A series of studies are described that identify critical health and safety skills needed by underground coal miners for coping with mine emergencies. First aid and self-rescue and escape were selected as two broad performance domains that include many subordinate skills needed for preventing, recognizing, and coping with mine emergencies. The performance domains and their objectives were used to direct the development of simulation exercises that permit miners to experience mine emergencies in the safety of a training room. The exercises are based upon research with similar simulations for the training of flight crews and medical personnel in information gathering, judgment, and decision making skills. Exercise content is drawn from actual mine accident and disaster case studies. The exercises incorporate recent principles of cognitive psychology and instructional design. Initial studies in annual refresher training classes suggest the exercises are stimulating for miners and their instructors, easy to use and read, sufficiently complex and authentic to challenge experienced miners, and useful devices for both teaching and testing critical problem solving skills required for preventing and minimizing emergencies.

This report gives the results of 26 tests of a four-pass Edgemoor boiler fired with powdered coal at the Lakeside station of the Milwaukee Electric Railway & Light Co. The tests were made by the fuel section of the Bureau of Mines in cooperation with the research department of the Combustion Engineering Corporation and the operating department of the Milwaukee Electric Railway & Light Co. The object of the tests was to determine the thermal efficiencies and capacities obtainable by burning powdered coal under large central-station boilers, and the possibility of operating such boilers continuously at high efficiency and capacity without destructive effect on the furnaces and without difficulties in refuse removal. In any system for burning pulverized coal the furnace is the most important part because, to justify the cost of pulverizing, the powdered coal must be burned with higher efficiency than coal fired with mechanical stokers. In other words, it is the furnace that by giving higher thermal efficiency must pay for the installation, maintenance, and operation of the pulverizing equipment. No matter how simple the apparatus for the preparation of pulverized coal may be, or how simple the pulverizing process, unless the furnace is so designed that it can be operated continuously with high thermal efficiency, the whole system is a failure. For high thermal efficiency the coal must be burned almost completely with low excess air. But low excess air and complete combustion give high furnace temperature, which in turn causes erosion of the furnace lining and fusion of the ash; and removal of the fused ash is difficult. The necessity of complete combustion with low excess air thus brings with it these two important problems in the design of a furnace for burning powdered coal: 1, Prevention of erosion of the furnace lining; 2, easy removal of refuse from the furnace. For the purpose of solving these problems, the boiler tested was equipped with a furnace having hollow walls, through which about 60 per cent of the air needed for combustion passed before it entered the furnace. By passing through the hollow walls, the air cooled the furnace lining and prevented excessive erosion. A water screen was placed in the furnace about 3 feet above the bottom to keep the refuse deposited at the bottom from fusing and to make its removal easy. The design of the furnace, water screen, and burners was based on the experience gained in the previous cooperative tests1 with a smaller furnace, experimental water screen, and burners at the Oneida Street station of the Milwaukee Electric Railway & Light Co. The boiler tested had 13,057 square feet of heating surface. It was one of eight boilers fired with powdered coal, and was designated as boiler No. 8. The Lakeside station is the largest central station in the world that burns powdered coal exclusively. The coal used in the first five tests came from Illinois. The fuel in the other tests -:vas a mixture of Illinois and Pittsburgh coals.

The realization that there is a limit to our supply of domestic mineral and fuel resources, which have been taken for granted until recently, has stimulated the need for conservation and optimum utilization of the Nation's minerals, metals, and fuels-resources critical to our national economy. The mission of the Bureau of Mines is to develop new technology, improve existing technology, and disseminate information related to mineral resources and industries. Fulfilling the mission is necessary to insure a continuing, adequate supply of minerals and alternative supplies of energy from reliable sources at the lowest possible cost to society and the environment. Established in 1910, the Bureau of Mines under the Department of the Interior is the Federal Government's primary research arm in the mineral field. Since the transfer of the fossil fuels portion of the energy research program to the newly organized Energy Research and Development Administration (ERDA) in fiscal year 1975, Bureau research has been concentrated on increasing mineral production, decreasing energy usage through more efficient processing, and decreasing material losses caused by corrosion. Concurrently, research is being addressed to improved coal-preparation techniques, especially to expanding utilization of low-grade coals and coals difficult to beneficiate, which are essential for reducing the need for petroleum and natural gas supplies and for redirecting our energy consumption. Fluctuations in the availability of foreign sources of minerals, metals, and fuels due to political and economic variability among nations have necessitated intensified investigation into coal mining, uranium-ore processing, and geothermal energy sources-three alternatives that can help to alleviate the dependence of the United States on foreign sources of energy.

