The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. Significant quantities of waste rock at abandoned uranium mine (AUM) sites in the western United States require removal from steep slopes exceeding 45 degrees in remote locations. This prevents the use of traditional excavation equipment and poses significant challenges for safe, effective material removal. A pilot study was conducted using a spider excavator to demonstrate the feasibility of removing waste rock and transporting it to areas where conventional equipment could be employed. The spider excavator was evaluated for its effectiveness in excavation, material movement and control, container usage, dust mitigation, and ensuring human health and environmental safety. The study established constructability and engineering parameters for implementing spider excavators in these challenging environments. Key outcomes include the preservation of existing vegetation, improved waste movement control, and enhanced safety measures for workers, nearby residents, and the environment.

Mechanisms involved in the depression of the sulfides: pyrite, chalcopyrite, galena and sphalerite with potassium permanganate have been investigated. Flotation tests were conducted using potassium amyl xanthate, Z-6, and pine oil in the absence and presence of potassium permanganate at around pH = 6. 5 naturally yielded by the sulfides in the pulp. On the basis of crystal chemistry considerations, the amount of xanthate adsorbed by the sulfides depends on the amount of sulfur and metal ions present on the surface; thus, the avidity of the sulfides for xanthate should increase in the order: sphalerite C chalcopyrite 4 galena 4 pyrite, and the ease of depression response to the permanganate action should be in the same order. Depression of the sulfides in the system occurs primarily due to the removal of the collector ions by the permanganate ions to form manganese dioxide and dixanthogen according to the reaction: 3 M(RX)2 + 2 Mn04 + 4 H20 2 ? MnO2 + 3(RX-XR) + 3 M+2 8OH where M represents the metal ion, RX the xanthate ion and (RX-XR) the dixanthogen molecule. Results seem to indicate that the permanganate ions play a triple role in the system: (1) they convert xanthate ions into dixanthogen, (2) they further oxidize the mineral surface and (3) if present in excess, they may oxidize the xanthate beyond the dixanthogen stage with the formation of CO2, H20 and SO4. All sulfides, except for chalcopyrite, showed a depression response in the order predicted regardless of the order of addition of xanthate and permanganate reagents. Chalcopyrite did not depress as easily; this behavior may be due to the avidity of the colloidal MnO2 to adsorb Cu+2 ions on its surface, this would destabilize the colloid making it coalesce with the formation of a layer of precipitated MnO2 on the surface of the mineral. The presence of this layer would prevent further action of the permanganate ions on chalcopyrite.

Room-and-pillar mining at the Big Island Mine uses narrow, yield (i.e., load transferring) pillars to achieve high resource recovery and productivity. Two flat-lying 3- to 3fi-meter (10- to 11fi-ft) seams are mined. The interburden between the seams is about 10 meters (33 ft) and the cover depth is 250 to 330 meters (820 to 1,080 ft).Most of the mining has been single-seam, but two-seam mining will begin in the near future. Yield pillars minimize stress transfer between the seams. However, it is important that good long-term stability be maintained to prevent subsidence over a large portion of the mine beneath the Green River channel. Three stress issues impacting stability are discussed in this paper: (1) higher-than-gravity vertical pre-mining stresses, (2) time-dependent stress transfer or arching, and (3) stresses induced by strata gas. Although the stress environment and behavior is not fully understood, steps have been taken in mine design and operations to minimize impacts to stability. Stress determinations have been very important to verify analytical predictions used in mine design and in long-term stability assessment.

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

The coal reserves in the United States are estimated to be in excess of 300 billion recoverable tons, and current projections of energy requirements indicate our increased dependence upon these reserves. The Department of Energy's Energy Outlook for 1984 projects that coal consumption in the United States will increase from 737 million tons in 1983 to 958 million tons in 1990, and then to 1,110 million tons in 1995 (Table 1). As shown in this table, the future utilization of coal in the United States is closely tied to the electric utility market, a market that consumes about 85% of the coal produced. Be- cause of this dependence on the utility market, the uncertainties of new environmental regulations, particularly those concerning sulfur emissions, could have a significant adverse impact on future coal demands in the United States. SULFUR IN U.S. COALS Most of the Nation's coal reserves contain too much sulfur to be fired directly and meet existing emission control standards. In Table 2, the sulfur contents of the coals of the eastern United States are summarized by sulfur levels according to regions. While the coals of some of the eastern regions are predominantly high in sulfur content, it is important to recognize that large tonnages of coal with relatively lower sulfur content are available in these regions. Furthermore, an often significant portion of the sulfur occurs in the form of iron sulfide (Fes2 or pyrite). Because pyrite occurs as discrete particles of high specific gravity, it can often be removed by simple, inexpensive physical coal beneficiation techniques after being liberated by stage crushing. The potential for physical removal of pyrite by conventional specific gravity processes combined with stage crushing is summarized in Table 3 on a regional basis.

The ventilation systems of coal storage silos are normally capable of rapidly dispersing any accumulations of methane in the atmosphere above the coal pile surface. However, the results of an investigation which is presented in this report show that hazardous concentrations of methane can accumulate within the coal pile. Methane trapped within the coal pile is released into the atmosphere of the loading gallery when coal is discharged from a silo. If the methane released is of a flammable concentration it is necessary to ventilate the gallery to reduce the risk of an ignition. This report proposes a simple test, which, after further investigations may prove to be an effective method to calculate gallery ventilation requirements.

