This Country Documentation Report presents the development of economic indices for the Philippines for the period from 1970 through 1981. The work was done through the Bureau of Mines, Minerals Availability Program, under Contract number J01225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) eimber and lumber, 6) fuel, 7) powder and balsting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

Under this program two tape recording and triggering systems were developed and delivered for use in the Bureau of Mines microseismic program. The systems are designed to improve the effectiveness of the Bureau owned Sangamo 3500 series and SABRE VI instrumentation tape recorders. The system is designed to capture random microseismic data, digitize and temporarily store these data, start the tape recorder; and then transfer the data to magnetic tape for permanent storage. The system is designed to pack data on tape such that the tape may be simply played back through galvo drivers onto an oscillograph such that a continuous series of analog records, with corresponding time of day information, are reproduced without excessive oscillograph paper waste or the need for the operator to search for valid events.

The mining industry of the United States has for many years possessed the dubious aistinction of having the poorest accident rate of all of the major lines of industrial endeavor in this country, and until recently there ras little or nothing to show that any material improvement might be expected. However, there are now numerous trends indicating that the corner has ceen turned at last, and it is strongly hoped that the mining industry is likely to follow the railroads, the cement and other industries in operating with occurrence of only a reasonable amount of loss of life and limb through accidents. The complete accident figures for metal and nonmetallic mineral mining for 1931 are not yet available, but fragmentary data shor that 1831 vill un- questionably have very low accident rates, probably the lowest in the history of our metal mines. One underground metal mine has produced over 14,000,000 tons of copper ore rithout a fatality; another metal mining company with an electric slovel operation has handled upwards of 75,000,000 tons of material, copper ore and waste, without the occurrence of a fatality; an iron-ore compan, which orns six mines (three underground, three open pit), has operated every one for a year or more without a lost-time accident with a con- siderable number of employees and a large production; and alot.er iron-ore producer with 30 mines and about 3,000 employees as an average of nearly 10 months of operation in 1931 without a lost-time accident. umerous other wonderful safety records of metal mines in 1931 indicate unmistaimbly tat the record of the noncoal mining industry of the United States as a role in 1931 will undoubtedly be found to be excellent. According to the latest relatively complete figures (those of 1930) available for the coal industry, fewer than 650,000 persons are employed in and around the coal mines of the United States, the figures indicating at a little over 493,000 people are engaged in bituminous mining and a little under 151,CCO in anthracite mining. Mineral resource studies by the Bureau of Mines indicate three areas within the Selway Bitterroot Wilderness have mineral resource potential. Regional studies suggest that a granitic stock on the south side of the Wilderness has high potential for a Climax-type stockwork molybdenum deposit (pl. 1, no. 8); but detailed surface investigations failed to recognize a deposit. The Elk Summit area on the north side of the Wilderness contains subeconomic resources of columbium (niobium)-bearing ilmenite in placers (p1. 1, no. 19). Subeconomic silver-copper-lead resources occur in a vein on the northeast side of the Wilderness at the Clift Mine (pl. 1, no. 2-5). The study area has no known deposits of oil and Haas, coal, geothermal resources, or other energy-related commodities.

Autoignition temperatures and limits of flammability of nine halogenated hydrocarbons in atmospheres of air, oxygen, and nitrogen tetroxide were measured in a modified standard autoignition apparatus and limit-of-flammability apparatus previously developed at the Bureau of Nines. Of the nine halogenated hydrocarbons investigates--bromochloromethane, bromotrifluoromethane, bromochlorodifluoromethane, 1,1,2-trichlorotrifluoroethane, 1-bromo-l-chloro-2,2,2-trifluoroethane, dibromodifluoromethane, l,2-dibromo-1,1,2,2-tetrafluoro-ethane, 1,1,1,3,3-pentachlorotrifluoropropane, and l-bromo-2,4-dichloro-1,1,2, 3,3,4-hexafluorobutane--two formed flammable mixtures with nitrogen tetroxide and six with oxygen; none formed flammable mixtures with air. Three of the halogenated hydrocarbons formed no flammable zones with any of the three oxidizing atmospheres. For those halogenated hydrocarbons that supported combustion in oxygen atmospheres, explosion pressures developed during constant-volume burning of mixtures near the middle of the flammable zone were observed to range from about 6 psig for dibromodifluoromethane to 158 psig for 1-bromo-1-chloro-2,2,2-trifluoroethane. In all cases, the calculated burning velocities of these mixtures were less than 8 in/sec.

