OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

"The current economic challenges faced by the mining industry led to a review of options for reducing the cost of ventilation control devices (VCDs). The VCDs at the Mount Isa Mines site operated by Glencore in Queensland typically experienced significant damage on the operating levels and required expensive replacements. Ventilation controls can become damaged by the effects of stope firings. This paper discusses the nature of blast wave effects, giving consideration to distance from the firing and changes in mine geometry. The time taken to adjust the airflow on the operating levels with the current VCDs resulted in the loss of productivity opportunities. The mine site engaged an equipment supplier to collaborate on the development of a high-strength regulator to control the required airflows within its underground workings.The strengthened regulator proved to be cost-effective and provided additional benefits, including ease of use, simplicity of installation and speed of change in the control of available ventilating airflow. An added advantage of the re-engineered regulator compared to contemporary VCDs is its flexibility, which includes the ability to easily move mobile equipment into different ventilation districts where required without the need to remove the VCD from its location. Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance. Orica Mining Services (Orica) in partnership with Coal and Allied’s Hunter Valley Operations (HVO) has developed a risk management process to maximise mining efficiency whilst controlling vibration and maintaining critical electricity continuity to New South Wales (NSW) electricity grid in the Riverview Pit. The issue is a high tension tower which supplies electricity located within 40 m of mining and blasting activities. The process involved developing an understanding of the relationship between vibration, explosives, geology and the location of the blasting in the geological horizon. From this an optimum methodology for blasting in each region was developed.

The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. The mining industry, and in fact the world, has undergone significant changes in the past five to ten years, ranging from the metals boom, the global financial crisis and the rise and fall of national economies, to name just a few. There has been a focus on sustainable development for projects and operations in the mining industry, mainly pushed onto the industry by communities, governments and other agencies. While sustainable development and operation is a worthy priority for mining operations, discussions with mining industry personnel (with a strong slant on the mineral processing perspective) have shown other issues have surpassed the typical issues of water resources, energy availability and the environment. These include staff turnover and skills shortages, extracting metal from more complex orebodies and the uptake of new step-change technology.A number of key operating mineral processing personnel were interviewed to determine their perspective on the current issues facing the mining industry. The introduction reviews the tunnelling carried out in Singapore since the early 1980s. Between 1983 and 1990, Phases 1 and 2 of the mass rapid transit system were constructed. These included some 20 km of bored and cut and cover tunnels together with 18 underground stations. Some particular points of interest in this massive project are briefly commented upon. Reference is also made to other underground or underwater schemes undertaken during this period such as the proposed large caverns project and the submerged tunnel to Pulau Seraya. A description of the subsurface works, now under construction in Singapore, follows. This includes an all underground North-East railway line 20 km long with 16 stations. At a budget of US$ 3 billion, this is a major civil engineering undertaking. Another project is the extension of the railway to Changi Airport which involves 3.5 km of twin tube tunnelling together with a major underground station which is fully integrated into the airport terminals. An on-going program of further major railway extensions over the next 10 to 15 years is in place and an outline is given of some of the most important underground sectors. Other proposed projects such as the underground roads system and the deep level sewers are briefly described. Together they demonstrate the very significant volume of underground construction scheduled for the next century in Singapore.

The East wall of the Kalgoorlie Consolidated Gold Mines Fimiston Open Pit (KCGM Superpit) has a history of wall instabilities impacting mining operations; the most significant of which occurred in May 2018, when more than 1 Mt of rock dislodged over six, 30 m high bench stacks and impacted the pit floor. Since 2011 approximately 1.250 Mt of material has fallen from the East wall at Fimiston Pit across three failure events (2011, 2018 and 2020). Each failure has been associated with major structures intersecting the pit walls: the Fiji Fault, the Australia East Secondary Splay Fault and the EWD3 Fault. In each instance the trigger for failure has been transient pore pressure in the pit walls. Northern Star will mine a cut back behind the failure area over a vertical distance of 180 m. Cut back mining will include the extraction of a remaining in situ wedge, which is assessed as kinematically able to fail, and a subvertical failure backscarp in Stage 1. A substantial amount of rill material from the 2018 and 2020 failures will be extracted in Stage 2. This paper presents the methodology in use to mine Stage 1 of the cut back, safely, through this potentially high-risk area, detailing the specific mining methodology employed, the controls put in place and the monitoring required. Day-to-day monitoring will be undertaken using the already installed slope stability radar and will feed into a daily assessment of activities which may be undertaken in the cut back area. Initial activities will focus on eliminating the potentially unstable wedge and vertical backscarp with use of innovative drill and blast techniques/products and the extensive use of remote capable equipment to limit personnel exposure.

Oaky Creek Coal (OCC) has embarked on an ambitious program to fast track the introduction of Trench Mining into its current mining operations. The project has the capacity to allow the extraction of reserves at stripping ratios, uneconomical by conventional mining methods.Trench mining using Continuous Highwall Mining (CHM) technology reduces the in-situ stripping ratio to 4:3; compared with a stripping ratio of 20:1 using conventional mining techniques.

