This Bureau of Mines report describes the preparation characteristics of the significant coalbeds from which samples could be obtained in Upshur County, W. Va. One of the 14 samples collected was of metallurgical quality as received, 6 could be sufficiently upgraded to provide acceptable products, and 7 could not be upgraded to metallurgical quality because of their high sulfur contents.

THE MAGNITUDE of the drainage problem of the anthracite industry in Pennsylvania's Western Middle field is realized when it is known that in 1951 nine pumping plants in this field pumped nearly 36 billion gallons of water to the surface. This is almost 68,000 gallons per minute pumped against an average hydrostatic head of 350 feet for that year alone. In 1948 over 20,000 gallons per minute was pumped by relay pumps against an average hydrostatic head of 265 feet. In addition to the water pumped to the surface, it is estimated that 15,000 gallons per minute overflows to the surface from underground pools in idle mines. The volume (second-feet) of water pumped and overflow water is almost 1;z times the, average mean flow of the Schuylkill River at Pottsville for the 8-year period 1944--51 (7, 13).4 Mahanov and Shamokin Creeks drain an area of 99 square miles in the Western Middle field, and all surface drainage in this area must traverse some part, of the coal measures before entering these streams. On the basis of 46.03 inches of rainfall (the weighted average of 6 recording stations for 1948), the runoff from the drainage area during that period was 51 billion gallons, approximately 1 times the volume of water pumped by all mine-pumping plants in the Western Middle field. In other words, because of the pervious strata overlying the mine workings, approximately two-thirds of the total runoff in the drainage, area becomes mine water tributary to the pumping plants.

Multi Mineral Corporation conducted a mining research program at the United StAtes Department of the Interior's Bureau vi Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and. the results are described in this report.

Several aspects of coal mine safety-ground system operation are studied. Evaluations of two sophisticated ground-wire monitors are presented, along with a detailed report of development work on a modular ground-wire monitor. A portion of the report covers stray current flow in the safety-ground system, analyzing in detail conditions surrounding the generation of both dc and ac ground wire current. Considerable detail is provided concerning studies of mine ground beds. Additional progress is reported in the development of a. continuous ground-bed monitor, and new techniques are developed for the design of ground beds and their resistance measurement. New methods of accurately measuring electrical parameters of finite layered conducting structures are also reported. The effects of stray currents in ground beds is included. Touch-and step-potentials associated with mining equipment are analyzed, and methods are presented for determining earth voltage gradients around structures contacting earth. Instrumentation to determine gradients easily is suggested. Finally, an extensive effort is described dealing with lightning transients on open-pit coal mine ground systems. The nature of the transients, their expected frequency of occurrence, and the ways in which they damage equipment are analyzed in detail.

