"IntroductionThe Hull iron range, comprising the Forsyth, Scott , Baldwin and Lawless properties (Fig. I), is in Gatineau Park, on the outskirt s o f the city of Hull , and about 6 miles (10 kilometres) northwest of the Federal Parliament Buildings.The deposits have been known many years and described numerous times, although the history has been treated lightly in former publications. Total ore shipments have been calculated at 122,700 long tons, of which over 80% were mined before 1900 and 74% in two brief periods: 1870-74 and 1880-82. It is surprising that the period 1870-74 has been overlooked by most authors and 1880-82 ignored altogether. More surprising, the essential data for these two periods are contained in manuscripts of the Robert Bell collection, which must have been available to officers of the Geological Survey o f Canada.The period 1801-1874 ha s already been covered by the writer in ""Pioneer mines”, but much information has come to light since publication. The present paper is therefore based o n new data and a fresh appraisal. However, little additional data were found for the early history (1801-1854) or for the legal cases involving A.H. Baldwin, and these parts were mainly summarized from the relevant sections of the above-mentioned publication.GeologyThe ore deposits are all situated somewhat below the middle of a graphitic, calcitic marble horizon, here folded into a northeast-plunging synform. The Forsyth, Scott and Baldwin deposits are on the south limb of the synform; the Lawless is on the north limb. The marble is underlain by three non-carbonate groups: biotite gneiss with interlayered quartzite (top), granite gneiss and skarn (middle), and biotite-garnet gneiss (bottom). Below these groups is a lower horizon of graphitic, calcitic marble. The whole sequence is Precambrian and has been subjected to high-grade (Grenvillian) metamorphism, but, in the north, is cut by an unmetamorphosed Cambro-Ordovician diabase dyke. "Gibraltar Mines Ltd. has been operating its open pit copper mine for fifteen years. In that time, over 140 million tons of waste and low-grade material has been placed on the mine waste dumps. Laboratory and in situ testing indicated that enough leachable copper was recoverable from the dumps to justify a leaching operation which would include the construction of a solvent extraction-electro winning plant. The plant, which was commissioned in October 1986, was designed to process 3000 USGPM of dilute copper solution to produce 5000 tons per year of high-quality cathode copper.This paper deals with the start-up and initial year of operation of this plant. The three areas: leaching, solvent extraction, and electrowinning are presented with emphasis on the innovations which were made to help overcome the problems unique to the Gibraltar operation.The Leaching CircuitThe mine waste dumps are leached to produce a pregnant copper solution as feed to the SX-EW plant. To achieve this the dumps are sprinkled with a mildly acidic solution which percolates through the dumps. In travelling through the dumps the solution contacts the surfaces of the liberated copper minerals and dissolves the soluble copper into the form of copper sulphate. The leaching reaction is achieved by a combination of bacterial action to oxidize the sulphides and solubilization of the copper into the acid solution.For the bacterial action to occur the dumps must be near the ideal pH of 1.9 to 2.1 and the necessary elements of the reaction must be present. Because a bacterial reaction is involved there is a lag time between the time when the conditions for bacterial growth are achieved and when the bacteria are in their active growth phase. Laboratory leaching tests with Gibraltar ore indicated that bacterial action takes two to three months to reach its maximum rate (Fig. I).The expected lag time for the planned rate of bacterial leaching prompted Gibraltar to start irrigating the dumps in late June 1986 for a plant start in early fall. The lag time proved to be longer than expected and the dumps took until November to start producing copper at the expected rate (Fig. 2)."

Dans les rejets de flottation, cela justifie par contre de 15 à 25% des pertes totales en cuivre, Ie reste se retrouvant sous forme de tres petits globules de sulfures de cuivre ou de cuivre métallique, en moyenne de 2 à 3 micromètres de diamètre et bien emprisonnes dans Ie verre.SUMMARYThe slag produced by the Noranda continuous smelting process usually contains about 5% copper. It is processed as a conventional copper ore at the concentrator of Noranda Mines. The flotation tailings still often contain more than 0.3% Cu. The slag is mainly constituted by magnetite, fayalite and a siliceous glass. Evidently, the copper occurs mostly as sulphides and, to a lesser extent, as metallic copper. However the glass contains a small amount of this metal in solution, between 0.14 and 0.33% on an average, depending upon the investigated sample. This represents scarcely 1% of the total copper in the crude slag, but as much as 15 to 25% of this metal in the flotation tailings, in which the major part of the copper occurs as very small globules of copper sulphides or metallic copper with an average diameter of about 2 to 3 um and well-locked in the glass."

