This paper provides an overview of the current developments towards a new National Curriculum in South African Schools and highlights areas in which the Minerals Industry might provide input into this process.

The use of drilling rigs to increasingly mechanize stope drilling has been acknowledged as important for the S.A. mining industry in it ís efforts to tackle the challenges of low productivity, AIDS and an ageing driller workforce. The spin-offs of increased safety, cost-effectiveness and better mining performance provide advantages to all?from the driller to the shareholder. However, implementation or product rollout has varied from outright success to dismal failure. A study of various cases by Novatek and Anglogold TDS showed clear reasons for these differences. Whereas the successes were characterized by clear objectives, accountability, user buy-in, a commitment to make the technology work and no-nonsense reporting, these were typically absent in failed implementations. The attitude at unsuccessful mines was to ?trial? the equipment?even subconsciously, a ?trial? is a test where failure becomes an acceptable outcome. During the study it became clear that mining management are not adequately trained to manage the often-tricky rollout process. They are often also not empowered or clearly mandated to deal with the organizational, human and technical issues that must dovetail to create a success. The output of the study was to develop a basic rollout process that could be used to formally manage the implementation of new drilling technology. Creating an alignment between the mine, workforce and supplier promotes a win-win situation that will not otherwise spontaneously arise.

In the Evraz Highveld production process, iron ore is prereduced in rotary kilns prior to charging into submerged arc furnaces (SAFs). Owing to the highly aggressive slags that are formed within the combustion zones of these kilns, chrome-oxide-containing lowcement castables have been used for some years in the kiln lining. Due to concerns around the potentially harmful effects should Cr(V1) be present in the spent linings, Highveld and its suppliers of kiln castables devoted time to developing alternative chrome-free lining materials. Such materials needed to be cost-effective and ensure good performance and improved kiln availability. This paper discusses all the parameters surrounding this development. The physical beneficiation of iron ore that has a wide particle-size distribution is problematic, regardless of the process applied, whether dense medium separation, gravity concentration, magnetic separation, or flotation. The problem of particle size is further compounded when there is a significant -10 µm fraction. Generally the approach to a wide particle-size distribution is to split into narrower size ranges and treat each separately. More often than not the -10 µm fraction is not treated but discarded. This approach results in a more complicated and expensive flow sheet and the loss of any potential value in the -10 µm fraction. Wet high-intensity magnetic separation (WHIMS) bench-scale test work was conducted on a haematite-rich material with a particle size of -200 µm. What made this material different was that it contained a 60% -10 µm fraction, hence discarding the -10 µm material was not an option. The objective of the test work was to determine how to maximize the recovery of the haematite across the full particle size range. Given the unusual particle size distribution, it was concluded that WHIMS would be the only practical beneficiation route. The -200 +10 µm and -10 µm fractions were treated separately and together under varying WHIMS conditions. For a given concentrate grade, the mass yield obtained was greater when the total particle-size distribution was treated. The inferred optimum conditions, using the same material, were tested on a pilot-scale WHIMS and similar results were obtained.

In the irradiation of ore particles by microwave energy preferential absorption of this energy occurs in minerals having specific dielectric properties (Bradshaw, 1999). This leads to a selective heating of the various components of within the ore particle matrix. The result is a differential thermal expansion of such components and the resulting induced stresses become ideally concentrated at mineral grain boundaries (Kingman et al., 2000). Dependent upon the relative composition of absorbent, opaque and reflective components this may lead to enhancement of the inter-granular fracture of the ore particles in the initial comminution process (Fandrich et al., 1997). The potential is thus a greater proportion of free mineral grain within the fractured ore particle that may lead to improvement in subsequent mineral separation processes. As the composition of the ore dictates the result of such a treatment (Kingman et al., 2000) it is essential to evaluate the response of each ore sample on an individual basis. This paper reports on results obtained from two ore samples: the one being the zinc ore from the Black Mountain mine (South Africa) and the other a pre-concentrated sample of handpicked cobalt?copper mixed oxide ore from the Gecamines (DRC). The equipment and methods used to simulate the comminution of the samples and evaluate the level of the value liberation will be described along with the results obtained. Using King (1975), Kanellopoulous and Ball (1975), and Gungor and Atalay (1998), a comparison between the behaviour upon microwave irradiation of sulphide and mixed oxide ores leads to conclude that while the technique (i.e. microwave irradiation) is appropriate to the zinc sulphide ore, it does not seem to lead to exceptional results for the oxide.