In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

Exposure to whole-body vibration (WBV) and the postural requirements of the job have been identified as important risk factors in the development of musculoskeletal disorders of the back among workers exposed to a vibratory environment. This paper focuses on preliminary results of WBV data collected for two groups of haulage trucks ? four older trucks from manufacturer A (MFR-A) and two newer trucks from manufacturer B (MFR-B). All of the trucks and their respective seats were considered to be in good working order during the study. Measurement periods for the truck groups had similarities, but varied from 2 to 58 minutes. Sampling times for the older trucks included a mean of 19.5 minutes and a standard deviation (STD) of 6.5 minutes compared to a mean of 40.8 minutes and a STD of 12.1 minutes for the newer trucks. Data collection coincided with the approximate delivery and first operation of the new trucks, and occurred approximately 12 months apart under similar weather and road conditions, and with the same drivers except an additional driver was included with the older trucks. Truck routes were somewhat different in that quarry production had changed location in the time between data collection activities. Overall, the results suggest that the newer trucks may provide better overall isolation to drivers/operators from WBV exposure compared to the older trucks operating at the quarry; although, this will need to be confirmed with additional measurements. Considering the higher variability and shorter sampling times for the older trucks, the results should be viewed with caution. For two of seven trials, the older trucks showed that seats amplified vibration, i.e., a transmissibility (T) >1.0. Seat T for the older trucks ranged from 0.31 to 1.17 with a mean of 0.77 and STD of 0.32. This contrasted with the newer haulage trucks where seats amplified vibration in 3 of 8 trials. In this case, T did not vary greatly and ranged from 0.87 to 1.05 with a mean of 0.97 and STD of 0.07. Regarding older trucks, in five of seven trials, the seat (output) data of weighted root-mean square (RMS) acceleration (wRMSZ) for the dominant z-axis exceeded the action level of 0.5 m/s2 action level recommended by the European Union Good Practice Guide for WBV (EUGPG) and levels exceeded the recommended exposure limit of 1.15 m/s2 in two of the seven trials. The wRMSZ values for the older trucks varied from 0.41 to 1.83 m/s2 with a mean of 0.99 and STD of 0.57. Similarly, newer trucks indicated a narrower range of wRMSZ from 0.38 to 0.95 m/s2. The mean wRMSZ was lower for the newer trucks at 0.58 m/s2 with a STD of 0.23 m/s2. Similarly, newer trucks indicated wRMSZ reached or exceeded the action level in four of eight trials. None of the trials with the new trucks showed wRMSZ levels that reached or exceeded the recommended 1.15 m/s2 exposure limit. As an indicator of driver/operator discomfort, overall weighted total RMS acceleration (vector sum) values seem to show a ?rougher? ride for the older trucks. The vector sum values for these trucks ranged widely from 0.70 to 2.59 m/s2 and, in four of seven trials, showed levels greater than 1.40 m/s2. The mean vector sum was 1.44 m/s2 with a STD of 0.75 m/s2. Comparatively, the newer trucks exhibited less variation with a range from 0.69 to 1.59 m/s2. The mean vector sum was 1.02 m/s2 with a STD of 0.35 m/s2. Vibration dose values for the dominant z-axis (VDVZ), gave a sense of vehicle jarring/jolting conditions. All trials with the older trucks were within the recommended EUGPG action level of 9.1 m/s1.75. On the other hand, in three of eight trials, both newer trucks exceeded this action level with values of 9.18, 12.58, and 13.21 m/s1.75. Neither truck group showed VDVZ that exceeded the exposure limit of 21 m/s1.75. A statistical analysis was not conducted, since the differences reported between truck groups may not be statistically significant owing to the relatively small sample size. Road conditions, changes in the truck routes, and driver/operator differences (e.g., stopping and turning) are possible factors in the higher VDV for the newer trucks.

One of the primary goals of Bureau of Mines research is to reduce the cost of coal mining by improving the efficiency of longwall supports. One method of achieving this goal is the optimization of stress distribution within the support structure, resulting in a lower overall weight, more fully stressed shield. However, before stress optimization can be initiated, load conditions must be defined that cause maximum stress in the various support components. A finite-element model of a longwall shield was used to identify these critical load conditions. These load conditions were then evaluated in the Bureau's mine roof simulator (MRS) by instrumentation of a longwall shield and measurement of strains in each of the shield components. The critical (canopy-base contact) load conditions were identified that can cause structural failure at less than rated shield (hydraulic yield) capacity. Comparisons were made between full-contact and partial-contact load conditions. Other parameters investigated included the stiffness of the contact material, changes in shield geometry, rate of load application, and effects of horizontal constraint. Conclusions were drawn regarding the structural integrity of the major shield components and potential for stress optimization.

Falls of small pieces of rock from between roof bolts continue to cause fatalities and to injure hundreds of coal miners each year. Roof screen is the most effective way to prevent these incidents, but some mines are reluctant to use it because they believe installing screen can be awkward, expensive and time-consuming. The most common type of roof bolting machine used in mines today is the dual boom, outside-controlled roof bolter. Mines who install roof screen using these machines have developed some machine modifications and techniques to ease roof screen installation. This paper describes some successful techniques and machine modifications that are being used in productive mines to assist with roof screen installation. Since the material handling involved with roof screen installation can expose miners to an increased risk of musculoskeletal injuries, the National Institute for Occupational Safety and Health (NIOSH) ergonomists, designed machine modifications and implemented a series of tests to evaluate roof screen handling procedures for outside-controlled, dual boom roof bolting machines. Roof screen installation can also have a positive economic impact on a mine by reducing the cost of injuries, workers’ compensation, required spot or re-bolting, and clean-up of long term travel and belt entries.

