This report summarizes the principal activities and significant results of the Bureau of Mines respirable dust research program since passage of the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. This program has investigated new and improved techniques and equipment to reduce or prevent the formation of dust during the cutting cycle; to dilute, suppress, or collect airborne dust generated during mining, handling, and processing; and to improve the measurement of dust levels for evaluation of engineering controls and for enforcement of Federal dust standards. The report is intended for mining industry dust control specialists and other interested parties. It includes a brief summary of the program to date, a section on future research plans and goals, and a list of publications resulting from the Bureau's respirable dust program.

The objective of this study was to determine if significant relationships exist between coal mine roof stability and the time roof is left unsupported. Additional factors such as geology, opening geometry, and mining methods were also studied: to determine their relative influence on mine roof stability. The results of the study indicate that geologic factors such as shear zones (either joints or faults) and changes in roof rock lithology were the principal factors governing mine roof stability. The time lapse factor appeared to be of critical importance when poor mine roof conditions are encountered. The study pointed up the need for improved and permissible rock mechanics instrumentation for use in coal mine investigations.

In 1985, U.S. Bureau of Mines and University of Kentucky researchers began a series of studies relating to self-contained self-rescuer (SCSR) donning proficiency. During the next 5 years investigators examined a number of factors that have a bearing upon miners' ability to put on and use the apparatus in an emergency: the procedure being taught; availability and utilization of training models; opportunities to practice; hygiene; and on-the-job training. This report presents an overview of that research. It is concluded that companies should adopt a hands-on training protocol that allows them to integrate SCSR donning practice into other workplace routines such as fire drills.

In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

In addition to standard tent procedures such as direct cyanidation, amalgamation, gravity concentration, and flotation, or a combination of these methods, it is sometimes necessary to apply other methods, such as preliminary roasting and washing of the calcine with plain or acidulated water before cyanidation. "INTRODUCTION The use of scrap mica as an industrial raw material has grown rapidly during the past two decades. Demands by various industries for ground mica for use in the roofing, paint, rubber, plastics, and wallpaper trades as well as for less extensive uses in insulation, oil-well drilling, welding, pipeline enamel, decorative material, and for other purposes exceed present (1947) supplies.A small proportion of the raw material used comes from the Black Hills of South Dakota, where casual recovery has been practiced in the exploitation of pegnatite deposits for more valuable minerals. The annual production of scrap mica in the Black Hills for the years 1939 to 1946 is shown in figure 19. 4/Although small, this production of scrap mica materially augments the incomes of numerous operators.Volume production of mica would offer attractive opportunities for obtaining steady and more economical supplies of the rare minerals as byproducts. Appreciable supplies of beryl, lithia minerals, sheet mica, tantalite-columbite, and cassiterite could accrue. Furthermore, a stable scrap-mica production would complement the production of quality feldspar, for which the Black Hills pegmatites are noted, and would help balance the economy of pegmatite mineral production.Mechanical methods of separation are requisite to production of enough scrap mica to be generally profitable. Various phases of the characteristics end treatment of mica have been investigated by the Bureau of Mines. A bibliography of these reports is appended.In 1945 the Bureau of Mines conducted pilot-plant tests to recover scrap mica by selective screening of crushed pegmatite. More recently the problem has boon studied in the Pegmatite Research Laboratory to aid in developing technological methods by which scrap mica may be separated from crushed pegmatite."

Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine's roof. This report was prepared by the U.S. Bureau of Mines to summarize the opinions of 268 coal miners, 29 rust-line supervisors, and 30 MSHA inspectors concerning why people go under unsupported roof, and how to prevent this behavior. Interviews were conducted at six minesites.

