A recently completed survey , made by the Bureau of Mines to determine the trend of fuel consumption at refineries in the United States , showed the following outstanding points : A decrease in the use of oil for fuel in 1927 of over 5,000,000 barrels as compared with 1926 ; a decrease in the use of coal of over : 1,000,000 short tons ; small increases in the use of both natural gas and refinery gas ; an increase in the use of petroleum coke . The decrease in fuel - oil consumption was approximately 2,000,000 barrels each in the Atlantic Coast , Texas , and Louisiana- Arkansas districts , with an increase of 1,000,000 barrels in the Indiana - Illinois district , or a net decrease of 5,000,000 barrels . The decrease in fuel- oil consumption by refineries in the Texas and Louisiana- Arkansas areas was offset largely by increased consumption of natural gas and refinery gas , whereas the increased consumption in the Indiana- Illinois region was more than offset by the decrease in coal consumption . The use of coal for fuel declined from 6,052,000 short tons in 1926 to 5,031,000 short tons in 1927. Practically all of this decrease was recorded in the Appalachian and Indiana- Illinois districts , which at the same time showed the largest percentage increase in the use of oil for fuel . It is probable , therefore , that although coal prices also fell off , a considerable quantity of oil replaced coal in this area in 1927. In addition , the group of refineries , which are by location more or less definitely committed to the use of coal for fuel , undoubtedly succeeded in saving a material amount of coal through the use of more efficient fueling methods . A total of 130,815,000,000 cubic feet of natural gas was consumed for fuel at refineries in 1927. This represents an increase of 8 per cent over the 1926 total . Nearly all of this increase resulted from the opening of a line from the Monroe field to Baton Rouge , La . Had this line not been opened , there would have been a decrease in the use of natural gas , as a number of districts , particularly the Rocky Mountain , reported decreases in its use . The use of refinery or still gases for fuel did not change materially during 1927 , there being a total of 52,807,000,000 cubic feet burned as compared with 52,077,000,000 cubic feet in 1926. Refinery gases are largely a product of cracking and , it was probably more than a coincidence that a few districts in which cracking slowed down in 1927 also reported less refinery gas used as fuel .

Two general schemes have been used for the determination of gold and silver in material containing considerable quantities of copper ; one is known as the " all fire " method , and the other as the , " combination " , or " wet and dry" method . The all fire crucible method , using an excess charge of litharge , has been found satisfactory when the copper content of an ore is under 6 per cent , ( Loevy , J. , Zur Edelmetallbestimmung in hochprozentigen Kupfererzen : Chem. Ztg . Jarhrg . 35 , 1911 , p . 278 ) , or where the precious metal value is so great that a small sample can be used . In the latter case , silica is added until the copper ratio is sufficiently low . If there is more than 6 per cent of copper in an ore , the lead button obtained from a crucible fusion will require repeated scorification before . it can be cupelled successfully . Rescorification is not only tedious , but also causes a slag loss of precious metals . In combination methods , the copper is dissolved , and the gold and silver in the residue . is determined by fire assay Although some combination methods have given satisfactory results for gold and silver , they are not applicable when an estimation of the platinum metals is required . Since substances containing platinum are frequently high in copper , a study of methods which might be used for the estimation of small quantities of gold , silver , and the platinum metals in such material was considered worth while . The estimation of platinum in ores by fire assay methods has been described in Technical Paper 270 of the bureau; ( Davis , C.W. , The detection and estimation of platinum in ores : U. S. Bureau of Mines Tech . Paper 270 , 1921. ) the present paper , which is supplementary to that report , deals chiefly with the application of combination methods , taking them up to the point where the fire assay is to be applied .

