"INTRODUCTIONCominco Limited, one of the free world's largest producers of lead and zinc having majority ownership in Pine Point Mines Ltd., operates a mining and concentrating complex on the south shore of Great Slave Lake in the Northwest Territories. The mine was developed in 1963-64 and commenced operation late in 1964 with the direct shipping of high grade ore. The concentrator started production in November 1965 at a design throughput rate of 5,000 T.P.D.In 1968, the Company acquired the mining rights to a large ore body located to the east of the Pine Point claims and subsequently an expansion program at the concentrator raised the throughput rate to 8,000 T.P.D. The expansion included a third grinding circuit and additional flotation capacity. The flotation capacity took the form of a completely separate circuit from the existing flotation plant. In 1972, the zinc flotation circuits were modified to include two additional stages of cleaning. This change concluded the ""Pre-Consolidation Flotation"" circuit at Pine Point.In considering these modernization programs of the flotation section of the concentrator, the philosophy was to utilize the largest available machine having proven and modern technological changes. With the advent of the large capacity machines available in the late 1970's, it was considered a suitable time to revamp the entire flotation circuit at Pine Point in 1979. The Circuit Consolidation Project was developed to meet this requirement."

"Alkali/alumina and MgO/alumina molar ratio plots graphically portray both chemical and mineralogical changes accompanying potassic, phyllic, argillic, chloritic, and alunitic alteration of quartz monzonites and granodiorites hosting porphyry (as well as lode and greisen) ore deposits. The molar ratio plots can be used to identify different types of alteration. In most cases, the identification based on molar ratios coincides with petrographic data. In those instances where the molar ratio and petrographic identifications do not agree, the mineralogy might need to be re-examined. Hydrothermal alteration studies using trace elements could benefit from the application of complementary alkali/alumina molar ratio plots.Le diagramme des rapports molaires alkali/alumine et MgO/alumine illustre clairement les changements chimiques et minéralogiques qui accompagnent les altérations potassique, phyllique, argillique, chloritique, and alunitique des monzonites à quartz et des granodiorites encaissant les gîtes de type porphyrique, ainsi que des veines et des greisens qui leur sont associés. "Since the idea of processing rock to unlock the valuable minerals inside was put into practice, efforts to improve production began. Methods have been learned that allow for operation in environments and under circumstances where it would not have been possible until now. All existing operations have experienced at least some form of productivity improvement measures. The objective is simple: generate more product of better quality in less time and at lower unit cost. Since the year 2000, various modifications have been made at the Kemess Concentrator in efforts to improve productivity. The following is a discussion of these modifications and their contributions to the success of the operation.INTRODUCTIONThe Kemess South Mine, a major producer of gold and copper, is located in north-central British Columbia. Kemess was brought into production in May 1998 by Royal Oak Mines with a modern mill controlled by a fully integrated Foxboro IA DCS system and employing 134 people. On February 11, 2000 Northgate Exploration Limited (now Northgate Minerals Corporation) acquired Kemess Mine from receivership. Since acquisition in 2000, Kemess has seen many accomplishments, including the reduction of costs by 40% site wide.The mill has a nameplate capacity of approximately 56,000 tonnes per day which is processed through a Metso (Svedala) 60” x 89” Primary Gyratory Crusher and then conveyed by a 60” conveyor to a stockpile with 48 hours of total storage capacity. The nominal minus 6” rock from the stockpile is fed to two parallel grinding circuits (A & B). Each section consists of a 10.4 m F x 4.7 m SAG mill with dual drive motors (4,480 kW apiece) discharging onto a 2.4 m x 7.3 m Metso (Svedala) single deck vibrating screen to remove the coarse material for recycle to the SAG mill by a Continental 45º high angle sandwich conveyor. Screen undersize is pumped along with ball mill discharge to a cyclopac consisting of twelve Krebs 66 cm F cyclones to classify flotation feed to a size of approximately 65% minus 200 mesh. Cyclone underflow feeds a Metso (Svedala) 6.8 m F x 11.0 m ball mill, also with dual drive motors (4,480 kW apiece). The primary grinding circuit has 35,840 kW available for grinding."