The AGL Loy Yang Mine is one of the largest and most significant coalmines in Australia. Commencing in 1982, this mine produces 30–35 Mt/a to supply more than 50 per cent of Victoria’s electrical power requirements. At this mine there are unique geotechnical challenges to overcome to ensure its safe operation including: significant mine depth, low density of coal in the operating and permanent mine batters, the influence of groundwater and deep sediment aquifer pressures. One of the challenges is the behaviour of brown coal, which is neither a soil nor a rock and displays long-term creep stress relief. Other geotechnical challenges include ensuring stability in high unconsolidated dumps, potential large-scale block movement in mine batters driven by crack water pressure and heave from high-pressure aquifers.The paper will outline the geological and hydrogeological setting and potential failure mechanisms, and detail an integrated geographic information system and reporting regime that in part addresses ground control management at the mine. The increasing problems associated with the disposal of waste and the potential for use of by-products as underground filling material is a subject which is relevant not only to the coal-mining industry. The progressive scarcity of surface disposal facilities for by-products and waste has now become a problem in all sectors - not only for the mining industry. The considerable capacity offered by underground cavities which exists in various mining branches present an extremely promising potential in this context. The backfill process for coal mining developed by DMT in co-operation with Ruhrkohle AG make use of the cavities which are offered by the extraction of coal. It consists of several stages: The fine-grained by-products, such as sludge, filter cakes, fine refuse, ash and flue-gas cleaning residues are processed on the basis of specified formulations in metering, blending and pump facilities on the surface to produce pumpable pastes with precisely defined flow characteristics. On Walsum Colliery of Ruhrkohle AG up to 200 m3/h stowing paste is conveyed into the mine in pipes with diameter of 200 mm (8"). The delivery pressure of the pump operating on surface in conjunction with the hydrostatic pressure of the shaft pipe - amounting in total to as much as 25 MPa - makes it possible to convey the stowing material for a distance 12000 m underground up to the workings without any need for additional booster pumps. Via a pipe installed in the face, the paste is pressurised into the cavities in the specially fragmented rock in the mined-out zone well behind the support. Consistent use of stowage of caved-in goafs makes it possible to reduce surface settlement above the workings. Fires in the stowed rock are either smothered or completely prevented thanks to the exceptional air-tightness in the caved goaf and the cooling effects of the slurry stowage. The reduced danger of fire, the preventation of air-leakage and the positive effects on gas emission from the coal improve safety in the workings.

Clyde Materials Handling (CMH) and WorleyParsons have developed a concept for a flash furnace feed system using the specialist pneumatic conveying equipment expertise of CMH and the flash furnace process experience of WorleyParsons. CMH has developed a proprietary volumetric feeder (called a Rotofeed), which is extremely accurate and overcomes many of the problems inherent with loss-in-weight screw feeders and drag chain conveyors, previously regarded as state-of-the-art. Initial indications are that the Clyde-WorleyParsons feed system could deliver the following benefits to flash furnace operation: accurate pulseless delivery of feed material to the head of the burner leading to improved combustion performance and process stability; highly accurate split to the individual quadrants of a conventional burner tube, or provision of a smooth hollow curtain to a burner without guide vanes; decreased pressure pulsation in the furnace due to improved combustion control and performance; and decreased temperature fluctuations in the furnace due to improved combustion characteristics and hence reductions in refractory thermal stress and wear.

Addressing nutrient deficiency, among other factors, is vital to the growth and establishment of plants in mine spoils and tailings ponds. Although several organic amendments are available for this purpose, it is important to determine the appropriate ameliorant for the selected plant species. This research examined the effect of different amendments on the growth and ground cover of Centrosema molle, Calopogonium mucunoides and Sorghum spp. in copper/gold tailings. Plant growth and ground cover drastically increased with the application of organic ameliorants, especially manure. Among the three plants, Calopogonium exhibited the best growth and has shown its capability to establish a dense ground cover even in unamended tailings. Results suggest that the plant species and the ameliorants used in this study could be effective in a low-input approach to mine rehabilitation.CITATION:Domingo, J P T and David, C P C, 2014. Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. Characterization of pore pressure is critical for appropriate design of tailings dams. Furthermore, if seepage rates through tailing embankments increase unexpectedly or become uncontrolled, undesirable conditions may prevail to progress piping or internal erosion that could lead to the dam’s instability or ultimate failure. A three-dimensional seepage analysis was performed on a tailings dam using finite element method to find the rate of seepage and pore water conditions in the embankment and foundation. The results were then compared to a conventional two-dimensional seepage analysis carried out on the typical cross section of the embankment and the field data acquired from the instrumentation system. Considering the monitoring data, comparison of seepage analyses results for the two and threedimensional models, showed that the results of the conventional two-dimensional seepage analysis are significantly underestimating reality. Relying on two-dimensional seepage analyses might result in underestimation of seepage rates and impact the safe operation of tailings dams. Similarly, unrealistic prediction of pore water pressure conditions, based on simplified seepage analyses, can lead to overestimation of the rate of strength gain of material and consequently safe embankment raising rates.

