The purpose of this bulletin is to describe the methods of constructing and operating representative types of plants in the United States used for removing the light hydrocarbons from petroleum by continuous distillation, such plants being commonly known in the trade as topping or skimming plants. In the discussion of each plant an endeavor has been made to arrange the text similarly in order to facilitate comparison and to emphasize the important features. The various experimental values for the specific and the latent heats of the oils apply approximately to the oil treated. Careful experiments with each oil and its commercial fractions were not justifiable in view of the purpose of this report. It is regretted that limitations for recording data at the different plants made impossible the determination of a heat balance for each, which would have provided an equitable method of comparing efficiencies. The plants described are all in California where the topping industry has had its growth accentuated by the character and the use of the oil handled. The scarcity of suitable coal made the adoption of other fuel necessary, and the heavy oil of California supplied the need. To raise the flash point and to dehydrate this oil, various plants have been developed. However, the topping industry is represented in other fields; the Roxana Petroleum Co. of Cushing, Okla., and the Warner-Quinlan Asphalt Co. of New Jersey, are operating Trumble plants, and Texas and Oklahoma operators have been experimenting with different pipe retorts for continuous running. In addition to the reasons for topping cited above, in California topping has other purposes which give the plants practically a universal field in the oil industry. These additional purposes are (1) to remove the lighter constituents of the oil prior to storage for a long period, thus reducing the losses from evaporation, (2) to dehydrate and clean the oil, and (3) in conjunction with a complete refinery, to remove the lighter fractions cheaply and quickly, leaving a residue to be rerun for lubricants, coke, and other products. The reader in studying a plant for possible adaption to his own use should note that local considerations enter into the design and size of a plant. Several questions present themselves, as follows: 1. What type is suitable for the oil? 2. How much money is available for construction? 3. Will the volume of residuum be large enough for heat exchange with the crude? 4. Can the heat content of the vapors be used to reduce the cooling-water requirements? 5. What method will best recover the heat from stack gases? 6. Are the various pieces of apparatus adequate in size and best adapted to their purpose? 7. Is every possible provision made for the recovery of waste heat? 8. What products will be made, and what volume of each? 9. Is there provision for the recovery of light vapors? 10. Will the saving of fuel justify the capital and maintenance charges on the regenerative apparatus contemplated? It is regretted that information concerning the operation of topping plants with eastern and Middle West oils is not available. The writer carefully canvassed the Middle West, but did not find a plant where operation had progressed beyond the early experimental stages and reliable figures could be furnished. The reader will find fuel economy and heat recovery emphasized throughout the descriptions. The conservation of the available petroleum supply is of the utmost importance, and the Bureau of Mines presents this paper to encourage the hearty cooperation of operators to that end. The Baume gravity scale used throughout the report is that of Tagliabue with a modulus of 141.5 for conversion to specific gravity.

Only a minimum amount of illumination is generally provided for many types of mobile surface mining equipment. This condition presents a hazard to operating personnel working on and around such equipment. To reduce this hazard MSHA has proposed safety regulations requiring minimum levels of illumination for hazardous zones on and in the immediate area surrounding surface mining equipment. This report describes a Bureau of Mines sponsored project demonstrating the feasibility and effectiveness of providing dragline illumination in compliance with the proposed MSHA regulations. A process for simultaneously reducing and indurating iron are pellets was developed by Bureau of Mines laboratory research and confirmed on a continuous pilot plant basis. Moist iron are concentrate was balled, mixed with solid reductant, and heated at about 1,100° to 1,150° C. On a small scale, a variety of concentrates and fuels were utilized successfully. The pilot rotary kiln tests were limited to natural magnetite, synthetic magnetite, lignite, and anthracite. In both cases, partially reduced pellets with excellent physical properties were regularly produced with average analyses of at least 80 percent total iron and 60 percent or more metallic iron. These and other prereduced pellets were smelted in the Bureau's experimental blast furnace facility, Bruceton, Pa. With prereduced spheres comprising 85 percent of the burden, the coke rate was approximately half that with standard oxide pellets and production of hot metal was increased by 75 percent. Economic appraisal of the cost of making hot metal indicates that reduced pellets could be more profitable than any other iron raw material in both investment capital and daily cost of operation.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. "INTRODUCTION Sponge iron is a product resulting from the reduction of an iron oxide at such a low temperature that fusion does not occur, and the reduced particles retain substantially the same shape as the original ore. The removal of oxygen in the reduction process leaves the metal porous and reactive. Sponge iron may be compared in general to a chemically precipitated substance insofar as reactive properties are concerned. The high specific surface and the orientation of metallic structure are factors which probably contribute to the reactive properties of sponge iron.The term ""gaseous reduction,"" as applied to iron ores, required clarification. Strong evidence exists, for example, that ore is partly reduced to sponge iron by carbon monoxide in the blast furnace at temperatures around 800° C. at a point that may be as high as 30 feet above the tuyores. In 1923 and 1924, Sims and Wood attempted to reduce iron oxide with carbon in an Arsem vacuum furnace at 980° C. These investigators found that only 6 percent of the iron was reduced to metal when the iron oxide-carbon mixture was heated for 1 hour under evacuated conditions, whereas at atmospheric pressure 70 percent of the iron was metallized. Their results indicate that the process of iron-ore reduction at temperatures below the melting point of the ore may proceed largely, if not entirely, by the action of reducing gases even when the reducing agent is solid carbon. Therefore, the term ""gaseous reduction,"" as used heroin, is defined as a process in which iron ore is brought into intimate contact with a reducing gas produced in separate-equipment from the reduction chamber itself.A large amount of pilot-plant development on gaseous reduction of iron ores has been carried out by the Bureau of Mines at the Boulder Experiment Station and had as its objective the reduction of fine iron ore by means of producer gas. The use of use gas was prompted by two considerations: First, the possible utilization of large reserves of Western noncoking bituminous coals and lignites contiguous to iron-ore drewwing; and second, an investigation of the results that might be achieved in the pilot-plant gaseous reduction of fine iron ores by means of a relatively reducing gas. The results obtained, it was felt, would be of considerable value in indicating the direction which gaseous reduction experimentation must take for the development of a commercially practicable and economic process for the production of sponge iron."

Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

Tramp (undesirable) elements introduced into iron and steel castings via purchased ferrous scrap are evaluated as to their likely degree of future threat to the quality of castings. Conclusions are based on analysis of literature and on nonmail surveys of foundries, scrap processors, trade and technical associations, and others. The existing tramp-element problem is expected to be persistent, but amenable to improved control by foundries and their suppliers. Four recommendations for action are given.

The Bureau of Mines and the Alabama Power Co., jointly, conducted the first experiment undertaken in the United States in underground gasification of coal in place, at Gorgas, Ala. Milton H. Fies, manager of coal operations, Alabama Power Co., proposed the cooperative investigation to Arno C. Fieldner, chief, Fuels and Explosives Branch, Bureau of Mines; and assisted in supervising the experiment. The objectives of the experiment were to determine whether coal in place could be burned successfully and whether the burning could be controlled; the effect of the fire on the coal bed and the overlying strata; and the yield and quality of gas that could be obtained.

Longwall mining has a high potential for producing bulk production from a single face. Production is interrupted for a considerable time when it is necessary to move the equipment to a new block of coal. The frequency of such moves can be reduced by increasing the dimension of the block to be moved. Merely doubling the tonnage in a block to be mined may increase production by more than 21,000 tons per year. The time taken to move the equipment can be reduced by careful preplanning, industrial engineering analysis, and specially designed equipment. Reducing its move time from 30 days to five days can increase production by more than 25,000 tons per year. Increasing the panel dimensions and reducing the move time can give an increase in pretax profits of more than $600,000. A comprehensive bibliography is included.

This report addresses remote monitoring of coal waste impoundments for stability. Existing automated geotechnical monitoring systems are described and reviewed along with details of instruments suitable for such systems. An impoundment in West Virginia which was in the construction stage was instrumented and monitored between July 1979 and may 1981. Sensors which measure surface and subsurface parameters including settlement, horizontal deflection, surface tilt, pore water pressure, seepage, pond level, and meteorological parameters were installed. Data from the 37 sensors were collected by on-site logger and transmitted by telephone to a central processing station in Seattle for recording and interpretation. Difficulties were encountered with telephone and powerline outages and malfunction of electronic units. Detailed descriptions of the design and performance of the system are provided along with evaluation and comparison with other systems. Recommendations for improving and expanding the capabilities of the monitoring system are given.

The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.

This bulletin abstracts and reviews essential details of reports on 59 fires in different coal mines in the United States, describes the circumstances of origin and the methods of controlling or extinguishing the fires, and points out the lessons taught. all, the fires caused great damage to property and killed nearly 400 men. The data have been compiled from the records of the Bureau of Mines, which cover most of the major mine accidents in the United States since 1.908. The names of the mines concerned and of the persons connected with the management of those mines have been omitted in accordance with the usual policy of the bureau. The bureau hopes that this bulletin will be of service to all persons interested in lessening the fire hazard at coal mines and to all who may be called on to fight a mine fire.

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

This report is the result of the engineering efforts performed by the Mining Equipment Operations of FMC to develop methods of automating a continuous miner. This work was done as part of modification number three of the contract for the development of a miner/bolter system. As the demand for energy places an ever-increasing pressure on the coal mining industry to produce more coal, methods for underground mining which will increase productivity with a con-current increase in safety are being actively sought. Removing the machine operator from his station on the continuous miner and placing him at a safer location behind the machine while retaining his control functions via an umbilical cable or a radio link was an important first step. However, the problems of poor visibility, no control "feel", and the judgmental problems of controlling the sump distance and the shear limits have not been conducive to the productivity increase that is desired.

This bulletin reviews, in the light of recent experience, the use of production-decline curves in estimating the future production of oil from wells. It deals with the estimation of the reserves of recoverable oil in properties already producing or in those adjacent to them, takes cognizance of the physical laws governing expulsion of oil from oil sands, and shows how the production-decline curve can be made to utilize these laws in estimating reserves and rates of production. The valuation of oil properties should be based on the total amount of oil recoverable from a property by the methods in use, the rate of recovery, the cost of production, and the selling price. Numerous other curves besides those for reserves and rates of production may be formed from the production-decline curve and will present desired information in a convenient time-saving form. These curves also are described. Methods developed before the production-decline curve method was used are briefly discussed in order that the principles on which estimations of oil reserves are based may be made plain. The construction of curves and tables for estimating future production of individual wells and of average wells in most of the important oil districts of the United States is described and operating problems that may be solved by the use of production-decline curves are discussed. The bulletin does not deal with costs, oil prices, or the methods of evaluating oil properties. Many engineers have amply demonstrated the value of the production- decline curve method by forecasting within reasonable limits the production of many thousands of wells and tracts. The value of similar estimates depends however, on (1) the application of trustworthy methods; (2) the care and judgment of the estimator; and (3) the length and reliability of the records and the accuracy of ofher information used in estimating future production. When adequate records and information are available, experience has shown that It qualified engineer can forecast production far more accurately than has been deemed possible, except where the usual conditions governing the expulsion of oil from a sand have been radically changed by applying compressed air or by flooding with water, or, to a less degree, by using vacuum. In general, the production-decline curve method, though there are limits to its accuracy, is far more trustworthy than any other.