This paper describes the main features of the electrode column that delivers superior performance in furnaces worldwide, developed by Pyromet. Pyromet?s electrode comprises the compact slipping device, lower electrode assembly, upper and lower mantles, self-adjusting electrode seal, paste heaters, and Pyromet?s patented innovative electrode breakage detection and length determination system. Pyromet?s slipping device features compact interlocking clamping rings, incorporating fail-safe spring-loaded design. The interlocked clamping rings distribute the clamping force over a larger area of the electrode casing, preventing damage. "A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

Decision-making regarding plant-scale reagent dosage regimes and air rates is a topic of ongoing investigation and high importance. The current work explains some techniques that have proven useful in deciding on plant-scale flotation operating regimes. Specific focus has been placed on the reagents: frother and depressant, as well as some discussion around the control of air rate and froth depth. Air rate has been selected based on its effects on the froth phase. Froth velocity and froth height above the cell lip are the two variables measured and used to select the operating air rate. Pulp level is then adjusted to increase or decrease mass pull. A technique has been developed using the Anglo Platinum Bubble Sizer on an industrial flotation cell to determine the relationship between bubble size and frother concentration. This technique has been extended to measure the equivalent frother concentration or frothabilities of various streams on a rougher bank. A mass balance for frother was performed successfully, and this provided a better understanding of the way frother moved in the rougher bank. With this knowledge, more informed decisions can be made about frother addition required in subsequent flotation stages. For depressant, a new protocol for deciding on dosage rate has been developed. The depressant dosage should be based on the amount of fresh feed material reporting to a bank. Currently 400 g per ton of fresh feed has been assumed a reasonable starting point, with promising results. Improved froth stability and grades were observed. There is scope for more accurately defining the optimal dosage rate. Importantly, the combined effect of changing the chemistry and the hydrodynamics together has been demonstrated. A significant upward shift in the grade-recovery relationship for a cleaner bank was observed.

The management of critical resource inventories is an important productivity lever and a significant risk factor?risk in the sense that poor resource availability lends itself to disempowerment of workers, unsafe work practices, wasted spending (high unit costs),and poor quality of work (including mining waste/rework). Most underground platinum mines experience lost blasts that directly lead to reduced productivity. In most surveyed shafts, 30% of lost blasts can be attributed to shortages of critical material and/or equipment. The problem is prevalent despite the existence of conventional transitory surface and underground stores. This paper discusses the introduction of buffer stores as a complementary materials storage system in order to improve health and safety in mines as well as reduce lost blasts. Both quantitative and qualitative results have shown that buffer stores result in dramatic improvements in productivity and are readily acceptable by stakeholders. The junior and small-scale mining sectors in South Africa play an important role in the livelihoods of numerous communities. Mining presents an opportunity, in the post-1994 democratic era, for many individuals to obtain access to much required empowerment and socio-economic development. These sectors are, however, not without numerous characteristics that pose problems for operators, legislators, and other role-players. Mining is inherently risky, with operators experiencing frequent difficulties and challenges throughout the life of mine. Opportunity exists, and needs to be enhanced, for junior and small-scale prospects and operations to include technical risk assessment techniques in documentation presented in search for funding, and in optimizing monthly planning and longer-term functioning. The focus here is to explore how the risk management cycle may currently be applied to a mineral resource suitable for exploitation by the junior and small-scale mining sectors. No management process can create additional value in the ground, but various available mechanisms can go a long way to quantifying the inherent risk that exists, highlighting the need to manage the risks and hopefully allowing the entrepreneur access to the intrinsic opportunities of the emerging mining sector in South Africa.