The Bureau of Mines, as part of its designated duty of investigating the causes of mine accidents, is conducting at its experiment station in Pittsburgh, Pa., a study of mine gases. Some of the work already done in connection with this study is outlined below. A large number of mine-gas samples have been collected under normal conditions in returns and in splits, and at other points in the ventilating current, also at the face, in the goave or gob, in unventilated places, and wherever the air was still. Samples have also been obtained under abnormal conditions, as after explosions and while mine fires were in progress, or from sealed areas behind stoppings and darns where the air had been stagnant for some time. Chemical changes in the composition of mine atmospheres during mine fires have been studied," and conditions peculiar to certain mines have been investigated. The question of the effect of a change in atmospheric pressure on the escape of gas (methane) in coal mines has been studied. Explosives have been fired in both coal and metal mines, and samples of resulting gases have been collected to ascertain the degree to which these gases vitiate the air. A series of samples in mines where gasoline locomotives were being used have been examined in order to ascertain the degree to which the exhaust gases from such locomotives foul the mine air. Experiments have also been performed in regard to the relative effect of carbon monoxide b upon men and small animals. A preliminary report relating to the inflammable gases in mine air has been published. Full reports of the results of the investigations outlined above will be published as soon as all the necessary data have been gathered. The first part of this report deals with the methods used by the bureau in the collection and examination of the various mine gases; the latter part discusses the bureau's methods of sampling and examining natural gas.

[The objective of this project wan to determine the technical feasibility of recovering the associated copper, lead, and zinc from the pyrrhotite axe, of the Great Gossan lead, which has bon pined only for it:, sulfur and iron contents so far. The report constituted a description and discussion of small-scale Preliminary studies. This great pyrrhotite or body has strategic value, inasmuch it contains considerable quantities of zinc, copper, and lead, as well as the iron rend sulfur. The recovery of the: copper, lead, and zinc, associated with certain of the pyrrhotite ore bodies, could augment our domestic supply of these metals.]

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. Four taconite plants were studied to establish the extent of hazard to plant personnel which exists based on long-term exposure to noise. The criteria for evaluation include the 90 dBA and 85 dBA summations of partial exposures. Data from extensive interviews were used to determine all work stations or locations which employees occupied and how much time they spent in ach location in a typical working day. Noise level measurements at every designated location were then made. By means of a computer program, these time and noise level data were us d to find the optimum noise reductions which would be required throughout each plant to meet both noise criteria. Subsequently, each plant was examined in detail so that the apparent sources of noise for each of the locations requiring noise reduction could be delineated. In tabular form, this report presents the hazardous locations for each plant, the existing noise level, the optimum noise reduction which would be required to meet the current and proposed laws, and the sources of noise which produce the existing noise level.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. "INTRODUCTION.Street manholes for underground power and signal circuits, and for sewers vary in size from small openings that a workman can enter, to large central vaults. As the gas hazards in manholes are similar to those in mines, the mine safety committee of the Bureau of Mines was asked whether the miners' flame safety lamp is a practicable device for indicating inflammable gases in manholes.The coal miner detects firedamp (methane or CH4) with his flame safety lamp by observing the luminous can or the increased length of flame that appears when 1.5 per cent or more of the combustible gas is present. The lamp flame also warns him of lack of oxygen by going out when the oxygen becomes less than 16 to L7 per cent. A tentative rule regarding the proposed use of safety lamps at manholes has been suggested previously as follows: ""Testing for gas: Do not enter manholes until you have .assured yourself that the manholes are free from dangerous gases, by testing with an approved safety lamp, by ventilation, or by other adequate methods."" The Bureau's committee recommended that miners' flame safety lamps are not suitable,testing in manholes because hydrogen gas may be formed therein. The flame safety lamps approved by the Bureau of Mines for use in aseous mines are safe in presence of methane and while not tested against the members of the paraffin hydrocarbon series (CnH2n+2) higher than methane they been have been used therein; the lamps should not be used in hydrogen or acetylene they can initiate explosions in presence of these gases."