The fatigue behavior of AM60 high pressure die casting magnesium alloys was studied in a straincontrolled manner. The fatigue test was interrupted every 2,000 cycles for X-ray tomography scanning. The specimen was removed to be scanned on a desktop micro-CT system. The value of using X-ray tomography in a fatigue properties study was assessed with respect to porosity, cracks and fracture surfaces. The 3D analysis and model results showed porosity could be well measured and modelled in 3D. Defects bands are made of pores under 50 µm in volume-equivalent sphere diameter. Larger pores are randomly distributed in the region between two defect bands. Observation of cracks by X-ray tomography occurs in three ways such that the 3D model gives the best illustration of crack-porosity interaction while the other two methods have better detectability on crack initiation and crack tip observation. X-ray tomography is also of value in failure analysis on fracture surfaces. By summarizing X-ray tomography data during fatigue testing and observing fracture surfaces on a 3D model, a better understanding on the crack initiation, crack-porosity interaction and the morphology of fracture surface is achieved.

"The use of paste technology for surface tailings disposal may offer economic, technical, safety, and environmental advantages for both underground and surface mining operations. Paste is a non-Newtonian fluid having some shear strength during transport and placement. The strength is augmented after placement by consolidation, water loss, and by addition of chemicals. Economical dewatering systems are necessary to the success of surface paste tailings disposal. In an underground mine, the paste backfill plant can produce paste for surface disposal about 50% of the time because only about 1/2 of the tailings are needed for backfill. The distribution of paste to the surface stack involves expensive pumping equipment and thus a nearby location of the stack is desirable. The viscosity of paste can often be manipulated by modifying pH. Placement of the paste in a designed stack configuration depends on topographic and climatic factors as well as paste properties.INTRODUCTIONThe use of paste technology for mine backfill is becoming accepted for underground mines mainly because of ground control and economic reasons. Paste technology is just starting to be applied for tailings disposal with only a few hardrock metal mines worldwide using the technology; however, it has been used extensively for red mud disposal in the aluminum industry. The disposal of dry tailings is very attractive from environmental and safety points of view because of limited water which might potentially escape and pollute river systems. Dry stacking systems, however, are expensive because of filtration and truck transportation costs. Paste can be produced from most tailings streams by special types of thickeners. Furthermore, it can be transported in pipelines, therefore paste technology may be more economic than dry stacking but still have some of the major advantages. Understanding of paste technology has improved through experience with operating underground backfill systems in recent years and because of testwork and research programs by mining companies, consultants and equipment vendors. Thus we may be on the verge of taking a new look at tailings management using paste technology."

"Seven lithologic units, informally characterized, were recognized in the vicinity of the Montauban orebody. The first five lie in stratigraphic order. From structural bottom to structural top these are: (1) grey composite gneiss; (2) dark grey quartz-biotite gneiss; (3) quartz-biotite-garnet gneiss hosting several calcareous, aluminous and magnesian members and gold mineralization; (4) light grey quartz-muscovite-(sericite)-biotite gneiss; and (5) metabasafts. The last two intrude the sequence: (6) amphibolite dykes and (7) pegmatite veins. The orebody lies on the inverted limb of an overturned synform verging to the west with the metabasafts marking the core of the fold. As the foliation is folded, this fold is attributed to deformation ""D2""; deformation ""DI"" being responsible for the formation of the foliation. A late brittle deformation developed shear zones with probable strike-slip motions. The refined stratigraphy and the identification of the structural position of the orebody provide new tools for regional interpretation and prospecting.RESUMESept unités lithologiques ont été définies informeffement à proximité du gisement de Montauban. "Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

