The practice of drying phosphate in Florida is as old as the industry, which began a little more than half a century ago. The methods, however, have changed considerably. At first, the natural process of exposure to the sun and air was used, later supplemented by wood fires beneath open-air stationary dry kilns and drying towers of various designs. It was not until the early nineties that rotary driers came into use, and at first they were of very small design and fired with wood. As the industry grew and tonnage increased, so likewise grew the number and size of rotary driers, until today the largest installations are 6 ft. up to 7 ft. 6 in. in diameter, and 55 to 60 ft. long, fired with crude oil. The reasons for drying phosphate rock are: (1) to eliminate freight on water in the shipment and (2) to facilitate the good grinding qualities required by the buyers in their acidulation. Phosphate pebbles vary materially in natural characteristics and each property has a direct bearing on the processing. In making comparisons of cost and operating conditions, the following are usually taken into consideration: 1. The hard dense pebbles, which contain very little interior moisture and 6 to 8 per cent total moisture, usually produced from the low-grade deposits. 2. The lighter, porous pebbles, which contain 4 to 5 per cent interior moisture and a total moisture ranging from 9 to 15 per cent. 3. The product of recovery operations using oily reagents, containing from 15 to 25 per cent moisture. 4. The size of the pebbles Usually the plus 5-mesh material is considered as "coarse rock"; the minus 5-mesh plus 24-mesh is "fine rock," and the minute particles below 24 mesh are called "concentrate." 5. The amount of moisture allowed in the dried product. The practice is generally to dry down to 1.5 to 2 per cent moisture. There is, however, an actual range in guarantee of from 1 per cent maximum to 3 per cent maximum.

Tarnish films on some of the common metals (particularly on copper and silver) have been of much scientific and commercial concern for a long time, but before the development of the electrical method1 of measuring film thicknesses there was no satisfactory quantitative approach by which to study the separate parts of these complex films. This method has been adapted to the measurement of duplex (cuprous-cupric) oxide films on copper.2 In the present work it has been used to measure tarnish films on copper when they were mixtures of cuprous oxide and cuprous sulphide, and also when they contained cuprous oxide, cupric oxide and cuprous sulphide, each component part being measured at a different potential value. Oxide-coated copper specimens, prepared by heating copper in air at chosen temperatures for given periods, were exposed to moist hydrogen sulphide in air to forml the various oxide-sulphide films studied. The comparative resistances afforded by (I) different thicknesses of oxide films, and also (2) equal thicknesses of oxide and sulphide films, against severe attacks of hydrogen sulphide were measured. The electrical method requires that the time be observed for the cathodic reduction of each part of the film substance, and these respective time values multiplied by the constant current give the corresponding quantities of electricity expended. Then each millicoulomb per square centimeter represents a film thickness of M X 108____ 2DX 96,494 X 103 where M is weight of oxide (or sulphide) giving one gram-atom of oxygen (or sulphur) for cathodic reduction, D is density of the oxide (or sulphide) and t is the thickness in Angstrom units per millicoulomb per square centimeter. The value of t for cuprous sulphide (cubical) is 14.27, and is obtained by substituting 5.78 for D and 159.20 for M in equation a. Previous values hf t for cuprous and cupric oxides (12.36 and 6.39, respectively) were used in the present work.

