When a major mineral find has been announced the general perception is that a battle between Aborigines and the mining company involved will inevitably occur.It is a fact that many miners in the past have not had a good relationship with Aborigines because of their indifferent attitudes towards them. They saw no common future and went their particular way. However, attitudes have changed significantly since Noonkanbah and both miners and Aborigines are seeking common ground in order to achieve mutual benefits from the establishment of a mine on or near Aboriginal land. There are many obstacles that both miners and Aborigines need to overcome inordertofindthiscommongroundtoachieveawin/win situation. The obstacles can be found in entrenched ideas and practices which need overhauling, not the least of which emanate from government policy and requirements.Without going into specifics, the Noonkanbah incident during the 1970's where Aborigines and their supporters confronted miners who were ordered by the Western Australian governmentto drill on Aboriginal land, polarized Aborigines and miners. Since this incident, many Aborigines, particularly those in the cities, have had the attitude that mining and Aboriginal culture are in direct conflict. Aboriginal opinion is generally shaped in the larger cities through mass media coverage of the opinions of urban Aborigines and their supporters. Through no fault of their own, these Aborigines were removedfromthe land of their ancestors and have notlived atraditional Aboriginal life-style for a number of generations and most have little knowledge of, nor have had involvement in, traditional Aboriginal lore and culture. For the most part these people live in awestern life-style and few still know their language. They generally have high profiles, often giving viewpoints that are wrongly considered "Aboriginal" and supposedly representing all Aborigines. This group is very different with their thought processes and values from those Aborigines who live on their own traditional lands with a traditional life-style, and practise their age old ceremonies. Their tribal values are based in their relationship with the land, expressed through complex religious ceremonial rites of song, dance and legend. Today this group is very much diminished in numbers but nevertheless in the region of the Gulf of Carpentaria there is a high proportion ofpeople who practise their lore, speak their own languages and pass on traditions to their children. It is well documented in the history of Australia that Aborigines have been decimated in numbers and whole tribes have been wiped out. Certainly in this region the experience has been no different.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

Analysis of the topography associated with large vertical strains measured in the upper crust in the Basin and Range and elsewhere in the US Cordillera shows that it varies systematically with upper crustal strain such that it decreases where tectonism has resulted in relative thinning. The magnitude of topographic deflection suggests that the amount of thickening or thinning of the upper crust cannot also be reflected in vertical motions of the Moho discontinuity, nor can the vertical strain be isostatically accommodated by inflow or outflow of asthenosphere, mantle lithosphere or mafic lower crust. Simple isostatic calculations show that the compensating medium had a density probably within 100-200 kg/m of average upper continental crust, thus indicating that the compensating medium lies within the crust and is probably in large part quartzose. This conclusion is in accord with laboratory experiments on the strengths of rocks, and with reflection seismograms in deformed regions which suggest that the Moho is generally flat beneath regions of extreme gradients in upper crustal vertical strain. The upper crust floats on a quartzose layer in the mid-crust which, under orogenic conditions, is apparently so weak that it behaves as a relatively inviscid fluid at geologic timescales (> 10,000 a) and subcontinental lengthscales (100-1000 km).

The geochemistry of waste rock from mining operations is critical to the development of acidity-related environmental problems during mining operations, and following mine closure. Failure to recognise the potential for waste rock to produce acidic oxidation products may cause mobilisation of heavy metals into ground and surface waters, and create heavy metal levels in soils which are toxic to plants, causing the failure of revegetation programs. Although more usually associated with wet tropical environments, the potential exists for these problems to occur even in and regions such as the Eastern Goldfields region of Western Australia unless appropriate pre-planning is undertaken.Acidity-related mine waste problems can be extremely expensive to rectify, but can be avoided by waste rock characterisation, and pre-planning of waste rock deposition based on this information. Integration of knowledge of waste rock geochemistry with geotechnical engineering, and application to likely problems, is essential for the successful planning and implementation of cost-effective strategies to avoid problems occurring. Pre-planning to avoid problems is likely to be significantly less expensive in most cases than remedial actions to rectify problems after they have occurred, and in fact may involve no additional cost if it requires only rescheduling or redesign of existing or planned Activities.

