The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of the California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

Chlorates and perchlorates, when mixed with certain reducing materials, may give a detonating explosive of considerable power. Concerning explosive chlorate mixtures, Guttman3/ states that they "have at all times fascinated inventors on account of the large amount of oxygen stored up in potassium chlorate, which can be given off so readily. When Lavoiser and Berthollet tried to make a chlorate powder in a stamp mill in 1788, they made a great show of it, and even two ladies were present. Unfortunately, after a certain amount of pounding the powder exploded and killed an official and the daughter of the Government commissary, who assisted at the experiments.***. It is interesting to observe how the same old mixtures are proposed over and over again with slight alterations only, in order to qualify for a patent. Potassium chlorate with some carbonaceous matter like charcoal, sugar, starch, glycerin, flour, or sometimes a vegetable or mineral oil and the like occurs again and again." Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

Over a recent 20-month observation period, the U.S. Bureau of Mines obtained seismogram records from a single vertical-component, short-period seismometer installed at the surface of a metal mine in northern Idaho. The seismic events were analyzed for local (Richter) magnitude (M), time of occurrence, location, and relation to rock bursting and production blasting. Approximately 150 seismic events with -0.5 = M = 2.9 were located within the mine, yielding a b value (slope of the logarithm of the number of events with magnitude greater than M versus M) of 0.5. Event locations were constrained using a dense underground array of high-frequency accelerometers. Twenty of the surface-recorded events, with 0.5 = M = 2.9, were associated with rock bursts that produced damage requiring at least 1/2 day of cleanup and/or repair. Other possibly hazardous rock bursts, with magnitudes as small as -1.1, were numerous but were not associated with significant structural damage. Approximately 60 pct of the seismic events with M > -0.5 and 75 pct of damaging rock bursts occurred within 45 min of blasting. Estimates of characteristic rupture dimensions for rock bursts with -1.1 = M = 2.9, based on a conventional dislocation shear-slip model of failure, range from 3 to 300 m.

"Many of the hoisting slopes at the mines in the State of Washington are driven on extra steep dips. To facilitate hoisting they are driven wide enough to provide two tracks. The cars are handled by high-speed, first-motion electric hoists and the trips run in balance.The State mining laws a provide that special man-cars be provided on slopes of 20° or more and that no one be allowed to ride while any loaded car is being hoisted in any slope in a mine. Obviously, in addition to the fact that it is more or less hazardous to ride while an empty trip is being hoisted, considerable hoisting time is lost during the day if some one has to ride the trips in the slope.Owing to the locations of pumps and various types of equipment, more or less travel is required up and down the slope. Not only to provide a proper safety factor but also to comply with the law, some other means of transportation in an¬other passageway is desirable. This is sometimes recognized in large mines by pro viding separate hoisting shafts, or slopes, and necessary equipment, which are use for transporting men and material. The handling of material in itself would justify the system in most large mines.The following description of an automatic electric man-hoist was prepared from data furnished through the courtesy of Mr. Thomas Murphy, superintendent of the Northwestern Improvement Company's mines in the Roslyn-Cle Elum coal field.The special features of this hoist are that no hoistman is required and its operation is always under the control of the person or persons riding the trip.The hoist was installed at mine No. 5, Roslyn, Washington, to provide a means of entering and leaving the mine on idle days or at night when no hoistman was on duty and to make it unnecessary to use the main hoist for a man trip during working hours. It has been in operation for about two years and has given very satisfactory service.The hoist, with all accessories, is housed in a concrete building 200 feet back from and in direct line with one of the main airways. One car with a capacity of six men operates over a distance of 1,200 feet on a 38° pitch.The wiring details of the electric circuits which control the operation of the hoist are shown in Figure 1-a.The hoist is driven through a worm gear by a 500-volt shunt-wound direct-current motor at a car speed of 120 feet per' minute. A gravity friction brake with magnetic release is mounted on the- motor shaft and is wired in multiple with the motor field coils. The hoist drum is also equipped with emergency friction brakes, which operate by gravity and are released, in case of overspeed, by the governor geared direct to the drum shaft. When these brakes set the control circuit is opened at contact 2E-2C and the motor stops.If the descending car meets some obstruction and is stopped, the hoist continues to run and unwind the rope. To guard against this occurrence, a weighted sheave wheel rides the rope 4 feet from the drum, and if the rope becomes slack the rider drops downward and opens the contact 2C-2E which stops the hoist.Limit switches, S1 and S2, are located on the hoist indicator, which is connected to the drum shaft through sprockets and chain. The pointer P indicates the position of the hoist at all times."

