A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.

A mining company has entered into contractual commitments to supply certain quantities of its product to clients in each time period. Failure to fulfil its obligations would damage its reputation as a reliable supplier. The planned production would normally be sufficient unless major problems such as highwall failures, roof falls, natural disaster, or strikes that interrupt production or delays in obtaining environmental permits, occur. To overcome these difficulties, the company may be able to obtain more of the commodity: from its strategic stockpile (if there is sufficient there); by buying it on the spot market; or for some commodities such as gold and uranium, by leasing it. Two sources of uncertainty, the spot price of the commodity and the occurrence of serious incidents that interrupt production, are considered. For simplicity it is assumed that the commodity price follows a geometric Brownian motion, that productions incidents have a binomial distribution, that they are independent from one time period to another and that they do not affect prices. A branching tree structure is used to model the joint evolution of prices and production incidents. The aim of this research project was to evaluate the companyÆs options for fulfilling its contractual commitments. When evaluating these options, multi-stage stochastic programming with recourse was used to solve this problem because in addition to providing the dollar value of the project, it gives decision-makers the æroadmapÆ to reach the optimal value. That is, how much material should be bought/sold on the spot market, how much to add to/subtract from the stockpile, how much to lease and in the worst case what the shortfall would be, for each time period as a function of the current spot price and breakdown status. A case-study over a five-year period is used to illustrate the proposed procedure. In this study the production would be sufficient to cover the companyÆs contractual commitments unless production incidents occur. Focus is on evaluating the impact of the quantity initially in the stockpile on the value of the project when the commodity market is tight, that is, when only small quantities can be bought on the spot market or by leasing.

Rheological Behaviour of Clay-Rich Gangue Mineral Dispersions During Hydrometallurgical Treatment Alumino-silicate minerals invariable may present an intractable challenge in hydrometallurgical operations employed in low grade nickel, copper and gold ore leaching or high level nuclear waste (HLNW) processing. The interactions and reactivity of alumino-silicate clay gangue minerals such as muscovite/sericite, chlorite, kaolinite and smectite under acidic (eg pH <3) or alkaline (pH >13) conditions can have a striking impact on the particle interactions. These may manifest in undesirable pulp rheology, poor extraction rates and challenges in the subsequent "handleability" and solid-liquid separation processes (eg dewatering). In the present work, a review of investigations involving the interfacial chemistry, interactions and rheological behaviour of aqueous dispersions of mica-group, layered alumino-silicate clay (muscovite / sericite) and chalcocite minerals as a function of pH in the range 2 - 9 and time at 25¦C, is presented. Particle zeta potential, reflecting interfacial chemistry, indicated a strong pH-history and particle volume fraction dependency. Pristine particles' zeta potentials measured from high to low pH indicated mineral-specific isoelectric point (iep) at pH range 2 - 5. Subsequent measurements from low to high pH showed pH-history dependency with iep shift to higher pH values, the extent of which also depended upon particle volume fraction and aging time. Pulp pH-mediated particle interactions revealed by shear yield stress analysis displayed a bifurcation behaviour and good compliance with DLVO theory. The maximum pulp yield values occurred at the iep whilst weak rheology was observed where the magnitude of the particle zeta potential was greatest. The pivotal role played by both pulp chemistry and suspension conditions in regulating the particle interactions and concomitant rheological behaviour is highlighted. The implications of the findings with regards to clay-base pulps' handleability and its control during aqueous processing are discussed.

The rotary drilling of rocks is widespread technology in mining and in tunnelling. The paper describes the results of research by aim to find relationships between optimal drilling and sound signal of drilling machine. The optimisation criterion has been formulated as the minimisation of specific energy with maximal effective speed of drilling in process of the rock disintegration. The research in this field has been made on experimental drilling stand. Our monitoring system has measured following variables: the pressing force of core drill, the revolutions of drilling head, the length of drilling, the time, the power, and the acoustic signals. For measurement of acoustic signals have been used very sensitively sound meter MEDIATOR 2238. From this measurements have been processed acoustic spectrums. Then we are found relationships between optimal control of drilling and composition of acoustic spectrum. On base of experimental results, we can formulate the optimal control following: æTo achieve the minimum difference between the equivalent sound level at the load and idle modes only at the representative frequency (f = 1000 Hz)Æ. The representative frequency dependences on type of the rock New method based on these relationships enables the optimal control of drilling machine by using measured acoustic signals only.