We have been exploring for minerals in Australia for over 100 years and our methods are constantly improving - but why do we pros- pect? Is the effort justified? Obviously the main motive is economic gain. It is now and always has been but conditions are changing rapidly. Once it was the prospector who could cash the nugget. Then it was the syndicate, the small company, an amalgamation of small companies, the large company, the corporation; the multinational corporation - where do we go from there? Early there was personal satisfaction and excitement in out-door activity which gave scope for individual energy, hope and in some cases reward. There still remains the satisfaction, either individual or corporate that a mineral discovery creates new wealth and makes a contribution to the nation's well being. Parallel with developments has always been the growth of restraints on exploration, frequently out of phase with the current mineral developments - miners' rights, licences, titles, royalties, mining laws and regulations, taxation etc. As the operations have become more complex so the restraints have become more confining until it is now very necessary to question whether the chances of economic gain justify the risk and responsibility of mounting costly mineral exploration leading-to extensive capital development.

The Geological Survey of the U.S. Department of the Interior is primarily a domestic agency whose responsibility is furnishing impartial data and analyses to the public, private, and academic sectors of the Nation. The Survey concentrates on earth-science issues, such as mapping the land surface, determining the quality and quantity of water resources, estimating the nation's endowment of fuel and nonfuel minerals, and predicting and mitigating geologic hazards, such as those inherent in the tectonically active Pacific Rim. One of the challenges to managing this program is striking a sustainable balance between concentrating on the problems society wants solved today and investing in the research that seeds our vitality for the future. The Geological Survey's role in the Pacific results from the Nation's geography and the Nation's long standing interest in and commitment to the region. The longest segment of the U.S. coastline borders the Pacific Ocean, one of our states is a Mid-Pacific island chain, our lands are 80 degrees--nearly one-fourth--of the Pacific perimeter, and our Exclusive Economic Zone (EEZ) underlies significant parts of the eastern, northern, and central Pacific waters. Thus, the program of marine and terrestrial science operating in these areas make substantial contributions to the world's growing understanding of the Pacific realm.

There are presently no suitable underground mine production scheduling optimisation models available for application to sublevel stope mining. Scheduling underground production for maximum return is therefore still a manual process, which generally involves scheduling production from the next available highest cash flow stope within the operational constraints of the project. In most mining operations, the scheduling problem is too large and complex to guarantee truly optimal results through manual scheduling. This paper reviews some general optimisation studies that have been proposed for underground hard rock mining. Furthermore, an example of a mixed integer programming model is presented for a small conceptual sublevel stoping operation. Comparative results of a schedule generated by a mixed integer programming (MIP) production scheduling model and a manually generated model on a nine stope example is presented. Results indicate that the potential benefits of the MIP production scheduling model for the purpose of maximising NPV are significant. Finally, a new constraint was formulated to limit multiple exposures of fill masses for use in an existing MIP production scheduling model. Testing of the formulation took place on the central stope of the nine stope example, which showed that the formulation performed its task without breaking other operational constraints.

A thousand writers have harped upon the wondrous nature of the inventive faculty. They realise that man is a creator, and that capital and labour alike are, and will always be impotent without machinery and processes that is invention. What Bacon has said is echoed by them all, "the introduction of new inventions seemeth to be the very chiefest of human actions. The benefit of new inventions may extend to all mankind-they make all men happy without injury to 'any' they are new creations and imitations of God's own works." My remarks will occupy another field I will refer to some of those features of the Patent Laws of different countries, which prevent the use of new inventions, oppress the development or inventive' genius, and diminish human happiness and progress' Wherever Patent Laws are framed and administered upon wrong principles, these results are inevitably found. A concise, complete, common-sense comparison of the chief Patent Laws of the world cannot easily be found but to avoid seeing scrappy, misleading references to Patent Law in the press particularly the English-would be equally difficult. Writers who are considered authorities so frequently make minor issues prominent and so uniformly fail to give weight to fundamental principles that the effect on the public is to mislead.

JUDGING from the attitude of past and present Parliaments in Australia, it is a' reasonable assumption that encouragement of the principal industries has been adopted as a main principle in the government of the country, but while in most cases bonuses, subsidies, and other means have been proved successful and become recognized as established methods in the case of mining, which is undoubtedly one of the most important industries, the question is complicated by difference of conditions and variable quantities, and it can scarcely be said that any system has been proved generally successful. Indeed, it would not be a very extravagant statement to assert that problems connected with affording direct monetary assistance in aid of mining development, and at the same time devising a system adaptable to the varying conditions to be met, are, in every State of the Oommonwealth, matters continually exercising the minds of those concerned in providing and ailocating such assistance ie Parliament on the one hand, and the Department of Mines on the other.True, there are methods in vogue of granting State assistance to the mining industry which have undoubtedly been successful, but it is in most cases questionable whether the beneficial results following successful expenditure in one direction have compensated.

