THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. IN this critical period of our history, the coal industry of the nation, faced with many obstacles, performed its work safely during the first ten months of 1943. Thousands of the younger mine workers were inducted into the armed forces of our country and in many instances their jobs have been filled by others without much if any experience and training. This situation alone would seem to be sufficient to interfere with the safe and orderly operation of the industry but the Government's demand for a substantial increase in coal tonnage over that produced in normal times introduced a hazard which always accompanies speed, regardless of the skill of the worker.

A high-temperature solution calorimeter was used to measure directly the partial molar heat of mixing of nickel in the Cu-Ni system, 0 to 15 at. pct Ni and 1200°C; of silver in the Cu-Ag system, 0 to 50 at. pct Ag and 1100°C; and of cobalt in the Cu-Co system, 0 to 6 at. pct Co and 1200°C. The heats of fusion of copper and silver were also detervnined directly. The results of these investigations are as follows: Cu-Ni: HM = [2.64 + 0.25Xm JXNiXCy kcal/g-U~OI Cu-Ag: HM =[4.00 + 0.31XAglXAgXCu kcal/g-atom Cu-Co: HF~ = [8- 5X~,]X& kcal/g-atotn Cu, AH, = 3290 * 275 cal/g-atom Ag, AH, = 2890 * 250 cal/g-atom The performance of the calorimeter was enhanced by improving the operational and control procedures, particularly the temperature-wieasuren~ent method and the solute-addition practice. The interpretation of the experimental data was improved by developing machine computational techniques that increased the speed, flexibility, and accuracy of the treatment of the data. THIS paper reports further measurements of the heats of solution of liquid metals with the high-tem- perature solution ca1orimeter.l Measurements were made of the partial molar heats of mixing in the following liquid alloys: Cu-Ni, Cu-Ag, and Cu-Co. In addition the heats of fusion of copper and silver were also determined. The apparatus and the experimental procedure were essentially those of Benz and Elliott.2 Several modifications in the experimental method and the means for interpreting the data were incorporated in this study to improve the results. The operation of the calorimeter and its characteristics will be described only briefly here. The

CERTAIN ideas on iron and steel sanctions to follow originated in a series of conferences held under the joint auspices of the War Department and Brookings Institute in Washington last spring. The views presented may be regarded as those of substantial segments of the steel industry. In view of the fact that steelmaking capacity can be so quickly converted to the production of armament, any effective control must necessarily include the entire steel industry and not solely the parts devoted to the production of implements of war. It must also be exercised all the way from production and shipment of raw materials through their ultimate conversion into finished products and use. Control will be dis- cussed under two main headings: (I) control of raw materials at the source; (2) control of steel capacity within the Axis countries.

I. DESCRIPTION OF THE CLINTON ORES AND ASSOCIATED POCKS. THE Clinton rocks in Stone Valley comprise (1) thick layers of deep-red shale, (2) layers of reddish-gray shale interspersed with beds of sandstone and thin beds of extremely fossiliferous limestone, and (3) yellowish-gray shales alternating with thin layers of olive-colored shales. These layers of shale are all very thin and are at no point massive.1 A bed of gray-white sandstone varying in thickness from 12 to 30 ft. occurs in the tipper portions of the Clinton shales. This is called the ore sandstone, a name given to it by Rogers and adopted also by the Second Pennsylvania Geological Survey. It is the surest guide to the presence of the iron-ore bed, which lies below its lower edges at distances varying from 10 to 20 ft. This ore sandstone, in the valley, lies generally at very low inclinations, but often is locally subjected to considerable changes in dip. At its outcrop this ore sandstone weathers very easily and yields a rather sparse crop of stone, Composed of dirty, iron-stained boulders. Upon the roads these boulders are quite well rounded, and bear fragments of crinoid stems and other fossil forms. The ore sandstone exhibits at many points evidences of former movements in this very great thickness of the shales, and as it is the only stratum in this series competent to transmit and record stresses due to structural movements, its evidence is of considerable importance in determining the occurrence of movements in times past.

