The Coal supply and demand review arrived too late to appear in the May issue. In 1991, the US coal industry produced 902 Mt (994 million st) of coal, according to preliminary data compiled by the Energy Information Administration (EIA) (Table 1). This amount was 32 Mt (35 million st) less than the record 933.5 Mt (1 billion st) produced in 1990. Most of the decrease in coal production occurred east of the Mississippi River. The substantial stock buildup that stimulated production in 1990 was not repeated in 1991. In addition, coal consumption by electric utilities and coke plants dropped by about 1.8 Mt and 4.5 Mt (2 million and 5 million st), respectively. Moreover, a higher level of coal exports failed to bolster the 1991 production. Production Surface mines accounted for about 59% of the 902 Mt (994 million st) of coal produced in 1991. Underground mines produced for 41%. More than one-fourth of the total coal output was from federal and Indian coal leases. Production of all ranks of coal, except subbituminous, declined in 1991. Bituminous coal is produced mainly in the East. It totaled an estimated 590 Mt (651 million st), a 6% decrease. Production of subbituminous coal, mostly in the West, rose 3% to a record 228 Mt (252 million st). Lignite output was from Texas and North Dakota. It decreased by 1 % to 79 Mt (87 million st). Anthracite production, all from eastern Pennsylvania, fell by 17% to 2.7 Mt (3 million st).

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

In many instances, the actual production from a longwall face does not equal the planned capacity. General problem areas which have been identified include face length and panel depth, face area and gate entry roof support, face conveyor and shearer wear, outby haulage system failures, number of entries in longwall gate development and longwall move time. The performance of a longwall face is totally dependent on the interaction of these and many other factors. To explore fully these interactions, a systems analysis of longwalls has been performed. In this paper, the systems approach, the factors considered in the analysis, and the results of the analysis are presented.

An example illustrates the use of ASTM Standard E901-82, Classification System for Uranium Resources. The example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that ,remain in fixing the classification of a given uranium resource include the uncertainty in estimating the quantity of undiscovered resources and resolving the differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

The technology employed in the processing of nickel- and cobalt¬bearing ores is a continually developing process for utilizing the natu¬ral resources available at a given time. Most of the nickel-bearing ores of commercial importance fall under the category of sulfide or lateritic ores. While the occurrences of both types of ore have been known for over a century, until 1960 sulfide ores largely from Cana¬dian mines have constituted the chief source of production for com¬mercial nickel in the Free World. Sulfide ores are readily amenable to some physical means of concentration, but the lateritic ores are not readily concentrated, and to compete economically with the sulfide ores only the high-grade garnierite ores (a type of lateritic ore) found in New Caledonia were processed to any great extent up to the time of World War II. Around 1960, a gradual shift in emphasis towards latetitic ores as a commercial source of nickel became evident. See Fig. 1. New discoveries of sulfide ores, usually located underground, had not kept pace with the steadily increasing demand for nickel. The lateritic ores, found near the surface of the earth, could be readily surveyed and mined. Lower cost processes were being developed for the extrac¬tion of nickel from lateritic ores and for a time it appeared that, based on pre-OPEC economics, the lower grade lateritic ores-down to 1.2% nickel-could satisfy an increasing share of the world demand for nickel. The sharp increase in the price of crude oil in the 1970s, however, slapped an economic damper on the lateritic ores. Processes for treat¬ing lateritic ores consume large amounts of energy; as the nickel industry entered its deep recessionary period in 1981-83, nickel pro¬duction from lateritic ores became less and less profitable than from sulfide ores. At the same time, new sulfide ores were discovered and brought into production, notably in Australia and South Africa. The chapters in Section 17 were prepared in 1973. Recent improvements in mineral dressing techniques since then include Inco's pyrrhotite separation process which can remove additional pyrrhotite from nickel concentrates, resulting in reduced sulfur dioxide emission from the Sudbury smelter, by some 25%. The chapters in this section dealing with nickel are grouped in line with the two broad categories of nickel ores. Starting with the description of nickel and cobalt ores in Chapter 2, Chapter 3 deals with the processing of sulfide ores, and Chapter 4 deals largely with lateritic ores. The intermediate steps to produce a suitable feed for extraction plants and refineries are similar in principle within the same categories, although dissimilar between sulfide and lateritic ores. Thus Inco in Canada employs flotation and so does Western Mining Corp. in Australia, although Inco's plants were started before World War II, and that of Western Mining only recently in the late 1960s. Treatment subsequent to the ore dressing step, however, shows some interesting differences. Three years ago a research program was initiated at the University of Saskatchewan to develop seismic surveying techniques for use in the Precambrian geological environment. The success of the reflection method in many younger geological settings suggested that this is the technique which would be the most suitable for experimentation. A successful adaptation of this technique to the Shield environment would make mapping of rock formations possible to much greater depth than is possible at the present time with any other applied geophysical technique. This presentation attempts to illustrate the advances which have been made in this program and will provide some insight into future plans. The field investigations were limited to the Flin Flon basin near to the town of Flin Flon, Manitoba (Fig. 1). This area was chosen because the surface geology has been mapped in great detail and it is a very important base metal producing region. It is an ancient sedimentary basin with some characteristics similar to areas where the reflection method has been successful.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of investment value or use value. Such an estimate can be a long way from the price that the property would actually sell for if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation if market value is being appraised. The comparable sales and replacement cost methods used in the appraisal of urban buildings generally fail when used in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