Education and Training for the minerals industry has been identified as one of the key priorities by the AusIMM and many closely related groups. The AusIMM Education Taskforce has been engaged, through a visioning exercise, in evaluating what minerals education and training should look like by 2025. A common recurring theme is that for minerals education and training to be efficient and effective into the future, it needs to be comprehensive and inclusive. Some previous attempts to achieve efficiency and effectiveness have had limited success, mainly due to approaching the issues involved from a narrow, singular perspective. This paper outlines that the achievement of the desired outcome may require an approach that parallels the same techniques that are used for multi-dimensional mine planning, treating tertiary minerals education and training in a similar way to the planning involved for a complex orebody. Just as efficient and effective mine planning requires engagement and understanding of many factors, so too does engagement with tertiary minerals education and training. The major factors that need to be considered are outlined in the paper, including: levels of tertiary education and training; Australian Qualifications Framework (AQF), Levels 1 to 13: systems of minerals education and training, such as higher education, (mainly universities), industry/professional associations and licencing requirements, vocational education, (mainly TAFE) and workplace programs; types of minerals or mining methods involved; volume of delivery; stage in the flow sheet, (geology, mining, beneficiation, extraction, refining). For comprehensive mine planning there is the need to develop links or roadways and openings between different levels of a mine. Similarly, to achieve a comprehensive tertiary minerals education and training model, there is a need to develop pathways, recognition and credit transfer between the various levels and components of minerals tertiary education and training.

"Suboptimal performance of clusters of hydrocyclones (cyclones), relative to the performance of the individual cyclones that comprise the cluster, is a common phenomenon. The primary cause is well known: uneven distribution of the slurry feed into the individual cyclones. The direct result of uneven distribution is that each cyclone in a cluster performs somewhat differently. Hence, some, if not all, of them do not work at their intended operating points, and the classification is not as sharp as intended. The impact on grade, recovery and milling efficiency will vary depending on the duty of the processing circuit, but the most immediately apparent consequence of uneven distribution is a difference in wear rates in the individual cyclones; this exacerbates the problems of unequal performance of the individual cyclones. In severe cases, and as differential wear proceeds, flows from the individual cyclones may become visibly different. Uneven distribution, once the phenomenon was identified, was seen to be a significant issue in the high-solids hydrocyclone cluster in the ball mill recycle section of Evolution Mining’s Edna May Operation (EMO, Westonia, Western Australia) gold processing plant. In 2012, a FloCEP® hydrocyclone feed distributor system was installed to alleviate the problem. Over the next four years of operation, this innovation has proven its value in the metallurgical and maintenance areas. Individual cyclones now wear at the same rate, greatly reducing the need for operator intervention, as well as increasing overall plant availability through minimising unplanned maintenance. The costs of the installation can be justified by savings in maintenance alone, though the greatest value, as is described in this paper, is in allowing the plant to produce consistently closer to its operational design limits. The FloCEP® system is a low maintenance, readily installed retrofit, based on two patented devices that are combined with complementary proprietary design methodology allowing customisation for specific flow rates and slurry particle properties. Over the past 15 years, the mining industry has begun to incorporate the concepts of sustainable development and sustainable mining practice across the life cycle of mineral operations. This requires addressing economic issues, community impacts and concerns and environmental protection, and is captured in part by the phrase ‘design for sustainability’ (McClellan et al, 2009). Over the same period, the industry has seen a gradual decline in ore grades for many mineral commodities. As a result, large volumes of tailings and mine waste rock are being produced around the world, and it is expected that the annual production volumes of these materials will increase, even if there is not a significant change in the demand for materials.Another related thread of change has been the realisation that societies need to move away from linear economies (raw materials, production, consumption, disposal) towards more circular ones. This will help societies become more resource efficient, which is defined by the United Nations Environment Programme as reducing the total environmental impact of the production and consumption of goods and services, from raw material extraction to final use and disposal. The goal is to create more with less and deliver greater value with less input. Circular economies require thinking in terms of the waste hierarchy (reduce, reuse, repurpose, recycle, recover, landfill).The challenge is that the waste hierarchy was originally designed to address embodied mineral content in products rather than mine waste and tailings generation. It will need to be reconsidered in a mine life cycle context, focusing on a value-based conception of waste (Van Ewijk and Stegemann, in press).In parallel to these changes, it has remained an imperative in the mining industry to dispose of these waste materials as economically as possible while protecting the environment. Single handling of these materials has been the main target, which reduces the life cycle costs of their management but may make reuse of waste and tailings technically more difficult or economically infeasible.This presentation explores a rethinking of the large volume earthen material waste issue at mines. The underlying theme is that some or all of these materials can be valuable resources for the future that can positively contribute to sustainable development. These resources can offer economic gains to firms, communities and societies; contribute to environmental well-being; enhance social interactions with the previously mined landscape if handled properly; and, with proper policies in place, reduce governance commitments. Each of these topics will be briefly explored. Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Mining is initially taking place in the Jacinth tenement, where up to 100 km of watercourses may be directly or indirectly impacted (refer to Figure 1).The total study area (shown in Figure 1) is approximately 330 km2 and spans three smaller areas that were the focus of separate investigations during mine planning.CITATION:Ferguson, C, White, K, Harding, M and Hardie, R, 2016. "Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area.
