Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

A series of gas inrush events occurred during development at Grosvenor mine resulting in exposure to elevated levels of methane at the production face. A total of 22 gas inrush events occurred releasing between 15 and 130 m3 of methane during each event. The presence of an undrained seam in the immediate floor, geotechnical characteristics of the floor, and the stress environment all contributed to these dynamic floor events, while the geological characteristics of the seam below, such as the seam thickness and ash content of 75%, prevented effective pre-drainage. However, events only occurred in headings mined parallel to the principal horizontal stress direction. In cut-throughs (C/Ts) perpendicular to the principal stress direction, no events occurred, and higher methane levels were observed at the production face.

Tunneling in carbonate sedimentary rocks such as lime stones and dolomites can be difficult when solution channels or voids are anticipated. Addressing the risk aspects associated with these formations can be done effectively through the Geotechnical Baseline Report (GBR) by properly characterizing the ground and ensuring that the Owner?s and the Contractor?s interests are represented and protected. This paper presents a review of tunneling difficulties in these rocks and includes a review of site investigations, geologic characterization, and presentation in the GBR. Key construction issues are also discussed, including appropriate excavation technology, mechanisms of face support and groundwater control, and quantifying grout takes.

Among the thirty-five declared critical raw materials (CRM) in the United States, there is no sustainable domestic production for the fourteen of them, while for some others domestic supply does not meet the national demand. Numerous potential critical raw material projects are in advanced exploration stages. However, the price uncertainties for many of these commodities put feasible future production into question and come into contrast with overly optimistic price forecasts published in all feasibility studies related to such exploration projects. Thus, in this work, a newly developed smart computational tool is used to evaluate the real perspectives of several CRM exploration projects implementing actual commodity prices, and to conduct reverse calculations in order to find the prices at which each project can be viable.

Deepwater discharges of sulfide flotation tailings have been practiced for several decades. Oxygen penetration and organic matter content in such environments are the two major factors that determine their reduction-oxidation condition and hence the rate of sulfide mineral dissolution under such discharge environments. In this study, the effects of solution redox potential and pH on the dissolution of some heavy metals from sulfide flotation tailings were examined. Zn, Pb and Cu concentrations in solution were all higher at a higher redox potential and lower pH. Dissolved Zn concentrations reached 100 ppm even at a low redox potential of 105 mV and near neutral pH after 33 days. Pb concentrations were below 2 ppm at 105 mV and near neutral pH after 165 days. At 105 mV, the Cu concentrations were below 0.2 ppm at near neutral pH after 165 days. At pH 2.3, the Fe concentrations were higher at 420 mV than at 105 mV. But at pH 6.8, the Fe concentrations were lower at 420 mV than at 105 mV, due to the oxidation of Fe2+ to Fe3+ and the subsequent precipitation of ferric hydroxide. Arsenic concentrations in solution were all less than 0.002 ppm. For Zn, Cu and Fe, no significant differences were observed between the tests in solutions prepared using seawater and those using distilled water. However, Pb concentrations reached higher levels in solutions prepared using seawater.

Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The construction of the La Joya hydropower plant (Costa Rica) was awarded by the Spanish power company, Union Fenosa, to the Italian Joint Venture formed by the companies SELI SpA and Ghella SpA. The project, located in a mountainous region of central Costa Rica, includes a 7.9-km-long head race tunnel having an excavation diameter of 6.18 m. A double-shielded TBM was selected to perform the tunnel excavation, which involved mainly volcanic rocks in variable but generally very weak conditions. The tunnel crossed long and continuous sections in completely weathered rock masses with no residual cohesion and with high water inflows. The paper describes and analyzes: The special methods adopted to overcome these sections with the TBM includ-ing face stabilization by chemical grout and foams as well small by-pass tunnels in the crown combined with TBM advance/support The grouting design and the grouting method that was implemented to meet the waterproof design specifications and restore the original groundwater level in the mountain The additional geological investigations performed to improve the knowledge of the rock mass in front of the TBM and the outcomes of these investigations The performance of the TBM in different ground conditions and on average along the entire tunnel Finally, the author’s comment about the possibility of implementing and improving the technologies experimented with in this project in future similar applications.

