Improving the safety culture and performance of any operation is a fundamental goal of every mine operator. Methods of implementing, or changing a culture have developed from the early methods of operant conditioning, for example rewarding crews for achieving nominated safety milestones i.e. 3 months Lost Time Injury (LTI) free through to the current model of engaging a workforce through education and empowerment. As a large scale and mature operation with multiple contractors, Telfer has been exposed to numerous programs throughout its history. This has provided the opportunity to build on and complement these systems by integrating key elements from each. SAFE 360° is a new approach developed to engage the workforce in a holistic approach to encourage positive behaviours across all facets of an individual’s life which results in a focus on situational awareness at all times, rather than being workplace specific. It is based on three key modules: • Emotional Intelligence • Mindfulness • Situational Awareness Each module has a series of modules that help enhance the individual’s sense of self, leading to an ability to self-reflect and self-manage whilst empowering them with the moral courage to challenge their peers to raise standards. Since commencing this SAFE 360° behavioural safety risk management journey in November 2017, we have witnessed a change in the way our workforce engages with each other, their workplace and with management. There has been an increase in hazard perception, identification and ownership of issues, and we have seen a significant decrease in site TRIFR rate from 13.7 to 5.7 (as of April 2019). This paper will provide an overview of the program, how it has been implemented, case studies to demonstrate outcomes and KPIs used to measure effectiveness.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Tuwu-Yandong Cu deposit, located in the East Tianshan mountains in the eastern section of the Central Asian Orogenic Belt, is the largest and economically most important porphyry Cu deposit in Xinjiang, China. It contains ~3 Mt of copper at an average grade of 0.46 per cent Cu and 0.2 g/t Au, with significant amounts of Mo and Ag. The deposit is mainly hosted in the Carboniferous Qi’eshan Group and plagiogranite porphyry, and is controlled by faults that are east–west-, north-west- and north-east-trending. Ore minerals in the Tuwu-Yandong deposit are dominated by pyrite, chalcopyrite and molybdenite, with minor bornite, chalcocite, magnetite, sphalerite and galena. Gangue minerals are mainly composed of quartz, sericite, chlorite, epidote, anhydrite, gypsum, muscovite, biotite, phosphorite, sphene, dolomite, actinolite, barite, albite and calcite. Based on the megascopic and microscopic textural relationships and mineral assemblages, five stages of hydrothermal alteration and hypogene mineralisation are recognized in the Tuwu-Yandong Cu deposit: the potassic stage, propylitic stage, phyllic stage, late veins stage and supergene stage. THE power requirements of the Mount Lyell Mining and Railway Company at Queenstown, Tasmania, have, since the inception of smelting operations in June) 1896, been derived continuously from the extensive forests in the watershed of the Queen River, adjacent to the works, the fuewoodbeing of good quality, mainly composed of myrtle or beech (Fagus Ounninghami), eucalypts, and manuka (Leptospermum ericoides). The country is very rugged and mountainous, indented by numerous ravines and gullies, and intersected by, many creeks, which are subject to periodical floods, under the influence of a heavy and persistent rainfall, which averages about 110 in per annum. The areas so far exploited aggregate a total of about42 square miles, and this denuded country gives promise of ultimately becoming very valuable pastoral ground for cattle-raising. The suitability of char from Yallourn brown coal as a filler for carbon electrodes used in the aluminium smelting industry has been assessed on the basis of the specifications usually laid down by electrode manufacturers for petroleum coke fillers. The purity specifications can be met by a simple acid leaching of the coal before carbonization. The true density of char produced at 1200°C is within 5 per cent of the specification figure, but the bulk density of char obtained from as-mined coal is only half that specified for petroleum coke.Although this can be increased to three-quarters of the specified figure by briquetting the coal before carbonization, further increases would be very difficult to achieve, as the remaining shortfall in density is due to an extensive microporosity developed in the particles of char during carbonization.