The danger from coal dust in mines has been thoroughly demon- strated by experiment, and consequently the study of the inflam- mability of coal dust suspended in air, that is, the readiness with which a cloud of coal dust inflames, is of decided importance to those engaged in coal mining. Much knowledge has been gained from the work done in the large galleries constructed at official and semiofficial stations in this country and abroad, but the study of the coal-dust problem in these galleries requires so much time and is so costly that there is need of a reliable laboratory method for obtaining a classi- fication of the great variety of dusts that occur in mines. The investigation described in this paper was an attempt to devise such a method. It was a preliminary investigation, and work in the same direction is being continued by the Bureau of Mines. As Mr. Frazer has severed his connection with the bureau, it is deemed advisable to publish the results of his study substantially as he prepared them, with little attempt to draw conclusions or to show the bearing of the results on other studies now in progress. The results of these studies and a full discussion of the significance of the laboratory investiga- tions will be published in future reports of the Bureau of Mines. The reader should remember that any laboratory method, since it involves conditions that differ so greatly from those of actual mining, should be thoroughly tested, and the results obtained by it should be confirmed by experiments conducted on a scale simulating mining conditions before final conclusions are drawn. The need of a laboratory method has long been felt, and several investigators have devised apparatus and methods. The work done by Vital, Holtzwart and Von Meyer, Bedson and Widdas, Le Chate- lier, and that of the British Coal Dust Commission is of great interest in this connection. [This paper is one of series being prepared by the United States Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United States. It describes the mine of the Hanover Bessemer Iron & Copper Co. at Fierro, Grant County, N. M., which is the only operating iron mine in the southwestern part of the United States. This mine is in a district noted for the great variety of ores that it produces. Within a small area, as shown is Figure 1, there are noteworthy deposits of nearly all the common metals. The ore occurs in lenticular masses dipping at about 50°. An underhand stoping method has been developed that requires but a very small amount of handling of ore. As the ore is very irregular in iron content and also in the distribution of the impurities--chiefly sulphur, silica, and magnesia--a method has to be used that will permit selective mining and will also allow ore and waste to be taken out separately as conditions change. A magnetic cobbing plant raises the grade of the ore shipped about 10 per cent.]

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. The Bureau of Mines substantially reduced shale degradation in a coal mine by two spray coat applications of a water-base epoxy sealant. More than 12,700 square feet of passageways were treated, and in 18 months only one failure occurred. This failure was due to improper spray application, Material costs averaged 13 cents per square foot, and labor costs were 7 cents per square foot. Labor included moving all materials into the mine, the setup time for each of the areas coated, and application of coatings.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

"SUMMARYThe J. D. Price property is in Crittenden County, Ky., about 5-1/2 miles west of Marion. The Levias-Crittenden Springs fault system traverses the property. Mines on 3 miles of the same fault system immediately northeast have produced about 250,000 tons of fluorspar ore. The Keystone property, adjacent on the northeast, has produced about 150,000 tons of ore. 3/About 1934, lessees, sank a shaft upon the Price property to a depth of 111.5 feet and crosscut from the bottom of the shaft to the principal fault. No ore was found. Later, in 1942-43, they explored the same fault by core-drilling, but this project also was unsuccessful in finding ore.The author visited the property in September 1944, and subsequently the Bureau further explored the property by core-drilling three holes. No ore was found.ACKNOWLEGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The investigation reported in this paper is one of several included in a broad program of developing new or improved concentration processes for the oxidized and partly oxidized deposits of lead and zinc, A sample from the Playter lease, Newton County, Mo., containing pyromorphite was successfully concentrated by fatty acid flotation to a grade of over 62 percent lead. Owing to the presence of a high content of slime-size values, the overall recovery of lead at that grade was limited to 44 percent. DESCRIPTION AND HISTORY OF PROPERTY The mineral pyromorphite is a chlorophosphate of lead containing 76.4 percent lead, and, although it occurs frequently in association with other lead minerals, it is considered a minor ore mineral of lead. The manner of occurrence of oxidized lead minerals, including pyromorphite, which frequently are no larger in grain size than the clay with which they are found, militates both against development of a simple beneficiation process and high recovery. The profitable exploitation of such deposits depends not only on a successful treatment procedure but a highly favorable metal market as well. For these, and perhaps other reasons, very little research has been done on the recovery of pyromorphite from its deposits.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

