Proven and probable coal reserves in Iran are estimated to be in excess of 5 Billion tons while the annual coal production is a mere 2 Million tons. Underdevelopment of the industry has proved higher production levels to be impossible, despite growing demand for energy supplies. The existences of numerous legislation are thought to have a detrimental effect on coal mining activities to the extent that some business entities have become uneconomical in many areas. This paper provides an analysis of the prevailing mining laws, policy making, legal frameworks and obstacles. It also outlines some other obstacles enshrined in the law and also highlights areas where foreign direct investment should be encouraged. The costs of lost opportunities are then estimated. The paper concludes by demonstrating that deregulations, amendments and in some cases complete abolishment of the incumbent legislations governing the coal mining industry will greatly enhance development of the industry. The analysis provided in this paper together with the results obtained, can prove useful to macro-economic policy makers both at local and national levels.

Backfilling techniques are widely used in large-scale underground mines. Massive pillars, which have been left in place for stability, limit mining activity. Backfilling allows safe recovery of the ore remaining in pillars and assures long term stability. In deep mines expected high stress can be relieved with the backfill. Initially, waste rock was used to fill the openings with mixed results. The need to improve safety and reduce costs has prompted the industry to investigate alternatives. Hydraulic filling with Portland cement added has shown considerable promise, but little has been done to define the parameters of design effective system. The purpose of this study is to determine the relationship between backfill and mining components that can be used to effectively design a best-case hydraulic backfill.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.

Whilst mine planners almost universally assume deterministic forward commodity prices when undertaking valuations of mining projects, historical data well demonstrates that those prices are quite volatile. This paper seeks to understand and quantify how this forward price uncertainty will impact mining project valuation. This paper will also present a way of computing an upper bound on the expected Net Present Value (NPV) of a mining project given forward commodity price uncertainty.

In order to find the behavior of dewatered unconsolidated strata during the process of injecting water through a borehole, a new type of fiber Bragg grating (FBG) sensing system was successfully used for the real-time strain monitoring of unconsolidated strata during a water injection process for a dewatered unconsolidated strata of a coal mine. The unconsolidated strata water injection test was implemented through a borehole at a depth of +115.83 to +135.15m. The employed FBG strain monitoring system and ground water level observation system were installed at the depth in the unconsolidated strata where the water injection was conducted through two different boreholes. The water injection pressures in the test were 0.1, 0.2, 0.3MPa respectively, and the total water injection volume was 4226.84m3. The relationships between the water injection pressures, water injection volume and the strain change of the unconsolidated strata, the stress and strain conditions of the unconsolidated strata before and after water injection, were analyzed. This paper presents the results of these tests, and shows that the dewatering compression of the unconsolidated strata is reduced with increasing water injection pressures and water injection volumes. Comparing the stress-strain conditions before and after water injection, it is found that the stress of the water injection strata is in tension, which confirms the theory that the settlement of the thick unconsolidated strata is directly caused by the reduction of ground water levels. The high sensitivity and stability of the FBG monitoring system used was able to realize the real-time strain monitoring of the water injection process within a deep unconsolidated strata. This FBG monitoring system and the test results presented are very important for understanding further treatment of settlement in unconsolidated strata.

The Rasmussen Ridge phosphate mine is owned by Agrium CPO and operated by a unit of Washington Group International. The mine, located in southeastern Idaho, received the Idaho Inter-Agency Reclamation Award from the Idaho Department of Lands. The phosphate mine, located northeast of Soda Springs, was honored for “Excellence in Ongoing Operations, Soft Rock Mines over 75Acres.” Charles Ross is Agrium CPO’s plant manager. He said, “We are honored to receive this award. This recognizes the commitment and dedication of our employees toward the protection of the environment. I am really proud of the people that work at the mine.”

Chemical grouting has been successfully used for over forty years to control the movement of groundwater in a wide variety of applications including tunnels, subway systems, sanitary sewers, mines and construction projects. This paper illustrates the versatility of chemical grouts by reviewing three projects where chemical grout was utilized to address some very difficult water control challenges. The featured product is acrylamide which can be used alone or in conjunction with other types of grout such as cementitious products. Acrylamide grout is injected as a two component product that will react and form an impermeable gel when the components combine. There are notable differences between the acrylamide based products and cementitious products. The most notable and significant difference is that acrylamide is a true solution grout that contains no particulates and has a viscosity of 1-2cps. This feature enables the acrylamide grout to penetrate very small geological features that other grouts could not penetrate and to seal small cracks and fissures where groundwater seepage is occurring. The product also has an adjustable gel set time from a few seconds to several hours which enables the operator to determine the product travel before it forms a gel. When properly applied the product has a half-life in the soil of 362 years (per testing by the US Department of Energy).

