Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. The usual method employed to determine the direction of flow in a connecting airway in advance is to conduct a survey between the two existing nodes being connected by means of the new airway. It is then assumed that airflow will take place from the node with higher pressure to the node with lower pressure. The purpose of this paper is to examine this direction-of-flow problem -- using properties of the system characteristic curve for a two-terminal network -- and specify some conditions that ensure that flow will take from the higher-pressure node to the lower-pressure node. It is concluded that the only requirement is that all characteristic curves of fans in the network should be strictly decreasing. Five numerical examples illustrate some important properties of the direction-of-flow problem.

Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. Thallium is an uncommon heavy metal that may be found in concentrations that exceed regulatory limits in mining influenced water associated with processing cadmium, copper, gold, lead, and zinc ores. This study evaluated cost-effective modifications to lime precipitation treatment to reduce thallium concentrations to below the EPA drinking water MCL of 2 ppb. The oxidative precipitation of Tl+ to Tlß+ by potassium permanganate was explored for thallium removal at low concentrations (1 ppm initial thallium). Laboratory batch tests were performed to evaluate the removal of thallium from synthetic solutions. Three ratios of potassium permanganate to oxidizable metals in solution were used (one-half, one and two times stoichiometry). Thallium was removed to less than 1 ppb for all stoichiometric ratios evaluated within 10 minutes of reaction. The efficacy of oxidative precipitation for thallium removal is presented.

One of the most common errors uncovered while performing a reserve, or resource, audit is not in the geological modeling or grade problems due to poor sampling, prepartion or assaying. The error most commonly found is in tonnage or, more specifically, in the tonnage factor - that factor applied to volume to derive tonnage. Tonnage factors In the metric system, the tonnage factor is the density, or specific gravity. Specific gravity (Sp.g.) is defined by Dana (1947): • "The specific gravity of a mineral is the ratio of its density to that of water at 4° C (39.2° F). • "Density is the mass of the unit volume or weight of the body divided by the weight of an equal volume of water." When Sp.g. is multiplied by the metric volume it yields metric tonnes. In the English system, the tonnage factor is usually expressed in cubic feet per short ton (cu ft/st). When the volume in cubic feet is divided by cu ft/st, the resulting figure is in English short tons. Table 1 gives the cu ft/st factors equivalent to specific gravities from 1.6 Sp.g. to 5.8 Sp.g. The table is based on the following equation: cu ft/st = 0.9072 divided by Sp.g. times 0.02832 The blase attitude that most geologists have toward tonnage factors is echoed in the prevailing definitions of Reserves and Ore, as provided by the US Securities and Exchange Commission (S.C Form S-18), Canadian National Policy 2A and the SME Proposal for Reporting Terminology (SME February 1991). In each case, it is stated that "quantity" (SEC, SME), or "tonnage" (Can.2A), "is computed from dimensions revealed in...." etc. Unfortunately, "dimensions" do not directly yield tonnage. Dimensions must be factored by density to derive tonnage.

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

Recent research has shown that traditional sensitivity, what if and best case/worst case analysis of metallurgical data has the potential to over estimate the value of mining projects. Use of simulations, which rely on the input of statistical information, may provide more realistic predictions of the value of future projects. Actual metallurgical data is used to demonstrate that analyzing the data from a statistical perspective can give insight into completing an optimum amount of metallurgical testing and a mechanism to determine that samples used for the testing are truly representative of the ore that will be processed.

The classification of rock and coal will assist in automated coal rib rating and shearer horizon control, and is studied with machine learning techniques in this work. A database of rock and coal images is created by filtering photographs taken by researchers from the National Institute for Occupational Safety and Health (NIOSH). The classifier was trained with patches extracted from the coal and rock images, and an accuracy score of 0.9 was obtained. The trained classifier was then applied to classify rock from a new coal rib image with three rock layers of different thicknesses, and good agreement was achieved. The results demonstrate that it is promising to use machine learning techniques and rib images for rock and coal classification.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. The evaluation of raw materials in terms of quality profile, mineralogical character and mechanical properties is of great importance to the cement industry. The variability of their chemistry and structure is among the decisive design parameters in the choice of any mining, handling and preblending systems. Furthermore, clinker and cement production require sound estimates of the above parameters, to help produce some appropriate and realistic raw mix configurations and achieve minimum standard deviation of the major components. This paper addresses this subject from the perspective of a cement producer and presents the principles of a methodology aimed at optimizing mine planning and process design. Finally, results from case studies on actual sedimentary deposits currently in operation are discussed.

This paper presents a successful case history of the ground improvement efforts and excavation of twenty-three cross passages between twin bore tunnels driven by EPB tunneling machines in Los Angeles, California on Section 1 of the Westside Subway Extension. Unique and complicated ground conditions local to the tunnel alignment include San Pedro sands, siltstone/claystone Fernando Formation, and zones of “asphalt impacted soils.” To provide water cut-off and soil stabilization, jet grouting was performed prior to TBM excavation at the location of many of the cross passages. However, upon investigating the cross passages prior to excavation, the subsurface conditions required additional measures and SEM tools to ensure successful completion of the project.

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.

In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

The development of mechanical flotation cells has resulted in larger and better cells. This has led to flotation banks with only a few units, even in large-scale operations. This equipment development makes the old operational considerations ineffective. The flotation cell must be considered as a single reactor unit capable of handling specific tasks and getting excellent metallurgical performance. The result of the unit reactor concept development was the new large TankCell that comes in sizes up to 113 m3 (4,000 cu ft). The TankCell construction includes new modified rotor-stator designs, new tank geometries and a froth-handling capability independent from subprocesses taking place in the pulp (i.e., air addition). The conventional idea of a single flotation cell type for fine, intermediate and coarse materials does not give optimal results. Optimal flotation of coarse and fine particles needs different mechanism designs, impeller tip speeds and different froth control objectives.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The underground mining evolution for block cave mines in Chile and worldwide has made important strides in the last decades. Nonetheless, reserves determination in the initial stages of these types of projects—mainly for long-term planning—is not studied in as much detail as it should be, especially regarding the impact on the final value of the enterprise. Today, the first estimation of the size of a block cave mine, typically expressed in tons, tends to determine very large footprints and ore bodies. The resulting large-scale mine is obtained by applying the marginal cut-off grade (COG) to determine reserves. Yet, in many cases, it is possible to obtain an equal or higher benefit, extracting fewer reserves in less time, with a smaller active area, which significantly reduces the project’s uncertainty. To explore scenarios obtained by applying a higher marginal COG in the initial phases of the project, the Hill of Value methodology is used to estimate the net present value (NPV) in relation to the production rate and the COG. However, the application of this methodology considers certain simplifications that generate results which are not completely satisfactory in specific cases. This paper suggests an improvement of this method to obtain more reliable results regarding determination of a COG profile that will optimize the NPVof a block-cave project. The methodology was developed and applied in a massive polymetallic deposit with zinc, lead, and silver mineralization, corresponding to a real block caving project. The methodology provides NPV results that differ by approximately 15% in comparison to the real mine plan, while also being considerably simpler and faster to calculate. In summary, the proposed methodology provides a reasonable and fast procedure to estimate higher than marginal COG that increases the NPV of block cave mine projects.

The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.
