A procedure is presented for ranking hazardous waste sites for remedial decisions, and an example with application to mining waste sites is discussed. Typical contaminant concentrations are calculated from field data. Exposure indices that compare these measured concentrations with allowable limits are then computed. The limits are selected to protect both the health of humans (for both carcinogen and noncarcinogen effects) and the health of key organisms in the ecological food web. The additive exposure index for a site, defined as the sum of all contaminant-specific exposure indices, is then used in ranking the sites and assigning each a priority for remedial action. One key source of uncertainty in the process is the estimation of a typical site concentration from data that include values reported as "below certified reporting limit" (BCRL). This uncertainty is compounded in the additive exposure index and therefore may have a substantial effect on the assignment of remediation priority. A general approach is presented for incorporating consideration of BCRL data into uncertainty evaluation when assigning remediation priority designators to hazardous waste sites.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Because of the tremendous technological advances achieved in recent years in microcomputers, it is not only technically feasible but also economically viable to develop an automatic truck dispatching system using a microcomputer. Such an effort was initiated by the Department of mining and Geological Engineering, University of Arizona in the summer of 1983. Up to date results and experiences prove that today's microcomputers can be economically employed for such a system to be used at small to medium scale open-pit mines. An IBM/XT microcomputer with 10 MB harddisk storage, together with automatic sensing capability of truck movements at several key locations in the pit, formed the core of this system. System software is written primarily in MICROSOFT FORTRAN with supporting subroutines in MACRO assembly language. The software is designed to automatically monitor truck movement throughout the pit, to make heuristic assignments based on expected shovel availability and truck travel times, and to record production statistics. It is currently dimensioned to handle 50 trucks, 10 shovels, 10 dump sites and 3 material types. Due to the lack of funds to purchase the necessary communications hardware, the work related to the automatic sensing of truck movements has not been performed to date. Otherwise, the automatic truck dispatching-system is fully operational on a realtime mode.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.

When I reached Warren after the "de luxe" South American expedition I had little idea what was in store for me. From the large check Thayer had handed me just before I left New York I was pretty sure the future would be good, and that before long it would involve Anaconda. Evidently, Mr. Thayer had left it to Dr. Ricketts and John Greenway to work out the details The next morning Greenway asked me to come to his office and told me that he and Dr. Ricketts had discussed the question and that Anaconda would make me an offer I could not refuse. They proposed to pay me almost $1000 a month, more than twice my current salary. They had agreed that I should stay with Calumet and Arizona for the rest of the year to help with Bisbee development and anything I could to assist with the New Cornelia plans and construction Of course I could not turn down such a flattering offer, as I had about reached the limit of advancement with a much smaller company in anything save a high executive job, and it would be a long time before I could be ready to change from exploration and geology to operating. Greenway and I agreed that I would stay with him for the remaining eight months of 1916 without any particular title but helping in any way I thought would be most useful. Bisbee and Ajo Study It turned out to be a busy half year, in addition to many good times with my Bisbee friends. The Uplift Club did not meet as regularly as in earlier years, but Mason Ross, Jim Lewis, Bill Gohring, Roy Mitchell, Hubert d'Autremont, Arthur Notman, and I did have many "bull sessions" and poker games. A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

In 1998, a group called Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903± hm2 (22,000± acres) on Black Mountain, which contains the state's highest point, as unsuitable for mining. A fast track legislative process was triggered that could have "taken" 91 Mt (100 million st) of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed

Sphalerite in the ores is multi-banded. Based on color and textures, bands in samples separated by a few kilometers may be correlated. Darkness of color is directly related to iron content. Isotopic and fluid inclusion data indicate that temperatures of ore deposition were 225°C-50°C. The agreement between these two sets of data suggests that chemical and isotopic equilibrium were established. The salt content and hydrogen and oxygen isotopic compositions are similar to present-day values of oil field brines suggesting a similar mode of origin. Ore transport and deposition are not adequately explained by either chloride or bisulfide complexing. Necessarily, other mechanisms were involved.

Under a cost-shared Department of Energy contract, awarded as part of the Coal Preparation Program&apos;s High Efficiency Preparation subprogram, Custom Coals International will be installing and testing a 227 kglhr micronized-magnetite cycloning circuit in PETC&apos;s Coal Preparation Process Research Facility. The project includes the design, construction, testing, and decommissioning of a fully integrated circuit complete with feed coal classification to remove the minus-30-micron material, dense-medium cycloning of the 300 by 30 micron feed coal using micronized magnetite (<10 microns), and medium recovery via drain & rinse screening and various stages and types of magnetic separation. This paper will describe the micronized-magnetite beneficiation technology and the scope of work for this project including an update on the status of the project, the circuit, and the proposed test plan.

