Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Cyanide is a fast-acting, highly toxic substance but, at the same time, is deemed essential for sustaining life as well as our standard of living. In this manuscript, the facts about cyanide are presented beginning with a brief history and definition and ending with a discussion on cyanide alternatives. Other topics include speciation, physical characteristics, toxicity, manufacturing, cyanogenics, cyanide cycle, separation, destruction, and markets including those outside the mining industry. Emphasis, of course, is placed on gold production by leaching and how it is influenced by ore type, mineral characteristics and economics as well as its advantages and disadvantages.

Mining vehicle manufacturers are developing lithium-ion (Li-ion) battery electric vehicles as an alternative to diesel-powered vehicles. In gassy underground mines, explosion-proof (XP) enclosures are commonly used to enclose electrical ignition sources to prevent propagation of an internal methane (CH4) air explosion to a surrounding explosive atmosphere. Li-ion batteries can create pressurized explosions within sealed enclosures due to thermal runaway (TR). Researchers at the National Institute for Occupational Safety and Health (NIOSH) measured TR pressures of lithiumiron phosphate (LFP) cells as a function of free space within sealed enclosures and observed an inverse power relationship. A well-confined cell produced 294 bar (4260 psia) of pressure during a TR, far exceeding minimum pressure containment specifications for conventional XP enclosures. Results indicate that adding enough free space surrounding LFP cells can reduce TR pressures to levels below that expected for CH4-air ignitions. Measured TR temperatures were below the minimum autoignition temperature of CH4-air.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

To investigate the differences in the radial drag pick cutting performance in dry and saturated sandstone, a suite of linear rock cutting test was performed using linear rock cutting machine (LRCM). Experimental results of 50 data passes, incorporating 350 data cuts were used to compute cutting, normal and side forces required for determination of other performance related parameters. Although the forces required to cut the dry and saturated rock were in congruence for most of the spacing and depths of cut combinations; but the overall averaged cutting and normal forces for saturated rock cutting were found to be 9.9% and 9.4% respectively higher than the dry rock cutting. The increase in the overall averaged forces was attributed to strength variability of one of the saturated block affecting the overall forces. The side forces experienced a negligible drop in saturated rock cutting. An increase of 28% and 9% in the actual and nominal specific energy values respectively was also recorded when cutting saturated rock as compared to the dry rock cutting. The increase in saturated rock specific energy is attributed to production of large amount of fines and few large sized chips directly contributing towards increase in specific energy. The optimum s/d ratio for dry rock tests was found to lie between 6 and 8 whereas for saturated rock cuts this value lied between 5 and 9.

Mining Ventures are considered as high risk projects and therefore managing the risks is inevitable. Risk assessment is an important part of the complex process of risk management, hence applying appropriated and practical methods for ranking the risks associated with projects, can help to perform a better risk management. In this research the applicability of using Techniques for Order Preference by Similarity to Ideal Solution (TOPSIS) method for risk ranking in an underground mine, extracting by block caving method, was studied. Via this method, the risk associated with reserve estimation ranked as the first while in conventional method (P-I Matrix method) located in the sixteenth. Also there were significant differences in ranks of the other risks. Considering the more criteria, with different weights, in comparison with conventional methods, the results comprised from TOPSIS method are more reliable. By implementing this method risks are ranked better and more realistic and consequently then will be managed more efficient.

In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

Barrier pillars in underground coal mines could eventually be subjected to a hydraulic pressure head due to the build-up of mine water in the old workings. The pressure head could not only act as a force to destabilize the pillar but also cause seepage flow through the pillar and its surrounding strata. Excessive seepage flow could induce piping failure that in turn could accelerate the mechanical failure process of the barrier pillars. In this paper, finite element simulation approach has been employed in the evaluation of the barrier pillars. Both the stress distribution and the seepage flow pattern in and around a barrier pillar have been simulated numerically. The effects of ground stress on rock permeability to water seepage has been taken into consideration in these simulations.