"This paper presents results from the proposed cyanide detoxification circuit for Seabridge Gold’s KSM project. The proposed flowsheet uses a two-stage CCD (counter-current washing/decantation) circuit to transfer the flotation products CIL(carbon-in-leach) barren solution to a SART process (Sulphidization, Acidification, Recycling of precipitate, and Thickening of precipitate) to recover copper and free cyanide from the copper cyanide complex. The SART barren solution is then treated by an AVR process (Acidification, Volatilization of HCN gas, and Reneutralization) to concentrate the cyanide that was liberated in SART for recycling to leach. The washed CIL barren pulp (the CCD underflow) is treated with the SO2 /Air process to oxidize residual cyanide.The goal of this complex flowsheet is to recover and recycle as much cyanide as possible and produce a final effluent containing less than 0.5 mg/L copper and CNWAD at the lowest cost. The SO2/air process is capable of achieving low residual CNWAD (<1 mg/L) in the final product, but the persistence of aqueous copper above the target level has been detected in the treated solution in some instances. The expected high concentrations of copper and cyanide in the KSM CIL barren ( >200 mg/L each species) and the difficulties this might create for the SO2 /air process was a key factor in the decision to consider including the washing, SART and AVR steps in the project flowsheet.The target concentrations of CNWAD and Cu were readily achieved after aging the SO2 /air treated pulp, as would occur in a tailing or polishing pond. This suggests no additional treatment will be required to sustain low levels of these species in the final plant effluent."

Since the start-up of its first Direct Reduction Module in April 1973, S1DBEC has produced over 2 million tons of prereduced iron. During this period, SIDBEC has acquired comprehensive experience in the operation of the direct reduction process and at the same time has learned to recognize the characteristics that the oxide should have to constitute an adequate feed for the process. A comparison is made as to the design and operation of the two direct reduction units now operating at Contrecoeur, Que. A description is given of a method of evaluation of a direct reduction unit, which takes into account the main process variable sand which permits comparison ofthe results on a daily basis. The paper defines the characteristics that the iron oxide and the prereduced iron pellets must have to meet the specific requirements of the direct reduction and the electric arc furnace processes. A simple model makes possible a rapid evaluation of the technical and economic effect related to the use of a given raw material. Finally, the paper outlines the advantages of prereduced iron in the steelmaking process and on the quality of the steel products.

"Coal spontaneous combustion (SponCom) is a natural phenomenon in underground operations, which can either happen naturally or be triggered by human activities. For underground operations, espe-cially in coal, SponCom can happen frequently as a result of air leakage, although its incubation period may vary depends on types of coal and surrounding environment, resulting in uncertainty in control. In China, most of the underground coal operations now use longwall mining method because of its superior safety, high productivity and efficiency. With an increased popularity, there is also an increasing necessity to study spontaneous combustion, its occurrence and management. There have been many theoretical analysis and experimental studies over the past half century hoping to understand the occurrence of coal combustion and its control measures to better understand the occurrence and to design controlling measures to limit the dam-age it causes. In this paper, research on coal spontaneous combustion fundamentals from these three aspects will be reviewed, gaps highlighted and possible directions for future studies. INTRODUCTION The history of anthropic development is the history of human's energy utilization progress. From the first usage of fire, people have been continuingly seeking energy resources on earth. Coal, as an abundant, economic and convenient source of fuel quickly became indispensable and made significant contribution to economic growth worldwide. With technology and societal development, people are becoming more and more coal-dependent, but at the same time, problems of fossil fuel combustion came into sight. In global coal mining industry, spontaneous combustion has now presented one of the most challenging safety issues, it is also believed that it has contributed significantly toward the climate change. It is essential that more effort be invested to examine the cause of SponCom and its control measures. Coal SponCom is a complex process, with both physical and chemical inter-actions among various interrelated factors such as local airflow distribution, ventilation pressure, methane emissions (if any), and physical surroundings underground. With the advent of powerful computers, simulation techniques and af-fordable modelling packages in recent years, significant advances have been made in understanding sponta-neous combustion. But because of the complex nature of combustion and varying underground conditions, there are still areas that need further examining. This paper will focus on illustrating the current research of coal spontaneous combustion and addressing research gaps and future study areas."

