PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

Alloys of poly crystalline Nb-H have been tensile tested at 77" and 120°K after slow-cooling and after quenching from room temperature. A rationale has been developed to explain the effect of cooling rate on ductility in terms of microstructure. The inferior ductility of the slow-cooled alloys in this temperature range can be attributed to the precipitation of coarse hydride particles that fracture in the early stages of plastic deformation. Quenching Produced much smaller hydride particles and a decreased tendency for initia-tion and popagation of cracks. Prismatic dislocation loops, punched into the matrix of quenched alloys, eliminate the yield point and may Play some role in the low temperature ductility of the quenched alloys. The difference in ductility between quenched and slow-cooled V-H alloys was even greater than that observed in the N b-H alloys. It is well known that the ductility of Nb-H and V-H alloys decreases with increasing hydrogen concentra-tion and with decreasing temperature.1-l1 The follow-ing are some of the numerous mechanisms that have been adopted in attempts to explain these observations: 1) hydrogen-dislocation interarction,4'6 2) lowering of the crack surface energy by adsorbed hydrogen,9'10 3) localized lowering of the niobium bond strength,9 and 4) exertion of pressure inside voids by molecular hydrogen.6 A recent study1' indicates that, in some way, the embrittlement is related to the precipitation of a hydrogen-rich phase, because embrittlement and hydrogen solubility have the same temperature dependence. Most of the investigators observed that at very low temperatures there was a return of the ductility. Thus, hydrogenated niobium and vanadium may be said to exhibit a low temperature ductility minimum."1'8'9 It has been reasoned by most observers that diffusion is required for the embrittlement mechanism to be operative, and that as hydrogen becomes immobile at very low temperatures, the ductility increases. This investigation of the mechanical behavior of Nb-H al-loys under various conditions is an attempt to gain a better understanding of the low temperature ductility minimum. EXPERIMENTAL Tensile specimens, with gage length dimensions 20 by 3 mm, were machined from sheet stock" and both faces were ground on wet 600 grit Sic paper to obtain a final thickness of 0.5 mm. Annealing as described earlier12 resulted in average grain diameters of 0.3 mm. The recrystallized niobium tensile specimens were electropolished in 90 parts H2S04, 10 parts HF (48.9 pct) by volume, at 287°K and 30 v. Hydrogen, which may have been present in the starting material and/or added during specimen preparation, was removed by annealing at 1073°K in a dynamic vacuum of 2 X 10-6 torr. Hydrogenated specimens (1.15 at. pct H) were prepared by reaction with a known quantity of pure hydrogen (obtained by thermal decomposition of UH3) at 1073oK, followed by cooling at the rate of 100" per hr. These were vacuum encapsulated, homogenized at 573°K for 3 to 5 hr, and furnace-cooled. Tensile tests were conducted on an Instron machine at a strain rate of 4 x l0-5 per sec. The gripping device was such that the specimen was positioned below the crosshead. Thus, subambient test temperatures could be obtained by immersion of the device in a cooling bath of either liquid nitrogen or Freon-12. The temperature of the Freon-12 was controlled within ± 0.1°K of the desired temperature by automatically monitoring the flow of liquid nitrogen through a copper coil in the bath. Slow-cooling to 77°K was accomplished as follows. The testing device was surrounded by a rubber jacket, open at the top and with small holes in the bottom. Liquid nitrogen, brought up to the bottom of the jacket, entered the holes and vaporized quickly. The temperature was monitored at the specimen with a copper-constantan thermocouple, and a constant cooling rate of 2 deg per min was easily achieved by controlling the level of the liquid nitrogen outside the jacket. Over the past ten years, analysis of the acceptability of face ventilation systems has been based on numerical criteria rather than solely a study of air flow and methane patterns in the face area. This type of analysis has become possible primarily because of the instrumentation and mathematical models developed by the Ventilation Division, Pittsburgh Health Technology Center, Mine Safety and Health Administration (MSHA). To properly use these mathematical models, large amounts of methane and airflow data must be collected in the face area during mining activities. To supplement underground testing of face ventilation systems, a full scale model of a face area was built. This model includes a full scale model continuous miner, a face ventilation system, a gas release system, and a remote methane detection system. The remote methane detection system consists of an array of twelve methane sensors located throughout the face area. Data from the sensors are transmitted to strip chart recorders. Methane, air quantity, and other data collected during a test are entered into a computer for analysis. This paper presents the data entry system, the models used for data analysis, the test results, and the application of these results to a face ventilation system.