The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world's zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers' ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

Indosinian (T) orogeny amalgamated the Mongolia-Xingan fold zone, the North China continent, the Yangtzi platform and the SE China fold zone into a unified continent. The early to middle Yanshanian (J-K1) orogeny created a Cordilleran type active continental margin in East Asia, reactivated the consolidated East China continent, and generated a large amount of granitoids, calc-alkaline volcanics and W, Sn, Mo, Cu, Au, and U ore deposits. The late Yanshanian (K2) orogeny began a transition to the western Pacific type continental margin. A tensional environment led to the development of peralkaline magmatism and tne formation of continental basins with red beds. The Himalayan (Tr-Q) orogeny was characterised by a backarc spreading and rifting regime. The dominant magmatism was continental basaltic.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. The stringent marketing specifications included in coal contracts mean that coal producers must supply cleaner and more consistent coal than may have been formerly required. Geostatistics has the potential to aid in the accurate estimation of the washability characteristics of coal. A prediction method, the Kriged Service Variable Approach has been developed.A Computer Aided Drafting and Design system has proved useful in the development and application of the approach. The geostatistical approach has been tested against coal geological and borehole data and applications discussed.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

Mine ore, reduced to minus 71/2 in. by primary crushers, is stockpiled. Size reduction of the reclaimed material by secondary and tertiary crushers is achieved in a closed circuit crushing and screening plant. Screen products of minus 30 mm plus 6 mm lump, and minus 6 mm fines are stockpiled by conveyor and stacker systems prior to rail despatch 10 port facilities at Dampier. Crusher settings, determined from experience, are closely maintained to obtain the desired lump/fines ratio. Chemical and sizing analyses from automatically taken samples are used to maintain product specifications. The beneficiation plant upgrades the fines product when this is necessary. The recorded wear life of individual plant components is the basis of a planned maintenance programme.

Silver is one of the three major metals produced from the Broken Hill mines. The accurate determination of the silver in these ores, therefore, is of economic importance.With due appreciation of the divergence of opinion of many who are interested in the subject of the determination of silver, the writer has been prompted to present the results of some recent experiments on silver losses during cupellation and conclusions from these experiments in the present paper. The losses of silver in the fire assay for this metal are due to silver retained in the slag during the fusion or scorification of the ore, and to silver volatilized from, and absorbed by the cupel during the process of cupellation.The literature describing the results of experimental work on silver losses due to the above causes is extensive, and the general conclusion of these experiments is that the silver lost in the slag is small, but that lost by cupellation is larger and more variable.The term cupellation loss in this paper refers to the total cupellation loss, no distinction being made between the absorption and volatilization losses.Volatilization loss is shown by King to be 0.5% of the total cupellation loss and, as it is generally accepted among assayers as being only a small fraction of the cupellation loss (3) (5), it will not receive further consideration in this paper.The factors causing the loss of silver by cupellation and the precautions to be obs~rved to reduce the loss in this operation are described in (1), (2), (3), (4) and (5). We have considered the following characteristics of the crust and upper mantle of the Pacific Belt: seismic wave velocity anomalies, mechanical stress and shear deformation rate fields, heat flow and the pattern of metallogenic provinces of the Belt. It has been noted that there exist certain .regularities in distribution of the above mentioned geophysical characteristics and metallogenic zones within the Belt, displayed by prevalence of the lithophile elements in the Asia-Australian part of the Belt, and of the chalcophile ones within the American part.

This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

It is difficult, and probably inadvisable, to frame rigid rules for the valuation of alluvial deposits, for such deposits are very diverse in type, varying, for example, according to the mineral sought and according'to the complexity of the deposit which, on one hand, may be a narrow welldefined alluvial strip at the bottom of which is a continuous mineral lead, or, on the other, may be a broad alluvial flat with discontinuous patches of the valuable mineral occurring at different levels throughout the alluvium.However, some definite procedure in valuation must be adopted when dealing with anyone deposit, and the fundamentals of such a procedure are applicable to almost all alluvial deposits.The methods described in this paper are based very largely on the valuation of a specific deposit and, although an attempt has been made to keep the discussion as general as possible, it contains some statements which, if traced to their origin, spring from the writer's association with that deposit. Such statements must be interpreted with sufficient flexibility to be appropriate to whatever area the reader may have in mind.The subject of valuing an alluvial deposit falls naturally into two divisions: The valuation of each borehole; the valuation of the deposit as a whole. The following discussion is therefore dealt with under these two headings.Some general matters are mentioned in a third section.
