Winzes are usually sunk 9 ft. 6 in. long by 6 ft. 0 in. wide and are divided into two compartments, 4 ft. 0 in. by 5 ft. 0 in. inside the timbers. The general practice is to sink the winze to a depth of from 9 to 12 ft., put in bearers and three or four rings of timber, and then erect a sinking headframe before continuing sinking operations.GENERALThe main feature governing the design of the headframe was that all parts could be transported on timber trolleys in No. 2 Shaft. Except for some minor details the structural members consist of steam pipe. Joints are sections of steam pipe welded to one member and into which the other member fits and is held in place by a 1-in. bolt. The headframe consists essentially of two bedpieces to carry the winch and to form a seat for the four legs. The legs support the sheave bearers, the tipping door and the brace.Except during tipping operations the door is in a nearly vertical position. For tipping it is lowered to an inclined position and a hook suspended from one of the bracing members of the headframe is attached to a "D" welded to the bottom of the kibble. This causes the kibble to tip when it is lowered on to the tipping door. The capacity of the kibble is 4 cubic feet.THE HEADFRAMEThe dimensions of the headframe are:Height to top of sheave .. .. 14 ft. 10 in.Distance centre to centre of legs 4 ft. 4 in.Length of bedpieces .. .. .. .. 8 ft. 9 in.The weight is approximately 2,000 lb., the tipping door and bedpieces being the heaviest members. Cobalt/tungsten mineralization at Mt. Cobalt, located 170 km southeast of Mt. Isa in northwestern Queensland, is described. Mineralization occurs in the Kuridala Formation of the Mary Kathleen Group, which is composed dominantly of pelitic schists, carbonates and acid and basic volcanics.Rocks in the region are metamorphosed to amphibolite facies and affected by two generations of tight to isoclinal folds and a third, more open generation of folds. The region is divided into three meridionally trending belts on the basis of structural style, with mineralization concentrated in the central, more highly strained belt.Deformation and metamorphism is probably younger than 1670 m.a., and the rocks are intruded by granitic rocks dated at 1509 ± 22 m.a.Mineralization occurs in shear zones at the contact between an amphibolite and enclosing pelitic schists, and within the amphibolite itself. Mineralization consists of cobaltite and scheelite with lesser chalcopyrite, pyrite, pyrrhotite, i1menite, allanite, xenotime and apatite. The mineralizing event involved addition of K, Cl, CO2 W, As, Cu, Ni, Au and rare earths and depletion of Ca and Na. It altered a hornblendeandesine/labradorite host assemblage to a biotiteoligoclase/andesine-scapolite assemblage. Though tourmalinealteration also occurs, it is probably not related to mineralization.It is concluded that the mineralization and alteration assemblages formed by reaction of saline fluids with amphibolite close to the peak of amphibolite facies metamorphism.The fluids are probably metamorphically derived, and their movement was channelled through high strain zones in the sequence. The material carried by the fluids was derived from the metasedimentary/metavolcanic pile as a whole.Other deposits in the Mt. Cobalt-Selwyn area have characteristics comparable with Mt. Cobalt, and the mechanism for the genesis of Mt. Cobalt may have applications at other areas in the region.

TIMBER supports for large underground cavities are temporary expedients until the permanent filling can be put in. Nevertheless, timber supports are very necessary in some form. The general problem is to support the cavity in all directions withthe minimum of timber, disposed in the strongest way. The simplest way of filling an irregular space with timber sets is to form triangles.The right-angled isosceles triangle (Fig. 1) leads to the true square set, in which caps are equal to struts. The right-angled unequal-sided triangle and the scalene isosceles triangle (Fig. 2) lead to the oblong square set, where caps are longer than struts.The scalene triangle (Fig. 4) leads to the rhombic or oblique set. The equilateral triangle leads to the hexagon set (Fig. 3), in which the caps and struts are all equal. These five plane figures, the triangle, square, rectangle, rhomb and hexagon, are the only figures that will completely fill any irregular plane figure, without interstices. Hexagon sets were first suggested by the writer in 1902 to a mine manager at Broken Hill, who did not see his way to use them.