The Production Profile Program is written for use on a Digital Model PDP 11/70 computer using a Fortran IV level G language. It may be run on any system which uses G level or an upward compatible version of Fortran IV language. Please note, however, that the Model PDP 11/70 for which the program was written is programed to read DEC026 type keypunching. If the user's computer is programed for another type of keypunching it may be necessary to re-keypunch the Production Profile Program. The Production Profile Program uses a fourteen card input. The data must be keypunched according to the layout described in detail in the multiple card layout forms (following). The output from this program must be printed on wide paper, as a full 120 columns are used. The samples of output at the back of this appendix have been reduced for inclusion in this report.

Combining contract and in-house research, the Bureau of Mines has developed and inmine-tested a novel device to improve the field-of-view of operators of off-highway mining equipment. This device utilizes a downward-looking, flat fresnel lens. The lens, plus louvers to reduce glare, is housed in a protective steel structure. The complete unit is called a blind area viewer. The viewer, when mounted on the right- front corner of the deck of most large haulage trucks, will increase a driver's direct field-of-view from about 35 pct (of where he/she has to drive) to about 80 pct. The improved visibility allows the driver to see possible collision hazards and roadway obstacles better, thus improving mine safety and increasing productivity. Economic analysis shows that the blind area viewers, which are now commercially available, pay for themselves in about a month on a 170-ton-capacity truck. The viewers are also applicable to other large mining equipment, such as front-end loaders, draglines, and downhole drills, or any place where seeing around a corner would be advantageous, such as along conveyor flights in processing plants during startups.

One objective of Bureau of Mines recycling research is to devise technology that enables recovery of metals and minerals from wastes. From October 1982 through September 1985, researchers at the Bureau and at the University of Missouri Rolla (contract H0222002) investigated the use of nonferrous flue dust with varying Zn contents (11 to 66 pct) as a source of Zn for electrogalvanizing steel wire. The waste dusts used were from a secondary Cu smelter, a brass smelter, a Pb smelter, and a water treatment plant. The dusts were leached in H2S04, and the leach solutions were treated to make electrolyte for electrogalvanizing steel wire using soluble Zn anodes. Cyclic voltammetry was used in an inno-vative method to evaluate the quality of the electrolytes used for elec-rogalvanizing. After electrogalvanizing, the wire was drawn on a labo-ratory draw bench to simulate industrial practice. Corrosion resistance was measured by a number of electrochemical techniques and by the stan-dard ASTM salt-spray tests. After successful bench-scale tests, the process was demonstrated in an industrial pilot plant. Results indicate that nonferrous flue dusts can be used as a source of Zn for electro-galvanizing if certain impurities are either partially or completely removed from the starting electrolyte.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Important discoveries of new oil fields were made in 1937 in the State of Illinois. Oil production, which was virtually constant during 1934, 1935, and 1936 at about 4,400,000 barrels a year, a increased to 7,499,000, barrels during 1937, and in 1938 this production was trebled. In 1939, 94,302,0003/ barrels were produced (almost four times the 1938 quantity), making Illinois one of the cost important oil-producing areas in the United States. The Bureau of Mines has analyzed 35 samples of petroleum from these new Illinois fields and presents the analyses herein. Included with them in this report are analyses of seven samples from fields developed before 1936.

"The present world-wide demand for increased production in all branches of essential industry involves a matter of vital concern t persons engaged in the mining industry, namely, the productive capacity of the individual mine employee. This applies particularly to coal-mining, upon which other industries so largely depend.The folded and faulted condition of the coal beds in some countries, as well as the thinness and depth of the seams, the adaptability to the beds of available mining machines and equipment are factors which cannot be overlooked in determining what increase in individual output may be looked for in any given country. This subject, while of fundamental importance, can only be referred to in a paper of this length, the primary object here being merely to present a comparative tatamant of individual output under prevailing conditions.The quantity of coal produced by a miner does not accurately indicate the miner's capacity as a workman, not only because of the natural conditions referred to above that limit his annual output, but also because of human factors which may possibly, however, be controlled, such as the demand for coal, the car supply, use of labor-saving machinery, number of days worked during the year, accidents in the mine, etc. It will, however, be an aid in answering the important question as to how and where the immediate need for coal throughout the world may best be surlier, if we examine the output of the miners in the important coal-producing countries over a period of years.Complete official information for recent years is, for several countries, jacking, particularly for France, Austria, and Prussia, but partial data from unofficial sources may be used to show the individual output of the miners in these countries."

