A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Although blasting is one of the most widely used methods for rock fragmentation, it has a major disadvantage in that it causes adjacent ground vibrations. Excessive ground vibrations can cause a wide range of problems, from nearby residents complaining to ecological damage. Prediction of blast-induced ground vibration is essential for evaluating and controlling the many adverse consequences of surface blasting. Since there are several effective variables with highly nonlinear interactions, no comprehensive model of blast-induced vibrations is available. In this study, the support vector machine (SMV) algorithm was employed for prediction of the peak particle velocity (PPV) induced by blasting at a surface mine. Twelve input variables in three categories of rock mass, blast pattern, and explosives were used for prediction of the PPV at different distances from the blast face. The results of 100 experiments were used for model-building, and 20 for testing. A high coefficient of determination with low mean absolute percentage error (MAPE) was achieved, which demonstrates the suitability of the algorithm in this case. The very high accuracy of prediction and fast computation are the two major advantages of the method. Although the case study was for a large surface mining operation, the methodology is applicable to all other surface blasting projects that involve a similar procedure.

"The complete and successful closure of a mine in the South African environment remains problematic. Closure remains an elusive mining phase due to unclear roles and responsibilities, inaccurate closure management data, and the inability of stakeholders to conceptualize and integrate closure information into business processes. Currently there are no proven methods available to address the complexities encountered during a closure application, and to date no mine has been granted full closure. Many mines are left abandoned and unrehabilitated, resulting in risk to investors, surrounding communities, and regulators. This investigation aimed to determine, categorize, and rank reasons for unsuccessful mine closures. Focus groups consisting of public and private stakeholders were identified and surveyed through a structured, rank-order questionnaire to determine the relative importance of reasons why achieving formal and final mine closure remains elusive. Various requirements and aspects were identified and listed according to four categories: namely, primary, secondary, process drivers, and information sources. These aspects should be considered in the development of an integrated mine closure model.Background and rationalePrior to 1956, mine closures were not subject to legislative requirements, being merely governed by insufficient environmental regulations under the Mines and Works Act 27 (MWA) (Swart, 2003). In 1981 the Chamber of Mines (COM) published a document titled ‘The rehabilitation of land disturbed by surface coal mining’, which constituted the first notable contribution to environmental protection. This guideline was later referenced in the Minerals Act of 1991, which for the first time laid definite environmental burdens on the Mining Right Holder (MRH). The Minerals Act of 1991 was superseded by the current Mineral and Petroleum Resources Development Act (MPRDA) and the Mineral and Petroleum Resources Development Act Regulations (MPRDAR), which specify a regulatory process for mine closure applications and financial provisions."

A new minerals engineering education programme is being developed in Australia which aims to provide tertiary institutions with a package of educationally sound, high quality courses for undergraduates, postgraduates and professionals. The programme is jointly funded by the Minerals Council of Australia (MCA) and the Department of Education Training and Youth Affairs (DETYA) and brings together academics from a number of leading Australian universities, each developing modules in their particular area of expertise. The University of Queensland (UQ) and the Julius Kruttschnitt Minerals Research Centre(JKMRC) are jointly responsible for modules in several areas including comminution, physical separation and circuit design and optimization. Other modules are being developed by the University of South Australia (with the Sir Ian Wark Centre), Curtin University and Murdoch University. The major challenge of the programme is to provide a high standard of education that is accessible to students who may be located at several different institutions and some of whom maybe a long distance from the primary course leader. Rather than taking existing course material and putting it ‘on the web’, the programme aims to improve on past teaching practice through creative pedagogy and the development of interactive multimedia learning resources. Communications technology is used in an unobtrusive way, and the World Wide Web is used to create a flexible, user-friendly learning environment rather than to facilitate delivery of content. This paper describes the instructional design template currently being used and results of early implementation trials with groups of local and remote students.

The objective of this work is to quantify the effect of the rock mass surrounding a stope or a tunnel on the seismic signal so that the rockburst damage on the excavation can be derived. It has been shown that the transfer function of rock mass surrounding an excavation can be modelled using a damped oscillator. The method of estimating the transfer function is extended in this paper. The parameters of a damped oscillator are estimated using inversion techniques and the transfer function is modelled as a time-varying system. The technique is tested on data acquired at three different sites in two deep gold mines. Employment of a modal model of the transfer function was suitable in two cases. Application of this technique is essential to track the time variation of the natural frequency during ground motion caused by a seismic event.