The need to hoist increasing loads from great depths is leading to the more general adoption of winders of the Koepe and Blair types. The trend has introduced a number of new problems in winding ropes, more particularly in the Koepe system where regular destructive tests during the life of a rope are not possible. Consequently, the importance of introducing non-destructive tests is much greater, especially so in the case of Koepe ropes used for deep winding where there are three major destructive fatiguing influences. These are rotational effects when a vertical rope is changed end-for- end each trip, the much greater range of stress to which the rope is subjected each trip as compared with drum winding, and the destructive effect of a high coefficient of friction between wheel and rope. A plea for a lower coefficient in the interest of better rope and tread life, substantiated by analysis, is made for Koepe winders operating at depth.Co-ordination of rope testing with general hoisting problems is stressed and the active participation of the Wire Rope Committee of the Australian Mineral Industries Research Association Ltd. in the promotion ofthe project is noted.The general introduction of a rope testing programme in Australia, personnel requirements and some local basic research in the subject to cope with future demands are considered.

The copper and zinc contents of herbarium specimens of 11 of the 12 Australian species of Polycarpaea were determined in order to establish background and anomalous values of potential use in biogeochemical prospecting.Cumulative frequency curves were used to establish appropriate threshold concentrations for six species including the "copper plant"' P spirostylis. Collection localities of Polycarpaea specimens with anomalous copper or copper-and-zinc values are under investigation.

An assessment is made of the potential for thick seam underground mining of black coal in Australia. A brief summary is given of the geo-mechanical environment and previous mining history existing in a number of areas of particular interest from the point of view of thick seam mining. A classification of thick seam mining methods is presented with emphasis on the critical geo-mechanical parameters influencing the performance of such methods. A summary is made of perceived geo-mechanical research requirements related to thick seam mining in Australian coalfields.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

The Brukunga pyrite mine was operated from 1955 to 1972 to supply feedstock for sulfuric acid production in the South Australian fertilizer industry. Iron sulfide ore, mined by Nairne Pyrite Ltd, was finely crushed and concentrated onsite with the concentrates being sent by road and rail to Port Adelaide for roasting. Waste rock was dumped at two locations on the western side of Dawesley Creek and the tailings pumped to a valley-fill storage facility on the eastern side. Production of 1.5 Mt concentrate resulted in 3.5 Mt tailings and 8 Mt waste rock. The site has been administered by the South Australian Government since August 1977 and a lime treatment plant has been operated on the site since September 1980. Environmental issues arising from these operations included: diversion of Dawesley Creek to accommodate the waste rock dumps; dumping of low-grade sulfidic ore in waste rock dumps at the angle of repose immediately adjacent to Dawesley Creek; exposed fresh sulfide mineralisation in the quarry floor; tailings storage facility dam wall constructed by upstream up-lift using tailings and waste rock; an acid water pond sited on the tailings; and pollution of natural drainage. As a result, the minesite rapidly became a source of acid drainage and potential contaminants (sulfate, Al, Fe, Mn, Cd, Zn, and Ni). Various Government bodies have been responsible for considerable effort and expenditure in reducing the flow of acid seepage and contaminants into Dawesley Creek. Presently an estimated 60 per cent of seepage from the waste rock dumps, tailings storage facility and quarry is collected and neutralised prior to discharge into the creek. Tailings have been covered with waste rock, biosolids, neutralisation sludge and soil and planted with grasses, shrubs and trees to reduce rainfall infiltration. Monitoring of water flows, water quality and riparian ecosystems is on-going. Consultants have been engaged to develop cost-effective remediation techniques and a five-member Brukunga Mine Site Remediation Board was appointed to oversee remediation of the site and liaise with the community. Construction has commenced on the diversion of Dawesley Creek, and plans are being developed for the relocation of waste rock back to the quarry benches and upgrading of the neutralisation plant. The paper examines operations, environmental monitoring, remediation, research and community involvement with respect to current best practice.