1. The Pittsburgh is the most important bed in Washington County from the standpoint of present production and recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 4,181 million short tons as of January 1, 1954. Of this total, 4,132 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

The Bureau of Mines has developed an improved earth resistivity field system which employs a novel technique for obtaining null measurements. The instrument is designed to operate reliably in high-noise environments such as those found in the vicinity of operating mines. The system consists of a low-frequency transmitter, a sensitive receiver and an external battery pack, each in its own case to provide protection from the elements. The receiver and transmitter units have self-contained recharge-able batteries to supply power to the circuitry and separate built-in battery chargers that operate on standard 115 Vac power. The system is portable and simple to operate. Measurement accuracy, reliability, and dynamic range are superior to most commercially available equipment even though less time and effort is required to make null readings. Unlike some commercial systems, long integration times are not required to enhance signal-to-noise ratio in areas of high background noise.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. The investigations reported herein comprise preliminary studies to evaluate large scale mining systems adaptable to the thicker oil shale deposits in the deeper central portion of the Piceance Creek Basin. The studies include an evaluation of the geology, hydrology and resources of the Basin., evaluation of a potential prototype mine site, synthesis of rock mechanics data on Green River Formation oil shale, selection and preliminary design and cost evaluation of six potential mining systems and a ranking analysis to aid in selecting the most promising system. Results of the ranking analysis indicate the following four systems to be most promising for large scale underground oil shale mining: - Chamber and pillar (using spent shale backfill) - Sublevel stoping with spent shale backfill - Sublevel stoping with full subsidence - Block caving with LHD's Recommendations for phase II are to investigate the above systems in greater detail, refine present cost data, and perform economic evaluations of oil shale mining using these systems.

To provide a faster means to open and close permissible electrical enclosures. Approach: An inspection and repair port with a multiple start thread which provides a permissible joint has been developed and tested. How It Works: The inspection port screw thread has a large pitch, which allows the port cover to be rotated from fully closed 10 fully open, in less than one revolution. See Figure 1. When the cover is screwed back in. it be-gins engagement within one eighth turn because the screw design has eight separate threads. To prevent Its unauthorized opening, the port cover has a bolt guarded by ears which accept a padlock. The threads are designed to tolerate a reasonable amount of grit without binding, although wipe-off cleanness is necessary during reassembly. The lignite deposits of the United States represent a huge potential source of fuel for power generation. It has been estimated that lignite constitutes about 24 percent of the remaining National reserves of solid fuel on a tonnage basis and about 15 percent of the reserves on a B.t.u. basis. (See sec. 3, part 1.) The major portion of these reserves is in North Dakota. Lignite has been used locally for domestic heating since the first settlers burned it at forts and fur-trading posts as early as 1855. Some of the first studies of the use of lignite in steam boilers were conducted by the Federal Bureau of Mines from 1910 to 1920 (15, 19) 1/ However, the commercial utilization of lignite as fuel for producing power developed slowly. Not until about 1925 was any really successful lignite industrial fuel-blaming equipment developed. Since then the commercial use of lignite as a fuel for producing power has been increasing steadily.

"In at least three out of every four working faces in metal mines there is no attempt made to cause air circulation other than by use of compressed air, and in at least nine cases out of ten the compressed air is released merely by opening, or partly opening, the valve and allowing the compressed air to escape through open air hose used to convey the compressed air to the drilling machines. Usually no blowers are in use during periods of drilling, as the exhaust from the drill provides cool, comparatively fresh air for the driller; however, in some instances, the compressed-air line is provided with a tea connection, which permits taking air for the drill from one side of the tee, and air for ventilation through a separate hose used as a blower, simultaneously with drilling.Table 1 contains temperature and humidity data as to compressed-air blowers from open end of air hose at 36 working places in eleven metal mines of four States, embracing the mining of gold, silver, copper, lead and zinc ores, and at horizons ranging from 500 feet below the surface to as low as 4900 feet.It is noticed that the ordinary air surrounding the worker at the face gives an average wet bulb temperature of 81.7° F. for the 36 working faces, with 84.7° F. dry bulb and 87.2 per cent relative humidity. The average wet bulb tem¬perature of 36 readings at these working faces of compressed air at the end of the,hose as the air issues from the hose was 67.4° F., or 14.3 degrees lower than the average wet bulb readings of the air of the working places; however, the average dry bulb temperature of the 36 readings of compressed air as it issued from the end of the hose was 79.7° F., or only 5 degrees less than that of the general air (84.7°); the relative humidity was 51.1 per cent as against 87.2 per cent for the surrounding air. Readings were taken in five raises, seven crosscuts, ten drifts and 14 stopes.It will be noted that the velocity or movement of the general atmosphere at each of the entire 36 working faces, was found to be practically imperceptible; this might readily be inferred since compressed air is rarely used on blowers if there is adequate circulation of the general air of the place. Where rook temperatures could be obtained readily, they are shown; it is noticeable that the dry bulb temperature of the air of the working place varies little from the rock temperature, and that the dry bulb temperature of the compressed air as it issues from end of air hose varies only a few degrees from the temperature of the surrounding rock; in some instances the dry bulb temperature of the compressed air as it issued from the end of the air hose was higher than the rock temperature or the dry bulb temperature of the surrounding air."

