complicated. Thick deposits of CT do not consolidate in adequate time to provide reassurance for abandonment of the CT containment facilities and that is why the containment must be adequately robust or the properties of CT improved for long-term stability. This paper addresses potential solutions to these problems by applying the gravity drainage of CT and quasi-homogeneous construction for containment facilities.Gravity drainage is suggested as a mechanism to facilitate the consolidation of CT in critical areas of the ponds by inserting internal sand layers within the body of the deposit. Critical CT areas are defined as areas around the perimeter of containment. The advantages of this solution are longterm stability of the disposal area by creation of stiff deposits around its perimeter and facilitation of reclamation efforts on its surface.The present solution for containment of CT deposits is not favourable from a materials balance point of view. In general, sand has become a valuable resource as it both forms the primary component of the CT matrix and becomes the containment building material. If sand is required for CT, less is available for dyke construction. This puts additional pressure on the industry as a whole to maximize the use of overburden and interburden for construction of tailings containment structures. Typically, only 50 percent of dry mine waste (overburden + interburden) is incorporated into dyke construction. The remainder of dry waste is stored either in waste dumps or in tailings ponds, consuming valuable in-pond space originally allocated to CT material. Quasi-homogeneous dykes are proposed to contain CT deposits rather than traditional minimum cross-section dykes built of overburden and/or cell sand. The quasi-homogeneous dyke may change the unfavourable material balance and lessen the construction constraints that are presently imposed on the mine/waste disposal process."

"Blasting is a principal step in the surface mining process for breaking and, in the case of overburdencasting, moving rocks and minerals. As many surface mines are coming to the end of theiroperational life, blasting can once again play an important role through the earthmoving operationsrequired to rehabilitate the minesite. Since blasting is such an energetic and destructive process, itis difficult initially to envisage its use in rehabilitation. However, blasting has found applications inmany civil engineering projects aimed at rehabilitation, including well digging, channelling and soilcompaction. For surface mine rehabilitation, the main purpose of earthmoving operations is toproduce a stable landfonn that will sustain revegetation. In particular, blasting can be applied toreducing the slope of steep walls left by quarrying and open pit mining through a modified form ofthe overburden casting technique. Blasting can also be applied to breaking up pit floors andbenches to speed and improve revegetation of these areas (subsoiling)."

Gerdau Monroe has installed and commissioned the Tallman Supersonic Carbon Injection system (TSCi™) for use in their 135-ton Electric Arc Furnace (EAF) located in Monroe, MI. TSCi™ is an innovative injection system with the primary aim of improving injection carbon delivery to the steel bath by increasing efficiency. It is proven technology with installations at numerous steelmaking facilities all over the world. Results from installation and commissioning of TSCi™ at Gerdau Monroe will be reported as well as on-going trials and optimization efforts. Standard injection systems deliver carbonaceous material from a vessel to the EAF using air where it is injected through a lance pipe or oxy-fuel burner. Using this method, material delivery to the EAF is limited by the pressure and velocity of the transport air. Loss of efficiency can be observed by looking at the quality of the injection carbon stream during operation or by measuring loss on ignition of EAF slag or off-gas system dust. TSCi™ uses a patented design and proprietary technology to improve delivery of carbonaceous material to the EAF. Using this method, savings at Gerdau Monroe were realized by reducing the amount of carbon used in each heat while maintaining or improving upon existing foamy slag practice. As well, significant savings were achieved as a result of reduced FeO content in the slag and improved recovery of iron. Additional savings can be realized by using a smaller mesh material to take advantage of lower material cost and higher injected surface area. Other inherent benefits to improved injection carbon include lower energy and electrode consumption, reduced refractory wear and reduced maintenance cost.

Originally developed for use in mineral exploration, regional geochemical mapping based on stream (and lake) sediment sampling is showing broader application in other areas of the earth sciences and in environmental science. The purpose of this paper is to focus attention on the role of regional geochemical mapping in relation to geological and environmental studies. This is achieved using a descriptive equation for the chemical composition of a stream-sediment sample and then relating it to the use of successive approximations in geochemical and environmental investigations. The procedure is further qualified with reference to time and process in the formation of regional geochemical patterns. Examples are included of studies based on stream sediments related to bedrock geology, surficial geology, ecology and man's effect on the geochemistry of the environment. The range of applications of regional geochemical mapping in earth and environmental studies is outlined and some conclusions drawn regarding the future development of geochemical mapping under Canadian conditions.

The Kennecott Ridgeway Mine in South Carolina is scheduled to complete mining and ore processing in the last quarter of 1999. Tailings are disposed in a 300 acre, lined tailings impoundment. To facilitate closure and reclamation, modification of the tailings impoundment operation has been adopted. Mining involved the sequenced development of two open pits. In 1996 mining of the South Pit was completed and backfilling of the pit with waste rock from the North Pit was initiated and will continue until mining ceases. Both pits will be reclaimed as fresh water lakes. This paper presents the physical, geochemical and hydrogeochemical evaluation of the operational and post operational management of the project. Comparison of the operational monitoring data against predicted performance is reviewed.

Brownfield project portfolios are notoriously hard to manage. Day to day there is a constant stream of changes and challenges within projects and across the whole program. When the budget year is over, we?re often left wondering: did the facilities get what they really needed? Did we get value for the capital that was spent? Did we get all the project control and process improvement that we paid for? Great work has been done over the years by the Project Management Institute, Construction Industry Institute and Independent Project Analysis to identify what leads to project success, develop project delivery systems and equip project leaders to perform better. But is attention to individual projects all we need when the job is to deliver a portfolio of many projects? Let?s work with an analogy for a moment, and say a project is like a car, and a project manager the driver. Why can?t all the projects in the portfolio get home in time for dinner? The answer, of course, is that the commute home is about traffic, not just about cars. The road, the signals and the actions of other drivers affect us in our individual cars. Optimizing traffic flow is not about managing individual cars, it is about creating the conditions that allow all traffic to move as smoothly as possible. When we?re stuck in traffic, it doesn?t really matter that we are skilled drivers who know our exact location and our engine?s vital signs. Success with a brownfield portfolio requires more than the equivalent of driver training and a good GPS in every vehicle. Managing the annual budget requires more than tight management of each project. This is not a suggestion to abandon project management in the brownfield multi-projects world; the idea is to find and apply the right tools for delivering a portfolio. Remember, we want confidence in 3 areas: 1. that the facility is getting what it really needs, when it needs it 2. that we are getting value for money invested in facility modifications and improvements, and 3. that our controls are adding value by guiding our improvement What are those portfolio tools? The job they have to do is distinct from project-level thinking: ? Create a clear and balanced business pull for project ideas ? Maintain a respectable plan for fiscal, resource and business control ? Organize the work into a steady flow ? Manage the nature and timing of value-driven project substitutions and priority changes ? Focus on overall business value added and best use of resources ? Repurpose the projects organization into being the way the facility gets improved

1. Reserves were estimated for three coal beds: Lantana, Sewanee, and Richland. 2. Known measured and indicated reserves for all beds, based on a minimum thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 34 million short tons as of Januray 1, 1954. Of this total, 15 million short tons represents coal 28 inches and more thick. Areas in the beds were omitted from the estimate because available data relative to the bed characteristics were insufficient to permit making an estimate conforming with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves determined by this investigation.
