It is now recognised that rotary sample division is by far the best laboratory tool for extracting subsamples from a lot of material. In terms of sampling theory, rotary division, by virtue of the fact that it can extract many increments from the lot during the division process, radically reduces the variance due to distributional heterogeneity in the sample being divided. There are a number of occasions in sample preparation when it is necessary to extract a subsample of a target mass. To do this with rotary dividers taking a fixed fraction of the starting mass is a tedious task. In response to this problem, a variable split sample divider has been designed and built for the mineral industry. This paper discusses the utility of the device and presents test data showing that the machine is capable of making accurate mass split while overcoming segregation in the material being divided.

Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

Preliminary project evaluation is relevant to the evaluation process of the decision makers (or executives) prior to making the critical business choices. Important to the assessment is an integrated sensitivity, scenario and risk analysis at every stage of a mining project. This should include the evaluation of different options taking into account uncertainties. Construction of interactive financial computer models where each element is functionally integrated into a fully integrated life-cycle allows rapid and automatic study of the sensitivity of each element through changes in the value of an input. The scenario analysis is the effect of changing more than one input at a time, organised through scenarios in a decision tree. Risk analysis is an integrated analysis of the effect of all uncertainties of the parameters, using Monte Carlo simulation. Key to the asset decisions process is that the decision maker is provided with the essential integrated decision information. We have clustered this information into several scenario groups. Within each group, two levels of uncertain information are distinguished: discrete scenarios critical for the decisions; and remaining uncertainty within the scenario (risk analysis) which can be modelled by continuous probability density functions (pdfÆs). For an asset, the relevant scenarios in each group and the associated continuous pdfÆs need to be defined. When the scenario groups and associated pdfÆs have been defined for the asset, the decision process can be started by structuring the different scenario groups in a Scenario Tree. A Scenario Tree contains decision and end nodes. Each end node corresponds to a completely defined mine project or asset model. The calculations for each end node result in a set of stochastic realisations for the reserves, production forecast, cash flow, and profitability indicators (NPV, IRR, DPR). Thus, a deterministic and fully probabilistic multi-commodity analysis tool is provided to investigate the sensitivity and robustness of decisions.

David Pollard will raise this matter in more aetail in a later paper, but mere are some obvious points that I wish to make. It is a relatively straightforward exercise to assess the competency at a low level in the workplace where the consequences of a worker's actions can be observed immediately. Assessing competency at higher levels which may involve creative, planning, design or supervisory functions is more difficult, especially where managerial responsibility and accountability for the output of others is involved. This is generally the case with the daily activities of most mining professionals, whether they be in operations, in a consulting capacity, in research, or in government.

The perennial challenge facing mining and minerals operators is to improve productivity, usually by a combination of cost reduction and performance improvement. In a typical production situation involving mining and processing activities, the standard approach has long been to seek improvements in each activity, effectively in isolation from each other. However, the realisation is growing that there is considerable potential to achieve really substantial productivity gains by much improved integration of mining and processing with the key being to consider what is best in the total sense. Some of the linkages between fragmentation in mining and downstream processing are considered in this paper. These linkages involve technical, operational and economic Considerations.

A universal grinding circuit model suitable for an arbitrary structure of flowsheet has been suggested. In this model classifiers and mills are described in a most general form. What puts the model in a class by itself is the automatic mass balancing in all streams of the circuit. In order to provide this a special classifier model is adopted. A previously published continuous steady state process model is used as a grinding model. Non-linearity of classifier model leads to a resultant circuit model which is equivalent to a non-linear integral equation. It complicates somewhat calculation algorithm in comparison to that of linear model, but provides a physically meaningful solution.

This paper outlines a range of strategies for steady state optimisation of most types of concentrators. Optimisation is considered in terms of comminution performance, energy efficiency, concentrator strategy and overall mine/concentrator operating philosophies. Application becomes more complex as the range of optimisation is expanded. However, the potential gains also increase. A step by step framework for data collection and analysis is provided. This process is facilitated by powerful simulation and mass balancing programs which are now in common use. Once a sound, steady state rationale for optimisation has been developed, it may be used to provide a fine foundation for process control system development.

This paper intends to give an insight into what is often considered to be a poor relation of the mining industry but is in fact an integral part of any community. Aggregate production accounts for more than half of the world production of minerals by weight. In New Zealand production of aggregates runs at around five tonnes per capita per year, making it a significant industry. The industry in this country is dominated by smaller operations close to the market due to the widespread population and relative abundance of aggregate. The Logan Point quarry is one of the largest quarries in the South Island with an annual production of around 250 000 tonnes. The market is mainly based around roading and building in the Dunedin area with some higher quality specialist aggregates being used allover Otago. The quarry has been owned and operated by Palmer and Son Ltd for 106 years with a fifth generation family member the current quarry manager.

