Cominco Ltd's Polaris Mine in Canada's High Arctic has been successfully mining zinc ore in permafrost since 1981. Mining methods using frozen backfill have been the key to success. The mine is now producing about 60 per cent of the ore from pillars while maintaining high productivities. Annual ore production is just over one million tonnes providing more than 200 000 tonnes of zinc concentrate each year. Cominco Ltd has adapted management and operating practices to suit the harsh environment and the isolated site, and has shown that a profitable development can be carried out in the tough Arctic conditions, with minimum impact on the environment.

The empirical stope design techniques developed by Mathews et al (1981) and refined by Potvin (1988) and others, have gained rapid acceptance in Australia in the 1990s as a simple, æfirst-passÆ means of designing primary stopes. However, it is recognised that these æstability graphÆ methods can only provide broad design guidelines. Recently published stability graphs (Hutchinson and Diederichs, 1996) encompass a wide range of geological environments, which are not discussed, and the influence of time and blasting practices cannot be easily reviewed. The æscatterÆ in the graphs must reflect, to some degree, different operating practices as well as subtle but important differences in the pre-mining conditions that are not adequately accounted for in the æmodified stability numberÆ. Development of a ælocalÆ, site-specific stability graph may overcome some of these problems. At NormandyÆs Golden Grove Operations, Western Australia, detailed reviews of stope stability performance, including Cavity Monitoring System (CMS) surveys, are undertaken for every stope, with the objective of developing a series of local stability graphs, customised to site conditions and calibrated in terms of æAverage Falloff ThicknessÆ (AFT). Cablebolting of stope hangingwalls is used to develop reinforced æbeamsÆ on each sublevel, effectively dividing the full span into smaller, more stable æsubspansÆ. By analysing stope stability performance in terms of fall-off, cost-benefit studies can be undertaken of the effect of cablebolting and other options for modifying stope spans. The approach used to develop the local stability graphs, and their integration into routine stope design procedures at Golden Grove, is described. The experience gained during stope extraction in the Scuddles orebodies has been successfully applied to the Gossan Hill æC-PanelÆ orebody. This methodology should be applicable to other underground mining operations.

The value created in any mining operation is a function of the mine plan. The quality of this plan is dependent on the strategies employed during definition drilling, resource estimation and mine planning. This paper presents opportunities to improve the value of an operation through better strategic management of these core activities. The mining industry needs to recruit young talented people. An important task therefore, is to create future attractive mining workplaces that engage and motivate young people to work within the industry. Our intention with this article is to illustrate a possible way forward for the mining industry to form such workplaces. We discuss different aspects of an attractive workplace and summarise our findings in a specification of basic demands dealing with safety, physical and psycho-social work environments and social responsibilities.

This paper investigates the problems that are encountered in mining at extreme depths. It looks into the rock mechanic aspects, especially the high stress levels that will occur, and the hazard of rockbursts. Furthermore, environmental problems are discussed, with refrigeration and reduction of neat loads being major methods of maintaining ,sorkable conditions. The paper concludes that it will be of tmost importance to have a planning team of Tne highest quality to ensure that conditions are maintained so that work can be carried out safely and under reasonable conditions.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

Iron and steel production is responsible for approximately 6.3 per cent of global anthropogenic CO2 emissions. Direct reduction of iron with hydrogen is a potential route for decarbonising the iron and steel industry. Extensive small-scale laboratory experiments have been performed to test the feasibility of hydrogen-direct reduction of iron ores sourced from diverse geographical locations. However, test results from the batch reduction of small-sample do not necessarily translate to continuous commercial-scale processes. Establishing a small-scale continuous test reactor for H2- DRI process is challenging, requiring substantial resources and investment. The limited availability of small-scale reactors that enable testing under relevant conditions has become a major obstacle for H2-DRI development, leaving a big gap between laboratory success and proof of commercial feasibility. Here, we report on the recent commissioning of a continuous counter-flow vertical shaft reactor, which has a processing capacity of 6 kg/hr iron ore pellets at up to 100 NL/min H2 flow. We believe this to currently be the largest H2-DRI facility in the Southern Hemisphere. In this talk, we will discuss the design and construction journey for this reactor, starting from the initial system design to the initial demonstration of H2 reduction of titanomagnetite ironsand pellets. This reactor now enables a range of research capacities, including the validation of laboratory results on a larger scale with practical operational variables, feasibility assessment of hydrogen direct reduction of different iron ores on a commercial scale; identification of scalability, sticking, and other potential issues before building a full-scale plant; and a viable solution for producing small-quantity DRIs for downstream melting investigations. Overall, this new research facility offers significant benefits for assisting the transformation of iron and steel production to a more sustainable and green industry.