The Bureau of Milts studied repetitive batch electrowinning of molybdenum from molybdic oxide ) to determine the effects upon the electrolyte life, purity of metal product , and overall cell performance. The electrolyte consisted of 54.0 weight-percent sodium tetraborate (Na2B407), 23.6 weight-percent sodium chloride (NaC1), 14.9 weight-percent sodium fluoride (NaF), and 7.5 weight-percent Mo03. The feed materials were pure and technical-grade Mo03. Electrolysis was conducted at l,000° C in a graphite cell in an atmosphere of air and carbon oxides. Electrolyte degradation did not occur during repetitive winning of molybdenum from pure Mo03 in an 8-day (5,400-ampere-hour) period of operation. Electrowon metal contained <0.1 percent total impurities. The electrode configuration is a key factor in the direct conversion of technical-grade Mo03 to metal by repetitive cyclic electrolysis. The best configuration found was a cathodic crucible and a central anode. Metal purity of 99.8 percent and a current efficiency of 91 percent were maintained until the combined impurity buildup the electrolyte reached 4.7 percent silicon, l.0 percent aluminum, and 0.6 percent iron. One pound of molybdenum was produced per 1.5 pounds of solvent salts employed. About 25 percent of the initial NaCl and NaF contents of the electrolyte were lost owing to volatilization and crucible penetration.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. The yielding-rock-bolt concept, as developed in South Africa, consists of a smooth-bore die or collar fitted to a standard rock bolt. Laboratory testing at the Bureau of Mines Spokane Mining Research Center under slow and fast strain rates showed that extrusion loads can be controlled by varying the configuration of the die bore and that theoretical analysis (using basically Sachs&apos; theory of wire drawing) predicts extrusion loads of the different die-bore configurations. A derived equation, based on this research, can be used for designed die-thread combinations for any desired extrusion load. Dynamic loading resulted in slightly higher loads (15 percent) than static loading. The strain hardening effect, which increases yield and ultimate strength, was partly offset by adiabatic heating of the threads, which decreases strength.

Etchants containing hexavalent chromium and sulfuric acid are used in a variety of surface-finishing operations. When the resultant spent solutions are discarded, substantial quantities of chromium are lost and pollution prob¬lems are created. To minimize the undesirable environmental effects while improving metal and minerals recycling technology, the Bureau of Mines is conducting research on a method for the economic inplant recycling of these waste etchants. Trivalent chromium, produced when the etchant reacts with a sub¬strate, is oxidized in the anode chamber of a diaphragm cell; other metals, dissolved during the etching operation, are transferred to the catholyte. When waste brass etchants are treated in this manner, all of the trivalent chromium is oxidized and more than 40 percent of the copper and zinc is removed. Similar copper removal and chromium oxidation are achieved with waste printed circuit board etchants and rinse waters from plastic etching operations. The electrical energy needed to regenerate 1 kg sodium dichromate is less than 9 kwhr. Regenerated brass etchants evaluated by two companies equaled or exceeded the performance of fresh etchants.

The explosibility of coal dust has long been recognized by competent investigators as constituting one of the dangers of mining coal and in the use of pulverized coal as a fuel in industrial plants. The Bureau of Mines has carried on extensive series of experiments dealing with this subject, and has not only developed methods for the practical prevention of this danger, but in the, course of these experiments has developed a standard method of determining the relative explosibility of coal dusts and other organic dusts.3 Oil shale contains compounds &apos;of carbon and hydrogen that are either of a petroleum nature and are strongly ,adsorbed upon the incombustible part of the shale, or else are present in the shale as a compound ("kerogen") which has the property of changing into petroleum-like products when acted upon by heat. The oil shales may contain varying amounts of the organic matter, ranging from a trace to more than 66 per cent, depending upon their richness; therefore, it is important to know whether the dusts formed in mining and handling these oil shales are explosive when mixed with air and if so, to indicate remedial measures. This paper gives the results of explosibility tests of several pulverized oil shale&apos;s, selected as being typical of those which in the future may be used in commercial shale-oil production test on a sample of typical Colorado oil shale has been., published in an earlier paper.4

"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

Recent studies ** at the Pittsburgh Experiment Station of the Bureau of Mines have revealed some interesting facts as to the probable behavior of steamed coke in the blast furnace . The literature on the chemistry of the blast furnace was tho roughly reviewed , and with this information in mind , the probable behavior of the coke sulphur in the blast furnace was deduced . Enough small - scale tests were conducted to furnish a check on most of the important deductions , and the conclusions derived therefrom accord with what is already known in regard to the forms of sulphur in coke , and fit in well with the general opinion concerning blast-furnace reactions .

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.