The present Paper extends the previous work on cold reduced, low carbon steels to preferred orientations developed after various heat treatments. In recrystal-lized rimmed steel, cube-on-comer orientations increased with cold reductions up to 80 pct. Above that {111}<112> and a partial fiber texture with (1,6,11) in the rolling direction dominated. During grain growth, cube-on-corner orientations have been observed to grow at the expense of {210}<00l>. In re-crystallized Si-Fe (111) (112) and cube-on-edge type orientations are dominant near the surface and the (1,6,11) texture near the midplane for reductions up to 60 pct. With larger reductions {111)}<112> and the (1,6,11) texture are dominant. In cross rolled capped steel a relationship of 30 deg rotation was observed between the (100)[011] of the rolling texture and the main orientations after re crystallization. Most orientations present in recrystallized specimens can be related to components of the rolling texture by one of the following rotations: a) 25 to 35 deg about a (110) b) 55 deg about a (110) C) 30 deg about a (Ill) THE orientation texture of recrystallized steel is of interest where the product is to be deep drawn, because preferred orientation is related to anisotropy of mechanical properties such as the plastic strain ratio (r value);1,2 and in electrical steel applications where a high concentration of [loo] directions in the plane of the sheet improves the magnetic properties of the material. It is interesting to note that both these aims are to a large extent achieved commercially, even though the orientation texture of cold rolled steel does not show large variation3 and the recrystallized orientations are generally given as being related to the as rolled orientations mostly by 25 to 35 deg rotations about common (110) directions.4-6 There is, as yet, no single completely accepted theory on recrystallization. The three mechanisms that have been investigated and discussed are: a) Oriented growth b) Oriented nucleation c) Oriented nucleation, selective growth Largely from the observations of the recrystalliza-tion process by means of the electron microscope,7-11 there is now considerable evidence that the "nucleus" of the recrystallized grain is produced by the coalescence of a few subgrains to form a larger composite subgrain, which finally grows by high angle boundary migration into the deformed matrix. From the intensive work on the recrystallization of rolled single crystals of iron, Fe-A1 and Fe-Si al-loys4-" he following observations have been made: 1) The change in orientation during primary recrys-tallization can usually be described as a rotation of 25 to 36 deg about one of the (110) directions. 2) The (110) axes of rotation often coincide with poles of active (110) slip planes. 3) If several orientations are present in the cold rolled structure, the (110) axis of rotation will preferably be a (110) direction that is common to two or more of the orientations. 4) With larger amounts of cold reduction (70 pct or more) departure from these observations became more frequent. 5) After larger cold reductions, rotations on re-crystallization about (111) and (100) directions have been observed. K. Detert12 infers that a rotation relationship of 55 deg about (110) directions is also possible, by stating that the recrystallized orientation {111}<112> can form from the orientation {100}<011> of cold reduced partial fiber texture A.3 The observation by Michalak and schoone13 that (lll)[l10] formed during recrys-tallization in fully killed steel containing (111)[112],— as well as (001)[ 110] which is related to the {111}<011> by a 55 deg rotation about <110>-implies a possible 30 deg rotation relationship about the common [Ill]. Heyer, McCabe, and Elias14 have recrystallized rimmed steel after various amounts of cold reduction, by a rapid and by a slow heating cycle and found that the preferred orientations strengthened with increased cold reduction. The most pronounced orientation up to about 70 pct cold reduction was found to be {1 11}< 110>, after 80 pct cold reduction both {111}<110> and {111}<112>, after 85 and 90 pct cold reduction, {111}<112>, and after 97.5 pct cold reduction it was {111}<112> and (100)(012). In the present work, the orientation textures of the recrystallized specimens are examined under various conditions of steel composition, amount and method of cold reduction, and method of recrystallization. The relationships between the preferred orientations of the as rolled and recrystallized specimens, and the conditions for the formation of the various orientations during recrystallization are investigated.

