In planning its production and investment activities the mining industry has generally paid too little attention to perceptive analysis of its market environment. The nature of world economic difficulties over the past decade is not a mystery. Essent- ially prolonged affluence has engendered a false sense of security and fostered entrenched vest- ed interests hostile to economic change. The overall outlook remains poor. For mining projects mineral demand affects both product prices and the availability of specific sales outlets. Long-term projection of demand is complex and a key to success is concentrating on analysis of fundamental deter- minants and avoiding mindless extrapolation.

Although most N.S.W. coal mines contain large amounts of combustible materials such as coal and timber, the introduction of mechanisation has extended the range of combustible materials now found underground. The role of combustible material in a fire is not clearly understood and as a result the assessment of these materials for flammability by small and large scale tests is doubtful. Extensive research has been carried out on the toxic and irritating gases evolved during the combustion of plastics. However, most autopsies report death due to carbon monoxide inhalation because the combined toxicity of smoke and fire gases is unknown.

After many years of studying the rock mass gravitational flow phenomenon, it is well known that moisture conditions may change the mechanical properties of the caved and broken material, causing different problems at drawpoints. One specific problem, perhaps one of the most unpredictable and uncontrollable, is that of mudflows (also known as mud rushes). The aim of this paper is to show how to establish optimal extraction rates at a drawpoint in order to avoid the closure of that drawpoint due to the high risk associated with having high-technology automated loaders working in the production level of panel cave and block cave mines prone to mud flow events. This optimisation should take into consideration critical restrictions related to mine planning, such as the need to reach the planned production. It is also important to consider the correct design of surface (in the subsidence zone) and underground drainage systems to prevent groundwater or rainwater entering muck piles, filled stopes, galleries or open cuts. With these considerations, and keeping in mind other factors that should be included in a sensitivity analysis of variables, it is possible to find a correlation between the percentage of extraction from a drawpoint and the possibility of occurrence of a mudflow. Finally, this paper proposes different draw strategy techniques in order to mitigate potential mudflow issues on a caving production level.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

This short paper outlines the authorÆs views regarding the progress we have made as an industry in managing mining assets over the past 500 years. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. There is no doubt that AgricolaÆs views as expressed in De Re Metallica (1556) were visionary. There is also little doubt regarding another issue û that whilst a great deal has been learnt about the management of mines since AgricolaÆs time, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations management, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. The paper concludes with a brief description of the progress and impact of continuous improvement initiatives at Kalgoorlie Consolidated Gold Mines (KCGM). Located in the Kalgoorlie Goldfields, KCGM is currently AustraliaÆs largest gold mine producing over 800 000 ounces of gold per annum. Improvement initiatives at KCGM look set to deliver some $100 million in value over life-of-mine.

With the emphasis on CO2 emission legislation and the increasing price of traditional fossil fuels like coal, oil and gas, the use of alternative fuels is becoming more and more attractive for the industry, particularly for the cement industry. The variety of materials burnt in the kiln is enormous and varies from tyres, to animal meal and other waste material or by-products that would otherwise end up in an incinerator or landfill facility. This wide variety in materials demands thorough analysis to determine what elements are present in the organic matrix. The elements present may have an influence on the process or the quality of the cement. Toxic or environmental unfriendly elements may be incorporated or dissolved in the clinker phases; whereas volatile components may be present in stack emission to the atmosphere. X-ray analysis is already the key to elemental analysis in cement production, and is used here to determine the composition of these alternative fuels. The XRF spectrometer configuration used in this study is designed to overcome the difficulties associated with the analysis of strongly varying light organic matrices containing heavier elements in minor and trace-level quantities. Heavy element specific excitation conditions and three-dimensional polarised optical geometry increased the signal to background ratio and improved detection limits compared to conventional XRF spectrometers.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. Reflected light optical microscopy, or epimicroscopy, is one of the oldest techniques of modern mineralogy. At a relatively low capital cost, it is also very resourceful, and the analytical choice for the identification of most ore minerals. In ore mineralogy, reflected light optical images have the potential to overcome the main limitation of backscattered electron images from scanning electron microscopes, namely contrast of mean atomic number  below the spectral resolution of the backscattered electrons detector. This is the case for relevant ores, like iron (haematite-magnetite) and copper-zinc ores (sphalerite-bornite), but for both cases the pairs of minerals are easily discriminated in reflected light. The improvements in optics and electronics also made microscopy a powerful source of digital images, suitable for automated analysis for minerals processing, as the determination of liberation spectra. The drawback, however, has always been the impossibility to recognise the transparent minerals, which account for most of the gangue phases in ores, from the embedding resin, usually epoxy. In order to determine if there was any possibility to separate quartz from epoxy resins, reflectance spectra have been acquired for quartz and some commercial epoxy resins (Araldite, BuehlerÆs Epothin and Epocolor, Araldite spiked with fluorochrome from Struers), from 380 to 720 nm in 5 nm intervals. Reflectance of quartz and epoxy is very similar over the whole visible light range, and varies from 4.5 to five per cent. Epocolor, a red-dyed epoxy, reflects slightly more above 560 nm, as does Araldite spiked with the fluorochrome from 460 to 570, but for both the reflectance is still very close to that of quartz, under 5.1 per cent. This data set is final, and precludes the application of reflectance in light optical image analysis for assessment of liberation, phase quantification, or any other signal that requires separation of resin from transparent minerals.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. Permian ultramafic and associated rocks form a belt in East Nelson and contain widespread, but minor, chromite and copper mineralisation and some mining was carried out last century. Since mining ceased, about 1910, little mapping of the belt has been carried out although its origin has been debated vigorously. Recently it has been inferred to form part of a ophiolite sequence, which has been tectonically disrupted to form a melange, and several 'plate -tectonic' models have been proposed. Mapping in the central part of the belt has shown that mTlanges are to the east of the ophiolite sequence. Faulting is widespread so that in anyone section part of the sequence may be absent. Some of the faulting is difficult to recognise and probably took place during or soon after the sequence accumulated. Other faulting is clearly of Cenozoic age and includes major NNE striking faults, with large horizontal displacement, and approximately east-west striking faults with almost entirely vertical movement. The writer agrees that 'plate tectonics' could provide an acceptable explanation for the origin of the ophiolite sequence but the models so far proposed do not take into account the nature and field relationships of the rock units present. Copper Mineralisation is largely controlled by the younger faults, particularly those striking about north-east, and is largely confined to the western part of the ultramafic rocks particularly where slivers of the volcanics of the adjacent Lee River Group are enclosed. Mineralisation, along NNE striking shear zones, has recently been found in the volcanics some distance from the ultramafic rocks. The chromite mineralization is in the form of primary layering in the basal part of the ultramafic belt although in places it has been concentrated into lenses probably during serpentinisation.
