From the most remote periods of civilization stone has been used to perpetuate the memory of individuals or to immortalize their noble achievements. Ancient memorials ranged from simple piles of stone (cairns), or single markers, to great obelisks and pyramids or magnificent mausoleums. The Taj Mahal at Agra, India, built of white marble by Shah Jehan in memory of the Empress Mumtaz Mahal, is one of the most beautiful and costly memorials ever built. It was erected between 1632 and 1650 at an estimated cost of $50,000,000 or more and is today an object of unusual interest for travelers. Other magnificent memorials both ancient and modern are to be found in many lands. No sharp line can be drawn between buildings and monuments, because the larger types of memorials such as the Bok Singing Tower, Lincoln and Jefferson Memorials, and mausoleums of various types have features in common with buildings. However, great care must be exercised in selecting a site for a quarry that will produce acceptable monumental stone because appearance as well as quality is of prime importance. The deposit must be of uniform texture and attractive color and must be notably free of knots, hairlines, impurities, incipient seams, or other defects. Many memorials are of polished stone, and spots or streaks that might be virtually Invisible on a natural rock face will appear distinctly on a polished surface. Hence, stone to be polished must be selected with unusual care. However, less flawless stone may be used for hammered surfaces.

A 3-inch pilot hole was directionally drilled to intercept the Freeport coalbed horizon horizontally at Mather, Pa., as part of a Bureau of Mines degasification project. The original concept was to continue the horizontal drilling into the coalbed, after the initial intercept, with a total of three horizontal holes eventually being completed. However, the erratic thickness (0.0 to 4.3 feet) of the Freeport coalbed at Mather was not sufficient to support the horizontal drilling degasification technique, and the site was abandoned after six attempts to locate adequate continuous coal thicknesses. The drilling of coreholes in the immediate vicinity of proposed well paths to evaluate coal thickness is essential prior to future slant hole operations. Although mechanical failures of the new directional drilling equipment, mud pump and rig breakdowns, directional control problems, and exploratory horizontal drilling in the Freeport horizon more than doubled the anticipated cost of the pilot hole, continuing improvements in directional drilling equipment and techniques should significantly reduce the time and costs of future drilling operations.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.

This Bureau of Mines study was conducted to determine the sulfur reduction potential attainable when washing fine-size coal on a spiral concentrator. Crushed samples of Middle Kittanning and Bakerstown bed coals washed on the spiral provided pyritic sulfur reductions of up to 90 percent for the plus 200-mesh material. Pyritic sulfur reductions on the minus 200-mesh material seldom exceeded 30 percent; consequently, this material would require further treatment. The capacity of the spiral was 2 tph per unit when washing l4-mesh by 0 coal. The ability to remove pyrite combined with the higher-than-expected capacity makes the spiral worthy of consideration as a rougher-cleaner in new fine-coal desulfurization circuits.

The objective is to provide effective training on refuge chambers for underground coal miners. This training will increase knowledge about how to teach miners to operate, transport, and inspect a refuge chamber; what to expect psychologically and physiologically inside a refuge chamber; and how to decide when to use a refuge chamber. Background During 2006?2007, several disasters occurred at U.S. underground coal mines, resulting in 28 fatalities. These disasters led to new approaches to mine safety and health, as well as new federal regulations. One new technology mandated by federal legislation is the refuge chamber. Refuge chambers are movable shelters that are either made of steel or inflate from a steel skid as a tent. They can potentially save the lives of miners during an underground mine emergency by providing breathable air, food, water, and a safe environment for up to 96 hours. Because the refuge chamber is a new technology, recommendations, information, and training products are greatly needed.

The mining law of May 16, 1884, is still the basic mining legislation in Smeden. To satisfy a demand for a revision of the entire mining law, special commissions have been at work for a number of years; but present indications are that the work will require several more years for its completion. The changes contemplated would affect mainly the relations between the nine operator and the landemer, as the present law, according to general opinion, tends unduly to jeopardize the landowner's right in favor of the miner. The socialist party desires additional changes, especially in the direction of giving more direct control of the industry to the State, a control that it now seems to exercise through individual agreements with mining companies. Its control of the Lapland iron mines comes through its sharing the ownership with the Luossavaara-iirunavaara Altb. In this instance, the Government should be Considered as a private commercial body, since the agreement with the company

Following the pattern established in the 1989 edition of this study, the concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies of any type. As the countries of eastern Europe, including the numerous states that formerly comprised the U.S.S.R., undergo the transition from centrally planned economies' to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeing economic assistance from government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. This situation, coupled with governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national security probably never was really necessary and certainly proved unnecessary with the end of the so-called cold war, has led to the publication of increasing amounts of both statistical and nonstatistical information in the countries undergoing economic transition.

Low-quality, small-size drill bort were the most economical. The percentage of core recovery, type and size of bit, and bit matrix are also correlated with bit performance and costs. To help mine safety and health professionals manage and reduce hazardous noise exposure with a software tool that simplifies the record-keeping and analysis process. Background Hearing loss resulting from overexposure to noise continues to be a problem throughout the U.S. mining industry. Studies indicate that 70%?90% of all miners have a noise-induced hearing loss severe enough to be classified as a hearing disability by the time they reach retirement age. To address this problem, the National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software program. DOSES is designed specifically for use by mine management and safety personnel to simplify the record-keeping and analysis associated with time-motion studies, making it easier to identify and solve noise exposure problems.