"A study has been made of the surface properties of coals of differing ranks, in their natural state and as modified by the addition of collectors. The evaluation of their surface properties has been done by captive bubble contact angles, water and methylene iodide sessile drop contact angles, zeta potential, point-of-zero charge (PZC) shift, and flotation. .changes in the hydrophobicity of coal is a function of both the rank of the coal and the collecting reagent.INTRODUCTIONThe chemical and physical properties of a raw coal will determine its response to a given beneficiation process. .For such processes as flotation, filtration, flocculation, dispersion, handling, dust supression and agglomeration, however, it is also necessary to consider the surface properties of the coal and mineral matter constitutents of the raw coal. In the case of a specific particle to be floated, it is also necessary to consider the properties of the coal as modified by the addition of some reagent designed to modify (usually increase) the hydrophobicity of the coal surface. General properties of the coal have been well summarized by Van Krevelen (1) and Elliott (2), while the data for the surface properties of coal are much more scattered in the literature (see, e.g.: Parekh and Aplan (3), Gutierrez-Rodrigues et al. (4), Aplan (5), Arnold and Aplan (6), Hogg and Chander (7) and Rosenbaum and Fuerstenau (8)). While a knowledge of the inherent surface properties of a sample are important, of much greater practical significance are the properties of the particle in the presence of a reagent, such as a collector, designed to enhance the hydrophobicity of the particle. This study will focus on the surface properties of coals of various ranks in the presence of a variety of collectors."

Carbonizing properties of the principal coal beds of Perry County, Ky., are described in this Bureau of Mines report. Seven samples, representing the Hindman, Flag, Haddix, and Fire Clay beds, were carbonized by the Bureau of Mines-American Gas Association (BM-AGA) method, and yields of products and physical properties of cokes were determined. Carbonizing properties of blends of Flag and Fire Clay coals, with 20 and 30 percent Pocahontas No. 3 low-volatile coal from McDowell County, W. Va., also were determined. Expanding properties of the Flag and Fire Clay coals and their blends were determined in the Bureau of Mines sole-heated oven. The Perry County coals tested are high-volatile A bituminous in rank and, with the exception of the Hindman-bed sample, which contained excessive sulfur, were chemically suitable for metallurgical use. The three coals tested in the sole-heated oven contracted less than normal for Appalachian coals of similar rank, Blending the Fire Clay and Flag coals with 20 or 30 percent low-volatile coal increased coke strength appreciably but increased the expansion beyond normal limits for industrial blends.

This Bureau of Mines report presents a profitability analysis of producing crude oil by waterflooding. Included are the estimated costs of installation of water injection and producing equipment for waterfloods at 2,000 and 4,000 feet and the estimated annual operational expenses for each in west Texas. Using these cost estimates as a base for selecting a range of costs that are indicative of producing crude oil by waterflooding, a simulation technique was derived for determining the profitability under various conditions. Because of the large number of combinations of variables used in this study, a high-speed digital computer was utilized for the calculations. The variables include operational expenses, capitalized costs, price of the oil, annual production, and leasehold acquisition cost. The results obtained from the simulations are presented Fn the appendix. In addition, a nomographical approach was chosen for presentation of the profitability. Five nomographs are presented that can be used for fast estimation of the discounted cash flow (DCF) rate of return that might be expected from a prospective or active operation under various sets of assumed conditions.