"INTRODUCTION “Sampling is the process of taking a small portion of an article such that the consistency of the portion shall be representative of the whole” (Baxter and Parks, 1939) “An orebody is a mixture of minerals in proportions that vary in different parts of the mass. As a consequence the proportion of contained metals also varies from place to place. Therefore, a single sample taken in any particular place would not contain the same proportion of metals as does the orebody as a whole except by a highly improbable coincidence. The probable error, which would be very large if only one sample were taken, decreases with the number of samples, but it never disappears completely unless the samples are so numerous and so large that their aggregate is equal to the orebody itself, in which case the orebody would be completely used up in the process of sampling. Since carrying sampling to such an extreme would defeat its own purpose, some probable error is always present in actual cases and the practical objective is to reduce this probable error to allowable limits. This means balancing the number of samples against the desired accuracy; if there are not enough samples the result is unreliable; if there are too many, the time and expense of taking them is excessive.” (McKinstry, et al., 1948). In an actual orebody, the accuracy of sampling depends not alone on the number of samples but also on proper distribution of them throughout the orebody, for it would obviously be incorrect to take all of the samples either in a rich part or a lean part. Therefore it is important to select the places in such a way that all parts of the orebody will be represented. “For those who cultivate land which is alike arid, heavy , and barren, and in which they sow seeds, do not make so great a harvest as those who cultivate a fertile and mellow soil and sow their grain in that. The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

The marketability of a large volume bulk material is significantly effected by transportation costs. Hence, it is essential for anyone that deals with minerals or mineral wastes to be able to reliably estimate bulk transport costs. The three types of bulk overland transportation modes that will be discussed are truck, railroad, and pipeline. Contract and private carriage are the two types of truck transport generally suitable for movement of bulk commodities. Contract carriers are those transportation firms that service a limited number of shippers and geographic points, and carry a restricted number of commodities. Private carriage consists of control over drivers and equipment by the shipper, ownership or lease of the transport equipment, and shipment of commodities related to the primary business of the shipper.1 A combination of private and contract carriage may also be used. Depending on the size and regularity of the shipment, rail offers single car, multiple car, or unit train service to move bulk minerals. Both long and short distance pipeline transportation has been shown economically and technically feasible for many different solids such as, mine and quarry products, coal, chemicals, copper concentrates, phosphate rock, and sewage sludge. 2

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

Powell Bend Mine, located in Bastrop County, Texas, is owned by the Lower Colorado River Authority (LCRA). The mine is operated under contract by the Powell Bend Mining Company (PBHC), an affiliate of Pittsburg and Midway Coal Mining Co., and produces 210,000 tons of 6500 BTU/LB lignite per year for LCRA's Fayette Power Project near La Grange, Texas. PBHC operates the surface strip mine one shift per day, five days per week with a total of nine employees; six operations/maintenance and three office/supervision. The mine's productivity in 1988 averaged 100.3 tons per manshift using an l8-cubic yard dragline to uncover the lignite. Delivered cost to LCRA, F.O.B. mine, is $6.11 per ton, which includes water control and final reclamation.

I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

There exists a wide array of industrial by-products that can be shown to produce beneficial responses in the soil/plant environment. These materials range from clean coal technology residues produced in the generation of electric power, particularly those high in gypsum, to mineral 'fines' produced by the aggregates and crushed stone industries. A number of these materials will be examined in relation to potential nutritional interactions in soils and crops with emphasis on trace elements. The significance of utilizing these materials in agriculture as a component of sustainable agricultural systems will be discussed.

Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates.

As part of a much larger research project, factor analysis was employed to help interpret and compare the geochemical signatures produced by two different sample media; a traditional -80# soil fraction, and a coarse float. Both sample types were collected by hand auger from the extension zone of the Redmoor sheeted-vein complex and analyzed -for 19 major and trace elements. The rationale behind the study infers that the geochemical anomalies produced by wallrock alteration around such targets can be better detected in the lithogeochemical rather than the soil environment, sometimes at considerable distance from their source.

Mining is one of the industries with the highest risk of occupational accidents in Turkey and globally. The most important feature that distinguishes the mining industry from other sectors is the constantly changing working conditions. The risk of accidents is very high, especially in underground mining, and can happen for several reasons. Therefore, it is essential to carry out all necessary measures in coordination with other disciplines to adapt to changing workplace conditions. The dangers that might occur underground must be determined in advance, controlled at their source, or eliminated since it is critical to take the necessary precautions before the accident. Accident prevention will protect miners’ living conditions by contributing to the country’s economy through reduced labour and production losses. In this research, the data from 13,653 accidents reported in the Karadon Hard Coal Enterprise between 2000 and 2011 were analysed and compared using the Life Table and the Kaplan-Meier methods. Accident records were classified and analysed into four categories: environmentalrelated accidents, equipment-related accidents, person-related accidents, and other accidents. Findings in terms of survival time indicate that environment-related and person-related accidents had the highest risk in Karadon, with equipment-related accidents having the lowest. This study established the reliability of using survival analysis methods to investigate occupational accidents in the mining sector. Given that environment-related and person-related accidents occur in a relatively short period, such as 1 year after starting work, it has been recommended that research be done to improve workplace and occupational safety measures and broaden the training given to miners. Additionally, it has been determined that increasing the use of automation and mechanisation in underground coal mines, combined with developing a thorough equipment safety training programme to raise awareness of the danger, can help prevent person-related occupational accidents caused by the interaction between equipment.