When Professor Silliman made his first examination of the newly-discovered Pennsylvania rock oil in 1859, he noted that different rates of heating produced different results in fractionation—longer heating produced larger percentages of light fractions. In 1862, it was found that when petroleum vapors are condensed in the still crown and dropped back into the hot liquid, the result of the distilling operation is materially modified. These early dates mark the beginning of what is called cracking petroleum and is explained as separating the component parts of the hydrocarbon molecules into more and smaller groups of the same elements. The phenomena were utilized for the next 30 years to increase the yield of burning oil. The procedure was that regularly practiced today in dry or destructive distillation. Considerable scientific study was given to the subject from 1862 to 1905, and a number of patents were obtained, but the work done was not continuous or intensive until about 1905, when the increasing demand for gasoline attracted attention of petroleum refiners to the possibilities of cracking. The first equipment built and operated essentially for cracking petroleum on a large scale was placed in successful operation in 1912. The commercial practice is, therefore, less than 15 years old. Comprehensive intense study of the controlling factors during this period has resulted in rapid increase in our knowledge, and material improvement has been made in the practice of the art. It is the purpose of this paper to outline briefly the state of our knowledge and to suggest some of the questions which are attracting attention of researchers at the present time. The major purposes for which petroleum hydrocarbons, including natural gas, are or have been cracked are: 1. To obtain products used to increase the heat value and illuminant content of artificial gas. 2. During the World War, to increase the supply of toluol. 3. To increase the amount of products capable of conversion into industrial chemicals. 4. To produce pure carbon.

The problem of the metalliferous veins has always been an outstanding one in the science of ore deposits. In recent years interest has been stimulated by Spurr, who maintains that veins have consolidated from magmas that have densities as great as the densities of ordinary rocks. Lindgren published a noteworthy paper1 in 1926, in which he supports the theory that veins are deposited chiefly by hot waters. Lindgren's paper was discussed by Singewald, Spurr, Kemp, Anderson, Colony, Bateman, Porter and others. The discussion, in the main, was centered on the interpretation of fragments that are included in veins. This paper also treats the problems of fragments in veins and includes a reply to a review by Spurr2 of a bulletin by Larsen and myself3 published by the United States Geological Survey on the geology and ore deposits of Creede, Colorado. Mineral veins containing fragments of the wall rock are common. At many places the fragments are completely isolated, one from the other, and are entirely surrounded by vein matter. It has been stated that the vein matter around the fragments was heavier than the fragments and that the latter were floated in a magma. J. E. Spurr, who is the leading advocate of this hypothesis, 4 urges that normal mineral veins were deposited by solutions heavy enough to float fragments of the country rock, and it is mainly on this relation that he bases his theory that veins are deposited by solidification of magmas. If it can be shown that vein-forming solutions have a specific gravity greater than rock (2.77), one is justified in regarding them as true mag-matic solutions. It is shown later in this paper, however, that at Lead, S. D., water not more highly concentrated than ordinary drinking water is depositing vein matter around fragments of schist and of steel in such a manner that the fragments are completely isolated and completely surrounded by the mineral cement.

INTEREST in the various products of the austenite eutectoid transformation in iron-carbon alloys, particularly as produced by the isothermal sub-critical techniques introduced by Davenport and Bain,1 has resulted in the application of similar heat treatments to other eutectoid transformations. Studies2.3.4 of the beta copper-aluminum alloy eutectoid transformation revealed microstructures very similar to those found in iron-carbon alloys. Investigations5,6 of the kappa phase in the copper-silicon alloy system have established the eutectoid type transformation of this phase into terminal alpha and intermediate gamma phases. This transformation has been reported' as forming a eutectoid type structure in a very sluggish manner by a long time isothermal treatment. The purpose of the present investigation is to study the products of the kappa eutectoid transformation as affected by transformation temperatures by means of microscopic and hardness methods. PREPARATION OF ALLOYS The copper-silicon alloy equilibrium diagram is shown in Fig I. The kappa field converges to a minimum silicon solubility at the eutectoid composition and all other completely kappa alloys are hypereutectoid. Thus, kappa decomposition involves first the proeutectoid precipitation of gamma, followed by the eutectoid transformation of a lower silicon content kappa (5.2 pct). Smith5 has indicated that alloys containing between 5.4 and 5.7 pct silicon could be hot rolled, but that the latter composition was desirable in order to permit a wider kappa temperature range. The alloy was prepared by adding Baker's commercially pure silicon to an ingot of copper-silicon alloy containing 2.34 pct silicon remaining from the investigation of Brick, Martin and Angier.7 Following the casting techniques of Krynitsky, Saunders and Stern,8 the ingot was melted under a heavy layer of dried charcoal in a clay-graphite crucible in a gas-fired pot furnace. Small lumps of silicon were held under the melt surface with a graphite rod. After the silicon had dissolved, the alloy was chill-cast and then remelted without a cover, stirred thoroughly, skimmed and poured into a preheated cast iron mold. The cast microstructure is shown in Fig 2. The casting, 10 X 4 X ¾ in., was annealed at 750°C for 21 brand furnace cooled. About 1/16 in. was milled from all surfaces. The plate was cut in half longitudinally and the bottom half analyzed by A.S.T.M. methods.9 The composition by weight was as follows: copper 94.24 pct, silicon 5.56 pct, iron 0.11 pct.