Cathodic protection using impressed current was employed to reduce mill wall wear during ball milling. Wear rates were determined from weight-loss measurements made on four 1-in.-diam mild steel coupons that were installed flush with the interior surface of the mill wall. Grinding tests were conducted on quartz, pyrite and quartz-pyrite mixtures at pH levels of 4.6, 7.1 and 9.2. Cathodic protection was shown to reduce mill wear by 30% to 60%. An examination of the coupon surfaces using scanning electron microscopy showed that cathodic protection greatly reduced pitting corrosion. The presence of a sulfide mineral, such as pyrite, was found to increase the wear rate significantly, possibly due to galvanic interactions. It was also found that the wear rate is significantly higher than the sum of abrasive wear and the corrosive wear, due to a synergistic effect.

Today many small diameter tunnels are being constructed in Metropolitan areas and towns as transmission holes for utilities such as water, electricity, natural gas and sewage, to name a few. These tunnels function as utilities beneath the streets, highways, railways, and other structures where open-cut techniques are impractical for any one of a number of reasons. Many such bores range in diameter from 15 to 72 inches and in lengths from 100 to 500 feet. Auger drills with auger type heads have long been used to bore these "road crossings" as they are usually termed; however, many such crossings must be bored in rock with rock-boring heads. Rock with a compressive strength of 15,000 p.s.i. and higher seems to present the greatest challenge for the contractor. These rocks include most igneous and metamorphic rocks and some sedimentary rocks. In general, this grasps most granites, basalts, gneisses, slates, schists, quartzites, limestones, and cherts. In the past ten years boring machines have been developed and used to excavate road crossings through hard rock. Many crossings have been successfully excavated using these machines, and the degree of success has increased substantially in the last few years. A variety of machines have been built and manufactured to bore most rock in a range of diameters up to 72 inches. The machines vary in capabilities, size ranges, and designs but all perform the same basic task and function of boring horizontally. Incidently, here the term horizontal implies horizontal or within five degrees of horizontal. Developing a mining venture in a foreign country, particularly in South Africa, can be a real challenge to those involved in the operation. The mining division of Southland Energy Corp. was asked to offer consultative support to the New Union Gold Mine, located in the Giyani District, Transvaal, Republic of South Africa, to aid in their expansion from an approximately 65 tonne per day exploration- exploitation project into a full scale mining operation of 300 tpd by January, 1987 with further expansion to 600 tpd by mid-year. This paper ad- dresses the development of the expansion plans, which are presently being implemented. History. Located in the Northern Transvaal, Republic of South Africa, the New Union Gold Mine is part of what is known as the Klein Letaba gold fields. Gold prospecting in the Klein Letaba gold field area dates back to the earliest years of European prospecting activities in the Transvaal where, reportedly, gold was discovered as early as 1887 (figure 1). The claims com- prising the present New Union Gold Mine have been explored by a number of individuals and relatively small mining groups since the early 1930's. The work done by these entities was aimed at recovering as much gold as possible in the quickest and cheapest manner possible and, as a result, the area was not explored in a systematic fashion. The long-term potential of the area, therefore, was not known until very recently.

When unwatered after more than 50 years of operation, the White Rock Tunnel of the Upper American River Project in the foothills of the Sierra Mountains exhibited failing rockbolts and ground falls. Repairs designed for the 5 mile-long, 24-foot horseshoe unlined hydropower tunnel included pattern rock bolts, shotcrete, and cleanout of the rock trap. The work, originally scheduled for two 3-month winter outages, was completed under challenging conditions in a single 4-month outage following a carefully sequenced work plan using robotic shotcrete and rockbolter machines. Flexibility, creative solutions, and collaboration by all parties were key to project success.

The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

Wireless technology is a hot topic for anyone involved in the design, operation, maintenance or upgrading of mines or mineral processing plants because wireless technologies overcome barriers that have prevented many useful data inputs. Wireless communications can contribute to worker safety, satisfy environmental concerns, support plant security, track human and physical assets, and improve equipment maintenance. The cost structure of wireless is compelling and users can realize savings ? up to 90 percent less installed cost than wired instruments ? since wireless technology eliminates the need for expenses associated with cabling, engineering, construction and documentation. Many applications previously considered too expensive have become economically feasible with wireless. Two examples are continuous monitoring of safety showers to notify operators when one has been activated, and monitoring effluents to ensure environmental regulations are being met. In many cases, wireless transmitters can be installed where wired devices were too expensive to justify, or were not feasible due to physical or technical barriers. Examples include monitoring temperature measurements inside a rotating reactor or monitoring process variables in a tough, corrosive environment too challenging for a wired solution. Wireless also gives operating personnel mobility with the ability to communicate from remote or hard-to-reach zones. According to a recent Venture Development Corp. survey covering radio frequency (RF) of microwave industrial monitoring and control products, these features are contributing to the expected nationwide growth rate for industrial wireless applications of 19 percent annually from 2007 to 2012 (Taylor, 2008). At the same time, mineral producers have many questions about wireless systems including their applicability, reliability and security in this industry. Just what can wireless do? Is it secure and reliable? Can these instruments stand up to the rigors of the industry? Can wire-less technology provide the flexibility needed for mining applications?