According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.

This report3/ gives the reconnaissance of a reconnaissance of the mining districts in Churchill County, Nev., made in the fall of 1938 and spring of 1938 All of the mining districts in the county were visited, but no attempt has been made to include all the mines and prospects within the area; inclusion or omission of a property in this paper has no bearing on its merits, The report gives the situation of the various districts, mineral production, and ownership of properties; describes the ore deposit, mines, and prospects; contains information on past and current activity; and includes other data likely to be useful to those interested in the development of our mineral resources. The various district, were named when they were organized for purposes of record and regulation. When established, the districts embraced large areas n without well- defined borders, so that the names have little geographical significance.

The names of the sections indicate broadly the fields covered by each, and in the following, pages the objectives and type of work of each section will be summarized briefly and their active problems listed. The work clone during the fiscal year 1937 will also be summarized.

The strategic minerals investigations of the bureau afford an example of this change in emphasis to problems of immediate and urgent interest, and during 1941 they comprised, upon the basis of appropriations and expenditures, more than 90 percent of the work of the division.

A gas well has a certain definite capacity to deliver gas from the gas sand through the producing string of pipe. This capacity depends upon the pressures in the sand; that is, a well will deliver gas at a rate of flow which is determined by the formation or "shut-inn pressure in the sand and the back pressure at the face of the sand in the well. The three factors, rate of flow, formation or "shut-in" pressure, and the back pressure, for a given well, can be written into a fundamental relation which is strictly applicable only to that well. This relation can be used to determine the capacity of the well to deliver gas from any formation pressure against any back pressure held at the f ace of the sand in the well. Studies have been made of the deliveries of 400 gas wells operating under different conditions of pressure, Most of the wells which have been studied are in Osage County, Okla.; however, several representative studies have been made on wells in southern Louisiana, southern Texas, the Texas Panhandle, and West Virginia.

Mechanical loading, adopted long ago in open-pit, coal, and non-metal mines, was not used extensively in underground metal mines until the World War. In less than a decade it became standard practice in underground work in many mining districts. In 1924 the Missouri School of Mines and Metallurgy, in cooperation with the Federal Bureau of Mines, published a bulletin entitled "Mechanical Underground Loading in Metal Mines," which was prepared by Charles E. van Barneveld, mining engineer, Bureau of Mines.

The Anaconda Copper Company reportedly reached an exclusive agreement with Cook Inlet Region, Inc., to explore 24 million acres in south-central Alaska and to share equally with Cook the proceeds of any mineral discovery. According to an Anaconda geologist, "the company is anticipating, based on geologic testing, that it will find significant deposits of copper, lead, and zinc. There is also evidence of the presence of precious metals such as silver and gold, and also strong evidence of strategic minerals such as chrome, platinum, tin, and nickel." Cook Inlet Region, Inc., is owned by 6,500 Alaskan natives. Chile, which has a growing, free-market economy under President Pinochet, reportedly will no longer require companies to obtain prior governmental approval for the exploration and development of new mines.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. During the fiscal year 1935-36, the Ore-Testing Section has been active in carrying out a program designed to attain the objectives that have been set up for it. For the purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

"INTRODUCTION The introduction of mechanized pining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage.ACKNOWLEDGMENTThe information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines wore studied. In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested.

As a rule, the usual zinc retort smelter fired with natural gas made its own burners, of which there might be 300 per block, out of standard pipe fit-tings. The gas was discharged through a feeder pipe at various distances into a cylindrical horizontal "blow hole" through a pillar block and thence into the furnace; the best location of this gas-feeder pipe was at the horizontal central axis of the blow hole; the side entry into the blow hole usually was used. The air entered the same blow hole behind the gas, through a short nipple, in the inner end of which was a constructing orifice in a clay plug; in this ,work cone-shaped funnels of various lengths also were used. Even with the air and gas correctly proportioned to each burner, small differences in their dimensions were found to influence greatly the temperatures reached, their uniformity, and consequently the percentage of zinc extracted. This fourth paper of a series on cooperative work in the zinc retort plants of the Eagle-Picher Mining & Smelting Company discloses the methods and principles followed in approximating closely the optimum dimensions for various burners, with examples from experimental and commercial furnaces showing the interrelation of such dimensions with combustion and temperatures in the furnace.
