Consideration of the Establishment o£ a Central Testing or Proving Station.HISTORICAL.Since the introduction of improved high air pressure drilling machines in the early part of the century, efforts have been made to develop the quality of the rock drill bit, in order to take advantage of the greater increase of power output per unit weight of the machines (1). This resulted in the change from solid to hollow steel in the second decade of the present century (2).As the greatest sufferers from the dread disease of silicosis (3), it seemed appropriate that the South African gold mines should be the first to use hollow drill steel. Since then solid drills have become practically obsolete for mining purposes.Water is used with hollow steel drills not only to keep the cutting end cool, but also to assist in preventing the formation of undue dust during drilling. It is of interest to note, however, that water fed through hollow steel or sprayed into the air is only partially effective in removing fine dust particles a few microns in diameter, which particles are said to be the most potent in producing silicosis (3a).So far as the composition of "straight" carbon steel drills is concerned, a commission appointed by the Johannesburg mines carried out a very exhaustive series of tests on drill steels.These drills were manufactured from steel made by all the standard methods, including Swedish, Bessemer, crucible, openhearth, and, to a limited extent, electric furnace steel. It should be remembered that the commissioners' report was issued in 1913, when hollow drill steel had not yet been introduced. Only solid steel drills were then in use.

With the progress of modern mining engineering, one of the features of which is the mining from greater depths and the hoisting of greatly increased loads, it becomes a matter of increasing importance that the engineer should be able to determinewith some degree of precision the character of the strains on the hauling rope. But a wire rope is a complex structure; it is made up of spirally-twisted strands, which in turn are composed of spirally-twisted wires, and it is not particularly easy to say exactly what happens when this "doubly-twisted structure is wound round a drum or over a pulley.. The difficulty has been generally evaded in ordinary practice by the simple device of adopting a large factor of safety for the rope-usually from 8 to 10-a factor which experience has shown is sufficiently large to cover the bending strains set "up when the rope is passed over pulleys of the sizes commonly considered appropriate.When, however, we add the stress due to the bending of the rope to the stress produced by" the direct pull, we find that the actual factor of safety is usually more nearly 4 than 10, and frequently the bending stresses in the rope are so large compared with the simple tensile stresses that their neglect may easily lead to disastrous results when dealing with problems a little out of the common run. Common Empirical Rules.-It is always "recognized that the bending of a wire rope round too small a pulley is likely to do the rope serious injury, but as it is desirable in ordinary winding operations to reduce the inertia of the moving parts to a minimum...

Two innovative ground reinforcement products have been developed for use in the mining industry. One of these products is a high strength polyethylene (HOPE) bar for use as a rib bolt in underground coal mining and as a corrosion proof tendon in open pit mines. The other product is a cable bolt (Ultrastrand) which demonstrates enhanced load transfer and is available in continuous lengths. Ultrastrand's exceptional in- situ performance and versatility makes it ideal for mechanised installation in both underground and surface mining operations. Details of these products are presented and results from labortaory and field trials are discussed.

The Rock Mass Rating (RMR) and Rock Mass Strength (RMS) classification systems for jointed rock masses are briefly reviewed, with particular reference to their use in slope stability studies. A correlation is provided between the results obtained from the two classifications and an equation is presented tentatively defining the RMR value for long-term stable slope angles. The validity of the equation is discussed in general terms in the context of slope stability problems commonly encountered in Western Australian open pit gold mines.

This paper describes the application of a three-dimensional finite element modelling tool to help assess the stability of a highwall at a Central Queensland mine following the weakening of its base due to highwall mining. With traditional stability assessment techniques, likely failure modes are identified on the basis of previous experience and structural, sedimentological and geomechanical data and a mechanistic analysis of these individual modes is performed. The value of the full three-dimensional model over these traditional techniques is that it provides a coherent approach to assessing highwall stability without the necessity of initially deciding upon the dominant failure mechanism and gives a useful adjunct to the traditional tools. The three-dimensional model assumes the rock mass is made of elasto-plastic blocks, incorporating possible planes of weakness, separated by near horizontal joints. The model includes the relaxation of stresses due to the excavation of the highwall and incorporates estimates of blast damage near the highwall surface

The need to improve existing metallurgical processes and to develop new processes to meet the economic challenges that lie ahead requires the application of the tools of process analysis viz. mathematical models, physical models, pilot plants, laboratory measurements and plant tests. Examples of the application of these techniques to processes are described in this paper. Several of these techniques, combined with basic knowledge, are necessary to make improvements and for existing processes this always involves plant measurements. Also because metallurgical processes include extraction, refining, alloying, casting, mechanical working and heat treatment, an interdisciplinary approach to research and development is essential. This paper argues that metallurgical engineering is a discipline that is uniquely able to encompass the broad spectrum of chemical- and physical-metallurgy processes and is therefore essential to the health of the metallurgical industry.Regrettably many metallurgical engineering departments are not offering courses on process analysis, control, optimization, etc so necessary to meet modern industrial challenges.