"The Penna shaft is the deepest single-lift shaft in North America. Agnico-Eagle started sinking the Penna shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240-m deep shaft. Exploration success at depth led to the replacement of the existing double drum hoist by another double drum hoist capable of hoisting 7000 t/d. The use of another double drum hoist, instead of a Blair multi-rope winder, to hoist 24.5 t skips was only made possible by lowering the safety factor.This paper describes recent experiences at Penna and in South Africa, and examines the possibility of extending the double drum hoisting system to a depth of 3 km. IntroductionThe original Penna production hoist was a 4.88 m (16 ft) diameter double drum and single clutch machine. Béliveau (1996) and Scott (1996) have described this hoisting plant. In 1998, a decision was made to increase mining capacity from 1800 t to 4500 t of ore per day from the shaft bottom. Final capacity had to include an allowance of 1800 t of waste per day for future capital projects. While daily capacity was to be 6300 t, it would, by taking into account the different rock densities, be equivalent to hoisting 7000 t of ore.The steps taken to lower the safety factor were presented by McLaughlin and Scott"

"Mount Isa Mines (MIM) acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry starting in the 1978’s through until the early 2000’s. The ISAPROCESSTM tank-house technology has been licensed to copper refineries throughout the world, and a significant per cent of the world’s copper is refined using this technology. Since development in the late 1980’s more than 20 ISASMELTTM copper and lead smelting furnaces are now installed in countries around the world. Jameson Cell flotation technology developed jointly by Mount Isa Mines and Professor Graeme Jameson is widely used in the Australian coal mining industry and increasingly in the base-metal and gold industry. The IsaMillTM’s developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies and has been successfully implemented into base metal fine grinding applications around the world. The most recent commercialised innovation is the atmospheric leach Albion ProcessTM with its supersonic HyperSpargeTM gas sparger, is being adopted as a solution to the increasing complexity of orebodies. MIM’s contribution to the industry was significant given the size and the remote location of its operations with Townsville Copper Refineries more than 1350 km and Mount Isa 1800 km from the nearest state capital of Brisbane. This paper will briefly discuss the development of each of these technologies and why MIM – now owned by Glencore - was so successful innovating and developing such technologies over a period of nearly 40 years.INTRODUCTION Mount Isa is located in the Gulf Country region of Queensland about 1800 kilometers North West of Brisbane (see Figure 1). It came into existence because of the world class mineral deposits found in the area. In 1923 the orebody containing lead, zinc and silver was discovered by the miner John Campbell Miles. Mount Isa Mines Limited (MIM) was founded in 1924 to develop the minerals discovered by Miles, but production did not begin until May 1931. It paid its first dividend in 1947 after 16 years of troubled production. In 1954 the 1100 copper orebody was discovered and with rapidly rising reserves during the 1950’s and 1960’s led to the construction of new concentrators to treat lead/zinc/silver ores in 1966 (#2 concentrator) and copper ore’s in 1973 (#4 concentrator). The difficult nature of the Mount Isa lead-zinc orebodies has meant that the company had always needed to be at the forefront of mining technology. In the 1970’s through to the 1990’s, it became a world leader in developing new mining techniques and processing technologies as a response to declining metal prices and rising costs. Mount Isa has been smelting copper since 1953 and lead since the early 1930’s. Copper Refining at Mount Isa’s fully owned subsidiary of Copper Refineries Proprietary Limited (CRL) had commenced operations in 1959."

Pillars are any structures left between two or more underground openings. The stability of pillars is normally considered to depend on shape (defined by width to height ratio), rock mass strength, extraction ratio, in situ stresses and the gross structural features (i.e. joints, contacts, faults etc). Recent experience has shown that pillar stability is also controlled by the relative orientation of the orebody with respect to the in situ principal stress. In inclined orebodies, pillars are loaded in compression and shear, thus creating unsymmetrical stress distribution. Failure mechanisms of these pillars are little known. This paper investigates the failure mechanisms of pillars under shear loading. Two dimensional elastic numerical modeling was used to examine the behavior of pillars in different orebody inclinations relative to the major farfield stress orientation. First, the paper reviews pillar design approaches including the empirical pillar design chart and uses numerical modeling to investigate the effect of the major farfield stress orientation on pillar stability. It is concluded that the empirical pillar design chart be used with caution, and that for orebodies under shear loading mine planning and design should take this into consideration since such geometrical orebody/stress relations put mine structures at higher risk of instability.