Mines in Queensland must now prepare a Progressive Rehabilitation and Closure (PRC) plan, with the requirement to justify the selection of the post-mining land use (PMLU) for each rehabilitation domain. Given that there are nearly 200 mines who must undertake a comprehensive PMLU assessment, there is a need to develop methods that will minimise the duplication of effort. As part of a broader initiative on innovative post-mining land use planning, this project undertook a regional analysis of the technical suitability of several PMLUs.

In a previous study, various pyrite depressants were examined to improve the flotation performance of a copper-sulfide ore. Optimal results from this study were used to examine the effect of elevation on recovery and grade. Tests were conducted at elevations of 3350, 1735, 610 and -760 metres, consisted of five repetitive experiments for statistical analysis, and were performed both with and without airflow control. Tests were also performed in a glove box at Montana Tech to mimic the pressure conditions. Results indicate that both recovery and grade are dependent on pressure via bubble size and airflow suggesting that pressurised flotation cells should be considered for operations, particularly those at high elevation. Economics are extremely favourable for implementation because ensuing capital expenses are inconsequential with minimal time for return-on-investment.

In 1993 after over 110 years of mining operations, production ceased at the Broken Hill North Mine. Following the cessation of operations a rehabilitation program was developed to satisfy the requirements of the various government departments. This program has been implemented progressively since mine closure. The paper will discuss: primary aims and objectives of the rehabilitation program, implementation of the program, rationale behind rehabilitation objectives, and problems encountered in implementation of the program. To-date the primary rehabilitation of the mine has involved the capping of redundant tailing dams with inert waste rock to prevent the contamination of the receiving environment. A Water Management Plan has been developed to contain all run-off from the mine area in an extreme storm event. A cultural heritage assessment of the leases has been undertaken to ensure the rehabilitation is consistent with the historical significance of the site and community expectations. All redundant material from the mine has been sold in a æno reserveÆ auction and the workshop area has been relocated to the Southern operations. At present the only active areas on the mine are a maintenance area for equipment for the Potosi open pit, and a primary crusher for Potosi ore which is railed to the Southern operations for further processing. Upon completion of the rehabilitation program, Pasminco Broken Hill Mine intends to relinquish the mining leases to the Department of Mineral Resources.

Highwall mining commenced in the Appalachian region 50 years ago. With innovative equipment design introduced in more recent times, penetration distances over 300 m are now commonplace. It is only in the last three years that highwall mining has become part of the Australian coal industry. Geotechnical evaluation is an integral part of the Australian procedures, and although still being refined, has already proven its worth. Statutory guidelines have also been prepared for operations in Queensland. This paper explores trends in equipment design, geotechnical prediction, operating techniques and statutory requirements with regard to highwall mining Australia's coal deposits. A quick assessment guide to assist in the evaluation of potential sites is included.

This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. The Bulolo Graben represents an intra-arc rift formed by activa- tion of transfer structures in an extensional setting formed be- tween the eastern and western sectors of the New Guinea Origin. Crustal thinning has facilitated the emplacement of dacitic Edie porphyry intrusions, locally as flow dome complexes, phreatomagmatic (diatreme) breccias and the Bulolo ignimbrite/ agglomerate as an extrusive equivalent of the Edie Porphyry. Gold mineralization is localized along intra-graben structures, com- monly at the intersection with cross structures and occurs in sub- sidiary dilational fractures and not the localizing major structures. Gradations are apparent in the styles of mineralization according to the degree of erosion of the hydrothermal system. Hamata occurs as the deepest mineralization of the quartz-sul- phide style Wau, Hidden Valley, and Edie Creek are dominated by carbonate-base metal styles. Kerimenge grades from quartz sulphide through carbonate-base metal to epithermal mineraliza- tion, the latter style also being present in the periphery of Edie Creek. Here, pre-existing fractures of the Edie Creek Structural Corridor have been reactivated by movement on NS structures to form the ore-hosting dilatant lodes. Fluid flow may have been from the vicinity of the Nauti diatreme margin and along the vein System.

The development of regional resource synergies in intensive areas with concentrations of minerals processing industries provides a significant avenue towards sustainable resource processing. Gladstone (Queensland) and Kwinana (Western Australia) are two of AustraliaÆs major heavy industrial areas. There are a number of successful regional synergies in both areas. In addition to the existing regional synergies in both areas, more potential synergy opportunities appear to exist which, upon implementation, could benefit industry, the environment and the community. To further enhance the development of such potential regional synergies, the Centre for Sustainable Resource Processing (http://www.csrp.com.au) commissioned research projects to facilitate the identification of potential synergies and assist with their implementation in both regions. This paper presents a selection of specific examples from both regions to illustrate the sustainability benefits from regional synergy developments. Although the composition of industries in the Gladstone and Kwinana regions is different both in terms of geography and industry diversity, similarities in synergy developments for both regions are apparent. Consequently, the examples discussed in this paper are organised around the key themes of water, energy and inorganic by-products. Comparison on a theme basis highlights success factors of successful synergies and demonstrates the range of benefits resulting from their implementation.