In recent times many groups have indicated that they would like ore reserve estimation to be numeric and objective. Whilst sampling, geological, mining and mathematical principles may be used to analyse the data, all ore reserve methods require the use of experience factors and as such are value j ddgment statements.

Production implications of the introduct- ion of electric L.H.D. units in sublevel open stoping and pillar recovery at Rosebery are covered by Faulkner (1982) and Carlton (1982). The following engineering aspects associated with the decision to introduce electric L.H.D.'s are considered here: - Initial requirements for commissioning, including power reticulation at an adequate level to all operating areas. - Conversion of a manual system to radio remote control. - Maintenance backup requirement to ensure that the production potential is realised.

Three key areas of C.I.P. plant design, viz. leach- ing time, adsorption and the gold loading on the carbon, are discussed and illustrated with examples. The need for accurate pilot plant data for use in assessing and optimising design is emphasized. This approach should minimize capital and maximise return on capital. It is demonstrated that, as regards adsorption, economics favours short retention time, high gold loadings and mechanically agitated, draft tube reactors. INTRODUCTION Little attempt appears to have been made in Australia to design the present generation of C.I.P. plants to achieve an economic optimum. Most would, seem to have been based on pre- liminary leaching data, gold extraction and value and rule of thumb which, in general, has led to over design and over capitalisation. An essential step to effective economic design is a comprehensive pilot plant study to establish definitive operating parameters, yields and reagent costs. BHP-Utah Coal Limited's Peak Downs Mine is located in Cen- tral Queensland, approximately 200 km south west of Mackay. The annual raw coal production of the mine is over 8 million tpa, requiring the removal of about 40 million cubic metres of prime overburden. This is achieved through the use of five large draglines. The large depths of overburden (up to 55 metres) encountered over half the strike length of the mine enables cast blasting to be carried out in conjunction with draglines employ- ing the chopping method of digging. The objective of cast blast- ing is to use explosive energy to move as much material directly into spoil as possible. The additional costs of drilling and blast- ing are offset by reducing dragline rehandle. Two factors which are of primary importance to the design of cast blasts are initiation control and material velocity. High speed motion picture photography is a powerful diagnostic tool to quantify these aspects of blasting (Winzer, Montenyohl and Ritter, 1979; Chiappetta et al., 1983; Anon., 1983). The objec- tives of such analysis are to: 1. Determine the burden velocity, 2. Determine the time to initial movement (that is, the inter- val between a face hole firing and the initial movement of the burden), 3. Check the accuracy of the initiation sequence. BHP Central Research Laboratories (CRL) and Peak Downs Mine monitored a cast blast in the mine's Winchester Pit on 18 August, 1988. The objectives of this exercise were to: 1. Quantify current cast blast performance, providing a base case for comparison with modified blast design. 2. Compare two orientations of angled holes within the blast. 3. Assess the effectiveness of cast blasting utilising an air-deck. 4. Check blast timing with respect to burden movement times.

One of the consequences of mining expansion in the Bowen Basin region of Central Queensland in Australia has been a substantial increase in demand for housing, with subsequent impacts on housing and rental markets. Those pressures are reduced to some extent by a proportion of the workforce choosing to live in other centres and commuting to workplace for block periods. The main factors influencing location choice are: housing availability and affordability, basic urban services and lifestyle of the town and the town physical attractiveness such as coastal town. Low costs housing provided by the mining company acts as an attracting factor for some miners to live in the mining town. Recommendations for three short-term and two long-term strategic policy guidelines to address housing situation and location issues are provided.

Underground mining in the West Moreton coal field started in the 1870's. Subsidence related to coal mining activities is an ongoing problem facing planners and developers in the Ipswich area in South Eastern Queensland. The history of coal mining in the area over the last 110 years has left the legacy of periodic surface instability in several areas. In general, modern engineering analysis with current mining methods combine to create predicatable analysis of surface stability and movement. Where old workings using several variations of the bord and pillar system are affected by current activity, the predictibility of the surface movement is greatly reduced. Geological complexities further complicate the analysis. Mining and the related dewatering affects the stresses on pillars in old workings. This is caused by reducing buoyancy effects caused by changes in the water levels in old workings. Of particular relevance is the depth of workings and strength of the coal and overburden. The type of subsidence affecting the surface can range from localised pillar failure, to roof failure and potholing and the likelihood of the particular form of subsidence can be assessed from studying the workings in relation to the stratigraphy and structure of the coal measure Formations.