Tunnel boring machines (TBMs) excavation is nowadays more and more considered a valuable alternative to conventional tunnelling. As a matter of fact, thanks to its advantages such as greater rate of advance and safer working conditions, the application of TBMs has increased significantly in recent years. Despite the possible excellent performance of TBMs in favourable ground conditions, the advance rates could be significantly slowed down or even obstructed in limiting geological situations. This obviously traduces in potentially longer tunnel construction times and higher costs and, therefore, in a preference for conventional method. One of the major geological hazards encountered during tunnel construction, is related to the presence of fault zones or heavily jointed and fractured rocks. The most common geotechnical problems resulting from tunnelling in these difficult conditions include the instability of the excavation face, instabilities of side-walls producing large overbreaks on the tunnel profile, excessive deformations in case of squeezing grounds, frequently changing stresses in terms of magnitude and direction, high water inflows, etc. The decisions aids for tunnelling (DAT) is a model and a computer code that can be used to evaluate the influence of the uncertainties related to both the geological/geotechnical conditions and the construction process on final tunnel construction time and costs. In this framework, the DAT is used for assessing the effects that challenging ground conditions may have on tunnelling operations in terms of costs and delays. This is done by simulating the tunnel construction considering several geological profiles. The aim of the study is comparing different excavation methods (ie drill and blast versus TBM) in changing ground conditions along the tunnel alignment ranging from good rock, to very poor and fractured formations. The Mount Gibson goidmine is located at the southern end of the Retaliation greenstone belt within the Murchison Province, approximately 300 km northeast of Perth, Western Australia. Economic gold mineralization occurs in the upper part of a Tertiary lateritic surface; its ultimate source presumably being Archaean greenstones. Gold is present in the laterite profile over a distance of 4 km in four separate prospects, from north to south, Mount Gibson Well, Midway, Orion and Tobias Find, the two last constituting the Mount Gibson mine. The area has'low relief. A low ridge to the west of the mineralized zone is formed mainly of rubble with minor outcrops of mafic volcanic and intrusive rocks. The terrain slopes gently to the northeast, and the maximum relief, in the vicinity of the mineralization, is about 20 m. The weathering profile comprises, from the surface: (i) soil, windblown sand or colluvium (thin), (ii) laterite; hardcap (including ferricrete and lesser silcrete and calcrete) is overlain by loose nodules and pisolites, and passes downwards into a mottled zone of variably ferruginized clay, (iii) clay; mainly pale brown, cream or yellow in colour, but in places contains relic quartz veins or dark ferruginous zones, (iv) clay with fragments of altered rock; normally grey to pale green in colour but sometimes includes an oxidized iron-rich horizon just above the weathered/fresh rock interface, (v) bedrock. The complete profile varies from 10-100 m thick, averaging 20 m. Zone (ii) is commonly 3-5 m thick. Loose pisolites of this zone fill cavities in the massive ironstone left by former tree roots, and cover irregular depressions which may represent former stream courses. Samples, representing 3 m intervals down the holes, have been collected from cuttings taken from rotary drill-holes along each of four traverses; one traverse at each-of the northern prospects and two traverses in the Orion part of the mine area. These samples have been submitted for X-ray diffraction analysis and for chemical analysis for a wide range of elements. Bedrock lithologies have been determined from microscope studies of bottom-of-hole chips.

