The Thirty-sixth, Regular Meeting of the Rocky Mountain Coal Mining Institute was called to order at the Shirley-Savoy Hotel, Denver, Colorado, Thursday, June 23, 1938, at 11:15 o'clock a.m., by Thomas Allen, Vice-President for Colorado, who announced that owing to the serious illness of Fritz Nyman's father, Mr. Nyman would be unable to attend the convention. Vice-President Allen welcomed the convention as a representative of Governor Ammons. Owing to the overlapping of a previous engagement, Mayor Benjamin F. Stapleton regretfully arrived too late to welcome the gathering in behalf of the City of Denver. Vice-President Allen selected Mr. F. W. Whiteside to preside at the morning session. On motion made, seconded and carried, the reading of the minutes of the Thirty-fifth Regular Meeting was dispensed with, inasmuch as they are printed in the proceedings. Chairman Whiteside suggested that the appointment of the personnel for the Committee on Resolutions, Nominating, Membership and Auditing be deferred until later in the meeting, and on motion made by Mr. Oliver, duly seconded and carried, this suggestion was adopted.

The 71st Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Steamboat Village Inn, Steamboat Springs, Colorado, and was in session at 10:00 a.m. The session was called to order by William W. Grant, Assistant to Manager of Navajo Mine, Utah International, Inc., Fruitland, New Mexico. Mr. Grant was delegated to open the meeting due to the untimely death of Past President A. F. Geiger. Mr. Grant introduced President Roy Coulson, President and Director of the Kemmerer and Gunn-Quealy Coal Companies, Frontier, Wymoing. The morning session opened at 9:00 a.m. and was presided over by Carlyle F. Gronning, Chairman, Industrial Commission, State of Utah, Salt Lake City, Utah. The first speaker was John A. Fagnant, Vice President-Sales, Kemmerer Coal Company, Frontier, Wyoming. Subject - "Open Pit Coal Mining, Western States." Mr. Fagnant is a graduate of Colorado School of Mines, 1937 Degree, Metalurgical Engineer His career in the mineral industry began at the Arthur Mill of Kennecott Copper Company. For nine years he was with Allis Chalmer Company in Milwaukee, Wisconsin as a Sales Engineer in the Mining Machinery Division. Following five years in private business, he joined The Kemmerer Coal Company as a special projects engineer specializing in coal carbonization. He was assigned the job of Sales Manager in 1968 and promoted to Vice President of Sales in 1970. Member of A.I.M.M.E.

The 64th Regular Meeting of the Rocky Mountain Coal Mining Institute convened at Jackson Lake Lodge, Grand Teton National Park, Wyoming, and was in session at 10:00 a.m. The meeting was called to order by Past President .Tames Westfield. He introduced Mr. Raymond C. Lillie, President of Grand Teton Lodge Company, who welcomed the members to Jackson Lake Lodge. Mr. Lillie stated he had been with the organization since the Lodge was built. They had a snowstorm the day before our meeting so stated it was perfect weather for coal miners. Mr. Westfield introduced President Joe T. Taylor, Superintendent, York Canyon Mine, Kaiser Steel Corporation, Raton, New Mexico. Mr. Taylor was born in Miami, Florida. Attended the Colorado School of Mines and graduated in 1952. He was associated with Sunnyside Operations of Kaiser Steel Corporation in Utah until 1962. Was then transferred to the Koehler Mine in Raton, New Mexico, as Superintendent, and had charge of opening the new mine, York Canyon, and at the present time is in charge of Kaiser operations there.