The cable shovel excavator is used for primary production in many surface mining operations. A major problem in shovel excavation is the variability of material diggability, resulting in varying mechanical energy input and stress loading of shovel dipper-and-tooth assembly across the working bench. This variability has a huge impact on the shovel dipper and tooth assembly in hard formations. In addition, the geometrical constraints within the working environment impose production limitations resulting in low production efficiency and high operating costs. A potential solution to the above problems is the application of an intelligent cable shovel excavation(ICSE) technology. In this paper, dynamic models of the cable shovel excavator are developed with numerical examples. These models form the basis for developing dynamic shovel simulators for an intelligent shovel excavation technology. The dynamic equations are developed using the Newton-Euler techniques. The path trajectories for efficient excavation, dynamic velocity and acceleration profiles, and dimensioned parameters for optimum feed force, torques and momentum of shovel boom-bucket assembly are modeled and used for efficient excavation. The optimum digging forces and resistances for the cable shovel excavator are modeled and used to predict optimum excavation performance.

It is uncommon these days to read a business magazine or newspaper without finding a reference to Knowledge Management (KM), and its critical importance to corporate success. One definition of KM is: “getting the right knowledge to the right people at the right time and helping them to put information into action in such ways that strive to improve organizational performance.” In the minerals processing industry we could assert that we have been practicing this for years through effective operator training. In most cases we would probably be wrong. Training has certainly filled the need of addressing safety and basic operational issues, but we must collectively focus on education (learning), and the difference, as measured in outcomes, is not at all subtle. This paper briefly examines the history of training and education in the mining industry, and looks in more detail at the impact of one company’s approach to empower its workforce, while keeping the ultimate goal clearly in mind: “The great end of knowledge is not knowledge, but action.” (T.H. Concrete is a mixture of a fine aggregate (sand), a coarse aggregate (gravel), cement, and water. Cement itself is the most expensive of the ingredients but generally amounts to only about 10% of the concrete mixture. Cement raw materials include calcium, alumina, iron oxide, silica, and gypsum. They are heated and chemically changed into clinker "minerals," which are then ground and shipped as cement. Each of the four main clinker minerals-tricalcium silicate, dicalcium silicate, tricalcium aluminate, and tetracalcium aluminoferrite-impart specific strength and compositional properties to the final concrete product. During hydration of the cement, chemical changes produce new minerals that include calcium silicate hydrate gel (C-S-H, the main constituent of hydrated cement paste), calcium hydroxide, and calcium, sodium, potassium, and sulfate ions, among others. Two main reactions can occur that may be deleterious to concrete. Normal cement pore solutions, in a hydrated cement, contain sodium hydroxide and potassium hydroxide. If these alkali concentrations are too high, they can react with the siliceous aggregate (alkali-silica reaction, or ASR) to form an alkali-rich calcium silicate hydrate gel (C-N+K-S-H), which, upon prolonged contact with water, can expand to crack the concrete. The other deleterious reaction occurs when the mineral ettringite (Ca6A12(S04)3OH12. 26H20) forms after the concrete is hardened (delayed ettringite formation) and cracks the concrete. Many of the concrete bridges and structures built in New Mexico in the past 20 years are in need of replacement due to deterioration. Many others constructed very early on in the century are still sound. By collecting and analyzing samples of both old and new concrete and good and bad concrete, we compared their differences on both a microscopic and macroscopic scale. Samples taken from concrete sidewalks, parking lots, drainage canals, spillways, and a railroad-trestle foundation have construction dates that range from 1923 to 1997. They were analyzed by electron microprobe and by petrographic microscopy. Cracks, air voids, and aggregate alteration were primary locations for investigation and analysis. Using the electron microprobe, ettringite was found in voids of most of the samples, both in good and bad concrete. This leads us to believe that ettringite formation is not causing distress in the concrete. There was one exception in which ettringite was found lining a crack. In this instance, ettringite may have the ability to further the cracking and cause distress. No alkali-silica gel was identified with the microprobe. Using the petrographic microscope in cross-polarized light, a light-brown material was observed that lined some of the air voids and cracks; however, exact mineralogic identifications were not made. Although many instances of chalcedony and other deleterious quartz phases were found, no clear evidence of ASR-gel deterioration was present in our samples using these methods. However, positive identification of the ASR gel was made on an in-place concrete near one of our sample sites and in several sample cores using a newly developed chemical test for the soluble potassium ions associated with the gel. The chemical used in this test is sodium cobaltinitrite, Na3Co(NO2)6.

Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

The Grand Isle Sulphur Mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, Louisiana. The depth of water at this location is about 50 feet. The deposit is on acreage covered by oil, gas, and mineral leases which were originally issued in favor of Humble Oil & Refining Company by the State of Louisiana, and which were continued, maintained, and redesignated by the Department of the Interior of the United States, pursuant to Section 6(b) of the Outer Continental Shelf Lands Act. On September 19, 1956, Freeport Sulphur Company acquired from Humble Oil & Refining Company the sulphur rights underlying the tracts. This assignment was approved by the Secretary of the Interior on July 12, 1957. The Director, United States Geological Survey, approved Freeport Sulphur Company as Operator on July 31, 1957. Actual design began in September 1956; the first structural contract was let December 15, 1957, and offshore erection began in June 1958. The initial phase of construction will be completed and production started in early 1960. The estimated total cost of the project is $30,- 000,000, of which $8,000,000 is the extra cost for being in the Gulf of Mexico.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

Heat and humidity buildup within refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a life-sustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ

Ore reserve estimation at the Syncrude Canada Ltd. open-pit oil sands mine in Northern Alberta has evolved since the project's inception. Early techniques followed a conventional petroleum reservoir analysis format, with relatively widely-spaced drill holes and semiquantitative grade data. Experience has developed a more standard mining approach, including classification of geological materials by both lithology and sedimentary origin, timely and multi-purpose drill holes, precise analytical data, empirical recovery factors, a computerized geological data base, and an ore body block model. Future efforts will involve enhancement of existing techniques, use of geostatistical algorithms, quantification of confidence limits, and improved control of the ore model by geological parameters.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM). The mine produced lead and zinc during the first half of the 1900s. Because of acidic drainage and elevated levels of metals in tailings and waste rock, the site was evaluated in 1998 and 1999. After evaluation, the mine was remediated during 1999-2001 by the BLM. Since remediation, values of pH in water samples have been nearly neutral and specific conductance values have been much lower than before remediation. The Grizzly Gulch forest fire of July, 2002, consumed much of the Belle Eldridge site and resulted in greater than normal erosion and sediment flushing during the months following the wildfire. Had the site not been remediated and the tailings emplaced within a capped repository, generation of acidity and off-site migration of heavy metals within sediments could have been severe at downstream locations.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

Particle size distribution (PSD) is an essential parameter in assessing the overall efficiency of blasting operations in mines and the subsequent mine-to-mill process in the mining industry. Despite some drawbacks of 2D image analysis techniques in accurately estimating particle sizes in PSD, the mining industry has relied on them for the last three decades. This study proposes the 3D rock fragmentation measurement (3DFM) technique for deducting the accurate dimensions of 3D rock particles for the PSD. 3DFM has utilized different processing algorithms. Images of different views of the non-touching rock particles of varying sizes have been acquired as a data acquisition step of structure from motion technology for generating sparse point cloud. Dense point cloud reconstruction is used to avail finer details of the point cloud using clustering views for the multi-view stereo algorithm. Random sample consensus (RANSAC) algorithm coupled with an unsupervised classification using the density-based spatial clustering of applications with noise (DBSCAN) classifier is employed to extract the rock clusters from the 3D point cloud. Finally, the accurate rock sizes are derived using the hybrid bounding box rotation identification (HYBBRID) algorithm with a root mean square error (RMSE) of 0.10 cm for length, 0.10 cm for breadth, and 0.32 cm for depth. The PSD of rock fragments obtained from the proposed 3DFM technique is found to be matching with the results of mechanical sieving and manual gauging with an R2 values of 0.98 and 0.99, respectively. The 3DFM method can be considered cheaper, more accurate, and computationally faster in determining the rock dimensions for the PSD determination method to enhance the productivity of the mining industry.

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond grindability data and the operating work index is presented. The objective has been to produce a sand cyclone overflow containing not more than 6% +65 mesh. However, this has never been attained even at low milling rates. On the other hand, significant improvements in throughput were achieved by instituting some equipment changes and process modifications within the grinding circuit. The latest approach to solving the coarse grind problem is also discussed.
