Skorpion Zinc is located 25 km north-west of the small settlement of Rosh Pinah in southern Namibia. Commissioned in early 2003, Skorpion Zinc became the first mine-to-metal operation to commercially apply a purely hydrometallurgical process route to exploit a zinc oxide orebody. The novel technology, known as The Modified ZincexTM Process patented by Tecnicas Reunidas, comprises sulphuric acid atmospheric leaching, zinc solvent extraction (SX) and electrowinning (EW) to produce London metal exchange (LME) Special high grade (SHG) zinc. Forming the core of the process, the SX step has thrived in its role as a barrier to impurities and also in the upgrading of the pregnant liquor solution (PLS), converting it into a loaded electrolyte (LE) sufficiently rich and pure for EW. Against this successful run, a number of challenges have, however, been encountered in SX due the emergence of upset conditions largely emanating from upstream processes. This paper outlines some of the major deviations that have beset the SX process in its first five years of continuous operation. Impurity excursions, temperature depressions, changes in phase continuity, excess aqueous entrainment, the effect of colloidal silica and the accumulation of rare earth elements on the organic phase will be discussed in detail. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Solid Energy's project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholders' risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

The South African democratically-elected government instituted policies and legislation that are intended to bring about change and transformation in the country and have drastically affected different industries, among others, the mining industry. The Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) and the Broad-based Socio-economic Empowerment Charter (Mining Charter) were introduced in order to redress previous inequalities and to promote women's employment in the mining industry. This research evaluates the practical implementation of the MPRDA and the Mining Charter with specific reference to women in underground mining. A quantitative research paradigm was used. Data were collected through a process of a face-to-face interview surveys utilizing a structured questionnaire. The research setting was limited to the platinum-mining industry in the area of Rustenburg in the North West Province. The study population consisted of 195 available women working undergound at the mine. It is clear from the findings that mining companies are facing major challenges in their attempt to incorporate women in underground mining activities. Company policies regarding these issues must be firmly in place; however, the challenge lies in the translation of these policies into practice. In this regard, managers will have to play a leading role in the successful phasing in of women into the underground mining arena.

The development of a pilot gold geostatistical ore reserve system proved that geostatistical methods worked well for the routine production of annual ore reserves on gold mines of the Gold Fields of South Africa (GFSA) group, and that the techniques could also be practically implemented, understood and accepted by Survey Department personnel. Many side benefits of the pilot system became apparent, and a variety of useful management information was provided by manipulating the data values that were already captured. It was decided that it was a priority computing project to develop a standard production system (GORS) for routine use by all the GFSA gold mines. Experience with the pilot system enabled detailed functional specifications for GORS to be laid down. These, together with group computing policy determined the terms of reference and constraints for the GORS development. System design could not be finalized until new and appropriate mainframe database software and graphics workstation equipment and software had been found. With these in place the basic system was structured to take best ad- vantage of the interactive features of the workstation, the number-crunching power of the mainframe and the flexibility offered by a relational database and associated 4GL tools. Application sub-systems were developed for data capture, statistical applications, geostatistical calculations, contour plotting and graphical queries. GORS is being introduced to the mines in a phased manner with suitable documentation, training and support structures to enable it to be routinely and effectively used on a day-to-day basis by all group gold mines.

It is shown that, when a flat-bottomed indentor is pressed into the surface of a strong rock, the normal force necessary to cause failure of the rock is reduced substantially if a shear force is applied to the indentor. A mathematical analysis is described, which shows that higher stresses are induced in an elastic material close to the free surface of the material ahead of a punch when a shear force together with a normal force is applied to the punch. Therefore, failure of the material would occur with lower forces applied to the punch. Stress trajectories show that fractures develop in the rock along lines of maximum principal stresses.

The Mineral Resource that a mining company has access to, represents the majority of the embedded value that exists within the company, as well as the competitive advantage that the company has over its peers. However the real value is only realised once effective mining plans have been put in place, which optimise the extraction of the Resource, and add measurable value to the Company. The concept of Mineral Resource Management has been developed in South Africa, to ensure this optimisation happens in an integrated and quantifiable manner, such that value is added and risk is reduced, resulting in bottom line improvement for the stakeholders of the business. This paper describes the process of Mineral Resource Management, and draws on successes and failures of various companies, to illustrate how it should be implemented, and what measures should be put in place to ensure its success. This requires a fundamental re-appraisal of the way in which mining companies plan and execute their businesses, and focuses attention on real value adding activities and behaviour through the use of Economic Value Added as an appropriate metric by which to measure real value and risk. Specifically, the paper focuses on these aspects as applied to planning models and processes, exploration activity and risk management, to ensure operational and project success.