The meeting was called to order in the Albany hotel, with the President, John B. Marks, in the chair. At the request of the Secretary, the chairman brought before the Institute the question of a reorganization of the finances and system of conducting the Institute, explaining that, although the Institute is in good financial shape and the meetings are of great interest and are attended by a large and serious minded membership, the Institute is getting so large and of such value to the operators that it should be taken over by the operators, conducted by some man elected by and from the operators, and its financing put on a definite basis. At present, it was explained, the Secretary, not a coal operator nor interested in operating, arranges and conducts all meetings and finances the Institute from three sources: the very low dues, the advertisements published in the Proceedings, and by direct solicitation of contributions among the supply and machinery houses. Mr. James Dalrymple spoke vigorously on the need of having the Institute entirely free from any taint of commercialism. Upon motion by W. D. Brennan, seconded, a committee of four, one to represent each State, was voted. Appointment of this Committee was deferred temporarily. The reading of the minutes of the previous meeting was then called for, but upon statement of the Secretary, that the minutes were published in Volume 2 of the 1925 Proceedings, they were dispensed with. The Secretary-Treasurer's report was made informally inasmuch as the last report had not yet been audited. In brief, the Secretary reported on a cost of approximately $1,600.00 a year to publish and send out the Proceedings, an expense of approximately $1,800.00 to care for the Denver meeting, and an expense of approximately $1,200.00 to care for the summer meeting. The Secretary's salary of $25.00 a month has not been collected, but a certain portion of this has been used for stenographic expense. The Secretary asked for expression from the floor regarding the advisability of continuing the publication on the present elaborate plan. Mr. Gibson, Mr. Marks, Mr. Whiteside, Mr. Littlejohn, Mr. Dick and others spoke positively on the value of the present form of the Proceedings, and urged that no changes be attempted in this. Upon motion of Holbrook Mahn, it was moved, seconded and carried that E. H. Weitzel and W. F. Murray be made life members of the Institute in recognition of their services in the organization of the Institute, placing them with Floyd W. Parsons as the original organizers of the Institute. Mr. Murray spoke briefly in acknowledgment of the courtesy. Mr. Weitzel's words are included in the discussion A letter was read from George B. Pryde relative to the present emblem of the Institute. The final session on Wednesday morn¬ing was given over to a panel discussion of safety questions submitted by members of the institute. Mr. Murray presided, and Lyman Fearn, chief, Wyoming Dept. of Mines & Minerals, Rock Springs, Wyo., was moderator. Members of the panel were: John A. Garcia, chief mine inspector, New Mexico; Leonard Ford, mine foreman, Frederick- mine, CF&I, Valdez, Colo.; A. C. Moschetti, chief, coal mine inspection branch, USBM, Denver; Kirk V. Cammack, mining engineer, USGS, Denver; Joel N. Van Sant, chief engineer, St. Louis, Rocky Mountain & Pacific Coal Co., Raton, N. M.; Emery Olsen, safety engineer, coal mine and quarries, U. S. Steel Corp., Dragerton, Utah; F. J. Peternell, safety engineer, Union Pacific Coal Co., Rock Springs; and J. J. Reddy, mine inspector, Colorado Dept. of Mines, Grand Junction, Colo. On a question concerning the effect of roof-bolting on the maintenance of a breakline in pillar removal, Mr. Van Sant reported that some experience at his company's mines indicate that wood supports are not necessary to make the break although shooting is sometimes done to get it. Furthermore, bolting improves the roof in these pillar areas and extraction has increased about 20%. Mr. Fearn concurred in describing operations in parts of Wyoming.

The Tuesday morning session opened at 9:00 a.m. and was presided over by Mr. Homer Hyatt, Safety Director, North American Coal Corporation, Western Division, Castle Gate, Utah. Mr. Hyatt introduced Mr. Richard F. Walker, Vice President, Engineer & Planning, Electric Department, Public Service Company of Colorado, Denver, Colorado. Mr. Walker is a native of the State of Nebraska, a graduate of the University of Colorado with a BSEE degree in 1949. He has been associated with the Public Service Company of Colorado for almost twenty years and in the above capacity for the last one and one-half years. Mr. Walker?s subject was "Our New Plants and Coal. (See index for printed text of Mr. Walker's paper.) Mr. John F. O'Leary, Director, U.S. Bureau of Mines, Washington, D. C. spoke on the ?High Cost of Economy.? Mr. O'Leary graduated from George Washington University in 1950 with a degree in Economics. In 1950, he joined the Bureau of Mines. In 1963 he was appointed Deputy Assistant Secretary, Mineral Resources, U.S. Department of the Interior. In 1967, he was appointed Chief, Bureau of Natural Gas, Federal Power Commission. In 1968, appointed Director, U.S. Bureau of Mines, Washington, D.C.