Geometallurgical modelling of an orebody provides benefits to a mine by gaining a better understanding of the ore characteristics and how they affect the performance of the concentrator. With this knowledge, plant operating conditions can be adjusted to optimise throughput and recovery in advance of the arrival of particular ore types. Therefore, it is extremely important that the origin of the ore being processed is known as accurately as possible. Depending on the homogeneity of the ore characteristics, reliance on assumptions about stockpile residence times, scheduling and material handling can render the best geometallurgical models useless.The solution adopted at Agnico Eagle’s Kittilä mine was to utilise Metso SmartTags™ and in-house expertise to develop a system that continuously and accurately links geotechnical and lab data from the mine to the performance of the plant. This application presented several unique opportunities and challenges. For example, this was the first installation of a SmartTag™ system for geometallurgical modelling in an underground mine. Challenges included the fact that the system installation is routinely subjected to temperatures below -20°C.The system was installed and commissioned in early 2013 and has been operating continuously since. Kittilä has begun to see the benefits of the system, with an increased understanding of how different ores are processed in the concentrator. Other advantages include the ability to alert operators about the arrival of difficult ores and a better understanding of the ore handling systems.This paper describes the installation and use of the system at Kittilä and details some of the geometallurgical relationships that have been developed using the data collected so far.CITATION:La Rosa, D, Rajavuori, L, Korteniemi, J and Wortley, M, 2014. Traditionally, the blast furnace (BF) has maintained a dominant position as the primary source of iron units. Notwithstanding the efficient nature of the process in respect of its material and energy consumption, the conventional blast furnace route is faced with limitations such as stringent quality metallurgical coke, high capital investment, etc. While BF will continue to retain its predominant position as the foremost ironmaking technology, the alternate processes may also have a role to play. Direct Reduced Iron (DRI) or sponge iron industry is all set to take a firm root in India as one important solution to the problems of shortage of metallurgical coal and ferrous scrap and high investment costs faced by the country's steel industry. The commercial proven DR processes coupled with electric arc furnace (EAF) steelmaking have also offered a viable alternative to the blast furnace - basic oxygen furnace (BF - BOF) route for the installation of integrated plants under specific local conditions. The performance and efficiency of DRI processes mainly depend upon the chemical and physical behaviour of the raw materials especially the iron bearing materials. Iron oxide pellet and sized lump ore constitute the oxide feed stock, while pellets form an ideal feed stock for direct reduction, use of lump ore is economically advantageous because of its lower price. National Mineral Development Corporation Limited (NMDC), being one of the major producer of iron ore in the country since last four decades, has established technology and developed process flowsheets for production of suitable calibrated lump ore for DRI production, besides supplying the natural lump ore for conventional blast furnace requirements. In addition to the above, extensive pilot plant tests have been carried out at the R&D Centre of NMDC for preparation of iron ore concentrates suitable both for direct reduction and blast furnace grade pellet feed using the iron ore fines from its own mines and as well as from the other iron ore mines in the country. For utilisation of the huge quantity of slimes generated in its ore processing plants, NMDC has planned to set up the first commercial plant adopting the smelt reduction process (ROMELT Process) for production of pig iron from Bailadila slimes. The paper mainly deals with various beneficiation techniques adopted for production of DRBF grade pellet feed from iron ore fines. Also presented in the paper, the extensive work carried out at R&D Centre on preparation and evaluation of calibrated lump ore (Natural Pellets), based on which, suitable modifications are incorporated in the ore processing plants of NMDC for production and supply of the same to sponge iron industries.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