IN attempting to study precipitation from a tetragonal lattice using solid solutions of bismuth in tin, it was found that although a Widnmanstatten pattern is observed 1 only a qualitative analysis of the orientation relationships is possible, because of the unusual structural changes that accompany the precipitation process MICROSCOPICAL STUDIES Alloys were made from Chempur tin (Standard samples 42b and 42c, National Bureau of Standards), and bismuth (Kahlbaum C P ) by melting neighed quantities together under palm oil, stirring well, and casting in a heated graphite mold The polishing and etching techniques employed largely govern the visibility of the structural changes The preliminary surfacing operations were similar to those recommended by Villela and Bergekoff,5 through BehrManning 3/o abrasive papers, lubricated by a solution of paraffin in kerosene A rough metallographic polish was next given, using a thin cotton cloth charged with relevigated alumina (maximum particle size of about 4µ) and soap solution, repeated etching and polishing served to remove disturbed metal For high-power examination better preparation was necessary It was found that on such soft metals the threads of the fabric, rather than the abrasive, cause most of the scratching Cotton outing flannel, which had been brushed so that the nap lay down, was fairly satisfactory, but a Heavy grade of silk velvet (not the noncrushable kind) was found to be better, especially after some use A better procedure was as follows The metal lap was warmed slightly, and a 4-in circle of woolen broadcloth was cemented to its center by a thin film of melted paraffin The broadcloth was then moistened with water, and a 30 to 40 per cent solution of sodium hydroxide heated to about 50°C was poured over it, allowed to stand for 1 to 2 min and then washed off It was neither necessary nor desirable to remove all the sodium hydroxide from the cloth, since its etching action aided in the removal of the flowed layer from the sample The cloth was then charged with a paste of the relevigated alumina in water Since this lap did not remove deep scratches, it was necessary previously to polish the specimen on some material such as the silk velvet The sodium hydroxide softens and partly gelatinizes the woolen lap covering, permitting a scratch-free polish, but its action continues, and the cloth deteriorates after about 24 hr This is not serious, because a new lap can be prepared in about 5 min, and only small pieces of cloth are used Etching with a strongly acid solution of ferric chloride was found satisfactory for removing the flowed layer For the final etching, the most satisfactory reagent was that of Taffs,7 the formula for which is FeC13 6H20, 2 grams, HC1, 5 c c , H2O, 30 c c , C2H5OH (95 per cent), 60 c c This etchant reveals differences in com-

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

The area on which oil and gas development is reported covers 30 counties, which are included in the Texas Railroad Commission&apos;s District No. I. This area not only includes the old established Balcones fault-line group of producing fields but also includes the southwest extension of this trend and some of the deeper Wilcox (Eocene) exploratory development. (Fig. J.) In the old Balcones fault-line zone, three new fields were discovered during 1941. These fields are comparatively small, producing from Dale limestone or Austin chalk. No new fields were discovered during the year in the Edwards (Lower Cretaceous) limestone horizon. One new shallow field was discovered in the Reklaw (Eocene) sand horizon and, in the southwestern part of the district, one oil field and one gas field were discovered in the Navarro (Upper Cretaceous) sand horizon. An extremely important extension was made to the one producing Wilcox (Eocene) field of the district in the Washburn Ranch field of La Salle County. The district produced 6,650,357 bbl. during 1941, which was a 12 per cent decrease under production for 1940. Approximately 4,954,000 bbl. of this total production was produced by the three Edwards limestone fields, Luling, Salt Flat and Darst Creek, the remaining production coming from the other 43 active fields in the district. In all, 3694 wells were producing at the end of 1941, compared with 3559 wells at the end of the previous year. During the year, 139 new producing wells were completed and 29 wells were abandoned in the producing fields. The increase in producing wells represents an increase in new wells over abandonments in these fields, together with a decrease in wells temporarily shut down as of the end of 1941. The majority of production drilling was carried on in the following fields; Bee Creek, Chicon Lake, Elm Creek, Gas Ridge, Pearsall and Tenney Creek. Approximately 250 wells were drilled during 1941, of which 110 were exploratory wells completed as failures throughout the district. Considerable exploratory work was continued during 1941 along the Wilcox trend. Geophysical work employing various types of geophysical methods and leasing activity was continued along this trend, particularly by the major companies. The significance of this activity is apparent from the successful extension and development in the Washburn field of La Salle County, where several well-developed gas-and-oil producing horizons have been developed in the lower Wilcox section between 5100 and 5600 ft. as noted in the following paragraphs. Continued exploratory activity along this general trend as far as present conditions will permit is predicted for 1942. WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the, gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