Remnants of Plio-Pleistocene hot spring systems in Northland, New Zealand contain sulfide minerals, principally pyrite, marcasite and cinnabar. The climate is warm temperate to subtropical, with up to 3 m of rainfall per annum, and rocks are deeply weathered. Decomposition of the iron sulfides in natural outcrops and human excavations results in acid rock drainage with pH typically between 2 and 5, and locally down to pH 1. Deeply weathered basement greywacke is clay-rich and has negligible neutralisation capacity. Some overlying volcanic flows have resisted weathering, and pH is kept near neutral by relict secondary calcite in small areas. Natural rainforest soils commonly have pH between 4 and 5 over mineralised and unmineralised greywacke. Mineralised zones are enriched in arsenic, which occurs in solid solution (up to 1 wt per cent) in sulfides and phosphate minerals. Mercury also occurs in solid solution in some of these minerals, as well as in cinnabar. Base metals are present in low (background) concentrations only. Decomposition of the iron sulfides and phosphates releases the solid solution arsenic and mercury into the acid rock drainage solutions. Arsenic is readily adsorbed on to iron oxyhydroxides formed in acid rock drainage situations, and can be effectively removed from the biosphere. However, this arsenic is released back into the environment if the pH rises, as adsorbed oxyanions become less strongly bound and are displaced by hydroxyl ions. Behaviour of dissolved mercury is similar to that of arsenic but less well understood in these settings. Both arsenic and mercury are readily leached into pH 6 solutions from solid material collected from acid rock drainage sites. These observations suggest that neutralisation of acid rock drainage sites is undesirable in this setting, as arsenic and mercury will become more mobile in the environment. The naturally low pH of 4 to 5 of the forest floor, or even lower pH of natural acid rock drainage, is a preferable management option.

Bulga prospect in central New South Wales is a small but well documented volcano- genic massive sulphide occurrence (450,000t of 0.8% Cu, 1.3% Pb, 5% Zn and 0.45 g/t Au) Cambrell and Kirk (1974), and Chisholm, (1976). Mineralization is localised near the interface of felsic pyroclastics with overlying silt- stones and along adjacent faults (Fig. 1). Aberfoyle Limited has developed the Hellyer complex base metal sulphide deposit located in North West Tasmania. As part of exploration and feasibility study, the ore was extensively tested, including trial milling, and was found to be very fine grained and to have poor flotation selectivity. Substantial innovation was required to produce saleable concentrates at acceptable recoveries and costs. Efforts were made to reduce operating costs, to improve metallurgical performance and to improve work organisation. These efforts were pursued both in design and in subsequent plant operation. This work has resulted in a very competitive operation with production costs in the lowest quartile of the industry. Examples of the measures taken are presented and the results are evidenced by improved plant performance since commissioning.

The presence of arsenic in solutions which result from the processing of many sulphide minerals leads to a need to understand its speciation in aqueous systems and the reactions of those various species. This paper deals in particular with the precipitation of arsenic from aqueous solution in the form of insoluble inorganic compounds in order to remove arsenic from various hydrometallurgical process streams. The solubility and stability of the precipitates is examined. It has been found that many of the arsenic compounds presently used are more soluble than previously accepted and unstable in disposal sites such as tailings ponds.

The Deep Ore Zone (DOZ) underground mine will be a 25 000 tpd mechanised block cave operation starting production in 2000. The ore handling system consists of a direct truck dumping 54 +74 gyratory crusher, which feeds into an ore bin. An apron feeder below the bin is used to load a conveyor belt. This paper describes the design, sequencing and methodology of the crusher station, ore bin and feeder chamber excavations. The Geotechnical investigation and analysis of the site are also discussed as well as the design, installation and quality control of the long-term ground support methods.

Coal development in New South Wales can involve a complex series of government approvals, a requirement that results from the coincidence of many development sites with environmentally sensitive areas. The concept of network analysis is applied to the pre- development regulatory procedures leading up to the grant of a coal lease. The network facilitates a quantitative and qualitative analysis of activity schedules relating to pre- requisite statutory approvals. The sequencing of activities (with clear start and finish nodes, identification of sensitivities and time estimates for completion of each phase of the network) provides government and industry with an effective planning tool.