Bituminous coal furnaces give way to coke, and by 1880, the American iron and steel industry was growing at a tremendous rate. In the twentieth century, the number of operating blast furnaces was cut in half while pig iron capacity more than doubled. Bituminous coal furnaces Attempts to relieve the shortage of charcoal by the use of bituminous coal in American furnaces began quite early. Use of bituminous coal in the blast furnace was restricted to areas lacking anthracite deposits but rich in deposits of bituminous coaL The largest concentration of bituminous coal furnaces was in Western Pennsylvania, West Virginia and Western New York state. Other areas included Kentucky and southern portions of the states of Indiana and Illinois. The first trials were made in Pennsylvania around 1780. Gradually several more furnaces began charging coal with their burdens as a partial substitution for charcoal. These so called cheaters were numerous, especially in Western Pennsylvania, which around 1810 began to expand its ironmaking capacity to catch up with the Lehigh Valley and the Schuylkill According to the existing references, complete bituminous coal burdens began to be used in this area only around 1840 when the ironmakers hastily adopted the hot blast apparatus introduced from England. The majority of these furnaces were built, however, after 1844 when an extensive experimental program, carried out at the Shenango Steam and Water Hot Blast Charcoal, Coke and Raw-Coal Furnace produced favorable results, with coal containing up to 35 pct volatile matter. The furnace was located near the Shenango River on the Lackawannok Run, five miles northwest of Mercer, Pennsylvania. It was built, owned, and operated by David Hogeland of Mercer. The year 1936 was a prosperous one for the oil industry in California. Increases in crude prices were posted in February and March. Re-establishment of voluntary curtailment in February was a factor in holding production at an efficient level throughout the year. Reduction of storage was effected through adherence to curtailment measures, aided by greater demand and smaller average well completions. During the first six years of voluntary curtailment, allotments were increased during the summer season and reduced during the winter season. This year, good results were obtained through a revised system of allocation, by which the California monthly quota was held constant at approximately 540,000 bbl. per day. After a 7-month period of practically unrestricted production (ending in January 1936), numerous operators found that curtailment was still necessary, as California and export market,s were not yet capable of absorbing the state's potential production, which was estimated to be in the neighborhood of 850,000 bbl. per day. Therefore, in February California operators again placed themselves under voluntary curtailment; with the result that state production dropped from around 700,000 bbl. per day in January to a low of 565,000 bbl. per day in April, and increased gradually to around 585,000 bbl. per day for December. Drilling activity during the year increased about 10 per cent over that of the preceding year, although the resultant production per well decreased. Field Discoveries As a result of a very active wildcatting campaign in California, aided by better interpretation of geophysical data, five new oil fields and two new gas fields were discovered. A previous publication1§ has described the effect of quenching stresses on the lattice parameter values of high-purity aluminum-copper alloys particularly with reference to the solution and precipitation of CuAl². A similar study has been made of the aluminum-rich aluminum-magnesium alloys. Attention has been directed in the present investigation to the magnitude of the quenching stresses as affected by the specimen size and shape, the number of solute atoms and the quenching rate. The effect of cooling stresses in causing plastic defomation or cracking has been considered in relation to the physical properties of the alloy On reheating alloys in the two-phase field, the time required for precipitation to occur has been observed in connection with the degrec of supersaturation, the rate of diffusion of the solute atoms as a function of the comparative atomic radii, degree of strain, temperature of reheating and grain size. A few qualitative comparisons on the relative effect of these factors have been drawn between the aluminum-copper alloys and the aluminum-magnesium alloys. Strain in Solid-solution Alloys A 10 per cent magnesium alloy ill the form of chill-cast bars was furnished by the Aluminum Company of America through the courtesy of L. W. Kempf. Additional alloys were prepared using alllminum (99.95 per cent Al) and high-grade magnesium. The alloys listed in Table 1 were melted in an Acheson graphite crucible under a flux of fused MgCl², CaC12, NaCI. Chill-cast rods were sealed under vacuum in Pyrex glass, homogenized several days at 450' C., air-cooled and machined to rods of from 1/8 to ¾-in. dia. ThE present paper proposes a mechanism of dislocation multiplication at internal inclusions or cavities and presents experimental evidence of such sources in zinc. Using an etching technique recently described by Damiano, Tint, and Herman1 to study the three-dimensional aspects of dislocations in bulk zinc crystals, an investigation was made of helically shaped and closed-loop etch patterns found to be associated with inclusions. Crystals containing 0.1 pet Cd and grown from the melt were deformed slightly by bending and then aged at room temperature to precipitate cadmium at the dislocations. The crystals were cleaved along the (0001) plane and then etched with Gilman's2 etch. Crystals were continuously viewed on the (0001) plane while the etching was in progress and numerous helical and closed-loops etch patterns were continuously recorded as shown in the sequences printed directly from the cine film in Fig. l(a) and (6). These etch patterns are not to be confused with the etch patterns previously reported by Damiano and Herman3 which revealed dissolution spirals on the (0001) plane of high-purity zinc crystals. In the present case, precipitates arranged in the form of closed loops or helicies are progressively uncovered by etching after suitable aging of cadmium doped zinc crystals. Viewed with dark-field illumination as shown in Fig. 2, portions of a helical figure and subboundaries were revealed simultaneously. Continuous viewing while the etching was in progress revealed in Fig. 1(b) that the short line segments observed on single photomicrographs were in fact continuous and described a helix which had its terminus at an inclusion. In the course of a recent investigation1 to develop a more satisfactory white-metal bearing alloy, a number of alloy systems were studied. The cadmium-nickel system showed characteristics desirable in a bearing alloy, and the system was therefore studied in some detail. Experimental Method Alloying cadmium with nickel offered no serious difficulty. After melting the cadmium, clean sheet nickel was added while the temperature was maintained at 500" to 600" C. A few crystals of ammonium chloride2 served to clean the nickel when the latter did not "wet" readily. In preparing the individual alloys for thermal and microscopic investigation, a "hardener" containing about 10 per cent nickel was used. Thermal Experiments and Apparatus Time-temperature cooling curves were made by standard methods. Globe electrolytic cadmium was added to the hardener to make a melt of the desired composition weighing between 100 and 200 grams. This charge was placed in a Pyrex test tube, 1 by 10 in., closed with a rubber stopper carrying a thermocouple sheath and quartz stirring rod. The assembly was lowered to a depth of about 4½ in. into an electric resistance pot furnace containing a No. 0000 clay-graphite crucible (to catch the melt in case of a break in the test tube). After the tube was clamped in this position, an asbestos-magnesia mixture was loosely packed in the furnace around the tube and a "halved" cover of transite placed on top. This left at least 5 in. of the test tube protruding from the furnace. When the alloy had melted, the thermocouple was adjusted so that the hot junction was l! in. from the bottom of the test tube. The melt was stirred thoroughly for several minutes to insure composition homogeneity and absence of thermal gradients.

