Twenty years of effort in developing the use of computers in the design and control of mineral treatment circuits has resulted in a sound base for future widespread application of the techniques.. The intent of this paper is to speculate to some extent about future applications of computer related techniques in the mineral extraction industries. The use of simulation methods for the analysis and design of circuits is discussed. In the area of process control, computers have been largely devoted to process monitoring and reporting tasks. The application of computers for the total control and optimization of complete plants is considered. Finally, the role of computer based modelling studies for definitions of optimum treatment flowsheets is suggested.

The purpose of this paper is to provide a ælook behindÆ the Coal Mine Health and Safety Act 2002. The more important policy considerations in the development of the Act are described along with a summary of the main provisions of the Act. The Act, together with supporting regulations and other instruments will formalise the use of risk management as a necessary discipline in the systematic management of occupational health and safety. It must be recognised that the purpose of this paper is not to provide a legal interpretation of the legislation nor is it to provide legal advice. Rather, the main purpose is to provide some indication of the underlying intent behind the Act.

Recent demand pressures for iron ore should not distract from the longer term view that intense competition in the industry has demanded technological innovation of a high order. There is a long track record of successful innovation underpinned by a solid base of scientific research and knowledge. By comment on recent developments in trucks, comminution and direct smelting, this paper suggests that innovation is still a key attribute of the industry. The spending of the minerals industry on underlying science, however, is not particularly high. By looking at other industries we can ascertain that for step change technologies, it is particularly advantageous to have a solid base of science and technology underpinning developments.

Mount Isa Mines operates Hewlett Packard 1000 computer systems for process control in its major mineral processing plants. To simplify control systems implementation, a process control software package has been developed. This package is now used at the Lead/Zinc Concentrator where the HP computer is interfaced to Foxboro Interspec/Spec 200 system and Honeywell TDC 2000 front-ends. The HP computer controls crushing, grinding, flotation and tailings disposal. This paper outlines the development of process control systems at Mount Isa Mines. The creation of the process control package is described and the reasons for its development highlighted. The application of the software package and the implementation of process control systems at the Lead/Zinc Concentrator is detailed.

Samples weighing 0·5 g are fused with sodium hydrogen sulphate, leached with 5 ml. of 4 M nitric acid and diluted to 10 ml. with water. An aliquot of the clear solution is boiled with concentrated nitric acid and then 2 ml. of a phosphotungstate solution are added. After dilution to 10 ml. with water, the solution is heated in a boiling water-bath for not less than 10 min. When cold, the solution is extracted with 2 ml. of iso-amyl alcohol and the yellow phosphotungstovanadate complex is compared with a standard series. Concentrations down to 4 p.p.m. may be analysed at a rate of 100 samples per man-day of 8 hr.