"Extensive literature surveys, research in the project environment and personal experiences both within and consulting to project teams have revealed some consistent ‘people factors’ that contribute most to ultimate project success. Outside of purely technical and business case issues, there are a small number of leadership characteristics – probably only ten – that if correctly applied can positively leverage a team’s impact on project success.Of the top seven project success characteristics that were consistently highly rated in a recent study, five of them were around leadership. The authors have focused on this topic, noting that good leaders need to display the following traits:passionate commitment to deliveryconsistent modelling and reinforcement of correct values and behaviourfocus on managing relationships well and energising teams and individualscarefully clarifying project vision from front-end loading stages onwardseffective decision making.Not every project manager can and does practise these behaviours all of the time, but being aware of them and receiving training or facilitation in improving their application of these skills can equip project managers with the essential tools to markedly improve their own performance and that of their teams.This paper draws upon experiences in the field and provides lessons – both good and bad – to illustrate. As well as examining leadership traits, the way in which a leader can establish, organise, motivate his or her team and ultimately lead them to success is examined. A full-length paper was not prepared for this presentation.Low-sulfidation epithermal gold mineralisation at Ridge Mountain occurs within the Oligocene to Miocene volcanic rocks comprising andesite, porphyritic dacite and diatreme breccia. A diatreme breccia complex with a NE–SW elongated orientation covers an area of 3.0 × 1.7 km. Four main stages of mineralisation were identified, comprising: E–W- to NW–SE-trending quartz-chalcedony veins with disseminated pyrite, chalcopyrite and gold. N–S- to NNE–SSW-trending breccia veins with quartz matrix and disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. NE–SW-trending quartz and calcite veins with disseminated pyrite and accessory sphalerite, galena, chalcopyrite and gold. ESE–WNW- to ENE–WSW-trending quartz veins with disseminated pyrite. This stage is only mineralisation that is hosted by diatreme breccia and clearly postdates.Quartz veins of the first, third and fourth stage are less than 2 m wide. Only breccia veins of the second stage are up to 10 m wide. Gold is present in all stages as microscopic inclusions in quartz and sporadically in pyrite. Macroscopic gold can be seen in the first and second mineralisation stages. Cave mining is of interest to the mining community as it offers a chance to extract large, deep orebodies with low operating costs and high production rates. It allows for extracting large low-grade orebodies, which may not have previously been considered for mining. Cave mining is done either top down (ie sublevel caving) or bottom up (ie block/panel caving). Both approaches rely on gravity, stresses and weakness of the rock to fracture and achieve a controlled collapse.Block caving starts at the base of the orebody. It progresses upward and across through continuous collapse of the roof. To achieve this, a critical hydraulic radius must be exceeded. This is accomplished by blasting drawbells, through which the caved ore passes to the production level. An entire level above the drawbells (undercut level) is excavated to help initiate the cave. The undercut level ensures the connection between drawbells and achievement of the required hydraulic radius.Conventionally, drawbells are generated by drilling and blasting several times from the production level as well as the undercut level. Mucking between each shot is required to generate enough void space for the rock to swell. The need for several blasts necessitates some downtime between each blast. Also, the cost of developing and maintaining the undercut level can constitute up to 35 per cent of the cost of mining the panel.A new blasting technique was developed to create the drawbells in a single blast from the production level. The technique ensures the connection of the drawbell to the neighbouring ones, thus, the critical hydraulic radius is reached and propagation of the cave achieved without the need for the undercut level. The technique has the potential to reduce the capital cost of a block caving operation, increase its feasibility and reduce time to reach the ore and consequently the payback period. The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Established metallurgical plants operate in a complex environment of interdependent drivers including technology change, operating and maintenance practice, evolving markets, HSEC requirements, statutory and plant requirements, personnel turnover, ore supply, and financial conditions, to name a few. A successful optimisation program should comprehend these factors and drive towards not only lower operating costs, but also higher rates of return for a given level of investment. Optimisation programs have the potential for very high rates of return on capital that Greenfield projects rarely have. This paper presents a robust strategy and methodology for plant optimisation initiatives as well as a case study of how it was implemented at the QNI Yabulu refinery in Queensland, Australia by an integrated team of researchers, engineers and operators. The methodology is premised on the fact that nobody knows the production asset as well as the current operating team. It covers the optimisation process from ideas generation, various stages of selection against the agreed criteria, development, including testwork, funding approval and implementation. It highlights the benefits in the use of integrated teams, the establishment of a sound project basis, and a diligent, phased approach.