The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

A number of investigators have noted the importance of various precipitation reactions on the properties of commercial-purity beryllium.1-5 Carrabine, for example, has demonstrated the interaction of iron and aluminum on the mechanical properties of hot-pressed polycrystalline beryllium.6 He considered the determining factor on elevated-temperature properties to be a reversible AlFeBe, precipitation reaction which could be directly related to the Fe/Al impurity ratio of the beryllium. Any aluminum in excess of the stoichio-metric amount required to form A1FeBe4 was presumed to remain primarily in the grain boundaries. We have observed, by transmission electron microscopy, such a grain boundary effect after various heat treatments of beryllium sheet. The starting material in this investigation was bare-rolled beryllium ingot sheet (0.001 to 0.005 in. thick), in contrast to the hot-pressed powder utilized by Carra-bine. It should be noted from the ingot sheet analysis shown in Table I that the Fe/Al weight ratio was near unity which would provide some free aluminum although the total aluminum and iron content was still small. Fig. l(a) shows some aluminum or aluminum-rich precipitates in the grain boundaries of a beryllium foil which had been quenched from 1200°C into brine at -TPC. Similar grain boundary precipitates were found, particularly at grain boundary intersections, in other samples quenched from 1100° and 1000°C. The length of annealing time at these elevated temperatures did not appear to substantially alter the amount of grain boundary precipitates, thus attesting to their relative insolubility. A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

The meeting of the Board of Directors, on November 22, was attended by eight directors, the Secretary of the Institute, and eight guests. The proposed James Douglas Prize and Tablet was referred to a committee of eleven. Robert H. Richards was appointed representative of this Institute to attend the meeting of the Society for the Promotion of Engineering Education. J. V. N. Dorr was made chairman of the Finance Committee in place of George D. Barron, resigned. The sum of $200 was appropriated for the 1918 expense of the American Engineering Standards Committee; the question of an appropriation for 1919 was referred to the Executive Committee for study and report. The sum of $50 was appropriated to the Treasurer's clerk. The following representatives of the Institute were elected: W. L. Saunders to succeed himself as United Engineering Society Trustee; R. M. Raymond to succeed himself as member of Engineering Foundation Board; S. J. Jennings to succeed himself as member of Engineering Council; George F. Kunz to succeed himself as member of Engineering Council; C. F. Rand to succeed himself as member of John Fritz Medal Board of Award; E. Gybbon Spilsbury to succeed himself as member of the Library Board. To members of the Canadian Mining Institute residing in Canada or Newfoundland, the privilege was extended to subscribe to the Bulletin at the price of $5. An invitation was extended to the Mining and Metallurgical Society of America to consolidate with the American Institute of Mining Engineers. The appointment of Engineering Societies' Employment Bureau was reported. Thirty-nine members and ten associates were elected. Two members were reinstated. Extension of time for the payment of clues was granted to four members. Seventeen members on active duty at the front had their dues remitted.

Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding.