Kriging estimates of geological resources are sometimes conditionally biased because the kriging plan contains too few samples. This may be done purposely in order to match the variance of the estimates to the true block dispersion variance. This work aims at evaluating the influence of conditional bias over the ultimate optimum pit design in relation to its shape, size and NPV (Net Present Value of profits). It has been restricted to two real case studies: a ‘carrot shaped’ gold porphyry in northern Greece and a manto-typeexotic copper deposit located in northern Chile. The methodology applied to each deposit consisted of generating a ‘real block model’ and four resource estimates by the use of conditional simulation and the application of four different kriging plans to the drillhole databases respectively. The estimation models vary in smoothness and conditional bias. Ultimate optimum pits were determined for the ‘real’ and the four different kriging models. Pit comparisons lead to the following conclusions: •In the worst case, conditional bias overestimated the project's NPV by 32% and 5% for the gold and copper deposits respectively. •The overestimation of high grades is more relevant than the underestimation of low grades. This resulted in a tonnage over-extraction of 148% and 1% for the gold and copper deposit respectively. This difference was attributable to the vastly different geometry of the deposits. •The smoothing effect of kriging, without or very little conditional bias, produced open pits that were different to the ‘true’ (ideal) ones and furthermore, underestimated the project's NPV by 10% and 6% for the gold and the copper deposits respectively. •Other factors that influence the optimum open pit design and to some extent control the effect of conditional bias are: the cut-off grade, the orebody geometry and distribution of grades within it and the amount of over-burden. Noise is a form of pollution arising mainly from the activities of man. One such activity is mining, in which man, as in many of his other activities, uses machinery of various kinds to achieve safe, healthy, and economic production. Trackless mining makes use of an advanced state of technology over that required In traditional mining methods. One of the advantages of the former, as distinct from any disadvantages it may have, is a reduction in noise levels, the number of people exposed to noise, and the duration of their exposure to noise. This paper briefly examines why noise is a problem and what various countries are doing about it in terms of standards, codes of practice, and regulations. It also investigates the extent to which noise is a problem in mining and how trackless mining alleviates this problem. The question is then posed as to whether South Africa is not setting too high a standard at this stage of its national development by comparison with what is being done by other, more-advanced countries.

It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. This paper describes a geostatistical study of the relative merits of diamond-saw sampling and conventional chip sampling, using results from experimental work carried out on Randfontein Estates Gold Mine and Western Areas Gold Mine. The diamond-saw sampling procedure is described, and it is concluded that this is a very efficient operation and leads to good-quality sampling that is clearly an improvement over conventional chip sampling. The study principally involved the computation of the errors of estimation of the mea gold value of mining panels for the two sampling methods, revealing that, in the normal production environment, the diamond-saw sampling method is a significant improvement over conventional chip sampling, as evidenced by the reduced estimation errors achieved. The question of optimum sample spacing is discussed, and it is concluded that the required spacing for chip sampling needs to be smaller than for the diamond-saw method.

Pseudomonas spp was isolated from mine water and tailings samples collected from mining effluents and mine dumps in the Gauteng and Northern provinces of South Africa respectively. Adsorption properties of Pseudomonas spp were then tested for the removal of Cu and Co initially from their synthetic sulphate solutions, subsequently from effluents derived from metallurgical operations. The effects of experimental conditions such as pH, temperature, time, volume and metal concentration on the efficiency of the biosorption process were studied. Absorption of 45% Cu (pH 6, 37°C, 24 hours) and 40% Co (pH 6, 37°C, 24 hours) was observed from solutions with low concentrations (0.07 M). A maximum of 73% and 65% of Cu and Corespectively were recovered from the mine water samples derived from effluents.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

South Africa is the third-largest supplier of coal on the world's export markets after Australia and the USA, and the second-largest supplier of bituminous steam coal following Australia. There are many Similarities between the coal industries of South Africa and those of Australia and the USA, in contrast to the coal industries in Europe. For South Africa to maintain a competitive position on the export markets, it must continue to compete against these two countries. It is therefore important that the performance of the loca1 coal industry should against that of the Australian and US coal industries. Although financial performance is the major criterion, financial information is not easily obtained, and the paper therefore uses employee productivity in the form of tonnes per man year as a means of comparison. The paper reviews recent trends in the level of production and numbers of employees prior to review1ng the productivity. The influence on productivity of some mining methods is highlighted. It is realized that published information (information available within the public domain) can contain anomalies, but every effort is made to compare data of a similar type. Notwithstanding possible inaccuracies, it is shown that South African coal-De productivity lags far behind that of Australia and the USA. The significance of the difference is that the South African coal industry is able to apply overseas practices and procedures that have been shown to give improved performance, and that the increased use of more productive extraction techniques has limited application.

Materials for Winding Plant Components By Prof. G. T. van Rooyen (ScD) (MIT). Materials for critical applications such as winding plant components are reviewed in terms of the basic requirements which have to be complied with. It is shown that tensile testing alone is not sufficient and that impact testing also is necessary if the incidence of brittle fracture is to be avoided. As a criterion it is suggested that the brittle transition temperature (B.T.T.) determined by impact testing should in all cases be well below the lowest anticipated service temperature. A number of steels were evaluated by impact testing and it is shown that a small ferrite grain size, obtained either by chemical means such as by the use of appropriate alloying elements in the steel or by means of a quenching heat treatment, is effective in attaining a Iow B.T.T. The speed of strain aging as well as the influence of strain aging on the B.T.T. was also evaluated. On the basis of the results obtained it is recommended that steels for critical applications must conform to an appropriate grade and class of steel according to BS 4360 specification. It is further recommended that such steels be exempted from the customary six-monthly heat treatment prescribed by the Mines and Work Act, Regulation 16,18.

Estimating the strength of rock materials by Z. T. BIENIAWSKI, Pr.Eng., D.Sc.(Eng.) (Visitor) A practical approach for estimating the strength behaviour of rock materials is presented. The demand for data on rock properties in engineering design is considered, and it is shown that, based on the trends observed in the South African mining industry during the last twenty years, simple and easy-touse methods for the estimation of the uniaxial and triaxial strength of rock materials are needed. It is shown that the uniaxial compressive strength of rock can be conveniently determined from the pointload strength index, which is obtained underground on unprepared rock cores. The triaxial strength of rock can be estimated for most practical purposes from empirical strength criteria. Two such criteria are proposed that allow estimation of the triaxial strength for rock materials to about 10 per cent. The only input required for these criteria is the uniaxial compressive strength. The validity of the practical approach outlined in this paper is confirmed from the experimental tests conducted on some 700 rock specimens representing five rock types. A practical example for the prediction of rock strength is given.