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. "The Bureau of Mines and the State of Colorado are cooperating in an investigation of the oil shales of Colorado. in this report the yields and the results of analyses of the oil and, gas produced from a number of oil-shale samples from the principal deposits of Colorado and other oil-shale States, are compared with samples from Scotland and Australia, where the oil-shale industry has had its greatest commercial development, and also with a sample from Brazil *here extensive oil-shale deposits are found shale samples were not selected as being representative of the different deposits, but they illustrate the wide variation in the nature of the organic matter of different oil shales.A further study is being made of the chemical composition of the shale, distribution of nitrogen and sulphur. in the products, temperatures at which organic matter decomposes, and the results will be presented in subsequent Papers, With complete data available on the chemical composition of the shales, it may be possible to explain some of the differences in the nature of the products from the various shales,Most of the work described herein was done under the supervision of M. J. Gavin. L. C. Karrick, formerly of .the Boulder laboratory, assisted in the work and gave many valuable suggestions."

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

From time to time the Bureau of Mines has issued publications dealing with the various classes of explosion-proof mining machinery that have been tested and approved as permissible for use in mines having atmospheres that may become inflammable by reason of the inadvertent presence of gas or dust. These publications are confined almost entirely to description of the features contributing directly or indirectly to the prevention of explosion or shock hazards, and are intended to give inspectors, safety engineers, and others already familiar with the general safety requirements more detailed information on the safety features of the design of a particular machine. As a background for papers describing permissible machines and to avoid the necessity of duplicating descriptions of methods of conducting investigations and tests of such machinery, Bureau of Mines Bulletin 305, Inspection and Testing of Mine-Type Electrical Equipment for Permissibility, was published in 1929. Three bulletins giving detailed descriptions of the three most numerous types of machines have been issued, viz., Bulletin 313, Permissible Storage-Battery Locomotive and power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 27,034-hectare Steel Mountain/Yuba River study area and the 16,544-hectare Breadwinner study area. There were approximately 535 lode and placer claims in or partially in the Steel Mountain/Yuba River study area, and 84 lode and placer claims in or partially in the Breadwinner study area. In the Atlanta and Rocky Bar mining districts, both adjacent to and in the Steel Mountain/Yuba River study area, 30,232.4 kg (972,000 02) of gold and 62,838.3 kg (2,020,000 02) of silver had been produced. Most of this production came from outside the study area. Placer properties adjacent to (and a few in) the Breadwinner study area had production of 93.1 kg (2,992 oz) of gold and 20.0 kg (642 02) of silver. Twelve properties in the Steel Mountain/Yuba River study area have potential for resources; eleven have alteration and/or mineralization similar to that found at Atlanta with potential for gold, silver, and tungsten resources, and one has alteration and mineralization associated with polymetallic vein type deposits with potential for gold, silver, copper, lead, zinc, and tungsten resources. Adjacent to the study area, large bars of gold-bearing gravel can be found along the Middle Fork Boise River. Four properties in the Breadwinner study area have potential for mineral resources; one has alteration and mineralization associated with skarn, polymetallic vein, and, possibly, copper-molybdenum and molybdenum porphyry types of deposits; two have alteration and metal assays associated with polymetallic vein, and possibly copper-molybdenum and molybdenum porphyry types of deposits; and one has alteration and mineralization similar to that found at Atlanta. These four have potential for gold, silver, copper, lead, zinc, molybdenum, and tungsten resources Adjacent to and extending into the Breadwinner study area are large bars of gold-bearing gravel along North and Middle Forks Boise River.

The Bureau of Mines conducted a series of delayed blasting experiments at a West Virginia contour coal mine that resulted in smoother highwalls. The 17; were smoother due to reduced overbreak and inherently safer A, to reduced likelihood of rockfall. Reduced overbreak was accomplished by an increase in the highwall hole delays, which changed the effective delay pattern geometry and the direction of burden movement. The blast delays in the highwall holes were 50 to 100 ms longer than the mine's nominal design pattern (flat V, 17- by 42-ms surface delays, 200-ms in-the-hole delay). The burden movement was effectively changed from a 45* angle to 90* with respect to the highwall. The results of the blast delay changes were evaluated using terrestrial photogrammetry to generate vertical profiles at regular intervals. This evaluation showed that delay changes produced generally smoother vertical profiles.

A table of factors, for rapid, accurate calculation of the volume of pure helium in cylindrical steel containers, is presented. By use of the table the volume of helium in a container, at base conditions of 14.7 psia and 70° F, can be calculated from the observed pressure and temperature of the helium and the known internal volume of the container. The table covers a pressure range from 0 to 4,500 psia in 10 psi increments and a temperature range of 0° to 120° F in 2° increments. The calculation of volume requires a single multiplication, using a factor from the table and the known internal volume of the container. A discussion and evaluation of the accuracy obtainable and a derivation of the formula used (which takes into account compressibility of helium, thermal expansion of steel containers, and the stretch of steel due to internal pressure) are presented. An example showing how the table can be used is given also.