"In this period of improved metal prices and reported profits, valuable lessons should be recalled from the 1970s when a similar cycle lured the federal and provincial governments into thinking that they could grab bigger pieces of the pie without harming the minerals industry. It took years for the industry to recover from the damage inflicted by that unprecedented scramble for higher tax revenues. It is hoped that the current policy makers will have learned from the lessons of the seventies, and will realize that mining companies need to keep a reasonable share of profits realized during the good years in order to prepare for the inevitable downturn in the cycle.INTRODUCTION"", «. We have made clear to industry that super profits... will no longer be tolerated "".With that assertion, the Honourable David Barrett , Premier and Minister of Finance of the Province of British Columbia, announced the introduction of a new mining tax regime in his February 17, 1974 bud get papers . British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."

"World metallurgical coal imports totalled 110million tonnes in 1978. Of this amount, Japan imported 50 million tonnes, making it by far the largest and most important coking coal market . British Columbia and Alberta exported 12.0 million tonnes of coking coal in 1978, or 11% of the world total. Virtually all of these exports were directed to Japan, making up 22% of total imports.Some observers have suggested that because Japan is almost the exclusive buyer of British Columbia and Alberta metallurgical coal, the benefits of the coal trade may be primarily on the side of the powerful Japanese buyers. Buttressing this suspicion is the fact that Japanese trading companies have taken substantial equity positions in B.C. coal mines, thus presenting the possibility of non-arms-Iength transfer arrangements. There is then at least some evidence to support the hypothesis that Canada's western coal producers receive prices that are less than would prevail in a more competitive market; that is, that they are exploited.This paper produces evidence that Canada's coals are not underpriced in respect to U.S. and world markets. The conclusion is drawn that British Columbia and Alberta metallurgical coals receive prices that are equal to prices known to be competitively determined. This conclusion follows an in-depth analysis of prices, coal qualities and the economic characteristics of all major coals traded in the Japanese market. A by-product of the analysis is an equation capable of predicting the value of any metallurgical coal sold to Japanese buyers, or, for that matter, any buyer. Hopefully, this can be of some use to coal producers in developing their marketing strategies."

Gulf Minerals (Canada) Limited's Rabbit Lake uranium operation is located in the northern portion of Saskatchewan, 198 miles southeast of Uranium City and /34 miles northwest of Lynn Lake, Manitoba. The experiences and successes of Brunswick Mining in this area are covered and include: the development of a practical RTD measurement technique using pulp conductivity, baffle installation to improve the RTD of existing process equipment, and the method in which RTD considerations have been used to design the newest flotation and conditioning operations IntroductionThe use of residence time distributions (RTDs) in the design and analysis of unit operations is well understood by the chemical engineering profession in while mineral processing engineers have tended to rely on empirical and rule-of-thumb factors. For example, in scale up from laboratory and pilot test results to full size flotation plant design, empirical rule s are often used to establish residence time and number of cells in the bank. Coleman suggests a factor of at least 2, and up to 5 for gold ores, be applied to laboratory determined flotation times. This is further illustrated in Table I, taken from Denver equipment. The number of cells in series to achieve the required retention time while minimizing short-circuiting has generated a variety of conclusions (Table 2). Obviously there is less than complete agreement on the subject. Young notes that a clear difference of opinion has emerged and cites as extremes, (i) the publications of Outokumpum showing unimpaired recovery for its largest machines (38 m3) compared to equivalent retention times for numerous smaller machines, and (ii) the experiences of Eastern European countries where the practice is to install banks of 30 unit s or more, operating in series, often with unit retention times of only a fraction of a minute.The empirical factors used by engineers presumably account for other than tested feed conditions, inefficiencies in large continuous machines, inevitable day-to-day circuit disruptions, gradual equipment deterioration and any other safety factor the engineer feels compelled to incorporate. An understanding of RTD concepts and techniques should help the practicing mineral engineer to develop more soundly based factors. "The Quebrada Blanca Copper Mine is an open pit copper project located at 4200 m elevation in the Chilean Andes. The deposit is a world-class supergene enriched porphyry with a mining reserve of 89 Mt of 1.3% copper. The supergene zone will produce 6.3 Mt of ore per year for more than 15 years to produce 75 000 t of cathode copper per year.This paper will review the project geology the computer model ling of the deposit, the mine planning process and the property production scheduling. With copper production .fixed by the onsite electrowinning capacity, the planning and scheduling aspects to optimize the project NPV will be discussed. Some of the logistics, equipment. personnel and process difficulties of operating a mine at 42()() m elevation will also be described. IntroductionProject DescriptionThe Quebrada Blanca Copper Mine is an open pit copper project located in the northern part of the Chilean Andes. The project is based on the supergene enriched portion of a porphyry deposit which has a mining reserve of 89 million tonnes at 1.3070 copper. Below the enrichment blanket, the protore represents a further resource.All ore will be leached, the higher grade material will be crushed and stacked for thin layer heap leaching, and the lower grade and oxide material will be dump leached as run-of-mine material. Solvent extraction and electrowinning will be used to produce 75 000 tonnes of cathode copper per year. Power will be supplied by a 40 MW on-site diesel generating plant with the waste heat being used for process heating. The leaching operation will operate in excess of 15 years and may be followed by open pit mining and conventional ore concentration of the underlying primary sulphide mineralization.Because of the dry location water will be piped 37 km from a ground water source at the Salar de Michincha. Water requirements will be approximately 1.5 million m3/year. The operation will eventually employ approximately 550 people on a 7-day-on, 7-day-off rotation with two twelve-hour shifts per day with an on-site camp. Busing will be provided to the port city of Iquique."