THE POSSIBILITY of producing pig iron from iron ores of British Columbia for a west coast primary iron and steel industry has been investigated by the provincial government and by commercial interests on sever.al -occasions. The latest study is that currently under way by The Consolidated Mining and Smelting Company of Canada, Limited. The Company is studying the possibility of making pig iron from the oxide calcine resulting from the roasting of pyrrhotite. tailings used in making sulphuric acid for fertilizer production at Kimberley. A comprehensive report on the subject .of establishing a primary iron and steel works in the Province, based on local iron ores, was prepared by Arthur G. Mc-Kee and Company of Cleveland, Ohio, in 1942 for the B.C. Minister of Mines and is available to interested parties. A detailed survey on the subject was also pre-pared in 1954 by Dr. G. P. Con-tractor, then .of the British Columbia Research Council. Considerable information is there-fore available on most aspects of an integrated primary iron and steel industry in British Columbia to supply the needs of the western provinces. To date, however, no basic iron industry has been established despite the .occurrence of high-grade iron ore deposits on the offshore islands and the high freight charges on iron and steel products brought into the area from Eastern Canada and overseas producers. The chief deterrent has always been the relatively small and highly diversified market available to a local steel producer. Other major fact-ors have been the lack of sufficient proven reserves of iron ore, and the difficulty of making pig iron, suit-able for steel manufacture, economically on a small scale. Technical and economic conditions have changed considerably since World War II and the establishment of a primary industry based on electric furnace production of pig iron or on one of the direct reduction processes, coupled with electric furnace steel production, may now be economically feasible.

A sub-level open stoping method is being used to mine the massive deposits at TARGET Gold Mine which uses cemented tailings to backfill the stopes. This requires the construction of bulkheads to contain the freshly placed backfill, capable of resisting the hydraulic pressure imposed by filling. The bulkheads must contain an 8 metre head of backfill slurry within 48 hours and withstand the force exerted by a 35 metre load of consolidated fill at a maximum estimated fill relative density of 1.9. After a variety of methods of construction were evaluated, it was decided to construct the bulkheads using the low density, fast-setting foamed cement-based product TEKSEAL HS manufactured by MINOVA RSA. The cement foam is contained between low-cost steel and fabric brattices which are easy to construct, using a method specially developed for the TARGET bulkheads. The paper will describe the design, trialling and construction of the bulkheads, and results obtained to date.

Information exchange for mine process optimization is essential. Today, modern mining equipment uses the IREDES standard to exchange production plans and reports for easy management and storage. To gain further benefits from process optimization, a mine wide access to real-time information is needed as e.g.: The current status of a machine, operational details etc. Presently, real-time data exchange systems are developed by machine producers. Each machine producer uses its own way of gathering, managing, and storing production data. These proprietary mining processes increase the complexity of cross platform data exchange and management for mines which involves machines produced by different vendors. Casting and unifying the data requires much effort. For this purpose, ?IREDES On-line? currently is being introduced. The standard defines an open, web based method for the exchange of volatile real time machine information. Two different principles are used: Web Services for cross platform information exchange within the IT world and the optional OPC UA for use with automation and process control systems. With such a standard information from machines of different vendors may be managed by using one common platform without spending the effort for dedicated interface development. Additionally, information management and storage will become straight forward since all the data are of the same format. The IREDES On-line standard utilizes the latest IT technologies as well as the knowledge and experiences gained from the previous IREDES standard. The paper explains the benefits, the use, as well as the technical design of the standard and gives application examples from the practice.