Quality assurance and quality control (or QAQC) plays a key role in safeguarding the level of confidence of the data generated during mineral exploration and mine development, and is also part of the reporting code requirements for resource estimation and reporting, as well as mining investment. Implementation of good policies and working protocols in quality management will result in the generation of reliable information, which is critical for decision-making on the future of the mining project. The use of certified reference materials, i.e., standard, blank, and duplicate samples, proves effective and efficient for ensuring the level of data confidence in terms of precision, accuracy, and sample contamination. This is well demonstrated by the practice of QC in the exploration programme for the chrysotile tailings storage facilities of Havelock Mine, using 1254 samples from 53 drill-holes. Different statistical tools were applied to analyse the assay results from these samples. The outcome substantiates that the QC practice established during the Havelock exploration project is aligned to best practice guidelines in the industry. The resource delineated indicates that the tailings material at Havelock could potentially become a significant source of supply to the global magnesium market.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

Novel flotation reagents were developed to improve the flotation of coarse particles. Laboratory tests conducted on an anthracite coal sample from Kyung-Dong Coal Company, Korea, showed that the reagents can successfully clean 2?3 mm top-size materials. Pilot-scale tests conducted on a 1.41 mm x0 coal gave substantially better results than those obtained using kerosene as collector. The pilot-scale test results were used to develop a flowsheet, in which the 1.41 mm x0 fraction is cleaned by flotation and the 4 x1.41 mm coal is cleaned by single-stage spirals. The performance of this circuit was compared with another flowsheet, in which the 0.5 mm x0coal is floated using the conventional flotation reagent, with the 4 x0.5 mm material being cleaned using two separate spiral circuits. The performance of the two flowsheets was compared by computer simulation. The results showed that the flowsheet consisting of the coarse particle flotation circuit can give substantially higher yield sat a given product grade. Controlling noise has proven difficult in mining, and noise-induced hearing loss (NIHL) remains common. In 2008, a South African Mine Health and Safety Council study focused on small- to medium-sized mines in relation to the milestones set by the industry to prevent NIHL. An evaluation of the compliance of ten diamond, sand, aggregate and Ready mix concrete mines and production sites with standards, legislation and best practice guidelines relating to NIHL prevention was conducted, using a noise compliance audit tool. The findings indicated that all mines surveyed had poor compliance with the international standards, compliance with International Standards Organization standards being the poorest. There was a clear distinction between the small and the medium-sized mines in their compliance with local standards and legislation (ranging from 14 per cent to 66 per cent). The areas of best compliance were audiology and medical examinations. The lower-than-expected compliance was largely attributable to shortcomings in hearing conservation programmes for occupational noise. Initiation of remedial practices in the small- to medium-scale mining sector to facilitate improvements in NIHL prevention and compliance with standards and legislation is recommended. Irrigation of agricultural crops may be a cost-effective option for the utilization of gypsiferous minewater as it may also create an opportunity to produce crops during the dry winter season on farm sin South Africa, such as in Mpumalanga. In this study, intensive field monitoring systems were developed and implemented to assess the feasibility and sustainability of irrigation with gypsiferous mine water. Soil water and salt balance components, as well as crop yields, were monitored in field trials carried out at Kleinkopjé and New Vaal Collieries (Anglo Coal), and at Syferfontein (Sasol). Field measurements indicated that high crop and pasture yields can be obtained, provided fertilization and irrigation water management are appropriate. Soil water and salt balances indicated that considerable amounts of minewater can be used and considerable masses of salts can be removed through precipitation of gypsum in the soil profile. With appropriate management, water and salt runoff and salt leaching can be intercepted, thereby minimizing the impact on groundwater. The SWB model is being validated through on-going monitoring. This will allow the use of the SWB model at other sites to predict the long-term impact of irrigation with mine water on soil and groundwater, as well as to run scenario simulations in order to recommend sustainable management of irrigation with minewater.

The introduction of extra low profile (XLP) mechanized equipment within Anglo Platinum is aligned with the overall New Mining Technologies strategy to focus on continuing modernization of our mining operations` incorporating injury-free production and cost-effective mining technologies. The method allows for the introduction of a suite of ultra-low profile equipment in narrow reef (1.2 m) stoping operations. For the first time it is now possible to achieve total trackless mechanization at these widths and indications are that XLP mining has the potential to add more value when benchmarked with conventional mining and low profile (1.8 m) room and pillar methods. Various mine layouts were tested at different sites within Anglo Platinum and the XLP breast mining layout proved to be the most effective. This paper describes the results of the trials at Waterval Shaft and concludes with recommendations on our future strategy on implementation of XLP technology within Anglo Platinum.

Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

This paper describes a simple finite element (FE) modelling approach which leads to the computation of seismic energy release rate (ERR) and strain energy storage rate (ESR) which result from mining. The concept of critical strain energy is introduced as a means to help evaluate the strainburst potential in mine structures. A new, energy-based, burst potential index (BPI) is proposed. The use of ERR, ESR and BPI is demonstrated by a cut-and-fill stope case study. The merits of using such energy parameters in the interpretation and analysis of strainburst phenomena are discussed. While the study gives promising results, site-specific back analyses would be required to first calibrate the model and fit it with the local mine conditions, before it can be adopted as a routine design tool.