Demands for increased grinding production, lower-grade are and limited capital have resulted in ever larger grinding mills, some as large as 36ft (/1 m) in diameter and 12,000 hp (8,950 kw). The result is often f ewer machines per plant, with a greater dependence on each machine. To meet these reliability requirements, manufacturers of mills, drives, castings and other components have had to be innovative and creative in their design. Only by thorough review of past designs and practices and by model studies confirmed in field tests can the manufacturer have full confidence in the product. Because of the great interest in large mills, a short review of larger machines is presented. This discussion covers material feeding, bearings, the rotating element, drive trains and material discharge.

The model of the Outokumpu direct-to-copper process deals with a steady-state process the parameters of which do not depend on time. To give a prediction for the process outcome, "a modified black box" method, which ignores most of the chemical reactions in the furnace, was used. This method takes input and output parameters into consideration. The presented model describes the Outokumpu direct-to blister process in the form of the set of linear equations which give mass and enthalpy balances as well as the distribution of elements between blister copper and slag. However, only major substances where quantities in the feed charge exceed a certain level (for example 0.5 kg/ lMg of smelted concentrate) are taken into consideration. Minor elements are distributed among slag and metal phases in a different way. Some of the equations are derived from distribution coefficients. The value of distribution coefficients can be calculated from plant production data.

"Even though acid mine drainage is an old problem, particularly in coal mining areas, its appearance in the form of a major environmental hazard in the hardrock mining districts of Ontario was unexpected. The yellow and amber coloured wastes that characterize an acid mine drainage situation were first noted by the Ontario Water Resources Commission in the uranium mining Elliot Lake district. Problems of a similar nature were also noted in the copper-lead-zinc camp at Manitouwadge, the nickel camp at Sudbury and at numerous isolated base metal properties, both in and out of the Province of Ontario.Without exception, when acid mine drainage type effluents were evident, the specific companies involved worked sulphide or sulphide-associated ores. Without exception, the ore bodies contained quantities of iron sulphide (in various mineralogical forms) and, without exception, the milling circuits serving these operations were such that the iron sulphides were rejected to the tailings areas as waste.Once in a tailings area and after a varying period of time, iron sulphides react to form water soluble salts which, when discharged in the effluents from the tailings area, can affect stream chemistry and stream ecology.It is not unusual that the minerals pyrite, marcasite and pyrrhotite (all iron sulphides) react to form a stable oxide under atmospheric conditions. The law of stability of rocks and minerals, for instance, states that rocks and minerals are stable only in the environment of their formation and, as the environment surrounding them changes, the rocks and minerals tend to change to other species which are relatively more nearly stable under the conditions of the new environment (a). Under atmospheric conditions, iron oxide exhibits a greater stability than iron sulphide."