THE manufacture of zinc oxide directly from the ore is one of the most important contributions that America has made to the metallurgy of zinc. Heretofore, this has been clone chiefly for the production of zinc and zinc-lead pigments, and the method has been known as the Wetherill process. While that term may properly be applied to the process for pigment manufacture, it must be recognized that the principles of the process are of far wider application; and that there is going to be wider application in the immediate future is more than an expectation. I have in mind the use of the process as a method of igneous concentration. Igneous concentration is broader in its scope than the Wetherill process, for it may be done in the blast smelting furnace, or in the reverberatory, or by other means. Igneous concentration is a rather clumsy term, and I prefer to introduce the new generic expression of "zinc burning," which is convenient, readily understood and precise, for in all cases the zinc oxide is reduced to metallic form, is volatilized and is then burned to zinc oxide, the latter happening, however, after the zinc has been separated from the residue of the ore. As previously indicated, zinc burning may be done either in blast or reverberatory smelting, the gangue of the ore being scorified and drawn off as slag, while other metallic minerals are reduced to matte or metal. Such processes have heretofore been practised on fairly large scales. Thus, F. L. Bartlett smelted zinc ores at Canyon City, Colo., in specially designed blast furnaces, wherein the smelting column was only about 18 in. high. Such a limitation was necessary in order to prevent zinky accretions in the shaft of the furnace, which in course of time would have interfered with its operation. In running the Bartlett furnaces it was easy to bar them off, indeed, to poke right down into the smelting zone, and keep things going freely. Some iron blast furnaces in Virginia and the spiegeleisen furnaces of the New Jersey Zinc Co. afford other examples of zinc burning in blast-furnace smelting, although in their cases the happening is incidental rather than a primary purpose.

When austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.&apos; This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced.4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ael.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. Effect of Inhomogeneities on Reactions Near Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously ;l,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional auantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a, "fine-grained steel." These steels can be compared at the same grain size by heating c to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced.4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ael.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. Effect of Inhomogeneities on Reactions Near Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously ;l,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional auantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a, "fine-grained steel." These steels can be compared at the same grain size by heating c to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

THE responses to the request of the Finance Committee have been coming in with gratifying results, .but there have also been about a dozen letters received objecting in various ways to the voluntary subscription. These can be summarized as: First.-That the dues should have been increased, and thus impose the same burden on everyone. This would not have met the present situation, as under the constitution no increase could be effective until 1922. Second.-The Institute should &apos;live within its means, and reduce its expenses to correspond with its income. As far -as possible this was done by deferring the publication of Volume LXIV until 1921, although the papers published in that volume, were presented at the meeting in February, 1920. It is to avoid being obliged to do this again that the subscription is asked, as we feel that it is, a duty we owe to our membership_ to give them the papers presented at as early a date as possible.. Our financial situation is due to the very large increase in the cost of publication; owing to the high price of paper and printing. The cost of paper is now decreasing, and we hope that there will be&apos; wage adjustments that will permit a lower cost for printing. Under present conditions each volume of our TRANSACTIONS costs three times as much as it did in 1917 and we would be able to publish only one&apos; volume per year. Third.-That there are too many papers published that are &apos;of no interest to the writer of them .complaint.-This is undoubtedly true, but it must be remembered that the membership of the Institute includes all branches of mining and metallurgy and that all these branches are entitled to be&apos; represented in our TRANSACTIONS by papers.