On June 25, 1876 Lt. Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer&apos;s entire battalion of more than 200 men was annihilated; there were no survivors. While I don&apos;t seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

INTRODUCTION In each given set of operational criteria for tunnel design, ground conditions dictate the selection of the most appropriate construction method and tunnel lining. The designer has the responsibility to choose or restrict the choice of the tunnel lining to insure that the final solution provides a cost-effective permanent construction which will require the minimum of maintenance and endure to the benefit of future generations. This Paper deals with some of the aspects of precast concrete tunnel linings, their history and development through the years. It does not purport to be a comprehensive review of all that has ever been tried or developed but, hopefully, a starting point to encourage discussion and development for the future. BOLTED LINERS As a result of anticipating a shortage of cast iron tunnel lining in 1936 when work was proceeding on London Transport&apos;s Central Line Metro, a design for the precast reinforced concrete bolted lining was born. The design took the form of the traditional cast-iron lining but with substantial concrete stiffeners to take the shield ram forces. This new lining was used to construct some 14,000 feet of running tunnel using a ring width of 1&apos;8" which was the standard cast-iron width of the time. (Groves, G.L., 1943)

The Beaconsfield underground gold mine is one of only a few new Australian gold projects to come into operation in the current climate of low gold prices. Up to 200,000 tonnes per annum of Tasmania Reef ore will be mined and processed over a minimum eight-year life to a depth of 900 metres below surface. The Tasmania Reef is a gold-bearing quartz-carbonate-sulphide vein occupying an old fault structure which transgresses a series of sedimentary beds. The sulphides are predominantly pyrite with lesser arsenopyrite, and also minor copper as chalcopyrite. Drilling to date below this level clearly indicates that the high-grade orebody is open at depth and that the mine life should be extended significantly over time. Since redevelopment of Beaconsfield mine began in the 1980's, extensive exploration has identified a resource of 1.5 million tonnes within a 450 vertical metre zone beneath the old workings, which extended more than 450 metres below the surface. Installation of an 800 litre per second capacity pump station 180 metres below the surface has been critical in overcoming one of the major hurdles experienced during previous operations in the early 1900's. A multi-stage development program, designed to bring the mine into full production, and incorporating construction of the on-site gold treatment plant incorporating bacterial oxidation, has now been completed. Prior to execution of a detailed engineering design of the Mintek-BacTech bacterial oxidation process, a programme of bacterial oxidation testwork was completed to provide a basis for fixing the process design criteria. Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. A new generation of hydraulic efficient pumper and auxiliary impeller designs is the result of an extensive research program focused on improving the overall performance of optimized SX/EW plants. Combined with the proper scale-up, these optimized designs will greatly reduce aqueous and organic entrainment losses, reduce or eliminate air entrainment and crud formation, enhance mass-transfer and maximize the overall copper yield. Currently, these new pumper and auxiliary impellers are installed full-scale in numerous plants ranging in flow rates from 90 to 15000 G.P.M. and developed heads up to 51 inches. Operational results reported by the independent metallurgist at each processing plant are reporting the lowest entrainment results in the industry. Further R&D has just been completed on a new mixing configuration that separates the systems mixing and pumping requirements. Results from the system pilot test document further improvements in reduction of both chemical entrainment and crud formation, while keeping mass transfer stage efficiencies.

This morning, gentlemen, I should like to discuss resin anchors of a type introduced to North America approximately 2-1/2 years ago. We shall also briefly review the basics of mechanically anchored rockbolts so that a general comparison may be made. Previous efforts with synthetic resins were aimed at aiding a mechanical Or "point" anchor, obtain a better purchase in the rock mass. Resin cartridges of the type to be described in this paper are capable of achieving point anchorage or full encapsulation of mine roof or rockbolts. Of significance, therefore, is that unlike a mechanical bolt, placed and tensioned, celtite rockbolts may be fully grouted and tensioned or left untensioned in the installation sequence. Our principle effort has been to offer this system to mining and civil engineers who have encountered difficult rock conditions and wish to reinforce strata to achieve a greater degree of permanence and safety.

The general term "coal mine burp" refers to the sudden and violent failure of in situ coal. Coal bumps occur in most countries where coal is worked by underground methods, and are related to both geological factors and mining tech¬niques. Although no single set of circumstances is solely responsible for causing coal bumps, it is generally agreed that at least one of five conditions is necessary in order for then to occur: 1,2,3,4 (1) the depth of cover exceeds 500-ft., (2) the overlying strata are relatively strong and stiff, (3) the coal is structurally strong, (4) the floor does not heave readily, and (5) the mining method produces high stresses over a large area of the seam. Except for the last, these conditions relate to geological factors that are impractical to control. Consequently, methods of controlling or minimizing the occurrence of coal bumps usually are concerned with mining techniques. Coal bumps have been successfully controlled by both longwall and &apos;yielding pillar&apos; mining systems 4. The longwall system is particularly effective in controlling bumps, but does not eliminate them completely, especially in strong coal seams being worked at comparatively great depths, say in excess of 2000-ft.5. Under such conditions, auger drilling or water infusion often prove helpful 5,6. These techniques are used to destress or otherwise alter the mechanical properties of the coal in an attempt to shift the peak "abutment pressure" away from the immediate vicinity of the face. Under &apos;normal&apos; conditions, however, it can be expected that the coal near the face will be crushed under the prevailing high stress conditions and that the peak abutment pressure will automatically be shifted into the solid coal. In this context, coal mine bumps can be characterized as unstable releases of energy associated with successive yielding of portions of the coal seam with progressive mining. Longwall and yielding pillar mining systems are effective in controlling coal bumps because they ordinarily do not allow the zone of peak abutment pressure to become &apos;surrounded&apos; by destressed coal.

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity&apos; of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

Careful consideration is given to the type of cleaning equipment and control sys- teas to be used when selecting circuits for wash-ing fine coal (28M x 0 size fraction). However, the desliming, declaying and sizing procedures required to ensure efficient operation normally are not evaluated in sufficient detail resulting in disappointing system performance. This paper details desliming and dewatering circuit design which is extremely effective based on recent test data. The circuit maintains control of the 28M x 0 (declayed) size fraction with minimal misplaced material and maximized circuit efficiency. A discussion of circuit design parameters and control systems, as well as results from the testing program, are included in this text.