A major issue presently faced by companies producing and processing iron ore is the need to maximise throughput while minimising capital expenditure. While present high demand means this is of prime importance, the perennial issues of maintenance, operating costs, reliability, quality and environmental sustainability are also critical to profi tability. Attempts to address these issues generally require modifi cations to existing equipment, or trials of new equipment when designing plant for new projects.The risk involved can be substantially minimised by testing equipment improvements using advanced computational models prior to implementation. Examples of application of Computational Fluid Dynamics (CFD) and Discrete Element Method (DEM) modelling to sampling, cyclones, conveyor transfers, classifiers, dust control, banana screens, comminution and smelt-reduction will be given to illustrate the benefi ts of such an approach. *This is an abstract only. This paper presents an analysis of significant Australian-based R&D programs focussed on the minerals industry, which was commissioned by CRC ORE. The landscape analysis may assist organisations with R&D management issues including program creation, program/partner selection, portfolio management, and public policy settings. The dataset was collated early in 2020, and contains programs being conducted by or with Australian-based ‘Research Service Providers’ (RSPs), most notably Universities and CSIRO. It does not include R&D being conducted in-house by mining and METS companies, or by them with other organisations that are not RSP’s. The dataset contains 65 R&D programs, with total annual cash funding of $229m (70% from industry and 30% from government). The total funding compares unfavourably with the combined R&D expenditure of Australian universities and CSIRO of over $12b, and minerals industry export revenues of over $200b. The R&D landscape is analysed by program numbers and funding, technical domain, geography, and funding source. Areas of relative strength are noted in ‘mineral processing’, CSIRO Minerals, and the CRC program. Areas of relative weakness are noted in ‘bulk materials handling and logistics’, ‘tailings and waste management’, and ‘social and community’. The field of preconcentration is noted as a current area of R&D strength, but it is under significant threat with the impending completion of CRC ORE. The overall R&D landscape is characterised by a majority of small-scale programs, low levels of industry coordination, a low focus on step-change innovation, and total funding lower than should be expected for such a large critical industry. It is hoped that key stakeholders in the Australian minerals industry, particularly governments, and mining and METS companies, reflect on the analysis and act to address holistic weaknesses.

Supergene lateritic iron ores are uncommon when compared with the vast tonnages of BIF-hosted microplaty haematite ores of the world or with the dominant supergene mimetic martite-goethite ores of the Hamersleys. In Australia and to a lesser extent in India and South America, mimetic replacement of gangue minerals by iron hydroxyoxides is a major factor in forming supergene iron ore from banded iron-formation (BIF) and results in the superb preservation of all of the original BIF features. This includes primary banding down to the finest inclusions, as a result of pseudomorphing of the BIF gangue at depth by goethite. The enrichment as a whole is an absolute accumulation of Fe at depth, dissolved from the surface BIF, and a removal of the gangue elements without loss of the original BIF mineral textures. Thus the ores grow upward to meet the downward destruction of the surface BIF by erosion. By contrast the supergene lateritic ores including the 'blue dust ores' are residual ores resulting from the relative accumulation of Fe. In the supergene lateritic ores derived from BIF, removal of the gangue is accompanied by repetitive solution and reprecipitation by secondary haematite and goethite. The final product of lateritisation of BIF and BIF-derived ores is typically complex, due to successive overprinting of earlier stages of alteration during the process, and because of the different precursors. This progressive lateritic modification tends to produce a varied surface complex including massive, vermiform, and botryoidal, or nodular aluminous/siliceous goethite and haematite, variously known as ferricrete, duricrust, canga, or 'hydrated zone hardcap'. The significant difference in these ores to the supergene mimetic martite-goethite ores is that they grow downward, with the total destruction of any of the parent BIF or BIF-ore textures.

There are three major human resource management activities which, depending on how well they are done, impact on the performance of people and therefore the bottom line. These are: ò recruitment; ò training and development; and ò performance appraisal. Most sizeable organisations would say they are involved in all three, but there are many more that would admit that their human resource management practices are limited to recruitment. If we concentrate on the organisations that currently undertake all three, we have to ask, `Are they using different systems/benchmarks for each activity, or is there congruence between the activities?'. Our experience is that most organisations use different systems/benchmarks. The end result is: ò one set of criteria to recruit staff; ò another to identify their training needs; ò and yet another set of criteria to measure their staff's Performance.

Mineral sands are being used as the source material for new "high-tech" engineering materials. One such material, Magnesia Partially Stabilized Zirconia (PSZ) has been developed and patented world-wide by CSIRO. Derived from zircon sands, the material is currently produced by Nilcra Ceramics in Australia and is exported world-wide.The properties of the material are contrary to those generally accepted for ceramics and are far more akin to those of steel. The material resists not only abrasive wear, impact and thermal shock, but does so under corrosive conditions that frequently cause early failure of metal and cemented carbide.While the consumption of mineral sands for the production of PSZ is not going to significantly increase the demand in the short term, the material itself may well assist the productivity and processing problems within the industry.