"Considering the dominant role of fertilizers in global phosphate production, it is evident that with the ever increasing development in agriculture there will be a growing demand for phosphate beneficiation. With the rapid depletion of high quality reserves, investigations into more complex and lower grade ore bodies are required. The Minerals Processing Division at Mintek has been involved in process development and flowsheet design projects on phosphate resources since 2003. This paper will discuss the processes that Mintek has explored and employed to upgrade various phosphate ore bodies (>30% Phosphorous Pentoxide (P2O5)) in preparation for end user application. These are aimed at an improved understanding of ores in terms of their varying mineralogy and the development of appropriate process routes to meet product specification. OVERVIEW OF MINTEK Mintek is a state owned science council that undertakes R&D, consulting and sells products and services into the minerals beneficiation industry. Mintek has been in existence for 83 years with a current permanent staff complement of 750 of which 300 are professionals with a tertiary education. Being a non-profit organisation, the majority of funding comes from state grant and earmarked funding. All research is needs-driven exploring innovation through technology and process optimisation trends. Owing to a solid base of expertise, extensive laboratory and pilot facilities, and a historical database of knowledge, Mintek is well positioned and equipped to execute projects on a scoping, feasibility, prefeasibility and bankable level. USES OF PHOSPHATE Phosphate is the component in fertilizer essential for root and stem development in plants as well as rejuvenation of harshly depleted soil for which there is no agricultural substitute. Phosphate rock is essential for global food security with 87% used in the production of fertilizers. In agriculture as fertilizer, phosphate is one of the three primary plant nutrients in addition to nitrogen and potassium. In former times, it was simply crushed and used as is, but the crude form is now only used in organic farming. Normally it is chemically treated to make Single superphosphate (SSP), Triple superphosphate (TSP), or Mono-ammonium phosphates (MAP) and Di-ammonium phosphates (DAP), which has a higher concentration of phosphate and is more soluble, thus more suitable for plant absorption."

High-value materials, such as gold, platinum and other precious metals, are subject to loss through unauthorized removal from mines, smelters, refiners and other places where such materials are processed. A study by Gastrow (2001) determined that between 1994 and 1998 an average of 603 kg/a (1,330 lb/year) of gold was stolen from South African mines and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kg/a (1,330 lb/year) of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered (Gastrow 2001). Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

Subsidence is a surface manifestation of the underground development and exploitation of minerals, and its impact on the environment is becoming of increased concern, particularly in the face of an accelerating demand for energy and minerals. In the United States, the state-of-the-art in subsidence prediction, control, and prevention and in subsidence-related damage abatement has not progressed to the level achieved in other countries. To bridge this gap, the Bureau of Mines, through its Mining Environmental Research program, is pursuing a comprehensive subsidence investigation, specifically designed to address major problems on the local, regional, and national level.

China, a globally recognized major mining country, holds one of the largest quantities of tailings pond country in the world. The total number of mines in China has been ranked first in the world. It is a major concern for Chinese safety management to give great importance for tailings pond safety, stability and sustainable development. For the past few years, China has increased efforts to investigate and govern discrete issues of tailings and to carry out a series of special renovation and comprehensive treatment actions to improve safety management levels and to decrease the likelihood of tailings pond accidents. In the end of 2015, China successfully eliminated hazardous tailings ponds and dangerous tailings ponds. Moreover, the total number of tailings decreased from 12,273 to 8,869. However, there are still 1,425 "head-top" tailings that threaten the lower masses’ safety. This greatly signifies the Chinese tailings pond safety, stability as well as sustainable development. In turn, this may improve the Chinese tailings life cycle safety management system and help reach the goal of attaining closed-loop management in the tailings pond life cycle. Based on the summary of the tailings pond accidents in both China and other countries from 1961 to 2015, and by analyzing the types and causes of accident, this paper investigated the successful experiences and effective measurements of British Columbia (Canada) and Australia in the tailings pond life cycle safety management. This paper summed up each country’s tailings life cycle safety management requirements and analysed the characteristics and differences of tailings safety management by comparing 5 aspects: tailings life cycle safety management process, main design parameter, construction requirements, monitoring, and the tailings pond closing management. Based on these observations, this paper suggests some measurements to improve the tailings pond life cycle safety management in China, such as strengthening tailings pond safety management, improving tailings classification, increasing design parameter values, establishing mine reclamation fund, and so on.