"When mining high grade, narrow ore bodies, the mining method often implies a very detailed knowledge of the ore contacts to avoid unacceptable ore loss and waste rock dilution. During the past decade, the use of microprocessor based drill monitoring equipment has become an accepted technique, even for percussive drilling. On the basis of the recorded drill performance, such as penetration rate, torque pressure, thrust etc., a fast evaluation of the lithological sequence of the ore zone can be made. In order to evaluate the potential of percussive drill monitoring to pro-vide detailed information of the geometry of the ore body, the technique was tested in the Viscaria copper mine in Sweden during 1996.To provide understandable information to the mine geologist, great emphasis was placed on the separation between the drilling response generated by variations in rock conditions from variations caused by the operator and the drill system. Due to the complicated geology in Viscaria, the drilling response presented to the geologists was separated in two independent signals, one representing the hardness of the rock and one representing the in homogeneity(fracturing) of the rock. With those signals a good separation between different rock types in the ore horizon was achieved.The experience from the Viscaria copper mine is that drill monitoring not only can be used to locate contacts between rock types, but also to characterize rock conditions and, often, also to specify the exact rock type present. Because it is possible to get the drill monitoring information very quickly it is a valuable complement to diamond drilling for increasing the specific knowledge of the geology and the ore body."

AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

"This presentation will provide a demonstration of the methodology used in designing a modern shaft and hoisting plant utilizing a review of the challenges faced and solutions delivered for the Elk Creek Superalloy Materials Project (Niobium/Scandium). The development of the design required the review of complex hydrogeological conditions, mine production requirements, demanding capital expenditure (CAPEX) limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group (including Nordmin Engineering Ltd.) (Nordmin) was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. INTRODUCTION The Elk Creek Project, owned by NioCorp Developments Ltd. (NioCorp) presently, will become Nebraska’s first underground metals mine, built to access the Elk Creek Niobium/Scandium deposit. The development of the design for this facility required the review of challenging hydrogeological conditions, mine production requirements, demanding CAPEX limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. This paper will review the challenges faced, and solutions arrived at in a demonstration of a methodology used in designing a modern shaft and hoisting plant. THE CHALLENGES Nordmin became involved in the project in 2015, invited by the Feasibility Study Consultant to provide input on estimating and layouts for the new operation. Many of the fundamental decisions regarding mining methodology, water handling and production strategy had been made, and the scope of Nordmin’s involvement was very limited in this first engagement. Following submission of that study in late 2017/early 2018, Nordmin had opportunity to discuss the overall effort, and its many assumptions and challenges, with NioCorp’s project team. The dialogue quickly identified several significant opportunities to improve the project construction schedule and costs along with the mine production profile and operational approach while reducing project risk."

The current version of the JORC Code was issued in 2004 and since that date the Australian Securities Exchange, in collaboration with JORC, has issued a number of companies? updates to provide guidance on various reporting issues. An interim review will be undertaken during 2010 to meld these updates with the current 2004 Code. This will be followed by a full review during 2010/11 covering all aspects of the Code and focusing particular attention on: ? clauses / guidelines relating to Exploration Results1, exploration targets and the reporting of historical estimates; ? issues relating to the Public Report2, including definition, the requirements for Competent Person sign-off, level of disclosure and mandatory requirements; ? guidance on techniques to quantify resource / reserve estimation uncertainty; ? the level of study required to convert Mineral Resources to Ore Reserves, and disclosure of prices and economic factors; ? expansion of the requirements for reporting of marketable material for bulk commodities; ? the use of language and tone that anticipates new and emerging technologies and techniques for the qualitative and quantitative measurements of data; and ? linkages to valuation and the valuation code (The VALMIN Code). Although the Canadian and Australian reporting regimes for public statements on Exploration Results, Mineral Resources and Mineral (Ore) Reserves are similar in intent and coverage, they differ in detail, sometimes substantially. Canadian requirements are generally more wide-ranging and prescriptive than Australian requirements, including in the need in many situations to publicly lodge a Technical Report, a requirement that does not exist in Australia. Australian-listed companies seeking to list in Canada, and Competent Persons seeking to act as Qualified Persons in Canada, need to ensure that they are fully conversant with Canadian regulations and how they differ from those in Australia.