Process control applications in the minerals processing industry have grown extensively over the years due to the many benefits derived, both financially and operation-wise. Although control theory is widely known, conventional control does not address many of the problems posed by minerals processing circuits. Some of these problems include interactions between process units, large dead times, few and sometimes unreliable measurements of process variables, non-linear systems, disturbances entering the process, processes with varying dynamics, and many more. For the past 26 years Mintek has been active in the field of providing specific, customized solutions for the minerals processing industry. This paper focuses specifically on applications in milling and flotation control. The underlying control principles have been applied to a wide range of other processes including submerged arc furnaces. Advanced control application is implemented on a common advanced control platform, called the PlantStar. Much innovation has been brought to the fore in terms of adapting theoretical techniques and developing new methods to resolve specific milling and flotation circuit issues by using process control. The general approach adopted by Mintek when implementing advanced control is to enforce stabilization of the process as a solid foundation for optimization strategies to be built upon. In doing this, a robust control solution is presented, and the end result is flow and level stability, better product quality regulation, increase in throughput and a stable feed to downstream processes. The MillStar advanced milling control system ensures that the milling circuit is at all times easy to operate while achieving optimum product quality and throughput. Stabilization should include product size regulation and sump level control. Another important aspect of stabilization control is the handling of milling circuit constraints without introducing cyclical behaviour and with minimal disturbance to the final product quality. Process constraints may include factors such as process water limitations, cyclone feed density, and cyclone underflow angle. An optimization strategy should be developed to increase the mill throughput without affecting product quality or introducing mill overloads. The relationship between solids feed and power draw is examined and manipulated for optimization. The interactive nature of flotation circuits and the presence of recirculating streams tend to make satisfactory control almost impossible with conventional techniques such as PI (Proportional plus Integral) or PID (Proportional, Integral and Derivative) control. The FloatStar Level Stabilizer simultaneously considers all the flotation levels in a circuit by use of a multivariable algorithm, and takes compensating action in anticipation of disturbances. The FloatStar Flow Optimizer is an optimization strategy that controls the concentrate flow rate between various sections of a flotation circuit (e.g. Rougher ?Cleaner; Cleaner ?Recleaner). By controlling the concentrate flow between the sections, the mass pull, circulating loads and residence times of the circuit can be stabilized, thereby enhancing the performance of the flotation process. Optimizing grade and recovery are coupled with the dynamic optimization of circulating flows. The FloatStar Grade-Recovery Optimizer will maximize the grade in a section, whilst ensuring that recovery or any other process specific limits remain within predefined limits. With successful applications on several milling and flotation plants worldwide processing amongst others PGMs, gold, copper and nickel, Mintek has shown that it is a leader in milling and flotation control innovation

This paper describes measurements of current and voltage done on submerged arc furnaces. The aim is to focus on and attempt to separate from one another the electric arc current and the current bypassing the arc through the charge. Toward this goal two measurement campaigns on AC-arcs burning on coke beds are ac-counted for. The first was done on a 150 kVA pilot furnace at SINTEF in Trondheim Norway, and the second one was done on a 48 MVA industrial furnace run by Icelandic Alloys in Iceland. The measurements were compared to simulations employing an advanced MFD arc model. The main results are that a coke bed does not necessarily behave as a linear conductor. However the warmer chemically transformed part of an operating Si-metal or FeSi furnace probably exhibits linear behaviour and passes a considerable fraction of the phase current, perhaps on some operating conditions, as much as 50%.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

A wide range of materials are used in hydraulic backfilling operations and the pipeline flow behaviour of these mixtures varies considerably. It is shown that despite the large differences in constituent materials and flow behaviour, a common approach can be applied to analysing the flow of all hydraulic backfills. This is extended to include a rational design approach for backfill distribution systems. The use and limitations of pipe loop tests as a design aid is discussed. Backfill quality control is identified as a key area where improvement needs to be made to enhance the reliability of backfill system operation.

Bateman Engineering has a technology marketing agreement with NORAM Engineering Ltd of Canada to provide state-of-the-art, well-proven acid plant technology, and also has access to roaster technology from several sources, including Chinese technology. Utilising the Noram technology agreement, Bateman was awarded the Engineering and Procurement (EP) contract for the Ambatovy Nickel Project, Sulphuric Acid Facilities in 2007. This is the first Greenfield sulphuric acid plant Bateman has designed for many years, producing a combined 5,500tpd, and is one of the largest sulphur burning acid plants in the world. This paper gives an overview of the sulphuric acid plant for the Ambatovy Nickel Project, advantages of Noram?s unique technology on offer, an overview of work conducted on a recent study of an pyrite roasting acid plants as well as a new technology currently being developed by Bateman for the direct combustion of solid sulphur to form sulphur dioxide.

This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. Uranium is a naturally occurring radioactive material in the earth?s crust. Geological processes have resulted in concentration of uranium into ore mined for its gold content in South Africa. This uranium is present in the form of discrete particles of uranium minerals, generally oxides, which are normally insoluble. Chemical and physical processes during gold mining and extraction, particularly when carried out in conjunction with uranium extraction and sulphuric acid manufacture, act on the uranium minerals and the radioactive decay products of uranium. This may result insignificant accumulations of radioactive materials in certain parts of the process. There are a number of naturally occurring radioactive materials in the earth?s crust, such as Uranium-235, Thorium-232, andPotassium-40. This paper focuses on Uranium-238, together with its decay products, and how they affect the gold mines. Water plays a significant role in the redistribution of radionuclides, both as a physical transport medium, and as a solvent in which chemical reactions take place.