The Impala No. 1A ventilation shaft is located approximately 15 kms north of Rustenburg and is accessed via the R510road from Rustenburg to Northam/Thabazimbi. This situation is shown on the location plan in Figure 1. The geology at the site consists of an upper layer of black turf of about 1 metre in thickness, grading into weathered norite. The depth of weathering is generally less than 5 metres. Zones of deeper weathering may occur along fracture zones associated with faults and dykes. Groundwater occurs mainly within the weathered/fractured aquifer system. The ventilation shaft is a 5.1 m diameter upcast shaft ,and forms part of a system of ventilation shafts to complement the existing infrastructure as mining progresses down the new twin decline extension of Impala 1 shaft. The principal reason for these shafts is to lessen the risk of an extended RAW and also to counter the effects of the heat build-up as the mining goes deeper, with the resultant effect that the existing cooling centre (fridge plant) becomes more remote from activities. The No. 1A shaft (upcast) is positioned approximately 1,2 km on down dip from the main shaft and the No. 1Bshaft (downcast) approximately 1,2 km further. Geological information was used from a borehole 1,2 km away on strike from the upcast shaft. The first shaft (1A) is a 5,1 m diameter hole to be fitted with two 2,2 MW fans, whilst the second shaft (1B) is 4,1 m diameter to accommodate a 7MW fridge plant.

The Orange-Vaal River system is known to be the primary secondary source for alluvial diamond deposits in the northern Cape and along the west coast of Namaqualand. The higher order sources for diamonds contained within this system are still not defined entirely to satisfaction, but certainly include kimberlite pipes exposed in the catchment regions of these rivers. The focus of alluvial diamond mining along the Orange-Vaal system recently changed from the traditional areas in the upper catchment regions?the Barkly West, Christiana, Bloemhof, Wolmaranstad, Schweizer-Reineke region, and the lower regions near the mouth of the Orange River at Baken, Alexander Bay and Oranjemund, to the area between Douglas and Prieska?the so-called mid-Orange region (Figure 1).

Automation technologies are increasingly adopted in different mines world-wide. This paper presents the technical aspects of vehicle automation applications at two Noranda operating mines. Teleoperation of 5 LHDs at Noranda?s Bell Allard mine is used in order to meet aggressive mining requirements under difficult conditions. The equipment is performing under high demand for reliability and performance. In order to further increase performance, automated loading has been commissioned on one of the LHDs and is being tested. Results to date indicate improved performance with respect to an operator through better filling of the bucket, fewer passes at the muck pile and shorter cycles. Noranda?s Brunswick mine is currently commissioning an automated haulage zone where two optically guided trucks transport ore from a remotely operated chute to two ore passes. Expected operational advantages include increased system capacity and enhanced safety and comfort for the operator. Monitoring to date indicates that the trucks can operate reliably under the conditions imposed by mine production.

The application of high pressure grinding rolls (HPGR) has been growing in the mining industry for the last 10 to 15 years. The major benefits supporting this trend are better energy efficiency, improved grinding capacity, and higher metal recovery in downstream processes such as heap leaching and flotation. In general there is limited quantitative knowledge on the true benefits of HPGRs relative to SAG mills in comminution, and about which situations one deals with better than the other. This paper will present a structure for comparison of the energy requirements for HPGR versus SAG mill considering complete circuits for comminution of precious and base metals hard ores. The work presented is from the design of four complete circuits based on ore data from two sites.

Detailed monitoring of the response of the rock mass between rockbolt reinforcement units subjected to a simulated seismic source has been successfully conducted. This work has shown the increase in amplification of the Peak Particle Velocity (PPV) with distance from a rock bolt unit, and, a minimum PPV for rockburst damage for the given site characteristics. This understanding, at this site, will allow the design of a suitable rock bolt spacing to prevent unravelling of the rock mass between the rock bolt units for a given level of seismicity. Or, alternatively, an estimation of the requirement for a suitable fabric support system, for the anticipated level of seismicity, can be made.

The WEMCO Heavy Media Drum Separator was first introduced by WEMCO in California in the 1940`s, initially from their base in San Francisco and later when the company moved to Sacramento. The WEMCO Company became a part of EIMCO Process Equipment in 1985, and in 2002 EIMCO became a part of the GL&V Group when Dorr-Oliver EIMCO was created. Throughout this period of time the WEMCO Drum has been installed on a variety of different applications and is now operating at the heart of many of the world?s largest Minerals and Coal Processing Plants, as well as being used by many smaller producers and metal re-cycling operations. This paper looks at the practical aspects of using WEMCO Drums in a representative range of processing applications.