Ore selection is generally a highly subjective task, with emphasis on producing product with a consistent target grade matching a perceived market requirement. A composite selection criterion ‘Comp’ (a linear function of the grade vector) can be used to maximise ore tonnage at a specified target grade (in Fe and contaminants) extractable from a block model. The blocks correspond to the selective mining units, with grades interpolated from diamond drill hole data. An iterative procedure has been developed to identify the coefficients and cut-off value for the composite function ‘Comp’, maximising potential ore tonnage at target grade.Commonly, target grade is predetermined by marketing; however, there is no guarantee that maximising ore tonnage at a specified target grade maximises the potential value of the mine. If the value of ore could be expressed as a linear function of the grade components, then these coefficients would be appropriate for the selection criterion ‘Comp’. The cut-off value for ‘Comp’ would correspond to the marginal cost of production; all blocks with a ‘Comp’ score above the cut-off would be classified as ore; and the cumulative grade of these ore blocks would be the average product grade over the life of the mine.Unfortunately, no such value function for iron ore is generally available. Methods for estimating the value function are discussed, using the spot price and sensitivities based either upon operational tolerances for Fe and the contaminants or upon published price differentials. This approach has been applied to an anonymous Pilbara deposit with about one million blocks averaging 1.1 kt. It is shown how the optimal target grade, cut-off grade and maximum tonnage can all be explored as a function of marginal cost and iron ore price. Alternatively, given marginal cost and an iron ore price, the effects of changing the tolerances (and therefore the relative costs of the contaminants) can also be explored.It is suggested this procedure can enable informed decision-making for an iron ore mine. Rather than setting final policy for the entire life-of-mine, the method enables target grades and tonnage estimates to be revised by re-computation as the mine life proceeds to recognise changes in market conditions and knowledge about the resource.It should be emphasised that this paper is concerned with ore selection rather than ore sequencing. Appropriate ore selection is a necessary but not sufficient condition for maximising value. Having identified the set of blocks that potentially maximise value, the sequence in which they are mined will present a trade-off between producing at constant grade and extracting high value ore early. The sequencing issue is not considered here. Current and proposed methods of resource classification relate to the geological, economic and technical confidence in the estimated resource. Geological confidence is, however, only vaguely defined. It is largely related to the level of drilling and sampling, to the geologistÆs perceived level of confidence in his/her work and on the continuity of the mineralisation. Rarely has any real attempt been made to assess how well a deposit has been explored, sampled and evaluated and how accurate or realistic the geological model is for the deposit. This contribution reviews the impact of two of the potential sources of error, ie sample recovery and quality. The first of these parameters is measured during logging and assaying, but is often forgotten during grade and tonnage estimation, and resource classification. Preliminary studies have shown that modelling of this parameter is a valid exercise, which should accompany the evaluation of grade and other economic parameters. The sample recovery factor for an ore block can then be used to reassess the confidence in the block. It could, for example, downgrade the status of a Measured Resource to an Indicated Resource even though standard methods might indicate that the higher classification is applicable. A method is proposed by which this recovery factor could be incorporated into current resource classifications producing a more sophisticated and comprehensive measure of sample quality. A review of the sources of error naturally leads to the assignment of scores to each stage of the evaluation process, depending on the methods used and assumptions made. Sample recovery is one important factor, which is likely to appear at several stages. These scores can then be weighted and combined in a manner resembling that used in the CSIR Rock Mass Classification. This score will then allow the resource estimate to be rated on a scale from 0 to 100 per cent to produce a Quality Control Index (QCI). However, this index must then be modified using an Evaluation Difficulty Index (EDI), which reflects the difficulty of a particular style of mineralisation to accurate resource estimation. This results in the production of a Resource Reliability Rating (RRR), which can then be linked to international classifications, such as the 1999 JORC; 2000 CIM; and 2001 EURO codes. This will permit a more precise definition of geological confidence levels or, combined with estimation error, produce a classification system in its own right. This same rating can also be used as the basis for technical audits of mineral projects.

One common public perception of mining is that financially it is an extraordinarily risky business. Another and contrary view, in certain circles, is that price risk and other financial risks can be relatively easily removed or shifted by a number of schemes or devices. In reality, beyond the orebody discovery stage, mining need not be any more risky than most heavy industrial businesses. Nevertheless, as stated by Rappaport, (1986): Risk is a parameter of central importance in establishing the economic value of any asset. The level of risk is determined both by the nature of the firm's operations and by the relative proportions of debt and equity used to finance its investments. These two types of risk are commonly referred to as 'business risk' and 'financial risk' respectively. The term financial risk is used somewhat more loosely herein to recognise the reality that any risk inadequately addressed in the design, construction and operation of a mining project can have significant financial consequences; usually negative. For instance, a specific area of business risk in mining is often called technical risk which definitely has severe financial consequences if not managed correctly. The various risk shifting, hedging and risk management tools available all have their place and range from merely useful to almost indispensable. However, in the long-term, financial risks are maintained at acceptable levels by the application of sound, more fundamental business management principles. There are many with a vested interest in perpetuating a perception that the conceptual foundations of sound management practice are extremely complex. In reality, most management concepts are prosaic, but their application requires incredible discipline and hard work. There is no magic formula or 'silver bullet'. It appears that a company whose activities are restricted to mining can analyse the range of risks specific to mine development and operations more clearly than companies in which mining is just one of many businesses. The almost universal failure of large oil companies in the mining business is probably the best example of lack of any clear comprehension of fundamental business characteristics and risks. Conversely, in regard to risk management, choosing to be in other business as well as mining does nothing to reduce the risks of the mining business. The individual shareholder can probably make such 'diversification of portfolio' decisions better than most management teams. It could be argued that diversification across a number of disparate businesses may actually increase overall corporate risk due to lack of management concentration and focus. These differences between the perceptions of financial risks and the realities in mining need to be further elaborated in relation to some uncompromising business concepts.

