How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. "Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hrs. One of the main concerns with the use of mobile RAs is the heat and humidity buildup inside an RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in a fully occupied RA must not exceed 95°F. To investigate this issue, the National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine (EM) in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4°C (17°F) and the relative humidity (RH) approached 94 %RH. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the average air temperature inside the RA at the end of 96 hours to within 0.6°C (1.0°F) of the average measured air temperature. INTRODUCTION If an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter an RA for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke, or even death. In its 2007 report to Congress, the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) recommended that RAs should be designed to ensure that the internal apparent temperature (a temperature-humidity metric) in an occupied RA does not exceed 35°C (95°F). However, a standard method to determine compliance with this metric does not exist. The heat transfer process within and surrounding an RA is very complex, and is not easily defined analytically or experimentally. To investigate the related issues, OMSHR conducted heat and humidity testing on a 23-person tent-type RA in its Experimental Mine (EM) in a test area that was isolated from the mine ventilation system. During the testing, numerous parameters were measured: heat input to the chamber, the air temperature and relative humidity inside the RA, the air temperature in the mine, the mine strata temperatures versus depth, and the airflow inside and outside the chamber. The focus of this paper is on the temperature rise within an RA. TAITherm heat transfer analysis software was used to develop a thermal simulation model of the RA as it was tested in the mine, using the test results as the benchmark. Both sensible and latent heat were used in the test and the model."

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

Open pit mines are getting deeper with time and transportation expenses are increasing because of the increasing haulage distance. In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years and the short-term plan needs to be updated accordingly. Short-term planning with IPCC is an area of research that has not been explored extensively yet and hardly any model can generate short-term extraction sequence considering an IPCC in place. This research work proposes a mixed integer programming model to generate short-term production plan within a time horizon of 12 months. The objective of the model is to optimally allocate shovels to minimize cost of material handling and maximize revenue subject to meeting plant requirement, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by strategic plan. The proposed model has been implemented in a hypothetical case study for verification. The comparison of results between scenarios with and without IPCC is expected to justify the use of IPCC in large open pit mines from a short to medium term perspective. A semi-mobile IPCC system with one relocation is considered in the case study.

The copper-silver-mercury orebody of Gortdrum Mines (Ireland) Limited is located 3 miles north of the town of Tipperary in the Republic of Ireland. A drilling programme from 1964 to 1966 delineated an ore¬body of 4.19 million tons of copper ore assaying 1.19% Cu and 0.75 ozs per ton Ag, which could be mined from an open pit. Testwork having shown that the ore was amenable to conventional flotation techniques, it was decided to build a concentrator of 500,000 tons ore per year capacity. Stripping of the open pit commenced in 1966 and in the autumn of 1967 the concentrator started up. The first shipments of concentrates were made to the smelter in Europe in late 1967. In the spring of the following year, word was received from the smelter that these early shipments contained between 1% and 2% Hg, and that the smelter could not accept further shipments of this quality.

In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)

I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.

Ion exchange technology is becoming more prevalent for metal recovery from low concentration solutions. The products of ion exchange are typically a metal free stream (product stream) and a concentrated metal stream (byproduct). The metals in the concentrate stream are usually precipitated and returned to the process or discarded. The unique features of emew® technology enable metals to be recovered directly from the concentrated stream. The advantage of the IX-emew® combination is the ability to have two product streams: 1) clean metal free solution and 2) metal product for sale. In addition to recovering metals from solution, it is also possible to separate metals from each other and recover more than one metal product. In this paper, examples of IX-emew® combinations are detailed including the recovery of copper, nickel and cobalt from an industrial waste stream, recovery of nickel from a spent electroless nickel plating solution and recovery of cobalt from an hydroxide cake.

Surface subsidence is a phenomenon mainly associated with longwall mining, although it can also occur if the coal pillar left to protect the surface deteriorates with time and results in the collapse of the room and pillar system. A method has been developed that utilizes physical mine models and laser holographic interferometry. This method is capable of measuring displacements as small as 5 micro- inches by means of generating displacement contours on a surface, even that of granular materials. Analysis of subsidence in room and pillar mining using models of various extraction ratios ad overburden depths along with two different types of overburden model material (sand and gelatin) has been made. The sand represented the extreme brittle conditions of geologic material while the gelatin represented visco-elastic behavior of geologic material. This paper deals with the analysis of data which has been gathered up to date, and mainly associated with the use of sand as an overburden model material. The analysis included the effect of variation of geometric parameters on surface subsidence. Among these parameters are: variation in seam depth and thickness, surface and seam inclination, and extraction ratio.

