Introductory remarks by author When Mr R. C. J. Goode suggested preparation of a paper in the area of manpower utilization in South Africa, I was, while keen to accept his invitation, somewhat hesitant for two reasons. Firstly, I recognized the great difficulty of making a factual contribution, because of the lack of really relevant statistical information available, the fact that much of it is out of date, and the difficulty of researching and co-ordinating it and of evaluating a statistically sound resultant viewpoint. Experience in the actual preparation of this paper has done nothing to change my view in this respect. Secondly, it is obvious that a paper presented to a meeting of this Institute, by a member of it, would be expected to devote considerable attention to the subject in the mining industry. I am not directly employed by the mining industry, although my company has carried out extensive assignments for various sectors of it both in this country and in other parts of the world, since the 1939-45 war. I am more conscious than most of the tremendous technical and managerial skills at the disposal of the industry in this country, and consequently am equally conscious of the hazards of publishing facts and figures which might be taken to indicate any criticism of performance. I am aware that some of the information that I am about to present may indeed generate comment, and possibly even critical comment. I would like to be regarded therefore in presenting this information, as a member of the group, rather than an external critic. Under these circumstances, comment can only be constructive, and this is my earnest hope. The contribution of my paper, if contribution there is, will I hope be in the area of assessing labour productivity in mining, and in secondary industry in such a way that the performance of each against its own past results is comparable. This task has not for the present been to my knowledge attempted, and in advance I wish to take out authors' insurance against legitimate criticism from professional economists and others, by stating that I am well aware of possible short-comings in the arguments. Nevertheless I believe that under the circumstances I have, with the important assistance of several people, been able to take the subject further than has been the case in the past. Finally, I have related productivity in the mining industry and in secondary industry to a target of productivity in the Republic of South Africa. I was fortunate recently in being able to attend a series of lectures by a prominent economist in America. He introduced his subject by calling it 'A broad survey of macro-economics'. Perhaps I might be permitted to describe my paper, in the same idiom, as 'The macro-management of labour'.

A. H. Mokken: I am pleased to have been given this opportunity to make a contribution to Dr Muller's paper tonight. The reason for this is that, at one stage in our careers, we were associates in the same undertaking. Dr Muller, then fresh from University, with a degree in pure science, had just stepped onto the first rung of the ladder, which, it was then thought, would lead him to a career in gold extractive metallurgy. However, endowed with an enquiring mind and conscious of a lack of fundamental training in general metallurgy and engineering, he felt a need for further academic study. To meet this need and, more importantly, to meet the necessary finances, he found his opportunity in steel. Armed with a bursary, he bade farewell to gold and proceeded overseas, to the University of Sheffield, to train as a steel metallurgist. The outcome of these academic efforts, which were followed by assignments in the steel industry and a further period at Sheffield, is the man we have listened to tonight-a highly qualified metallurgist who has displayed a sound knowledge of his subject. In choosing Sheffield, Dr Muller became associated with a steelmaking centre of world renown, a centre usually credited with the first systematic production of alloy steels, as far back as the 18th century. Since that time, great advances have been made in the production of alloy steels and this is especially so in the last decade or two, when major developments in civil, mechanical, electrical, aeronautical and nuclear engineering have been made possible by the development of steels with improved properties. In spite of spectacular advances in the technology of non-ferrous alloys, plastics and other materials of construction, steel has maintained its role as a pre-eminent material for engineering use. With the gradual accumulation of data on the properties of steels, and the use of thin film electron microscopy, to study the behaviour and characteristics of such phenomena as dislocations in metals and other microstructural features, the physical metallurgist appears to be approaching the stage of an exact understanding of such phenomena as strength, ductility and brittleness-a knowledge which could lead to close control of such properties and, therefore, to the attainment of the highest goals. An interesting example, illustrating the use of fundamental principles, based on physico-metallurgical research, is the development of the maraging steels developed by Bieber at the International Nickel Company. These steels have met the extreme technological requirements of the space age by providing the material for the cases of large rockets in which qualities, such as high tensile strength, toughness, workability and weldability are most important. Attractive as they might appear to be in considerations of savings of weight, cost of erection, transport of materials and foundations, the use of high strength steels has been accompanied by special problems such as brittle fracture, hydrogen embrittlement, notch-toughness and fatigue. It has been found that high strength steels, which performed acceptably in conventional tension tests, were found to undergo failure, in a brittle manner, in service. Hydrogen embrittlement has caused spectacular failures at a fraction of the normal ultimate tensile strength, and a lack of correlation between fatigue and tensile strengths has diminished the advantages to be obtained from the use of high strength steel in some applications. A new approach to the selection of materials for engineering design has resulted from a consideration of these phenomena in which strength, as such, is no longer as significant as it was previously. A brief review of the development and ultimate design of the Model 16 Photometric Sorter is given, including the differences between it and its predecessor, the Model 13, which is currently in operation at Doornfontein. A description of the West Driefontein sorting plant is given, together with the rationale of its design. The installation programme for the sorters is described, and current operating and maintenance procedures are discussed. Operating results are tabulated and compared with the original test results. Operating costs are also discussed.