Identify abnormal low-frequency blast vibrations. Develop blast design procedures for such adverse vibration cases, including the selection of delay times based on ground conditions, vibration frequency, and structural response. The Problem Research by the Bureau of Mines and others has demonstrated how structural response and the potential for cracking and other damage depends on blast vibration frequency in addition to particle velocity amplitude. The Bureau has published recommended criteria for blasting near low-rise residential-type structures; criteria that specified frequency-dependent amplitudes. The typical vibration frequency from surface mine and quarry blasting is 20 hertz (Hz). Sites have been found, however, that regularly produce ground-roll-type waves with frequencies as low as 4 Hz. The most serious cases arc those where vibration frequencies fall in the natural frequency range for structures of 4 to 12 Hz. Such vibrations have a higher potential for causing, damage to residential structures, particularly at the low end of this frequency range, because of the resulting high strains these frequencies produce in structural materials.

The failure of the immediate roof or "roof skin" between installed primary and secundary roof supports causes hundreds of injuries and, on average one or two fatalities each year in U.S. underground coal mines. Conventional roof supports cannot cover enough roof area to adequately control these relatively small, but very dangerous rock falls. The 2006 Mine Safety and Health Administration (MSHA) accident database lists a total of 542 ground fall injuries, including 10 fatalities. An analysis of the database suggests that 434 of the injuries and three of the fatali­ties can be attributed to roof skin falls (See Figure 2). The key to controlling falls of the immediate roof or roof skin is maximizing the area of roof coverage ilnd confining these relatively small loose rocks. Roof screen offers maximum coverage of the immediate roof. Depending on the size and configuration of the screen panels, coverage of up to 100% of the roof area is possi­ble. Screen also offers a first line of defense for machine operators working in the face area by confining or deflecting small rocks that can come loose during mining or roof bolt installation. Figure 1 shows an example of the protection screen provides dur­ing bolt installation. Although the benefits of screen are well-known, mining com­panies in some areas of the U.S., mainly Northern Appalachia and the Illinois basin, are not convinced that roof screen is the best tool for dealing with roof skin control issues. The logistics of material handling, possible ergonomic injuries to workers, and the costs associated with installation are delaying the acceptance of screen as an on-cycle roof support tool. Other mines however, have concluded that installing roof screen can be cost-effective when compared to the cost of lost time accidents, training of replacement workers, or returning to already developed entries for the cleaning and rebolting process.

Gas accumulation and dust suspension are the major safety hazards in coal stockpiling and reclaiming operations. This report presents a schedule of safety precautions and plant design features devised by the Bureau of Mines to reduce danger from these and other sources.

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

Because surface mining removes the original plant cover from the land and exposes the soil, special care is needed. Until the mined land is stabilized by revegetation, snowmelt and rainfall can pick up sediment and erode mined lands much faster than undisturbed areas. Sediment control is an important aspect of protecting the environment during mining and reclamation because without it, large amounts of sediment can clog streams, increase the risk of flooding, damage irrigation systems, harm aquatic habitat, and limit the use of water for other purposes. Stream quality can be affected many miles downstream from the mine. Before SMCRA was implemented many streams were degraded by uncontrolled sediment from mining. Sediment is controlled through careful planning and a design that incorporates a variety of measures that work together to reduce soil erosion at the mine. Disturbed areas are graded, and some areas terraced, to achieve stable slopes, reduce runoff water velocity, increase infiltration, and divert runoff into drainage channels so that it flows away from unvegetated, erodible areas. Grading along the slope contour and scarify in gun vegetated slopes with bulldozer track marks help prevent erosion by slowing down the flow of water. Runoff from haul roads is controlled by culverts and roadside ditches. Sedimentation ponds or other forms of sediment control are required at all mines to minimize the amount of sediment leaving the site.

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many. It is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the PortlandMonson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In theMonson Maine Slate Co. quarry (the old Pond quarry) a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

In order to reduce waste and improve resource conservation, mine planning, and development, the U.S. Bureau of Mines is investigating multiple seam interactions associated with longwall mining. Longwall gate entry and panel stability have been influenced by previous mining in coalbeds above and below a mine in Virginia that operates in the Lower Banner Coalbed. Directly superjacent, approximately 115 ft, the Upper Banner Coalbed has been partially worked by room-and-pillar mining. Directly subjacent, approximately 730 ft, the Tiller Coalbed has been worked by partial room-and-pillar retreat mining. The study mine has experienced problems during development of gate entries in areas of overmining and undermining. It is anticipated that stress fields associated with adjacent mining may further affect gate entry stability and face advancement during the extraction of the longwall panel. To assess overmining and undermining effects on ground stability, the Bureau gathered geotechnical information at the site. Headgate entries and pillars were instrumented and monitored to study loading behavior as the longwall face approached and passed potential problem areas. Measurements indicate that although increases in average pillar pressure were greater than predicted values, previous mining in adjacent coalbeds had little effect on headgate stability.