In 1986, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 5-acre Zwagg Island Wilderness Study Area (OR-12-14) in order to evaluate its identified mineral resources. The study area is located in Curry County, OR, immediately west of Brookings. There is no evidence of mining activity on or near Zwagg Island, and no mineral resources were identified. The steep-sided, flat-topped island is normally accessible from the mainland by way of a sandy beach. The island consists mainly of marine sandstone, mudstone, and conglomerate of the Jurassic Dothan Formation. Dothan Formation sandstone has been used locally as construction material. Rock along the coast has also been used for construction of jetties to improve harbor access; additional work has been proposed at the port of Brookings. Although suitable for other construction uses, stone from Zwagg Island would probably not meet physical requirements for jetty stone. Development of a stone resource on the island is unlikely.

The Bureau of Mines has participated in the American Petroleum Institute Research Project 48A (API-RP48A) program on the Separation and Identification of Sulfur Compounds in Crude Petroleum. The lack of reference compounds or infrared spectral data has made difficult the identification of individual sulfur compounds boiling above 140° C. The recent acquisition of 24 alkylthiophnnes has made possible a limited study of this important class of sulfur compounds. The infrared spectra of 2-monoalkylthiophenes and 2,5-dialkylthiophenes for the 2 to 15p range are reported. Correlations for determining the 2-alkyl and 2,5-dialkyl substituted thiophenes are derived from this information. The 2-alkylthiophenes show a unique pattern in the 5.50 to 6.54 region, while the 2,5-dialkylthiophenes show a distinctive pattern in the 5.6µ to 6.7µ region. A skeletal vibration occurs in the 9.5 to 10.0µ region for all of the thiophenes investigated. These data will aid the infrared spectroscopist in the identification of compounds of the type reported.

The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research to evaluate and improve remote mine seal construction technology for mine fire control and suppression. The main focus of this work is to develop reliable technology that will remotely seal a mine opening from floor-to-roof and rib-to-rib. NIOSH, in partnership with Strata Mine Services Inc.1, is evaluating the capability of a two-component phenolic foam-based product, called Rocsil®1, that is intended for cavity filling, air and gas sealing, and consolidation of highly fractured strata. Rocsil® can be rapidly applied, has a quick cure time, a high expansion rate, good compressive resistance and excellent anti-static properties. When the resin and catalyst are mixed, an immediate foaming reaction occurs followed by rapid expansion up to 30 times the original volume. By virtue of its fire-resistance properties, Rocsil® foam has application for sealing underground mine areas undergoing heating from spontaneous combustion and it could be useful for remote mine seal construction to aid in mine fire control and suppression. This paper presents an overview of remote mine sealing technology, introduces the use of Rocsil® foam for remote mine seal installations, offers a case study of the use of this rigid foam material to remotely construct a temporary in-mine seal and discusses technology improvements. The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

Southeast Alaska's mining industry has come to life after nearly 50 years of relative dormancy. Commencement of operations of the Greens Creek Mine in 1989 marked a turning point in the industry as the first large scale mining operation in the region since closure of the Alaska-Juneau Mine in 1944. The Greens Creek Mine is now the nation's largest silver producer. Other large scale mining projects are now on the drawing board, including development of the Kensington Mine and reopening the Alaska-Juneau Mine, which could become North America's largest underground gold mine. The region's mining industry includes more than these large scale projects, however. For example, a significant level of mineral exploration occurs each summer in Southeast Alaska. In addition, mining operations in British Columbia and Yukon Territory are generating jobs and income in Southeast Alaska.