"‘Gas hydrate’ is the common term for a solid material formed from the combination of various gases as ‘guest’ and water as ‘host’. A series of large-scale scientific drilling and coring programmes conducted since 2000 revealed that natural gas hydrate exists in a wide variety of accumulations in the sediments. The scaled-up onshore and offshore field production tests during the last decade show that gas production technology will be realized to make gas production from gas hydrates viable in the future, recognizing its potentials as one of the future sustainable energy resources.The total produced gas was approximately 470 m3 by the hot water circulation method over 6 days of operation in the permafrost-associated Mallik 2002 project in the Mackenzie Delta of Canada. In the Mallik 2007-2008 project, the gas was successfully produced stably by the depressurization method for 6 days, up to 13,000 m3 cumulatively. The depressurization method applied in the Mallik test was shown to be an effective way to produce gas from gas hydrates. The Alaska field trial to inject mixed gas of CO2 and N2 to exchange CH4 in 2012 was successfully done for the first time to produce maximum 1,270 m3 per day. A remarkable achievement was made by Japan when it completed its first offshore production test in the Eastern Nankai Trough, producing approximately 120,000 m3 of methane by the depressurization method over 6 days in March 2013. The technical challenges and scientific uncertainties obtained from Nankai Trough production test provide Korea with more considerations as to the aspects of well completion, reservoir formation and seafloor stability, sand control, flow assurance, environmental monitoring, and etc., due to the different geological setting and geomechanical properties of the Ulleung Basin in Korea."

This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anoionic complexes, and faster leaching rates with acidic solutions of thiourea. Generally, the rate of metal dissolution in thiourea solution is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

This paper presents the details of the Bad Bergzabern tunnel project. This tunnel is the main part of the B427 federal road bypass, intended to improve the regional traffic infrastructure and to reduce the traffic load in the historic city centre of the health resort Bad Bergzabern. Located in the south-western part of Germany, the project area is situated at the eastern margin of the so-called Palatinate Forest, a low mountain region of mainly triassic sediments with a complex and variable geological history. The German federal government, represented by the office of mobility of Rhineland- Palatinate, awarded the contract to BeMo Tunnelling, a specialized Tunnelling company with a long history of innovation and success in NATM tunnelling. The contract includes the construction of two separate tubes with a length of approximately 1,44 km (0.9 mi)—the road (main) tunnel with a cross section of 101 m2 (1,090 sq ft) and a parallel rescue tunnel with a cross section of ca. 23 m2 (250 sq ft.) Both are connected by six cross passages. Tunnels and cross passages are excavated according to the principles of the New Austrian Tunnelling Method (NATM). Due to BeMo Tunnelling’s technical expertise and capabilities, the project team was able to engineer a speed-up concept that saves money and time for the construction team and client. This paper presents the innovative approach BeMo Tunnelling made to optimize the execution of the tunnelling works and the challenges the project team is facing with regard to a complicated geological situation, countermeasures against an increasing effect of climate change and volatile prices for construction materials.

The recovery of copper from oxide ores containing from 2% to 4.1% acid-soluble copper from the Sarcheshmeh mine in Kerman province of Iran was investigated by agitation leaching in sulfuric acid media. Quartz, as a major constituent, and malachite, as the major copper mineral, were identified in the ore by X-ray diffraction (XRD) and microscopic studies. A series of leaching experiments on the ore was performed over a concentration range of 10 to 20 g/L and temperatures from 15° to 50°C for a maximum of 3 hours. An initial high dissolution of copper was followed by a very slow reaction. By increasing acid concentration and temperature, the dissolution rate of copper was accelerated. However, by increasing acid concentration, the acid consumption of ores was also increased. Surface morphology of solid residues at various leaching times was examined with a scanning electron microscope (SEM). All SEM micrographs of the partially reacted particles displayed a needle structure. The kinetic studies showed that the malachite dissolution rate could be modeled in two stages. About 85% of the malachite dissolution occurred in Stage 1, while the remaining 15% occurred in Stage 2. The data obtained for the leaching kinetics indicate that the dissolution for Stage 1 was a diffusion-controlled reaction with an activation energy of about 20.6 kJ/mole, and the dissolution for the Stag 2 was a chemical-controlled reaction with an activation energy of about 87.6 kJ/mole.