"Concerns over possible additional involvement of governments in Canada's mining industry and its adverse effects on the industry 's growth were a frequent topic of conversation at the recent Annual General Meeting of the CIM.Still painfully fresh in the minds of industry leaders are the disastrous results of the federal/provincial scramble over resource revenues which followed the relatively high metal prices witnessed in 1973/1974. At current metal prices, it is not surprising, then, that a nagging fear persists that these governments may once again restructure tax and other rules to the detriment of the industry and the country.This month, Tax Notes recalls some of the progress which the industry and governments have made in 1979 in the taxation of the resource sector, and urges that higher metal prices be viewed in light of the costly exploration, development and production efforts which will be required for the industry to continue to play its important role in our economy.IntroductionAt the Annual General Meeting of The Canadian Institute of Mining and Metallurgy, held in April, 1980, it was abundantly clear that there is widespread concern in Canada's mining industry that this country's tax regime may once again be blasted by ill winds of change.A stable and more favourable tax climate, as well as higher metal prices and profits, made 1979 almost a golden year for Canadian mining. However, from the tax viewpoint at least, there are some spots on the silver lining as apprehensions grow that the well-heralded battle between federal and provincial governments over oil and gas may spread to the mining sector, with serious damage to the industry and its newfound federal-provincial cooperation."

"The object of this paper is to outline a computerized net cash flow approach for practical cutoff grade determinations. A cutoff grade carries not only geological but also economic value, in which costs are balanced against revenues. For different situations, cutoff grades are a 'standard of value' that are determined for the purpose of classifying economic or uneconomic mineral reserves in a specified time frame. In a constantly changing technical and economic environment, the decision to develop or maintain a mining operation at its best economic potential, requires an appropriate cutoff grade strategy, a strategy consistent with short- and long-term operational and corporate objectives and one based on realistic marketing and metal prices forecasts. The use of a project evaluation computer program, in combination with specific corporate net cash flow requirements, shows the most promising and flexible team approach for cutoff grade optimization.IntroductionThe recent recession has had a devastating effect on the Canadian mining industry. Exploration and mining R&D expenditures have been critically reduced and now are believed to be below healthy levels. Ore reserves, mine life and cutoff grades are careening in several directions because of low base metal prices, relatively high costs and sensitive precious metal prices.These conditions demand an improved understanding of the terms ""ore"" and ""cutoff grades"" as they are applied to the planning process and day-to-day operations. ""Ore"" or 'ore reserves"" is a dynamic concept, reflecting a cumulative effect of changes in geological, technical and economic conditions in terms of material which can be mined at a potential profit. By contrast, if economics are not the primary consideration, the term ""mineral reserve"" or ""mineral inventory"" should be used to describe the mineral deposit. For different situations, cutoff grade is ""a standard of value"" determined for the purpose of classifying mineral reserves as economic or uneconomic in a specified time frame. The question of mining at average reserve grade or low-grade material during high metal prices is of paramount importance for cutoff grade strategy."

A spectrographic method for the determination of small amounts of gold and the platinum metals in ores has been developed. By means of this method, an assay of 0.001 ounce per ton on one assay ton samples is possible, and by seecrrographic adjustments the sensitivity may be increased to 0.0001 ounce per ton. All the prec10us metals may be determined from one spectrographic arcing with an accuracy of about 5 per cent average deviation from absolute values, and the complete analysis of an ore or similar product may be reported five or six hours after receipt of sample.

Subsidence can cause serious damage to surface installations such as railroads, highways, pipelines, buildings and other facilities over a period of many years. Although total elimination of the effects of subsidence is difficult, the damage can be minimized through a systematic analysis. An example of such a study for reducing the effects of subsidence on pipelines is presented in this paper. Subsidence-induced stresses on a pipeline over some coal mining properties in Utah have been analyzed using a computer with graphics capabilities. The results are useful in predicting the extent of damages due to mining subsidence. In view of the gradual replacement of room-and-pillar mining by longwall with caving, this sort of analysis will become more and more important. In the next phase of this study the predicted results will be compared with the permissible stress levels on pipelines over actual subsided areas in an actual case.