Diethylenetriamine (DETA) is known to be an effective pyrrhotite depressant in pentlandite flotation. It has been reported recently that its performance becomes more consistent when the reagent is used in conjunction with sulfur dioxide (SO2). In the present investigation, the effects of DETA and SO32- ions on the changes in the hydrophobicity of pyrrhotite electrode have been studied at pH 6.8. The results show that both DETA and SO32- can reduce the water contact angles of pyrrhotite; however, the contact angles can be reduced to zero only in the presence of the SO32- ions. This finding may be attributed to the ability of the SO32- ions to reduce the polysulfides formed on pyrrhotite by superficial oxidation, which may in turn provides an explanation for the robust performance of DETA/SO2 combination.

Exposure to respirable crystalline silica (RCS) remains a serious health hazard to the U.S. mining workforce who are potentially exposed to RCS [1,2] as various ore bodies are drilled, blasted, hauled by truck, crushed, screened/sized and transported to their destinations. To examine a method for assessing RCS exposure using a NIOSH-developed video exposure monitoring (VEM) technology (referred to as Helmet-CAM), video and respirable dust concentration data were collected on 80 miners across seven unique mining sites. The data were then collated and partitioned using a thresholding scheme to determine exposures that were in excess of 10 times the mean exposure for that worker. Focusing on these short-duration, high-magnitude exposures can provide insight into implementing controls and interventions that can dramatically lower the employee’s overall average exposure. In 19 of the 80 cases analyzed, it was found that exposure could be significantly lowered by 20 percent or more by reducing exposures that occur during just 10 minutes of work per eight-hour shift. This approach provides a method to quickly analyze and determine which activities are creating the greatest health concerns. In most cases, once identified, focused control technologies or behavioral modifications can be applied to those tasks.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

A new monitoring device called SAFEBOLT (Stress And Force Evaluator in BOLTs) has been recently developed at McGill University. The device is essentially an alternative to the load cell, it permits the monitoring of bolt axial load in the field. The SAFEBOLT system consists of a portable readout unit, a connecting cable and the SAFEBOLT device, which is installed in the bolt head. The new device can be installed on any industry standard rockbolt or rebar. The device is completely encapsulated in the bolt head, which makes it resistant to corrosion, rugged, and free of any electric wires. Pilot tests at two underground Quebec mines were carried out and helped improve the initial design of the device head.

Flotation behavior, of magnesite and dolomite pure minerals was studied separately. Rice bran oil (a source of fatty acid ) was used as a collector for both minerals . The aim of this study is to find a separating zone in the flotation of these pure minerals to be used in the separation of their mixture. Factors affecting the flotation process, such as pH and collector, were studied. It was found that magnesite can be separated, from its mixture with dolomite, in the pH range of 5-7. At this pH range flotation recovery of dolomite reaches~98% where magnesite reaches ~20% only. Besides, the effect of collector concentration on the flotation shows that the separation of magnesite from dolomite is feasible at a collector concentration of 3x10-4 M. At such concentration, dolomite recovery reaches ~98%, where magnesite reaches 25%. The differences in the flotation behavior of dolomite and magnesite were investigated by studying the adsorption isotherms of rice bran oil on magnesite and dolomite surfaces. The adsorption study indicates that while there is an excessive adsorption on dolomite surface, the adsorption density on magnesite was restricted to be lower than monolayer capacity. The adsorption behavior of dolomite and magnesite was discussed in the light of their solubility and crystal structure. It was found that due to the higher solubility of dolomite than magnesite, Ca2+ and Mg2+ ions are available and more reactive on dolomite surface increasing collector adsorption. In addition, it was indicated that dolomite mineral has a crystal lattice structure more compatible to the geometry of the fatty acid carboxylic group than magnesite. However, the adsorption of collector on dolomite surface is more compact and more regular than on magnesite surface.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. The rheological properties of mineral suspensions affect the design and operation of transport, mixing, size classification, grinding, gravity concentration, flotation and de-watering systems. In many cases, the rheological properties can be modified to improve processing through the addition of chemical additives. These additives may be either organic or inorganic and generally affect the state of particle aggregation or dispersion. Inorganic modifiers act primarily by affecting the surface charge of mineral particles and thus control the magnitude of electrostatic attraction/repulsion between particles. The action of organic additives (polymers and surfactants) is a combination of electrostatic and steric forces – the latter being related to the molecular weight of these reagents. While low molecular weight polymers are dispersants (viscosity reducers), high molecular weight polymers are likely to induce flocculation and increase yield stress.

During a mine disaster or emergency, underground air can quickly become contaminated. In these circumstances, all underground mine workers are taught to don breathable air supply units at the first sign of an emergency. However, no contemporary oxygen consumption data is available for the purposes of designing breathing air supply equipment specifically for mine escape. Further, it would be useful to quantify the oxygen requirements of breathing air supply users for various escape scenarios. To address this need, 14 participants crawled a distance of 305 m each while their breath-by-breath oxygen consumption measurements were taken. Using these data, linear regression models were developed to determine peak and average oxygen consumption rates as well as total oxygen consumption. These models can be used by manufacturers of breathing air supply equipment to aid in the design of devices that would be capable of producing sufficient on-demand oxygen to allow miners to perform self-escape.