A model of metallic solutions is postulated which explains the energy of formation of alloys on the basis of changes in electron density around solute and solvent atoms and changes in pairwise interactions between atoms. The model is based on the Wigner-Seitz cell model of metals, with the electronegativities of the metals as the parameter for the electron-attracting power of the constituent atoms. In contrast to models based on the description of cohesive energy in terms of pairwise interactions only, which require an empirical, adjustable correction parameter to the Berthe-lot relations in order to predict negative energies of formation, the electron cell model accounts for both negative and positive energies on the basis of parameters of the pure components. Calculated heats of mixing based on published parameters of the pure metals are found to compare favorably to experimental values, despite the absence of any adjustable parameters in the model. THE formulation of an "exact" quantum mechanical model for the energy of cohesion of metals reduces ultimately to the many-body problem and for a complete solution would require the knowledge of wave functions and energy levels of all the particles in the system. The case of alloys is further complicated by the fact that the potential fields around the constituent atoms are different and the matching of boundary conditions in terms of the resulting wave functions is still an unresolved mathematical problem. It appears that in spite of the numerous investigations that have led to an elucidation of many properties of the metallic state, the formulation of the Hume-Rothery rules in 1931 marks the lone accomplishment toward simple, qualitative prediction of the energy of formation of alloys. More recently Friedel'' and Arafa have utilized the modern concepts of the electronic structure in metals in combination with the Hume-Rothery rules to arrive at quantitative estimates of the energy of formation of alloys with low solute contents. The relative success of the Hume-Rothery rules and Friedel's and Arafa's studies encouraged broaching the subject of formulation of a model based on realistic physical parameters and of conceptual and mathematical simplicity that could be applied to alloys regardless of concentration. On the basis of the free-electron theory, the cohesive energy of pure metals can be expressed as a function of "valence" (number of free electrons per atom), lattice parameter (or density), and the ioniza-tion energy. In addition to the electronic contributions to cohesion, one has to consider the pairwise exchange interaction energy between neighboring ion cores and the contribution from van der Waals forces. The energy changes upon alloying are viewed as resulting primarily from a redistribution of electron densities around the ions (a simplification of the more basic concept of a change of the wave functions of the electrons in the presence of a perturbing potential field). In addition there is a change in the pairwise interactions between neighboring ions which is usually the only factor taken into account in commonly used adaptations of the quasichemical theory. The electronegativities of the metals forming the alloy are used as the measure of the electron-attracting power of the ions in the alloy and the difference in electronegativities as the driving force for changes in electron energy on alloying. The interplay of pairwise interactions and electronic forces results in positive or negative energies of formation of alloys. The classification here used is one of convenience only; it is not intended to include all known types of ore deposits. The characteristic features of the several well-marked types of primary mineralizations are described without reference to the ultimate source of their metals. The minerals of many deposits of obscure origin were probably introduced through fissures that are now healed, or are due to the migration of metals from such deposits. [ ] It is not within the scope of this book to enter into a general discussion of the genesis of ore deposits but, in view of the progress being made in our comprehension of the conditions under which ore deposits were formed, mention should be made of recent work. J. E. Spurr's two volumes, "The Ore Magmas," are recommended as crystallizing the views of those who are inclined to ascribe the origin of most ore deposits to a differential precipitation from magmatic rock masses and to the migration and precipitation of the viscous, liquid or gaseous exhalations from those masses. Teamwork is the key to an efficient organization. Cooperation among mining staff members is an obligation owed to the company. The more cooperation the metallurgist receives from underground, the higher milling yield will be, which in turn makes for a greater mine profit. There is no pay for metal left in mill tailings. The metallurgist is not in a position to be of help to either the geologist or mining engineer, but can receive valuable assistance from both. Therefore, the metallurgist must win underground cooperation. The mining engineer is usually interested in geology because of its relation to ore control; in milling because that is where the rock goes. However, any overlapping of interest between geologist and metallurgist is quite remote.