Although developed primarily for sintering tantalum, the unit to be described can be used to heat-treat metals in the form ofa bar, wire or strip, by passing a current through them. The upper temperature limit with this type of heating is the melting point of the metal being heated.The unit was designed for vacuum work, but. various gases can be used if required.Briefly, the vacuum sintering furnace consists of a bell which is counter-balanced and may be lowered onto the brass base plate which holds the electrodes. A rubber ring seal is used for vacuum work. The lower flexible grips are bolted to the brass base plate which is at earth 'potential, while the other electrode passes through the plate by way of an electrically insulated vacuum seal. This upper electrode, the height of which can be altered as desired, the lower grips, and the bell are water cooled. The vacuum line to the pumps and a line to the vacuum gauges also lead from the base plate. The more important sections of the unit are described below.THE BELLThe unit was designed so that the bell could be lifted clear of the base plate and the electrodes, thus facilitating adjustment of the latter and the mounting of the specimen to be heated. A double walled steel bell, 20 in. high, with t in. cavity was used. The bell was fabricated from 10 gauge mild steel sheet using a double overlapping run of arc welding for all seams. The problem of rockbursts presents a serious threat to many deep, hard-rock mines. For several decades, the owners and managers of affected mines have been concious of the urgent need to control rockbursts but, to a large extent, their efforts have been hampered by a lack of fundamental knowledge. This paper will attempt to outline the extent and depth of present understanding of the phenomenon and to show how better control may be achieved in the future. It is suggested that it is helpful to distinguish two aspects of the problem: that pertaining to the mechanism of the seismic event and that associated with the mechanism of damage. Understanding damage mechanism will enable development of better support techniques while proper understanding of the source mechanism could lead to better mine planning and improved stoping layouts. In this regard, the practice of partial extraction with systematic strike stabilising pillars is discussed in some detail.

The richer, shallower sapphire deposits of the New England region of New South Wales which have been traditionally mined by the small miner are almost worked out. Larger mining and exploration companies are replacing the small miner and exploring for the primary source of sapphire or lower grade alluvial deposits.Although in recent years considerable exploration effort has been directed at locating the primary source, commercial exploitation of sapphire is still restricted to the working of alluvial deposits.If the Australian industry is to compete against Asian and African producers it must use cost effective exploration, mining, processing and marketing methods.

The light microscopic study of the physical structures of coal and associated mineral matter is an important technique in providing information on the characterisitics and possible behaviour of coals in industrial processes. However the ultrafine nature of coal and mineral particles together with the limits of resolution of the light microscope restrict such studies. Scanning electron microscopy (SEM)with its better resolution and higher magnifications is the means by which further information on coal properties can be obtained. An associated energy dispersive X-ray specrometry (EDS) method allows non-destructive in-situ chemical analyses to be carried out at the same time.

Complete Bouguer and isostatic anomaly maps compiled for Costa Rica provide new insights into the crustal structure and mineralization. Terrain corrections were approximated from the station to a radial distance of 167 km by computer using a 3- minute digital elevation model of Costa Rica and surrounding areas. Isostatic corrections, based on Airy-Heiskanen compensation, were also calculated from 0 to 167 km using the 3- minute elevation model and from 167 km to 180 degrees using combined topographic and isostatic reduction maps. Costa Rica can be divided into four main terranes based on gravity data: a Pacific coastal region, a Pacific inland area, a central region, and a Caribbean coastal region. Negative gravity anomalies along the Pacific coastal margin correlate with an offshore sedimentary basin, and large positive anomalies correlate with mafic and ultramafic igneous rocks on the Santa Elena, Nicoya, and Osa Peninsulas, and at Puerto Quepos. Pacific inland anomalies are separated from the Pacific coastal region by a steep gravity gradient, and over the Coast Ranges a major gravity low overlies a thick section of low- density sedimentary rocks. In the central region, a major gravity low occurs over a thick low-density Quaternary volcanic complex in the Cordillera Central, north of San Jose. A prominent feature of the Caribbean coastal region is an interrupted gravity low over the Limon Basin that reflects a thickening of low-density sedimentary rocks. A conspicuous gravity lineament, trending northeast separates northern and southern Costa Rica. The lineament is defined by the termination of several major gravity anomalies including those over the Coast Ranges, Cordillera Central, Puerto Quepos, and Limon Basin. In addition, the lineament correlates with other geological and geophysical data including: northeast-trending faults, the southern limit of large Quaternary volcanoes, the segmentation of the middle America volcanic belt, and a seismicity gap. This lineament may be the expression of a previously unrecognized major northeast- trending fracture zone in central Costa Rica. An important economic implication of the gravity lineament is a correlation with the termination of gold and porphyry copper deposits in Costa Rica.

After reviewing the various approach es,namely, empirical,analytical.observational and numerical, a logical systematic approach is proposed for the estimation of compressive strength of coal pillars. In this approach first,uniaxial compressive strength of coal in pillars is estimated,taking into account the size effect and the effect of discontinuities. Next,the compressive strength of coal pillars is estimated by determining the stress distribution in the pillar and the Bieniawski strength criterion. The results appear to be compatible to the ones obtained by Wilson's method. The traditional pillar design equations give improper answers for deep workings.

Gunpowder Copper Limited processes 1,000 tonne/day of Mammoth ore in a conventional flot- ation concentrator. Run of mine ore is prepared for flotation by three stages of crushing and two stages of ball milling. The concentrate, in which the primary copper mineral is chalcocite, is solar dried and exported to Japan. The history of operation is summarised, and plant practice and metallurgical problems are discussed.