[The Bureau of rides is making a general study of the occurrence of the Clinton red iron ores of Alabama. In the course of this study, it developed that the iron-ore seams of the Woodstock and Bucksville areas were virtually unexplored., and the nature and extent of the ore deposits were undetermined. As a part of the work of the project, the Bureau investigated the occurrence of red iron ore in the .areas. Eighty-four channel samples, representing 317.6 linear feet, were taken from l2 locations along the outcrop of the red iron-ore seams, Ten diamond-drill holes, amounting to 3915.5 linear feet, were drilled. In these areas, commercial- and marginal-grade ores of minable thickness have been shown. It is estimated that 4,500,000 tons of indicated ore and 6,700,000 tens of inferred commercial-grade ore averaging 5.1 feet thick, 47.6 percent Fe, 26.1 percent insoluble, 0.1 percent CaO, and 0.04 percent P; 7,200,000 tins of inferred marginal grade ore averaging 6.1 feet thick, 36.2 percent Fe, .35.0 percent insoluble, 3.9 percent CaO, and 0.14 percent P; and 18,500,000 tons of ferruginous sandstone averaging 12.2 feet thick, 19.2 percent re, 50.1 percent insoluble, 9.6 percent CaO, and 0.14 percent P are present in the areas.. All tonnages are estimated as gross tons of recoverable ore in place, based' on 65-percent mining recovery. In accordance with established policy of the Bureau of Mines of publishing factual data as soon as possible after completion of field work, this description of the Woodstock and Bucksville areas is presented. The number of persons fatally injured in the California petroleum industry in 1932 was 24, a decrease of 6, or 20 percent from the number killed in 1931. The decrease in the number of fatalities occurring in 1932 caused the fatality curve of the California petroleum industry to reach its lowest point in 10 years. Changing conditions in the oil industry - reduced personnel, decreased active field development, and curtailed production - have undoubtedly caused a part of this decrease, but continued accident-prevention efforts by the industry have also contributed to the reduction in the number of fatalities for 1932. The Bureau of Mines has analyzed and reported annually the fatalities in the California petroleum industry for a period of 10 years. Figure 1 shows the trend of fatal accidents during that period. Fatality statistics for 1932 show that the drilling and producing, pipe line and transportation, and refining and natural gasoline divisions of the industry had fewer accidents in 1932 than in 1931, sales and marketing being the only division that showed an increase over 1931. The number of fatalities by divisions for 1931 and 1932, percent of total, and percentages of increase and decrease are given in Table 1.

As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

Noise from vibrating screens is generated in two ways: 1) Noise due to the material being processed and, 2) noise from the screen itself. Non-metallic decks had been shown previously to reduce material noise. The noise reduction and change in screening performance was quantified for six non-metallic decks using dolomite, granite and coal as the materials. The non-metallic decks were from 2 to 7 dBA quieter and from -1 to +10 percent less efficient as compared to a steel wire cloth deck of the same open area. Damping of the sidewalls and isolation of the drive mechanisms had been shown, in a development configuration, to reduce the noise of the screen itself. Tests of four prototype damping treatments gave reductions up to 4.9 dBA and the mechanism isolators gave an additional 2.1 dBA. The treatments were successfully life tested in two ways: 1) Lab tests to a simulated 25,000 hours were conducted on samples of the treatments in a corrosive salt spray to simulate coal plant wash water and, 2) the full size treatments were run on a full size screen for 5,000 hours.

The minerals that enter welding-rod coatings and fluxes are the main subject of this report. Few mineral producers know just what minerals and what grades and quantities of minerals are required by the welding trade, and it is for their information that this report has been prepared. The various methods of welding are discussed extensively enough to inform this type of audience. Specialists in welding probably will find little on welding that is of value to them, but they may learn something more about the minerals or mineral products that they use. The authors did not find it easy to prepare this publication, and any needed corrections will be welcomed. Regarding welding, research, Jenks4/ 1 points out that while the process of welding in simple in operation, the phenomena attending its use are extremely complicated, and the efficient and safe use of welding requires an understanding thereof. Although the fluxes and the coatings used have solved many problems, many other problems require the joint effort of the whole industry; therefore, it is hoped that this report will be found of practical value.