Some 800 analyses for Cu, Zn, Pb, Ag, Fe, S, CaO, MgO, C02, Si02 and Al203 were used to examine the elemental constitution of the Mount Isa ores, and, for comparison, those of the Northern Leases area.Lead: zinc relations show little order from sample to sample, but means of large zones (Le. individual orebodies) show a highly linear inverse relationship. Lead: silver ratios are fairly constant from sample to sample, and means show a highly linear direct relationship.Sulphide sulphur appears to be related to carbonate and alumina abundance, sulphur decreasing systematically with increase in the ratio CO2:AI203. In all graphs involving members of the group CO2-A203-S the lead-zinc and copper ores conform to the same simple trends, confirming that the two ore types and their host rocks are genetically closely related. The earlier deduction of a volcanic-sedimentary origin for the sulphides of the Black Star orebodies appears compatible with present findings.On the basis of such an origin, the pattern of sulphide occurrence and mineralogy in the Mount Isa district is possibly related to the configuration f the upper surface of the "Eastern Creek Volcanics", the facies patterns of the overlying sedimentary rocks, and to the oldest faults affecting the two.INTRODUCTIONStanton (1962) described and interpreted the chemical constitution of the Black Star No. 2 lead-zinc and the 650750 copper orebodies at Mount Isa. The investigation has now been extended to the other principal orebodies of the area.The earlier study showed that the host rocks of the two adjacent Black Star orebodies were constitutionally closely related, and suggested that this was probably due to their original formation in contiguous zones of sedimentation. On this basis the silica-dolomite of the copper ore appeared to represent the slightly more shoreward, "limey" member, probably a fairly massive algal calcareous sediment laid...

Extraction of copper from a chalcopyrite concentrate by means of a cupric chloride leach is described. Initially the concentrate is mixed with sulphur in a 9: 1 ratio, and heated to 350-400°C. This converts the chalcopyrite into more readily soluble sulphides, while the iron rejected from the chalcopyrite is transformed to pyrite, which is insoluble in the leach solution employed. A two-stage countercurrent leach using a leach solution of 1 M cupric chloride, 3.5 M sodium chloride, and 1 M hydrochloric acid extracts 98 per cent of the copper, if conducted at 105°C. Iron extraction is relatively low, the mole ratio of iron to copper extracted being 0.17, compared to 1.0 for unreacted chalcopyrite. After dissolution, copper can be recovered by electrolysis, cupric chloride leach solution being regenerated at the anode.Electrolytic power requirement is low, being approximately 0.5 kWh per kg of copper. The sulphur and, most of the iron entering as feed are rejected from the process in the form of pyrite, which remains in the leach residue.