"Hydrodynamics principals are applied to the design of a natural air ingestion flotation machine for coarse solids applications. Preliminary laboratory test data and subsequent operating plant flotation kinetic performance evaluations are reviewed. INTRODUCTIONThe concentration of potash (sylvite, KCI) from halite and other salts using flotation is well understood and practice a with much success. Reagent schemes and plant circuitry for obtaining the desired product recovery and grade have been established with proven performance. These flotation circuits normally process the medium and finer size particles, less than 30 mesh (600 microns).However, often the potash market trends specifically demand a coarse product size. This emphasis, accompanied by the existing high losses of coarse (+30 mesh) potash in flotation circuits, creates the need for development of a flotation machines specifically designed for coarse potash beneficiation.This technical challenge was undertaken by the WEMCO Research and Development Group. The specific objectives of this flotation machine development program were ( l) to achieve an ""Ultra Coarse Flotation Machine"" capable of adequately suspending and transporting particles in the 4 - 30 mesh (4.75 - 0.6 mm) size range at solids concentrations of 30% or greater and (2) ascertain metallurgical performance of this machine.This paper covers the development (both theoretical and mechanical/ hydrodynamic), the field test program and results, a discussion of applicable flotation kinetics, and conclusions of this ""Coarse Potash Flotation Machine"" development project."

"Throughout the history of mining at the Dome, gold has been found in a number of different rock types and in association with a number of different structural settings. Diamond drilling plays an important role in the evaluation of the stratigraphic and structural features which control ore deposition. The main function of diamond drilling is to locate favourable areas of mineralization.To date, over 20,000 diamond drill holes have been drilled from combined surface and underground programs. Needless to say, a great many significant intersections, carrying a wide range of gold values, have resulted from the total of over 756 miles of drill cores which these programs have produced.However, the term ""significant"" takes on new meaning in light of the experience of diamond drilling in a number of ore-type situations at the Dome Mine. Drilling through individual ore veins, such as the Fuchsite Vein or the Quartz-Tourmaline Vein, often intersect the vein structure; however, assays from the veins frequently fail to yield any ore grades. Similarly, drill cores through stringer-type occurrences such as dacite or conglomerate, when assayed, fail to indicate the true size or grade of the orebody ultimately mined.IntroductionOver the years, those who explore for gold and those who have the slightly less fickle task of actually mining gold have shared a common dilemma. That dilemma lies in the failure to relate the results of diamond drill information to a positive ore situation, or ultimately to reconcile ""diamond drill indicated ore"" to actual ore reserve tonnages.Drawing on the knowledge of more than 72 years of mining history at the Dome operation in the famous Porcupine Camp, this paper will review a number of drift and stope situations in which the grades of the ore material extracted will be compared with the anticipated grade of that same drift or zone as calculated solely on the basis of diamond drill assays."

"Complex facilities which provide for the collection, management and treatment of effluents emanating from the Sullivan mine and concentrator tailings were made operational in October 1979. Key features of the system are the use of upgraded tailings ponds for the storage of up to 800 million litres of metals-contaminated effluents, a treatment plant employing lime in a high-density sludge process and a sludge-impoundment facility designed for maximum long-term environmental safety. The completed works are capable of satisfying a difficult range of operating requirements imposed by highly variable weather conditions, drainage flows and soluble metals loadings. Final capital expenditures for the project approached $10 million and annual operating costs are about $0.8 million.This paper discusses the Kimberley effluents treatment project and the major considerations in its development. The treatment process, major plant equipment and initial operating experience are also described.IntroductionCominco Ltd. has worked the Sullivan orebody at Kimberley, B.C. since 1909 and has operated a concentrator some 5 km distant from the mine since 1923. Over the last 70 years, in excess of 120million tonnes of ore have been mined, and production continues at an average rate of 6,500 tonnes per day. It is a well-known fact that the contribution of this operation to Canada's mining industry and, in particular, Cominco's development has been significant. However, this success has not been without some undesirable side effects.Unfortunately, the Sullivan is one of only a few major Western Canadian orebodies which may be classed as ""acidic"" in nature. That is, the primary economic minerals, galena and marrnatite, are enclosed in a siliceous host rock with abundant pyrrhotite, but with little or no accompanying alkaline gangue minerals such as calcite and dolomite. The unavoidable consequence of mining such an ore is that contact with air and water generates an acid mine drainage containing various soluble metals orginally present as minerals.This problem also arises in the concentrator's tailings ponds, which, in the case of the Sullivan, are two separate impoundments of different materials. The 1,100 tonnesl day of ""iron"" tailings are primarily pyrrhotite which is surplus to the requirements of a separate operation that produces sulphuric acid as an intermediate to phosphate fertilizers. Inert gangue minerals with only a minor sulphide content are the main constituents of the 1,200 tonnes/ day of siliceous tailings. Corresponding to the relative proportion of sulphides in the solids, the decant from the iron tailings is substantially more contaminated than that from the siliceous pond."