Flotation of sulphide minerals and native metals is no longer a practical difficulty. The underlying scientific principles of the method, although not explored in anything like complete detail, have been formulated with sufficient breadth so that the direction of attack on any specific case is clearly indicated. It has been known since the earliest days of flotation that certain of the nonsulphide nonmetal minerals—e.g., sulphur and graphite—would respond to flotation by oils as sulphides do; therefore they have been grouped with sulphides in many patents. But since the development of the chemical theory of collection,1,2,3 this similarity in action has been one of the facts cited in disproof of the theory by opponents of the hypothesis.4,5,6 Air levitation† of certain oxidized minerals, both metalliferous‡ and nonmetalliferous, and separation thereby from other oxidized minerals, is a recent development in practice, although the discovery of the method dates back 17 years7 This paper presents evidence that the principles underlying the air levita-tion of the nonsulphide nonmetal minerals are the same as those utilized in the flotation of the sulphides and native metals. It will be apparent immediately to anyone with knowledge of mineral concentration that separation of air-levitated minerals in water from minerals not so levitated is a simple matter of water-gravity concentration, the separating device employed depending solely upon the size of the particles treated and the buoyancy differences effected by the levita-tion. The usual separating means employed are: (1) a flotation machine for fine, slimy and for well aerated granular material; (2) shaking tables for granular less aerated material. In determining what kind of pourer should be adopted for the works of the Moctezuma Copper Co. at Nacozari, Sonora, Mexico, certain considerations imposed by local conditions had to be taken into account. Water.—During most of the year the water-supply is abundant for all purposes, but it dwindles rapidly when the dry season sets in, reaching a minimum flow which is entirely undergrouad. It was evident, that with the greatest care in keeping down the unavoidable loss of water in milling and smelting, these operations and hence the capacity of the works mould ultimately be limited for about two months of the year by the small watersupply available at the period of minimum flow. Transportation.—The nearest railway terminus was in Arizona, at the international boundary-line; and the price of supplies at that point would be enhanced at Nacozari by the additional cost of a 90-mile wagon-haul. During the rainy season, transport to Nacozari was much impeded, and at times made impossible, by the condition of the roads. Hence, to insure continuous operation at the works, it would be necessary to provide for hauling the year's supplies, including fuel for power and coke for smelting, in less than eleven months. In other words, the average freight delivered daily at the works should be at least 10 per cent. more than the average daily consumption. For moderate quantities of freight, pack-carriage by burros is astonishingly cheap. But it has a capacity-limit which is generally very soon reached. A 200-lb. load, and 10 miles a day, 5 with and 5 without load, is the full capacity of a burro. This means one burro per ton-mile of the round trip; and,

Recent studies of creep have made it apparent that plastic deformation may occur in metals under stresses less than the elastic limit as determined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapselll said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was determined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instruments by A. W. Hanson4 on zinc and by Podaschewsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc. AppaRatus The creep-testing apparatus developed for this work is shown in Figs. 1 and 2. The extensometer A is sensitive enough to detect changes in length of 3.3 X 10~6 in. per in., and yet can be used into the plastic range without injury to the apparatus. The specimen,

Results of impulsive wedge penetration tests on two synthetic, plastically deforming rocks are presented. Basic data obtained were force-time, displacement-time, and force-displacement curves for the impacts, plus the crater geometry. Wedge geometry and blow frequency were varied over a considerable range. The synthetic rocks consisted of wax-sand mixtures; two waxes of diflerent ductilities were used to provide variable "rock" characteristics. Conventional triaxial tests showed that these synthetic rocks exhibited force-deformation curves and Mohr envelopes quite similar to real rocks, except that strengths were much lower. Measured forces from static penetration tests agreed closely with theoretical values; however, dynamic force values were much higher than the static. These latter disparities are attributed to the viscous nature of