Upward pressure on all mining operations is coming from the triple bottom line. To some extent this is being offset by the rise in mineral prices, but this may or may not continue. The other serious issue facing all companies is the replacement of economic reserves as exploration levels over the past decade continued to decline in line with falling mineral prices. In order to underpin the sustainability of the mining industry it is necessary to continue to reduce cost, reduce the mine environmental footprint, whilst increasing community benefit. At the same time it is imperative that we increase the economic reserves. The highest risk is in adding new mineral discoveries as the strike rate for economic discovery decreases. Gekko Systems Pty Ltd recognises that the most simple and risk averse route to increasing economic reserves is to reduce cut-off grade in the mine, thereby bringing formerly uneconomic reserves into the economic category. We have been developing a new process flow sheet which embodies the triple bottom line and the issue of economic replacement of reserves. This paper describes this flow sheet and presents four examples where this concept is/can be applied to bring about triple bottom line benefits. Sustainability can only be assured if we are the ones in control of our environment, costs and reserves.

"This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. Results obtained from small scale tests using Australian tin concentrates indicate that metallic tin containing less than 0·1 per cent iron can be recovered by a two-stage process using hydrogen and make-up chlorine. In the first stage the concentrate is ground,. pelletized, roasted, and reacted at 650°C with HCI and H2 to volatilize the tin as SnOI2. The volatilization reaction is conducted with cocurrent gas and solids flow because it was found that the use of cocurrent flow yielded a solids residue substantially free from FeCI2. The second stage uses a technique termed "reflux reduction" during which the SnOl2 produced by volatilization is reduced by hydrogen to form tin and a gas containing HCI and H2 of sufficiently high HCI tenor for recycle to the volatilization stage. The elimination of tin ranged from 98+ to 99·7+ per cent of the tin from concentrates containing 5 to 50 per cent tin, respectively. The process should be capable of continuous operation, and a tentative calculation has shown ,that a treatment rate of 12,000 tonnes of tin concentrate per year could be obtained in a volatilization reactor 1·1 m in diameter and 6·1 m high. The process may have particular application to finely divided concentrates containing less than 20 per cent tin.

A pilot steel ladle injection facility designed to assist in the production of high quality steels suitable for use in pipelines has been built and commissioned at the Basic Oxygen Steelmaking (BOS) plant at Port Kembla Works.The plant design and the injection procedure are described.The performance of the unit and some metallurgical results are discussed in terms of the addition to the steel ladle of various quantities of calcium silicide and a lime based material. The effects of these additions on sulphur content and inclusion morphology and hence on steel ductility are also presented. The influence of ladle lining on desulphurisation is illustrated.On the basis of the experience gathered in the pilot plant a permanent and more sophisticated injection facility has been designed.

