For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. The following procedure was used to determine cut-off grades: define the orebody profile; plan the stope layout and quantify the work involved; formulate equipment-performance norms; calculate unit costs; input process recoveries and metal prices; and calculate the cut-off grade. Use of the method is illustrated using data from a copper mining complex in India. Results from the study led to the following conclusions for underground mines in general. Cut-off dependent costs vary significantly with the stoping method employed, orebody thickness, the degree of mechanisation and the working efficiencies of the workforce and equipment. This applies even within the same deposit. Sub-level stoping and its variants can be operated at a lower cut-off grade than cut-and-fill and its variants. Thinner orebodies affect cut-off grades adversely, but with thinner orebodies very little further reduction in cut-off grade can be achieved once a certain minimum width has been exceeded. For the same stoping method and in the same mine the cut-off grade varies with the degree of mechanisation. Labour-intensive methods require higher cut-off grades. An allowance for working efficiency should be made when calculating cut-off grades. Higher process recoveries allow a significant lowering of cut-off grades

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

The results of a four-year research effort aimed at developing a practical and effective electronic system for monitoring safety conditions throughout a coal mine by displaying, at a central location, remotely measured parameters are described. This document reports on the design details of the sensor packages and the data processing program used in an experimental monitoring system. The results of special ventilation monitoring experiments and several sub-system considerations are also described.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

Determining the correct combination of mix components and water for high-density paste backfills with the transport and deposition properties necessary in a mining operation is a difficult task. Rheologic properties cannot be determined without conducting full-scale pumping tests, and data from existing tests are very limited. The following presents the findings of investigations undertaken to determine if paste backfill rheology can be determined using existing techniques and which mix and system variables have the greatest influence on transport pressure loss. Data from lab-oratory-scale pumping tests were used to produce a rheologic model of flow behavior for comparison, and a statistical analysis was conducted to determine the most significant factors affecting transport pressure loss.

"Gold recovery gains in the order of one to two percent have been realized in 2009 due to changes in the operation of the grinding circuits at Barrick Gold Corporation’s Hemlo - Williams Mill. The initiative known as “split milling” involves milling low grade open pit ore in one grinding circuit and higher grade underground ore in the other grinding circuit under different conditions.The philosophy of split milling involves processing higher grade underground ore at a lower throughput rate and a finer grind while milling lower grade open pit ore at a higher throughput rate and a coarser grind. Bench scale tests showed that the recovery relationship for underground ore sources was much more grind sensitive than that of open pit ore. This relationship proved to hold in the plant. The gold recovery gain due to finer grinding of the higher grade ore is much greater than the recovery loss due to coarser grinding on the lower grade ore. Since the majority of gold is being recovered at a higher rate, this results in higher overall plant gold recovery when compared to the traditional operation philosophy of blending the ore sources.The challenges for achieving the maximum benefits of split milling were two fold; the need to increase throughput on the open pit ore milling circuit and a means of grinding finer on the underground circuit. The former was met with an increase in SAG (Semi-Autogenous Grinding) mill ball charge, a basic “drill to mill” blasting campaign and changes to the primary gyratory crusher. The latter was met with a reduced SAG mill ball charge and a higher milling density. The resulting benefits in additional gold recovered are in the order of $3-5 million per annum.INTRODUCTIONThe Williams Mill processes ore from three different ore sources, the David Bell Mine (DB), the Williams Underground Mine (WUG) and the Williams Open Pit (OP). All three ore sources are located within the Hemlo camp in Northwestern Ontario adjacent to the Trans-Canada Highway. The Williams Mill was built in the mid 1980’s at which time it was designed to process 3,000 dry metric tonnes per day through a 22’ SAG mill in series with a 16’ ball mill. In 1988 a Mill expansion doubled the mill capacity by adding a second identical grinding circuit. A photo of the current grinding circuit can be seen in Figure 1. Today the Williams Mill processes an average of 8,000 tonnes per day of which approximately 60% is from the Williams Open Pit."

"INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. In March, the Prospectors and Developers Association of Canada (PDAC) held its annual conference in Toronto, Ontario. This is the third PDAC meeting the author has attended. The following are some impressions of the meeting. And the author looks forward to the joint meeting of the PDAC and the Canadian Institute of Mining, Metallurgy and Petroleum to be held March 5-10, 2000, entitled Mining Millennium 2000. One of the features of next year’s gathering is a proposed forum of world mining ministers, the first ever to be held anywhere.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Nam San copper-gold deposit was discovered in 2011 and is a likely blind extension of the Permian age Phu Kham structurally deformed porphyry/skarn copper-gold deposit.The Nam San mineralisation is hosted within a dominantly sericite altered schist unit located to the north of the current Phu Kham open pit operation and is overthrust by an allochthonous barren cover sequence of limestone, granite and sandstone. Reinterpretation of the Phu Kham geology developed the concept of a possible telescoped porphyry copper-gold system at depth. Initial drilling intersected remobilised copper mineralisation in a basal conglomerate, confirming the concept. A reconnaissance vector array induced polarisation (IP) survey identified a deep chargeability anomaly from which a drilling target was developed from 3D inversion modelling of a detailed follow up dipole-pole-dipole anomaly. Drilling of the chargeability anomaly intersected the blind Nam San copper-gold mineralisation beneath the thrusted cover sequence.The key discovery parameters are the result of an integrated exploration program that included reinterpretation of the local stratigraphy, which developed the concept of a deep blind orebody, IP surveys capable of penetrating through the barren cover and a commitment to a deep directional drilling program to test these concepts and targets. The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. Local geologic factors are coalbed thickness, associated rock strata, structure, and proximity to outcrop.