the waxes. Thus the utility of these or similar rock models must depend on the scaling of rock viscosity, which is as yet unknown for impulsive loadings at elevated stress states. It appears, however, that some macroscopic, static phenomena may be studied with wax-sand rock models. INTRODUCTION The resistance of solid materials to indentation or perforation by projectiles or other penetrators has been studied by workers in many areas. Despite these efforts no universally accepted laws or formulas are available for describing experimental observations. In the metals field the force-deformation behavior of impacting bodies is often analyzed by the Hertz law for elastic collisions, the Meyer law if plastic deformations occur, or some combination of both.' The similarities of these expressions to empirical drilling formulas of the oil industry are apparent. Beginning with the basic contributions of Simon and co-workers at Battelle,' a number of experimental papers concerning the reaction of rocks to vertical impact have appeared in the U. S. mining and petroleum literature.'-' Most published data have, to date, been obtained at atmospheric pressure, although some early high pressure information was reported by Payne and Chippendale.8 Maurer" has recently utilized available brittle impact data to develop a drilling rate equation based on the experimentally observed proportionality between crater volume and blow energy. His result agreed with earlier efforts by both Somerton, who used dimensional analysis, and Outmans, who used plasticity theory. It has long been known that rocks exhibit different modes of failure depending on the state of stress. The literature in this area is considerable; however, papers by Bredthauer, Handin and Hager,13 nd Robinson", are adequate to illustrate the point. Since rocks flow plastically at certain triaxial stress conditions, the mathematical theory of plasticity has been used to analyze the rock drilling problem. Cheatham'" has altered the wedge identation solution of Randtl to rocks, and has developed useful equations for penetrator forces under a variety of conditions. Outmans" has utilized Hill's solution in a similar manner to develop a drilling rate equation. Both Cheatham and Outmans used the linear Mohr-Coulomb rule to relate rock strength and confining pressure. The actual stress at the hole bottom is not easily ascertained, although photoelastic studies by Galle and Wil-hoit," plus the analytical treatment of Cheatham and wilhoiti8 provide some insight. Consequently it is not clear to what extent the highly idealized rheological model of a perfectly plastic solid can be realistically applied to the rock drilling problem. This paper is the first report on a long range experimental study of crater formation in rocks at elevated stress states. The data presented here are from the first phase of the project. The fertilizer industry is a meeting place of mining, manufacturing and agriculture. It is an industry of dynamic change, huge tonnages, and great aggregate value. In the United States from 5,000,000 to 8,000,000 tons of fertilizer are made and used per year, with a value at the works of from $200,000,000 to $300,000,000. The world uses about 50,000,000 tons yearly with an aggregate value between two-thirds and one billion dollars. This world output contains of the essential plant-food constituents, nitrogen, phosphate, and potash, approximately 8,000,000 tons. The corresponding United States quantity, as nearly as can be estimated, is 1,400,000 tons of plant food per year in the aggregate tonnage of fertilizer. With the steady increase in the practice of scientific agriculture throughout the world there has been a corresponding growth in the consumption of fertilizers. In the United States there has, indeed, been but a small upward trend in the tonnage sold, measured in millions of tons of all classes of goods which are made and marketed. The real growth has come through the increasing concentration of the essential plant foods in the mixture. Thus it is estimated that between 1920 and 1930, although there was little increase in tonnage of fertilizer, there was an increase of fully 30 per cent in the content of nitrogen, phosphate, and potash. Excluding top-slicing and sublevel caving, large production caving methods may be divided into two general classes, the branch raise, or undercut caving method, and the combined shrinkage and caving method, each of which has a number of variations, the result of continual efforts towards obtaining lower costs and better extraction, by the introduction and substitution of minor improvements and modifications. Early Caving Methods Present caving methods are the cumulative result of developments covering a period of many years, with the most rapid growth during the past 15 years. They originated, presumably, from early English stoping methods, and, as far as is generally known, were first