The experimental results of some wet batch and continuous grinding experiments carried out in a 40 x 40 cm grate discharge ball mill have been analyzed for the variation of the grinding rate parameters, Si, with various operating conditions using a linearized population balance model. The wet grinding tests were carried out under conditions which were very similar to those encountered in the actual practice in plant operation. Well distributed -4 and -20 mesh feeds of two complex pyritic ores were used. The volume-percent solids in the pulp ranged from 30-40, the particle load from 5-8 kg, and the solids feed rate from 70-1 10 kg/hr.

Reconciliation of long-term block model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term block model reserves against a grade control model (generally, a model based on blast holes or production data). in this paper called an FI factor for tonnages, grade, and ounces; and also it should be done comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (called an F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator such as kriging will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMU's to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. and therefore the grade-tonnage predictions based on blast holes also need to be assessed, considering both unplanned dilution and the errors of estimation of the grade control model. This paper will focus on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves, and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer, which will yield not one, but several possible minable reserves, and therefore a range of possible minable tonnages and grades per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation, planned and unplanned dilution. and carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The motivation for the approach is discussed through an example, as well as a description of the procedures and steps involved.

In modern industry, cost and productivity concerns and environmental concerns are sometimes incompatible, but at other times only appear to be incompatible. Surface disposal of wastes from coal preparation plants appears to be an area of the production system with little opportunity for initiating measures which cut costs and concurrently benefit the environment. However, improving the recovery efficiency of fine coal circuitry can cost-effectively reduce the plant waste environmental burden by a substantial amount. Studies at Jim Walter Resources indicate that fine-coal waste measuring 50% ash contains over 50% recoverable, marketable coal. Modifications to the plant circuitry which reduce the amount of misplaced coal in the fine-coal waste stream could substantially reduce the volume of fine waste disposed aboveground. Studies at Jim Walter Resources indicated that episodic overloads of the vacuum filters in the fine-coal circuits at the preparation plants were a source of misplaced coal in the fine-waste stream of the cleaning plants. To improve the filtration rate and reduce overload episodes, conventional rotary blowers were replaced with high pressure air blasters on most of the filters. Subsequent testing indicated that measurable benefits can be derived from this modification.

A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

Kaolin samples from Rio Capim resources were treated in conventional and superconducting magnetic separators to study the main variables that influence the color removal process. Coating clays and delaminated clay were tested. Retention time (or pulp injection velocity), magnetic field intensity and matrix type were the' variables studied. The feed brightness ranged from 84.7 to 87.6 % ISO for the coating clays and from 80.7 to 85.4 % ISO for the delaminated clay. The results showed unleached brightness values higher than 88 % ISO for coating products and higher than 87 % ISO for the delaminated product, using a conventional magnetic separator with an applied field of 1.5 to 2.0 Tesla. With a maximum field intensity in the superconducting machine of 5.0 Tesla, unleached brightness values higher than 88.5 % ISO for both coating and delaminated clays were attained.

Geochemical prospecting method using stream sediments, soils and rock chips has been tested to see the applicability for the typical Kuroko field in Japan. Three independent anomalies have been detected in maps being shown by grav densities of cells which are represented by the results of factor analysis as well as distribution of minor elements scaled in logarithm. A small vein type mineralization which has outcrops could be attributed to the origin of them whereas the one near the surface of known Kuroko deposit to a coincidence. The addition of drill core geochemistry is required to complete the interpretation.

A Denver Autometrics Particle Size Monitor, PSM-400, was installed at Golden Sunlight Mines, Inc. in October 1988. The PSM-400 measures the grind product's particle size and percent solids. The particle size is used to control grind size by automatically adjusting mill feed rate. The PSM's continuous response to ore changes has improved grind product uniformity and mill throughput. Metallurgical testing has shown the PSM's accuracy to be +/-1 % + 150 µm (100 mesh).

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.