Construction law in general and the law of deep foundations in particular continues to develop rapidly, particularly in the areas of risk allocation. Public and private owners are increasingly using contractual disclaimers to shift the risk of differing site conditions to contractors, and courts are increasingly willing to enforce these contractual devices. Perhaps also in an effort to control costs, public and private owners are turning to design-build contracting techniques. While design-build offers many advantages over traditional project delivery systems, it does not answer all of the risk-allocation questions that frequently arise. Even in design-build, problems with unanticipated subsurface conditions and defective design are not easily addressed. Finally, developments in electronic commerce present the potential to transform the construction industry.

In 1900, as far as available records show, there were only two producer-gas power installations in the United States. In June, 1915, the number probably exceeded 1,000. Of this number, some 84.5 per cent comprised small plants using anthracite, and only about 15 per cent of the total number utilized bituminous coal and lignite. In addition to these, two plants used wood, and three or four used oil. In the main, however, the larger sized units are operating on bituminous coal and lignite. During the early years of these plants little success was anticipated from the use of bituminous coals and lignites, but in 1904 and 1905 it was fully demonstrated at the Government testing station at St. Louis that these fuels could be utilized to excellent advantage. However, although many producer-gas plants in daily operation are using bituminous coal and lignite, many power-plant men are still skeptical regarding the successful commercial use of these fuels.

Tungsten, a comparatively new metal, is one of the important strategic war materials. In peacetime, tungsten is widely used as a filament in elec¬tric lamps and electronic tubes and is a vital constituent of some of the most important industrial alloys. High-speed tool steel containing tungsten and stellite alloys containing cobalt, chromium, and tungsten are extremely hard and resistant to corrosion. These alloys and the tungsten carbides are unequaled as cutting tools and in other wear-resistant applications. They play a prominent role in the present era of mass production. Alloys containing tungsten resist oxidation at high temperatures and have been key alloys in the development of modern aircraft. The adaptability of tungsten to new uses is expanding, particularly in the high-temperature range. Domestic production of tungsten has come from a large number of deposits in 17 of the 49 States; but, of the total domestic output from 1900 to 1956, more than 80 percent was produced from mines in North Carolina, California, Colorado, and Nevada. The average tenor of the mined ore was less than 1 percent tungsten trioxide (W03).

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

This reflects the current concern about damage inflicted on the environment by our growing and increasingly affluent society. Mine Health and Safety research, along with investigations related to all other aspects of coal extraction and use, also continued to be implemented and expanded.

The Tonkolili banded iron formations (BIF), Sierra Leone, host extensive iron ore deposits which are of economic signifi cance to the seaborne iron ore trade. The deposits are dominated by a strategic JORC compliant mineral resource of 11.6 Bt grading 30.1 per cent Fe comprised of primary magnetite mineralisation in the form of a fresh metamorphosed BIF featuring a uniform mineral assemblage of quartz-magnetite ± ferro-silicate minerals. Pilot plant metallurgical test work has demonstrated that the production of a magnetite concentrate is achievable using the established beneficiation techniques of magnetic separation and flotation. The concentrates arehigh-grade, and suitable for blast furnace or direct reduced iron pellet feed. The major challenge facing the development of such magnetite deposits at industry competitive production rates is the significant capital investment required for process plant and associated infrastructure.Two well-developed weathering zones exist within the deposits, and are associated with the progressive development of a tropical weathering profile overprinting the primary BIF. These zones feature a near surface hard indurated duricrust up to 60 m thick, and a soft progressively developed saprolite between duricrust and fresh BIF. These zones have been found to be amenable to producing iron ore products including DSO lump and sinter fines from the duricrust, and concentrate from the saprolite. Mineral resources sufficient to support commercial production of such iron ore products were defined by an intensive exploration program in 2010.African Minerals Limited has developed a three phase production strategy to progressively self fund the development of the Tonkolili strategic magnetite project by:• commencing a Phase I 12 Mt/a DSO operation in Quarter 4 2011,• increasing production in Phase II to 35 Mt/a with the commissioning of a saprolite beneficitation plant and associated infrastructure upgrades, and• developing a 45 Mt/a Phase III operation producing high-grade magnetite concentrate.The comparatively low capital and operating costs of a duricrust DSO lump and sinter fines operation coupled with its proximity to ground surface make it highly attractive for the generation of early cash flow for the Tonkolili project. Revenue from this early production may be used to selffund the subsequent development of phases requiring progressively more significant beneficiation plant and infrastructure.