The importance of goethite to Australian iron ore production is steadily increasing as the proportion of goethite-rich, martite-goethite bedded and channel iron deposits increases at the expense of declining production from high-grade microplaty hematite deposits. For this reason, an improved understanding of goethite in iron deposits, its genesis, goethite types and their physical and metallurgical properties is vital to maintaining optimum sintering and blast furnace performance in Asian steel mills.The terminology used to describe goethite in Australian iron deposits is currently highly variable. The discredited mineral name ‘limonite’ is still in widespread use as a field term for goethite and there are many misconceptions concerning goethite chemical grade and downstream physical and metallurgical properties. The goethite classification proposed here is based on geological and physical properties from which three types are recognised including brown goethite, dark brown-black vitreous goethite and highly microporous, friable yellow ochreous goethite.In practice, typical vitreous goethite with highly reflective surfaces and conchoidal fracturing, characteristic of the hard cap zone appears from X-ray fluorescence (XRF) and electron microprobe analysis to be significantly higher in Si (up to 18.7 wt per cent), Al (up to 3.5 wt per cent) and S (up to 0.14 wt per cent) compared to the generally very low (<1 wt per cent for Si and Al) levels of these elements in ochreous goethite and brown goethite. The data dispels the common misconception that friable earthy or yellow ochreous goethite is high in Al and Si and other chemical impurities. However, P was found to be consistently higher (mean of 0.112 wt per cent and up to 0.296 wt per cent) in ochreous goethite than brown goethite (mean of 0.011 wt per cent) or vitreous goethite (mean of 0.031 wt per cent). The highly porous microstructure of ochreous goethite is thought to have a much higher surface area, which may aid in preferential adsorption of P onto the ochreous goethite mineral surface.CITATION:Manuel, J R and Clout, J M F, 2017. Tin in ores containing 0·025 to 1·5 per cent tin can be determined polarographically by the reduction of the chlorostannite ion at the dropping mercury electrode in 2M hydrochloric acid solution containing 15 per cent ammonium chloride. The tin is separated from interfering elements by distillation as the tetrabromide and collected from the distillate by co-precipitation with aluminium hydroxide. The method can detect 0·01 per cent tin in ore.INTRODUCTIONAn iodimetric method, suitable for routine analysis of titrating tin in concentrations down to 1 per cent, has been available for some years (Low, Weinig, and Schoder, 1939).As concentrations fall below 1 per cent tin, there is increasing difficulty in obtaining a distinct end point due to large amounts of iron and silica normally present after fusion of the ore. Since concentrations of tin down to 0·02 per cent are significant in ore dressing products it was necessary to examine methods to determine such low concentrations, and to adapt these to tin ores containing a wide variety of other minerals.EXPERIMENTALDigestion and separationCassiterite, the principal tin mineral, is refractory but readily attacked by a sodium peroxide flux to yield soluble sodium stannate. In a recognized procedure, a sample of ore is mixed with up to 15 g of sodium peroxide in an iron crucible and swirled over the full heat of a Meker burner for 7 min. Results of flotation tests on lead-zinc ore from Broken Hill, N.S.W., confirmed that flotation at pH 9 in the presence of cement gave poorer metallurgical results than flotation at pH 7. Additions of 2 kg/tonne wood raspings [e.g. blackbutt (Eucalyptus pilularis), blue gum (E. saligna), brushbox (Tristania conferta), or turpentine gum (Syncarpia laurifolia)l had little effect at pH 7 but greatly accentuated the deleterious effect of cement at pH 9. This was shown to be caused by e:xtractives (e.g. polyphenols and carbohydrate materials) derived from woods at pH 9. The proportion of extractives, as shown by DV absorbance spectra, increased with increase of pH and was affected by various salts.Additions of 1 kg/tonne Al2(S04)3.16H20 when cement or cement and wood were present showed that metallurgical results obtained by flotation were then very simHar to those in the absence of cement or wood or both. This was ascribed to lower pH values in the presence of aluminium sulphate and possibly to specific chemical effects.Additions of aluminium sulphate appear to offer an economic solution to the problem of treatment of ores contaminated with cemented fill at Broken Hill.

On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.

Responsibility for the administration of mineral resources is divided between federal and provincial governments. The paper traces the evolution of mineral policies at both levels of government, from the end of World War II to the present. In the immediate post-World War II years, the emphasis was on supplying the raw material needs of a rapidly growing world economy. Policies favouring growth and development of the Canadian mining industry were instituted during this period. Two decades of uninterrupted expansion (the 1950s and 1960s) ensued. The decade of the 1970s was a turbulent one for Canadian mineral producers. Governments intervened more substantially than ever before. Moreover, the industry suffered from an intense period of competition for resource revenues by the two levels of government. At the same time, far reaching changes were taking place in the structure of world mineral markets. To date in the 1980s, the mineral industry has, perforce, adapted to existing mineral market structures. Mineral policies, too, have shown signs of adapting to the needs of the mineral industry. Whether the resulting mix of policies will permit the revitalization of the Canadian mining sector remains to be seen.