introduced in the Michigan iron district. They have had their greatest expansion and application in the large low-grade porphyry coppers. In their present form, they are probably a development and combination of sublevel caving and shrinkage (back stoping on ore) with gravity handling of broken material. Sublevel caving, as practiced in the Michigan district today, is a combination of drift, or crosscut, mining, with top-slicing, and caving, supplemented by later refinements in the shape of mechanized handling of broken ore. A height of anywhere from 16 to 20 ft. is generally taken, and the ore is drilled and blasted along the drift or crosscut for half this height (say 8 to 10 ft.), after which the upper 8 to 10 ft. caves and breaks of its own weight, with comparatively little assistance from drilling. (San Francisco Meeting, September, 1915) THE history of the several petroleum deposits of Texas and Mexico, or of the sediments in which they now occur, if the deposits are not indigenous to such sediments, is known in a general way only, but it nevertheless casts strong light on the conditions surrounding them and is of great importance in the search for and exploitation of then. The petroleum deposits of Texas are separable into two main divisions: 1. The deposits of northwestern Texas, which are directly connected with the Oklahoma fields to the north, and have no representatives at all in the Mexican area. 2. The deposits of the coastal area, which extend into Louisiana on the east and connect with those of the Mexican coast to the south. Early in the Pennsylvanian period a series of bituminous shales and limestones were laid crown over a broad area in Texas, Arkansas, and Oklahoma. These are known as the Bend series in Texas, the Caney shales in Oklahoma, and the Fayetteville beds in Arkansas. Following their deposition an uplift occurred, forming the Lampasas geanticlinal, which runs northeastward from the old Paleozoic land area of the Llano region toward Red River. The Bend series is petroliferous in places and has furnished a few producing wells on each side of the Lampasas uplift. This uplift forms the barrier and. dividing line between the two divisions of the Texas petroleum deposits. To the west of it, in waters which were the southern extension of the interior continental seas, in connection with the sediments and coal beds of the Pennsylvanian and Permian, great quantities of petroleum were deposited either as oil or as "potential petroleum." These sediments have been subject to very slight disturbance, and only very gentle folds. are found, with no signs of volcanic action in any part of the area. The conditions, therefore, indicate that the greater part, if not all, of the oil in this area is indigenous to the beds in which it is found.

THE purpose of this paper is to present briefly a description of some of the special methods of separation or concentration, either singly or in combination with others, and to give certain operating data and examples. Explanation of the usual methods of large-production mill treatment, such as flotation or wet tabling, or of chemically treating industrial minerals, is not included in the scope of this paper, although one of these methods might be, in certain instances, augmented by one or more of the special methods that will be enumerated herein. Description of these special methods will be centered on magnetic separators, electro- static separators and air flotation or air tables. MAGNETIC SEPERATORS In general, separating is achieved by exerting upon a particle some kind of force opposed to gravity, either directly or at an angle. For example, in the Wetherill or cross-belt type of magnetic separator some particles are lifted vertically from the others because they have been exposed to a force to which they respond more readily than particles of lesser magnetic susceptibility. Of course, there is a limitation to this vertical rise, for the particle must be of a high enough susceptibility to receive a magnetic force greater than the 980 dynes per gram of gravitational urge. To overcome this limitation, the induction type of magnetic separator was developed, so that it is only necessary to instill, say, 30 to 60 dynes per gram instead of the 980, to cause a deflection away from the vertical in falling, and that deflection can be used advantageously when falling by inserting a dividing knife-edge. The induction magnetic separator (Fig. 1) has become a fairly well known method of concentrating and purifying. For example, abrasive grain was among the materials that did not respond to the previously best known type of magnetic separator, such as the Wetherill type, and the development of the induction magnetic separator in the plant of a

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the-indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer, or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made . . .