Comalco's Bell Bay smelter produces some 94 000 t.p.a. of primary aluminium in the form of foundry alloys, extrusion billet and rolling blocks. The extrusion billet and rolling block are produced by a process, in which molten aluminium is poured into an open ended water cooled mould of the required shape. The bottom of the mould is initially closed off by a dummy or starting block. Primary cooling takes place at the mould wall and secondary cooling is achieved by direct water sprays onto the out side shell of the product. Careful preparation of the molten alumin- ium is essential if stringent alloy specific- ation limits are to be met. Optimum casting temperature must be maintained within a narrow range and metal cleanliness is important to ensure a consistent product. The process of establishing the design criteria is the key step in commencing a new project.. The method for establishing design criteria and translating them to a workable plant design is described. INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp. The pulp is sent to tailing disposal and the loaded charcoal is sent for gold bullion production. Activated charcoal's affinity for gold has been docu- mented for over one hundred years. Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

A 'research model' can be used to investigate cause and effect relations and generally improve the understanding of extractive metallurgical processes. As such, it is a useful research technique which complements the traditional methods of laboratory and plant measurement. The procedure of model development is iterative and involves observation of the process, hypothesis of phenomena, prediction using mathematical descriptions of the phenomena and comparison of predictions with real-world measurements. Lack of agreement of predictions with real-world measurements usually indicates an inadequacy in the hypotheses and necessitates revision. Experimentation has an integral role in the process of model development but its emphasis is different from that when experimentation alone is used to study processes. Since a process as a whole is investigated by using a model, experimentation is restricted to the study of specific phenomena to aid the description of these in the model, to the characterisation of the raw materials (for initial values of the model parameters) and to the measurement of physical and chemical constants required in the model equations. Similarly, plant measurements are made for the purpose of comparison with the model predictions not to establish cause and effect relations. This makes plant experimentation much simpler and cheaper'since most measurements-can be taken during normal operation.

The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

The investigation of Noapara glass sand deposit in Sylhet district of Bangladesh is performed to beneficiate the sand for the manufacture of colourless glass. For the ease and efficient removal of the colour bearing impurities, the physical and mineralogical investigations of the sand deposits is carried out first. The sand is then treated with the standard beneficiation procedures to reduce the impurity level to an acceptable level. It is found that the Noapara glass sands are of medium grained and moderately sorted. They contain 0.15 - 0.30 per cent Fe2O3 and 0.001 -0.008 per cent Cr2O3 as major colour bearing impurities. The heavy mineral fractions containing most of the impurities can be grouped into five types of associations:stable or ubiquitous minerals (tourmaline, zircon, rutile); metamorphic species (staurolite, kyanite); amphibole minerals (hornblende, tremolite); the micas (muscovite, biotite); and discrete minerals (magnetite, ilmenite, etc). It is also seen that, the use of mechanical separation process in combination with water washing, attrition, and magnetic separation can remove a maximum of only 70 per cent of total Fe2O3 present in the deposits. This is insufficient to produce the specified grade of sand to manufacture colourless glass. Among the various chemical treatment processes used, sodium dithionite method is found to be the most effective, although the discrete minerals are not removed. Using the specific reagent group during froth flotation, the iron and chromium contents are reduced to 0.03 and 0.001 per cent respectively which are very near to the specified colourless glass composition.

Block caving is an important mining method for the future economic exploitation of large, low-grade, steeply dipping orebodies. While block caving is not a new method, there are still many unknowns surrounding the mechanics driving the process, particularly as we are forced into deeper, higher-stressed and stronger ore deposits. The caving industry is desperate to provide some explanation behind the myths of caving geomechanics to better predict and manage current caves and caves of the future. Large amounts of data are collected to help understand caving, but it is not fully utilised and current approaches for analysing the data are capacity limited. The application of virtual reality and scientific visualisation (VRSV) technology to visualise and analyse block caving is a critical future component in the assessment toolbox. VRSV enables large, complex, multidimensional data sets to be analysed and the power of human visual problem solving processes to be utilised. Block caving is a complex system and needs to be analysed as a system, rather than looking at individual factors one at a time. A software module has been developed at UNSW Australia for use in the advanced visualisation interactive environment for analysis of the block cave mining system (BCMS). This fully immersive, 3D virtual assessment tool shows exciting potential and is used to analyse the BCMS with a close linkage to time (ie the chronological occurrence of data). This tool will enable a true investigation into the cause and effect relations within the BCMS. Current research is investigating Newcrest Mining Limited’s Ridgeway Deeps operation and is aiming to turn some of the cause/effect relationships into increased geomechanics understanding to provide improvements to ground control management. It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

The procedures for an audit and review process upon which continuous improvement programs may be based are described. The case for regular audits of mining operations to establish performance trends is advanced. Analysis of performance data using the parameters of the capacity equation used in conjunction with learning curves is described. The extrapolation of learning curves in performance target setting, operating and capital cost budgeting is advocated.

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. This paper was prepared as a contribution to a working session of the International Association of Impact Assessment VII Annual Conference, July 1988.

Renison Goldfields is one of Australia's largest mining companies with annual sales revenue over $600 million. It has ten operating mines and processing plants, with operations in most States of Australia and in Papua New Guinea, Indonesia and the United States. The exploration division is active in,other parts of the world, including Europe and South America. RGC produces gold, copper, tin, coal and mineral sands. RGC is typical of companies in the mining industry in that by contrast to the typical pattern in other industries, it is necessary to have systems to handle a variety of different types of operations, a range of size of operations, and operations in remote locations.