The self-organising map (SOM) is an exploratory data mining technique that is both non-traditional and underutilised. Methodologies based on SOM tend to be data-driven and unsupervised, which makes them ideal to assist in the integrated analysis and interpretation of complex and disparate æmineral explorationÆ data sets. While traditional statistical multivariate approaches have difficulty with relationships that are non-linear and data distributions that are not normal, SOM-based data mining procedures are useful in these circumstances. In a SOM analysis each sample is treated as a vector in a data space defined by the variables; and measures of vector similarity, such as the dot-product or Euclidean distance, are used to order or segment a data set into naturally occurring populations. These groupings are positioned as nodes, or groups of nodes, on a 2D rectilinear representation of the multi-dimensional ædata spaceÆ, which is the æself organized mapÆ. While it is common not to include a sampleÆs locational information in the actual SOM analysis, such information can be used to display the spatial location of samples coded by their SOM node or cluster. If one finds there are coherent spatial patterns belonging to samples from particular nodes, or groups of nodes, then there is strong evidence that the technique is determining patterns and relationships within the data that have natural significance. Variations of the SOM technique may be used to perform broad categories of operations, including: 1. outlier identification û for samples belonging to various nodes or grouping of nodes; 2. function fitting, prediction, estimation or imputation û for calibrating relationships between variables and determining replacement values for missing, null or censored values; 3. clustering, pattern recognition or noise reduction û for determining the natural patterns within a data set; and 4. classification û for classifying samples into the clusters determined in three. In their description of the post-mine leaching of galena and marmatite at Broken Hill, Messrs. Garretty and Blanchard1 find themselves unable to account satisfactorily for the fact that the more usual order of solubility of these two minerals is here reversed, and that the galena is leached more rapidly than the marmatite. An explanation of this somewhat unusual phenomena is perhaps provided by the recent work of Garrels.2 Garrels showed that the presence of Cl' ions in Pb-Zn solutions, in concentrations in excess of 0·1 N, rendered the zinc less soluble than the lead. It seems possible that Cl' ions may be present in the underground waters of the North Broken Hill Mine in sufficient concentration to cause such reversal in the relative solubility of the lead and zinc sulphides.Thus the analysis of "water believed to be free from contamination by mine drainage" given by Messrs. Garretty and Blanchard (p. 158 of their paper) is as follows:Total solids in solution 878 grains per gallon...164 grams of Cl per gallon is equivalent to 2· 3394 grams of Cl' per litre, which is equivalent to 0066 N.This concentration is approaching a value sufficient to cause a reversal of the relative solubility of zinc and lead salts; and it seems probable that there will be parts of the ore-body where locally the Cl' concentration will greatly exceed this figure. At such points the lead salts would be more soluble than the zinc salts, so that the galena would be leached more rapidly than the marmatite. With the dilution of such Cl'-rich waters with water containing less Cl', the Cl' concentration would fall below 0·1 N, and the lead would be reprecipitated, while the zinc would stay in solution, as, for example, in the water analysis quoted. Hindered settling devices (teeter bed, up-current) are widely used in the mining industry to classify mineral streams into various size fractions and to separate minerals. In the coal industry these devices are extremely successful in separating coal of low densities from shale and pyrite. In the beach sand and in the iron ore industry, this equipment is used to beneficiate minerals either as stand alone units or lately as classifiers in spiral circuits. The challenge that these applications give to metallurgists is to be able to simulate the equipment by using mathematical models with or without the aid of small bench scale tests. In any green fields and many brownfields projects, limited amounts of samples make pilot plant tests difficult. Although there are mathematical approaches available, the accuracy is of such a nature that it can not be used for design purposes. This refers to the use of StrokeÆs law, NewtonÆs and the so called intermediate law as is widely published. Research done by the author indicates that in most applications none of the above laws apply. Using the original data as published by Perry and Chilton (Chemical Engineering Handbook, pp 5-64, 1973) and re-plotting it indicates that the settling velocity of particles is a function of (particle diameter)n where n varies between 1.2 and 1.6 which is different from that predicted by the intermediate law that suggests that n = 1.18. Another way of describing the relationship between the drag force and the Reynolds number is done by iterating between settling velocity and the Reynolds number. This needs more computer time but the accuracy obtained from this does add value to simulations. A small but simple test is suggested to determine the settling velocity of particles to enable metallurgists to determine variations from the theoretical calculations to determine the influence of viscosity and particle shape.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