A technique for the measurement of slurry consistency inside a grinding mil is described. The rate of slurry drainage from a sensing probe mounted through the mil shell is measured and correlated with the percentage solids of the slurry discharging from the mil. The response time of the measurement(obtained on a pilot bal mil) is compared with the response time of the viscosity of the mill discharge. It is shown that the new measurement should allow much tighter control of the mil behaviour, with concomitant savings in the consumption of power and steel.

The paper describes a CFD model developed for 76mm Dense Medium Cyclone (DMC) using Ansys Fluent Software to gain insights into the separation of particles according to their size and density. The simulation used in this paper includes the Reynolds stress model to predict the turbulence inside the cyclone body. An Eulerian-Eulerian multiphase CFD model was applied to model a number of physical aspects such as the separation of coal particles and the segregation of magnetite media solids. The experimental results generated in a laboratory scale DMC were used for the validation purpose and the predicted results of CFD have been validated for the flow splits of water, magnetite and coal. The simulation results obtained from the Eulerian-Eulerian multiphase model revealed that the prediction agreed with experimental results, and matched reasonably well in terms of the mass flow rates of water, magnetite and coal. Furthermore, the partition curve of the DMC when mapped for the separation of - 3.0+0.50 mm size also showed to be in agreement with the experimentally obtained curves. The gravity of cut (SG50), also predicted by the Eulerian-Eulerain multiphase CFD model, was found to be in the vicinity of observed experimental value of SG50. The philosophy behind the design of a rougher cell for the handling of coarse feed and for the maximization of recovery within a given time is presented. The application of this philosophy in cells of 22-litre, 320-litre, and 3 m3 capacity is outlined, and the results of the process testing of these cells are given. In this testing, particular accent was placed on the recovery of water as a guide to the recovery of the finest size of particles, and the rate of recovery of various mineral species. It is concluded that a promising concept has been identified, but that further testing is needed for the firmer establishment of optimal operational parameters in a production environment.

This paper illustrates the application of numerical modeling methods, in conjunction with limit-equilibrium techniques, to the location of critical slip surfaces in slope-stability problems. Initially, the Spencer slice-based method of analysis is introduced, together with a dynamic-programming algorithm for slip-surface location. This limit-equilibrium method is assessed critically through the use of an illustrative problem. The technique is then extended to locate the critical slip surface for a similar slope, but with more complex constitutive and yield relationships for the material comprising the slope. To this end, the use of the stress field generated from a finite-difference program, together with a dynamic-programming search routine, is presented as an advanced technique of slope-stability analysis for engineers.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

The practice of refractory lining in Fe Cr furnaces is purely based on the behavior of various refractories used in different parts of the Furnace at elevated temperatures. The choice of the pattern of lining is mostly done on traditionally based concepts. Refractory Lining of a furnace is the most crucial enabler for operational excellence for Ferro Alloys production. During the last few years, no major technological change has taken place in ?Refractory Lining Management?, only freeze lining concept is becoming popular. Many ferro chrome furnaces today, have the refractory lining problems especially at tap holes, resulting in shutdowns and production losses. The author with his experiences for the last 37 years in furnaces of all sizes tried to attempt to investigate into the reasons for premature failure of lining.

A simple argument shows that it is impossible for the flight of a rod in contact with a litter bar in a rotary mill to be initiated at that point on the upside of mill rotation when all the forces acting on the rod are in equilibrium. The argument was confirmed experimentally in a study showing that the lift of litter bars is a function of their height, that the rod velocity at the point of departure has a significant radial component, and that the subsequent flight of a rod is along a parabolic trajectory as predicted by elementary mechanics. A quantitative account of the observed effects, which is based on a dynamic theory of the sliding interaction between rods and litter bars, revealed interesting properties of the motions of rods down the surfaces of litter bars when the latter are in uniform circular motion during the rotation of a mill.

Deposition of gold-bearing deposits in the Witwatersrand Basin was controlled by hydraulic processes. These resulted in the formation of independent sedimentological facies areas having different statistics and semivariograms. Consequently, when there are indications that data are a mixture of statistical populations, it is important to decompose them into statistical subpopulations and analyse these independently. However, in the case of actual mining, physical position and extent of sub- populations are important and, as a consequence, any decomposition of data must take space into account if it is to be of use. An algorithm for the spatial decomposition of data into its sub-populations is described and is applied to real data taken from the Witwatersrand. Two distinct areas with completely different geostatistical parameters were revealed.