"Recent project failures have called into question the use and relevance of benchmarking and independent reviews, forcing a rethink of traditional processes and procedures.With cost estimates and schedules dramatically varying from lows seen around the global financial crisis to peaks experienced in the recent mining boom, benchmarking has ranged between essential and misleading.Profound shifts are now underway in future project delivery strategies as the market moves away from cost-plus engineering, procurement and construction management. The current trends in project implementation are to utilise more lump-sum design and construct or fixed-price supply and construct contracts. This trend will remove transparency in detailed cost information by reducing the sources and clarity of cost data.Independent peer reviews (IPRs) of studies and investment recommendations performed over the last decade have both failed to prevent flawed or deficient projects from proceeding to approval and funding, and been successful in ensuring that owners did not proceed with doomed investments.In recent times, it has been recognised by some owners, contractors and engineers that traditional benchmarking checks or IPRs, or a combination of both, will not necessarily produce reliable assessments of study conclusions and of the forecasts of project outcomes. To be of value, the benchmarking process now also needs to recognise the highly volatile responses from the engineering and construction industry to the current and future markets for their services.Similarly, reviewers who draw upon benchmarks of past project experiences on an understanding of the things that shaped and influenced their outcomes need to be more aware of how a future dynamic market may impact the outcome of the projects and raise warning flags accordingly.With the commodity cycle currently approaching what is hoped is its bottom, ensuring that benchmarking and independent reviews evolve into reliable, transparent and worthwhile processes becomes even more important. The Upper Waimangaroa mining permit is part of the Buller Coalfield and lies on the eastern side of the Stockton-Denniston Plateau. The mining permit area is estimated to contain a total in-ground coal resource of 58 million tonnes, contained within 13 separate coal resource .blocks. The coal is Bituminous High Volatile B rank with export potential as semi soft coking or thermal coal. The Northern Opencast mine is the first mine proposed for Upper Waimangaroa and consists of the three resource blocks at the northern end of the permit area. The highwall of the mine will cut into the Mt William Range resulting in overburden cover of up to 150 metres in some areas. The ability to rehabilitate the area after mining was a major consideration in the design of the mine. The Northern Opencast area has been geologically mapped, extensively drilled and effectively modelled using Vulcan software. Three distinct coal seams are present and the mineable in situ resource is estimated at 8.7 million tonnes of which approximately 7.1 million tonnes is likely to be recoverable. It is proposed that this resource will be mined using opencast methods and the void will be backfilled with overburden. The life of the mine is at this stage estimated at 19 years based on an annual production of 500,000 tonnes at 1.8% sulphur and the Upper Waimangaroacoal will be blended with low sulphur coal from the Greymouth Coalfield to meet export specifications. The Northern Opencast area contains a range of native flora and fauna and physical features which make it an environmentally significant area. Mining will totally modify the area, thus an effective rehabilitation scheme is an integral part of the mine plan. Various rehabilitation methods will be used, and wherever possible, the backfilled areas will be rehabilitated so as to resemble the original area as closely as possible.

Much attention in controlling blast vibrations has been centred on the probability of causing damage to structures in the area adjacent to where blasting is carried out. In most cases these structures are residential properties and the effect of the vibrations on the occupiers has not been studied to any great extent. This paper looks at the sources of disturbance caused by blasting and their psychological effect. A comparison of ground vibration levels for compliance is examined within the framework of structural and human response.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.

An unprecedented growth in demand for coal exports has placed pressure on multi-user coal chains to guarantee that their capacity expansion projects will meet the required demand. These projects, however, are taking place in an increasingly complex commercial and technical environment - competing rail and coal terminal service providers as well as a myriad of competing mine operators, all needing to operate in an increasingly integrated manner to get the most out of expensive shared assets.Increasing system complexity and integration has driven the need for more holistic and sophisticated analysis tools. The capacity of coal chain subsystems, such as mine, rail and port, can no longer be determined effectively in isolation. Understanding the nature of the interactions between these subsystems, their sensitivity to uncertainty and the resultant capacity of the integrated system is the key to both maximising value and minimising risk.Recently, TSG has worked closely together with the Integrated Logistics Company and a number of key stakeholders in the Dalrymple Bay Coal Chain to develop independent system master plans. These master plans have provided a quantitative and rational assessment of coal chain capacity in its current state and a prediction of its capacity once a pipeline of committed capacity improvements is in place.