IT is known&apos;" that secondary recrystallization occurs in copper sheet with at least 90 pct reduction after annealing at high temperatures, 700" to 1000°C. Turkalo and Turnbull4 have found recently that secondary recrystallization might occur even after annealing at such low temperatures as 500°C for a high purity, coarse-grained copper sheet. It will be shown in the following that in an electrolytic tough pitch copper wire, with a high degree of deformation, secondary recrystallization might occur at even lower temperatures. A hot-rolled rod of 9.5 mm diam (temperature at which rolling commenced was 850°C) was drawn in continuous drawing machines to 0.4 mm, corresponding to a cross-section reduction of 99.8 pct. The texture in the center of the wire (the sample for X-ray analysis was etched to 0.15 mm diam) is a mixture of the [111] and the [loo] direction, as can be seen from Fig. 1. This is in accordance with the result of Schmid and Wassermann.&apos; After a few minutes annealing of the wire at 200 °C, there is a noticeable recrystallization of the structure with a preferred orientation in the [l00] direction at the expense of the [Ill] deformation texture, as Figs. 2 and 3 show. Farnham and OINeill" reported a similar result. The final recrystallized structure shows mainly the [loo] orientation. There is however a small amount of [111] and random orientations. If the wire is annealed at 400°C, the recrystallized structure first shows a [loo] texture, Fig. 4, but as the annealing time is increased the fine-grained structure transforms into coarse grains, Fig. 5, giving a new preferred orientation, Fig. 6. The calculations show this to correspond to the [I121 direction. Even if the annealing that gives the primary recrystallization is carried out for six weeks at 20O°C, the same secondary recrystallization texture is obtained if the annealing is continued at 400°C. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

The following pages summarize the causes that led to the suggestion of unit operation of the paloma field, the organization of com-mittees, preparation of the Paloma Operators Agreement and the reasons for rejection of the plan. Introduction Long ago an Austrian physicist observed that under certain conditions the condensation of a liquid from gaseous mixtures resulted from pressure reduction. Some 50 years later he would have known that his research was not in vain. He would have seen a group of serious operators and engineers seeking to apply that principle to a conservation . program for unitized production in the Paloma gas field—but he would also have been saddened to see that forces unsympathetic to the application of science in oil production, with little or no appreciation of modern methods and the advantages of cooperation, so far have prevented the adoption of that program. Soon after the Paloma field was discovered it was realized that all the hydrocarbons in the reservoir existed in the gaseous phase. This condition was confirmed over a large area. Therefore, if the field was to be properly exploited with the greatest ultimate recovery of condensate, the hydrocarbons in the reservoir must be produced in the single or gas phase. They must be cautiously extracted with the least possible reduction of the natural pressure. If this could be accomplished, or if artificial pressure control were utilized, the condensation and underground loss of the valuable distillate would be preventable—otherwise it would not be. Wholehearted cooperation of all oper-ators was required in order to accomplish the conservation purposes of the program. To this end the production engineers of the several companies concerned lent their time and talents. They fully investigated the physical relationships of the products within the complicated gaseous mixture, prepared extensive reports on the subject and drew up a reasonably efficient plan of operations, which now is commonly called the "Paloma Unit Plan" but actually was entitled "The Paloma Operators Agreement." All of the engineers were not in perfect agreement on all the features of the plan, or even on all the engineering principles. However, it is safe to say that on all the important or essential factors there was a unanimity of opinion, particularly as to the objectives. These were fairly simple and reduce to one controlling item, "pressure control" by cycling or recycling. Organization The principal operators initiated the program by calling a meeting of all the lessees in the area, at which an organization was perfected, known as the "Paloma Operators Committee." Various subcommittees were appointed to expedite the work, including an "Engineering Committee." These func-tioned in a businesslike manner, frequently reported to the superior committee and

MINERAL industry activities have not been seriously hampered by a lack of men with higher training. The balance between opportunities for employment and advancement and available personnel has been a happy one, with enough competition to stimulate effort but not the unfortunate conditions arising from an overabundance. of employment seekers. Nearly all mineral industry educational institutions have been concerned about the falling enrollment in mining and metallurgical courses of study during the past decade. But industry has drawn upon a supply of many types of technically trained men apart from those who prepared their careers specifically in the mineral industry. Some schools have made this possible by uniting geologists, mineralogists, and others with students in mining and engineering. On the other hand, some schools have combined their department of mining engineering with an over-all engineering department and continue to send their graduates into the mineral industry by another route. On the whole, this seems to be a good trend and is likely to result in men better trained for current problems than would have been possible under the older rigid curricula.