Output of minerals was insignificant in 1981 and made a negligible contribution to the gross national product (GNP), estimated at $1.2 billion.2 Agriculture accounted for 40% of CNP and manufacturing accounted for 10%. The chief source of income was indirect taxes levied on traffic through the Port of Cotonou, an entrepôt. Trade statistics for Benin were incomplete and dated. Major trading partners were France and other members of the European Communities. Benin was a member of the West African Monetary Union and as such must coordinate its foreign currency, reserves, interest rate structure, and fund transfer with other member countries. Its currency, the Communauté Financière Africaine franc (CFAF), was fixed to the French franc.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

The method of using large-diameter augers to recover coal was introduced to the mining industry about the end of World War II, and production of bituminous coal with augers has increased steadily to an estimated 7 million tons, or approximately 1.4 percent of the total mined in 1956. Although auger mining has proved to be a reliable and economical method of mining coal, a number of unfortunate fatal accidents have been experienced; consequently the need for these recommended safety standards is indicated for this comparatively new method of coal mining. As mining methods and equipment change from time to time and new hazards are introduced, these standards will be revised; therefore, questions or suggestions from the coal-mining industry will be welcomed and carefully considered.

In the fall of 1953 the Philippine Bureau of Mines, under a Foreign Operations Administration Technical Assistance (FOA-TA) program, began a systematic investigation of the nickel content of the well-known Surigao laterite areas, on the island of Nonoc northeast of Mindanao, to determine the occurrence, distribution, and grade of nickel contained in the laterite and in the subjacent serpentine. At the same time, a technical review of the possibility of producing commercial ferronickel from the nickeliferous materials in the Philippine Islands was made, and a smelting process was suggested. The proposed process would be similar to that developed by the Federal Bureau of Mines for the reduction of the nickeliferous serpentine occurring in the Nickel Mountain ?deposit at Riddle, Oreg. The potential avail-ability of electric power from the Maria Cristina facilities at 3 mils per kw.-hr. would enhance the economic possibility of this program. Development of an economically feasible process for recovering nickel from the nickeliferous serpentines and laterites should lead to the establishment of a new industry in the Philippines, to the development of a source of nickel in the Far East, of which at present there is none, and to partial solution of the problem of supplying the free world with nickel. Enough preliminary reconnaissance had been completed by early 1954 to permit sampling of the deposit for metallurgical investigations. The FOA then requested the Federal Bureau of Mines Northwest Electrodevelopment Laboratory, Albany, Oreg., to conduct preliminary electric smelting studies on nickeliferous serpentine and laterite samples.

The U.S. Bureau of Mines-Michigan Technological University mine ventilation mainframe program was successfully adapted for execution in a personal computer (PC). The hardware requirement can be as modest as 256 kilobytes (33) of random access memory (RM) and two floppy disk drives. A version compiled for a PC possessing 512 Kb RAM has arrays dimensioned to accommodate 512 separate mine airways and junctions, and it contains all the features and capabilities of the original version. It has successfully analyzed all the ventilation networks tested, including a very large commercial mine (404 airways, 237 junctions, and 5 fans). In all cases the PC version produced practically identical results as obtained from the mainframe computer. In all respects, the PC version performed the same as the mainframe version with the exception of execution speed When a numerical coprocessor is employed, execution time can be reduced by more than 50%.