However, where silica dust of less than 10 micron sizing is present, they Cannot be recommended. Contract mining is now makes a major contribution to the opencui coal industry in Queensland and New South Wales with Thiess alone producing over 16 million tonnes per annum with safety performances that most coal companies would be proud of. Contract mining is now attracting interest in the underground coal sector.

In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the projectÆs life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

There are a number of different mechanisms by which wetlands can immobilise the metals in mine drainage. Here, the biogeochemistry behind four of these mechanisms (adsorption, biological uptake, precipitation as oxyhydroxides, and precipitation as sulfides) is discussed from the perspective of sustainability. Moreover, treatment wetlands are considered as part of a larger system, also taking into account the source of the drainage and various aspects of the receiving waters. The biogeochemistry of different metal immobilisation mechanisms in wetlands determines what kind of drainage can be treated with success, and it also places an upper limit on the amount of metal that can be removed from the water phase per unit of time. This has important implications for the design of treatment wetlands, perhaps particularly in colder climates. A thorough understanding of the prevailing biogeochemical processes is essential when attempting to establish treatment wetlands after the closing of a mine. If a wetland is to be used as a sustainable æwalk-awayÆ solution, the anticipated change in treatment efficiency over time (as pollutants accumulate in the system) must be considered in relation to the expected changes in drainage quality. It is also important that the total metal immobilisation capacity of the wetland is not exceeded and that the integrity of the system is maintained, in order to minimise liberation of previously immobilised metals.

At the beginning of this year it was my pleasure and responsibility to take over the Presidency of our Institute from Mr A. A. Parish who, as did his predecessors, filled the office with distinction. It is a great privilege to address you as President and it is an occasion for my wife and family, and I am most grateful for your inviting them to the buffet dinner. Our Secretary (Miss Jacka), who processes all Presidents, has told me that there are neither questions nor discussions on Presidential Addresses, and that being so, I felt free to select a controversial topic. The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

Checking the quality of a blast may be considered as subjective. Checking this quality will require measuring objective parameters. One of them is the resulting fragmentation of the blasted product. Numerous fragmentation æmeasuringÆ systems have been developed and marketed, based on image-processing. This presentation of FragScan will illustrate advantages and difficulties when using such a system. FragScan is essentially defending a policy of large and representative sampling. The purpose is to show how fragmentation is discriminating both productivity and profit of quarry operations on a blast-by blast basis. The next step will then be to ædriveÆ the blasting process to reach a æbetterÆ fragmentation. Other applications require the fragmentation as an essential result: this is the case for large boulders used in structure-reinforcement. Several case-studies have shown that FragScan can be used for quality-control, checking size-distribution of the product according to the requirements of the end-user. Only clear thinking about the precise use of such a æmeasurementÆ will further the success of this task.