A rotating-cylinder electrode (RCE) was used to simulate the effect of flow velocity on pipe corrosion. A comparison is made between the electrochemical measurements obtained and those measured with a laboratory-scale flow loop. There is good general agreement if the speed of rotation of the RCE is adjusted to give the same value of mass transfer Coefficient as in the other system. Hence, it appears that the RCE is well suited to simulate actual flow conditions in pipes. The simultaneous effect of flow velocity and pH value on the corrosion rate of mild steel in a synthetic mine water was investigated. The i1nrease of corrosion rate was found to be more pronounced at lower pH values and, apart from a sharp increase below pH 4, the initial corrosion rate also increased at pH 7 and 6.

Mine planning is a complex function and also a vital one. The quality of the planning has a profound effect on the efficiency and the economics of every mining operation. It is therefore important that the function should not be reliant upon only a few techniques but should have command of an orchestra of them. Then the most appropriate can be selected for each application or, if it is advantageous, a group can be employed in concert. This paper introduces peripheral algebra as a set of techniques which should be included in the mine planning orchestra. Its objective is primarily to stimulate more development not only of these techniques but also others of a similar kind which will increase the effectiveness of mine planning.

Stochastic methods are normally invoked / used to assist with the understanding of risks, when there is uncertainty around a particular outcome. Uncertainty implies that there is a risk that the desired outcome will not be realized. Stochastics and probability theory has long held out the promise to answering this need, but has often been maligned because of its misuse. This paper takes a critical look need for Monte Carlo simulation to project risk evaluation and highlights what is considered to be the fundamental issues that should be thoughtfully considered to avoid the abuse of this technique. The upside of avoiding the abuse of this technique will be the wider acceptance by practitioners that it is a credible technique to quantify this important aspect of valuation.

The mechanism of gold adsorption on activated charcoal by R. J. DAVIDSON: M.Se., Ph.D. (Rhodes) (Visitor) The adsorption of gold onto activated charcoal is most dependent on the concentration and character of the 'spectator' cations present in the adsorption medium. In the presence of calcium ions, gold is adsorbed as the calcium aurocyanide complex. The degree to which the aurocyanide complexes are adsorbed follows the series Ca> Mt:> H> Li> Na> K, calcium aurocyanide being the most stable complex and potassium aurocyanide the least firmly bound. If a loaded charcoal, where the gold is present as the calcium complex, is treated initially with either sodium carbonate or potassium carbonate solutions, the gold can subsequently be eluted from the charcoal with hot deionized water as either the sodium or the potassium complex respectively. The elution of gold with deionized water appears to be most attractive practically and economically, and has several potential applications in the recovery of gold from dilute solutions.

The paper opens with a summary of the major factors responsible for spontaneous combustion in coal discards. These include heat arising from the oxidation of coal and pyrite, and from the weting of dry or oxidized coal and pyrite; and certain petrographic conditions leading to self-ignition of the coal such as low rank, the presence of a high proportion of reactive constituents, and the occurence of highly porous and botanicaly structured inertinite macerals, The analyses of 6 samples from 2 discard dumps in the Witbank coalfield are included, which show that, according to a three-grade classification of liability to spontaneous combustion, one dump is 'reasonably liable' and the other is 'most liable', It is pointed out that factors other than liability to self-ignition determine the possible utilization of such discards, and that the prevention of oxidation is of great importance if they are to be utilized and spontaneous combustion to be prevented,

This paper deals with the development of the cut-and-fill mining method at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province of South Africa. Lead, copper, zinc, and silver are produced. Production started in January 1976, being confined to blasthole production methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is 70 per cent depleted, and pillar extraction is in progress. The balance of the production tonnage, 60 kt per month, is produced from three cut-and-fill stopes situated in the flatter-dipping areas of the orebody. The cut-and-fill mining method at Black Mountain is a result of research and planning activities that included the use of modelling, laboratory tests, mathematical analyses, in situ tests, and experience gained from other mining operations. These investigations and the resulting developed methods and designs are summarized in the paper.

Financial evaluation is necessary to investigate the viability of implementing and/or utilising new technology in mining projects. It establishes a techno-economic base for decision-making and justifies capital expenditure. This paper aims to present a monetary appraisal of the electric rock drilling system in a typical feasibility project, whose purpose is to increase the production rate. The in situ environment is a platinum orebody, and the stoping operations occur in UG2 reef. The results are a function of production requirements, technical parameters and financial outlay of the drills. The costs involved in implementing and operating electric rock drills are assessed to the current method of drilling, namely the compressed air operation. A comparison of the electric and pneumatic rock drills in terms of financial outlays for drilling and service requirements, peripheral equipping and training is discussed. Other factors that affect the business case are technical advantages, safety and risk management and the environmental objective of the company.

In this paper, which is aimed to serve as a review article, first of all a breakdown of the earth?s total water reserves is given. The usage areas of water in the mining industry are mentioned and these uses are briefly outlined, together with the main pollution potential of each. According to this, most of the water (almost 80% of it) is utilized in processing. Later on, probable damages that the mining would give to groundwater as a result of acid mine drainage, heavy metal pollution, euthrophication and deoxygenation is described. Finally, the measures and controls that should be taken against water contamination in mines are presented.
