This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

"Gas hazards may be divided into two principal classes- namely (1) inflammation and explosions; (2) asphyxiation and poisoning. Inflammation and explosion are prevented first by adequate ventilation so that gas sufficient to propagate flame or explosion can not accumulate, and second, by avoiding sources of ignition such as open lights, flames, sparks, electrical arcs, short circuits, or sparks. Ventilation is also the best preventive measure against asphyxiation and poisoning from toxic gases. When men must enter unventilated or poorly ventilated places containing poisonous or asphyxiating gases, suitable gas masks, hose masks, or oxygen breathing apparatus should be worn. As a rule, loss of life and property from gas hazards is due to ignorance of the properties and hazards of various gases commonly used, and consequently a failure to use proper measures for eliminating and meeting these dangers. It is the purpose of this paper to describe briefly the common gases and vapors with respect to the hazards involved in their use and to discuss the necessary precautions and methods for avoiding these dangersLight, heat, and power are prime essentials of our modern industrial civilization. The combustible gases and vapors used for the production of these necessary elements of our existence comprise the largest and most common group of domestic and industrial gas hazards. Almost every individual in his daily life subject to possible danger from asphyxiation, fire, or explosion due to one or more of these gases. For evidence one need only refer to the daily newspaper where headlines such as the following are frequently seen; ""Family asphyxiated by carbon monoxide from gas heater;"" ""Schoolhouse wrecked by gas explosion in basement;"" ""Man killed by automobile exhaust fumes in his garage;"" ""Fireman overcome by smoke fumes in basement ""Woman"".""Boman severely burned by accidental ignition of gasoline used in cleaning gloves;"" and 'in recent Years we often see ""Building wrecked by explosion of still in residential district.""It will be noted that these accidents are due to inflammation, explosion, or asphyxiation. Any combustible gas or vapor, when mixed, with air or oxygen within certain limiting proportions, will explode on ignition. The violence of the explosion varies with respective proportions of air and gas, and with the degree of confinement of the mixture. For example: Mixtures of natural gas and air containing between 4.5 and 12 per cent natural gas will explode, or propagate flame throughout the mixture without the continual presence of the source of ignition that started the inflammation. The U.S. Bureau of Mines undertook a basic investigation of collimated abrasive water-jet behavior because a more complete understanding of the fundamental process may lead to further technical advances. Laboratory experiments used 2-mm water-jet nozzles and new entrainment apparatus to analyze collimated abrasive water jets operating under varied conditions. Maximum water pressure was 69 MPa to permit use of conventional hoses with a burst-to-operating-pressure ratio of 4. Nozzle and induction line pressures, abrasive induction rates, and jet reactive thrust forces were recorded for each operating condition. Average jet velocity and power were determined from component mass flow rates and reactive thrust force measurements. Relative velocity and cross-sectional distribution of abrasive particles were determined using impact analysis techniques. Other jet characteristics were determined photographically. Properties of free water jets, collimated water jets, and collimated air-water jets were determined for comparison.

A reasonably clear and broad definition of occupational disease as originated by the Supreme Court of Ohio is: "A disease contracted in the usual and ordinary course of events which from the common experience of humanity is known to be incident to a particular employment." An ailment does not become an occupational disease simply because it is contracted on the employer's premises. It must be one that is commonly regarded as natural to, inherent in, and concomitant of the work in question. The important distinction between accidental-traumatic injuries and occupational-disease injuries is that accidents occur at specific times, ordinarily are discovered readily, and usually leave no question as to the particular employer it whose development the accident occurred. On the other hand, occupational diseases may develop slowly, unknown to the employer and employee until disability occurs, and the injuries sustained are continuing disabilities over an extended period of time and may be incurred while the employee is working for one of several employers.

The explosion occurred at about 3:05 p.m. in the largest of the 11 school buildings on the campus. Figure 1 shows this building, market; "Main high school building?, with respect to other buildings, pipe lines, oil wells, and gas lines on the property.

The storage stability characteristics of a diesel type fuel were determined to evaluate the effect of the polar compounds in the fuel. These compounds, comprising most of the nitrogen and oxygen containing compounds and many sulfur containing compounds, were separated from the fuel with a chromatographic column. This fraction was further separated into three polar extracts by graded elution through the column. Each extract was characterized. A storage program using the depolarized fuel, the fuel as received, and blends of the extracts with both fuels, was conducted. Results showed that the removal of the more polar components stabilized the fuel. Blending the polar extracts with the original fuel and with the depolarized fuel in the same ratio as they existed originally and at two and three times the original ratio increased the amount of gum present before storage, but had little effect on the formation of additional gum during storage. Distillate fuels produced by commercial refining of petroleum contain traces of organic nitrogen, sulfur, and oxygen compounds that are more polar4 than the remainder of the fuel. Recent laboratory studies by the Federal Bureau of Mines (1),6 in which these compounds were removed from a fuel, have shown that they influence its storage stability. The objective of this work was to determine the amount of these compounds present in a fuel and their effect upon its stability in storage. To evaluate the role of these polar compounds, it is necessary to remove them from the distillate fuel. Many can be removed by chemical treatment (2), but such treatment precludes reblending the polar components to approximate the original fuel composition. Solvent extraction is free of some of the criticism of chemical treatment, but it is more difficult because of the complex mixture from which compounds must be removed.

Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau's Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department's Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. The Approach: Development of a compact, lightweight apparatus which produces oxygen by using the wearer's breath in a chemical reaction. How It Works: The device is designed to cause the user's breath, which contains water vapor and carbon dioxide, to react with potassium superoxide (K02) to produce oxygen in quantities sufficient to sustain the wearer for one hour. Problem: CFOI and SOII data show that 2,287 U.S. workers died and 32,807 workers sustained days away from work due to electrical shock or electrical burn injuries between 1992 and 1998. Method: The narrative, work activity, job title, source of injury, location, and industry for each fatal electrical accident were examined. A primary causal factor was identified for each fatality. Results: Electrical fatalities were categorized into five major groups. Overall, 44% of electrical fatalities occurred in the construction industry. Contact with overhead power lines caused 41 % of all electrical fatalities. Discussion: Electrical shock caused 99% of fatal and 62% of nonfatal electrical accidents. Comprising about 7% of the U.S. workforce, construction workers sustain 44% of electrical fatalities. Power line contact by mobile equipment occurs in many industries and should be the subject of focused research. Other problem areas are identified and opportunities for research are proposed. Impact on Industry: Improvements in electrical safety in one industry often have application in other industries.

The author has prepared this paper with the help and permission of J. B. Tyrrell and W. M. Sixt, the managing director and the mine manager, respectively. This mine is operating at a daily rate of about 150 tons.

The purpose of this investigation was to evaluate the physical and mechanical properties of high-purity titanium made by two processes. Sodium-reduced metal with 58 Brinell hardness number (B.h.n.) and electrorefined metal with 60 B.h.n. and 70 B.h.n. were used. Titanium of these hardness levels did not work-harden excessively, and beyond 40 percent cold work the hardening effect was not great. Rapid softening occurred when the metal was annealed at temperature between 300° and 600° C. Full annealing, as determined by property and microstructure studies, was accomplished after 30 minutes at 700° C. A recrystallization diagram is presented which is based on determinations of annealed grain size as a function of rolling reduction and annealing time. For reductions of less than 20 percent, exaggerated grain growth occurred during annealing; for reductions greater than 20 percent, the variation in grain size for each annealing temperature was minor.

The value of Alabama's nonfuel mineral production in 1983 was $361.3 million, an increase of $61.9 million over that of 1982. The increase reversed a downward trend that started in 1980 and established a new record high for value of nonfuel minerals in the State. Output of most nonfuel minerals increased to some degree with unit value increases creating the record-high value year. Cement, clays, lime, sand and gravel, and crushed stone were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; fourth in ferroalloys, dimension marble, common clay, and fire clay; fifth in bentonite and kaolin; and sixth in masonry cement and lime.

This paper will be of interest to those who are actually developing a mineral prospect or planning to do so, as well as to investors who are considering the problem of financing the development of the prospect, so that they may know what the risks are and what capital expenditures are necessary before a prospect may become a mine. The term "prospect" used broadly, as it is in this paper, is defined as any property that has a mineral showing of sufficient interest to warrant development, irrespective of prior work, Such previous exploration, however, may be extensive and consist of several tunnels or adits connected by raises, or of shafts with several levels. There may also be a small mining and milling plant on the prospect which, because of the lack of capital for development or the lack of markets for the products, is now idle. Such prospects may warrant further capital investment for development work or for a mine plant to raise to the stage of profitable production.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. As longwall shields are lowered in preparation for advance, dust from the canopy falls directly into the air stream with the potential of becoming entrained. Historical dust sampling data from the early 1980s shows that shield advance contributed an average of 12 percent to the airborne respirable dust levels found on longwalls in the United States. Data from the 1990s indicates that shield dust liberation had increased to an average of 23 percent. Increased longwall production levels over this time resulted in the need to move a larger number of shields during each shift, while an increase in air velocities on the face was also occurring. These factors combine to suggest that greater quantities of shield dust are being entrained into the face air. A series of controlled laboratory tests were conducted in a test stand simulating shield dust entrainment to evaluate changes in airborne respirable dust levels at different air velocities. Significant differences in respirable dust entrainment were observed. The test facility, test methodology, and dust sampling results will be reviewed and discussed

"INTRODUCTION The Yancey-Crawford tract, located 1-1/2 nines east of Yancey station on the Norfolk & Western Railway in Rockingham County, Va. was from 1917 to 1941 considered an unusually promising manganese prospect. Because of the favorable geologic formations and because of the common occurrence of manganese in the district and Virginia's large production of these minerals from this area, geological report 3/ have listed this tract as the No. 1 prospect in the State. During World War I, extensive geologic studies were made to locate manganese deposits similar to those exploited at the Crimera mine near Waynesboro to alleviate this mineral shortage during the existing emergency.In September 1941 the Bureau of Mines started exploratory drilling on the tract in an effort to discover and block out reserves of manganese minerals as authorized by the 76th Congress under the Strategic Materials Act. After five drill holes wore sunk, the project was terminated October 1941."