"INTRODUCTION The mineral found in natural-chromite deposits is never pure Fe0.Cr203, but rather one in which the Fe0 and Cr203 are in part replaced by Mg0 and A1203, respectively. The purest gravity concentrates from many domestic de¬posits consist of a mineral referred to as ""picotite,"" in which this isomorphous replacement is such that the ratio of chromium to iron is low. The Bureau of Nines has investigated methods of chemically beneficiating ores that contain too much iron to be classed as ""high-grade"" chromite 3/ Early investigations 4/ demonstrated that high-iron chromite or picotite ores can be roasted with carbon to obtain selective reduction of the contained iron, and that most of this reduced iron can be removed by acid-leaching the roast products to produce residues of higher chromium-to-iron ratios. tests 5/ indicated that commercially acceptable reaction rates cannot be obtained at roasting temperatures below 1,3000 C., using solid carbon as reducing agent. By this high-temperature reduction and subse¬quent acid-leaching, however, all ores investigated, regardless of the original composition, readily yielded residues considerably better than the minimum specifications for high-grade chromite.In an effort to obtain satisfactory reduction of chromite at lower temperatures, liquid and gaseous seducing agents were tested with varying success. Of the several reducing agents used, methane appeared to be the most promising and was shown to be highly effective at temperatures between 1,000º and 1,100º C., roughly 300º below the roasting temperatures necessary in solid carbon reduction. Further experiments indicated that mixtures of methate with some diluent (hydrogen or other nonoxidizing gas) gave better reduction than did methane alone."

During the World War Leadville was an important producer of manganese and maganiferous ores for then steel industry. Normally, the market for these ores is limited to the requirements of the local steel mill at Pueblo for low-grade ores used in making, basic pig iron containing 1 to 2 percent Mr and spiegoloison containing 20 percent Mn, but during the war and a brief period of postwar readjustment, a good deal of 25- to 40-percent manganese ore qua shipped to in-stern steel-manufacturing centers. Throughout the active life of the camp, manganiferous iron ore carrying a little silver and lead and sometimes as such as 35 percent Mn was chipped to load smelters for flux. The total reordered production is 936,024 tons of metallurgical ore shinned to steel mills and 2,576,514 tons of fluxing ore, much of it of metallurgical grade.

The four elements fluorine (F), chlorine (C1), bromine (Br), and iodine (I) form the most intimate family in the entire system of elements and are grouped under the name "halogens" or salt formers (by derivation from the Greek). The first member of this family, fluorine, is the most chemically active element known; and fluorspar, and to a less extent cryolite, the chief sources of fluorine, are important commercial minerals. Fluorine occurs in nature chiefly in combination with sodium as common salt, but it also appears in other natural compounds in sea water, salt-well brines, and bedded deposits. In addition to common salt, various compounds containing chlorine (chlorides) have long been consumed by industry on a large scale, and within the last two decades that element itself has come rapidly into prominence as one of the leading industrial chemicals. Bromine and iodine, the two retaining members of the family, are less abundant in nature and less readily isolated and in consequence of their relatively high price have found few industrial uses, being consumed chiefly in medicine and in photography. Bromine, however, is now entering the industrial field to a considerable extent, due to the rapidly growing use of ethylene dibromide in anti-knock compounds for gasoline. The present paper is devoted to bromine and iodine, but in order to compre- hend the physical and chemical characteristics of these two elements (and hence their potential economic significance) it is convenient to consider them as members of the family series to which they belong. The family relationship of the halogens is illustrated by the following:4 (1) The similarity in the chemical and physical properties of the elements and their corresponding compounds is such that the prop- erties of any one member of the family can be said to summarize or rather to typify the properties of all the other members, although fluorine diverges a little in some of its properties. (2) The gradual transition of chemical and physical properties is such that if the elementa are arranged in order F, Cl, Br, I the variation in any particular property in passing from fluorine to iodine nearly always proceeds in the same order, and that is the order of their atomic weight. Taxing almost any property and comparing its magnitude in passing from the element fluorine to iodine, or from the fluorides to the iodides, a similar graiation will be observed. Thus, take the melting point of the cadmium, calcium, barium, sodium, or potassium salts, in degrees.

At the Groveland mine iron ore is mined by open-pit methods and concentrated by means of spirals and flotation. A brief history of the mine and its early development is given. The ore deposit is described, with emphasis on those physical characteristics that affect the choice of mining and milling methods. Development and mining, which include breaking ground, loading, transportation, engineering, and operating control, are explained, and the milling method is described Mining and milling costs are given in percent of total cost.

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.