In upwards medium-deep hole cut blasting, many confinement effects exist due to the small number of free surfaces, which is mainly provided by an empty hole. If the cut blasting effect cannot meet expectations, then subsequent blasting construction will be seriously affected, and large security risks to operators in the stope can be induced. The number of free surfaces is directly related to the layout of the cutting borehole. Therefore, it is necessary to optimize the layout of the first round of cutting boreholes. Theoretical analysis, numerical simulations, and field tests were used to study the formation process of cut blasting and optimize the layout of the first round of cutting boreholes. Based on the blasting parameters in the field, LSDYNA software was used to establish cut blasting models with four kinds of borehole layouts in the first round. The RHT constitutive model was used to simulate the rock-breaking effect. The numerical results show that the cut blasting effect is optimal when Nos. 3, 5, 7, and 9 are charge holes and Nos. 1, 2, 4, 6, and 8 are empty holes. In addition, the greater the number of empty holes, the larger the release space and the better the cut blasting effect. The uniformity of the empty hole distribution, namely, the uniformity of the release space, also affects the cut blasting effect. The field results indicate that a good cut blasting effect can be achieved by optimizing the borehole layout.

"Excavation and initial support of the New Irvington Tunnel presented significant challenges, including rapidly changing ground conditions, heavy ground loads, and squeezing. Such behaviors were anticipated from historic tunneling records of the adjacent Existing Irvington Tunnel, and extensive site investigation, but clearer understanding of their actual extent and causes has resulted from convergence measurements, observations of ground behavior, initial support monitoring and detailed geologic mapping. Time-dependent movements, documented hours to months after excavation in clay-rich rock and in moderately to intensely fractured rock, identified squeezing areas, allowed classification by currently-used predictive methods and added to the list of lessons learned in tunneling such ground. INTRODUCTION In March 2003 the San Francisco Public Utilities Commission (SFPUC) authorized funding for the $4.6 billion Water System Improvement Program (WSIP) to repair, replace, and seismically upgrade its water system. The program consists of 35 local projects located within San Francisco and 48 regional projects located in several counties from the Sierra foothills to the San Francisco Bay Area. The New Irvington Tunnel (NIT), a key component of the WSIP, is located east of Fremont in Alameda County, on the east side of San Francisco Bay. The NIT is a new 18,660 foot (5,689 m), redundant tunnel, 190 to 670 feet (58–204 m) offset from, and subparallel to the Existing Irvington Tunnel (EIT). Built between 1928 and 1932, the EIT was constructed with an unreinforced cast-in-place concrete lining and is vulnerable to damage in the event of a major earthquake along the two closest active faults. The Hayward Fault is located less than a mile west of the tunnel, and the Calaveras Fault is located half a mile east of the tunnel. Although the alignment does not intersect these faults, the shaking and sympathetic displacement along secondary faults that cross the tunnel alignment are potential hazards. The NIT provides a seismically reliable water transmission facility capable of withstanding earthquake damage and maintaining continuous water service after a major earthquake. The NIT also adds system redundancy and provides for operation flexibility of running water through both tunnels, or through one tunnel while the other is out of service for inspections and maintenance."

There is no doubt that simulated ventilation networks must be adequately verified before they can be extrapolated and used for predictive purposes. There are two general approaches as to how the verification can be established and these are summarised as follows; The first approach is to measure all individual branches with trailing hoses or barometers to get individual pressure drop and flow per branch and then calculate individual resistance factors for input into the software. The simulator is run, checking that the output makes general sense (check some sensitivities if possible). The network is now considered as verified. The pressure drop to be measured is relatively small and thus it is inherent that the measured set of individual K factors will be imprecise no matter how much care is taken in the measurements and the resultant simulations will inherit the same problem. In the second approach, the network is assembled using estimated (Atkinson) K factors (based on physical features of airway, past experience and catalogued typical K factors). Only the main primary flow rates are measured and hence the relative distribution of the primary ventilation in the main airways is determined (probably about 10 off primary air flow measurements). Main critical pressure differentials at main and booster fans and across critical doors are measured (probably about 6 off primary pressure differential measurements need to be made). The simulator is run and the computer model is used to iterate and select an updated suite of K factors so that the flow balances and pressure differentials are correctly simulated (typically only 2 or 3 iterations are all that is needed). The network is now considered as verified. The pressure differences to be measured will be substantial in absolute terms and can be measured with high precision. Also, because only primary flows are measured, these will generally be measured at higher air speed points and hence improved relative accuracy. This leads to more accurate simulation results.
